Executive Summary Integrated Services Corporation of North Carolina Inc., (ISC) would like to thank the City of Charlotte for the opportunity to submit a proposal to provide Technology Services through the CCPA program. The City of Charlotte’s Small Business Enterprise organization has been very helpful and has encouraged ISC to participate in business opportunities like this RFP.

Although structured cabling is typically not considered a core service in solicitations such as this, it is the infrastructure that makes all technologies valuable. The fact that all servers, even in the Cloud are networked by a structured cabling system makes layer one either the strongest or the weakest link in a system. Imagine for a moment how your day would be turned upside down if your desktop computer or phone was not working when you arrived at work in the morning. Only to discover that a faulty patch cord is to blame and took hours to discover because of poor cable management practices.

The City of Charlotte would benefit greatly by having ISC as their network cabling infrastructure provider because of our experience and work ethic. ISC has had the privilege of working for the City of Charlotte on several cabling projects and have proved our reputation for quality service time after time. Small projects are treated equally as important as larger projects. The small projects are frequently ignored by our larger competitors and the details that ISC focuses on are key success factors.

The network cabling services that ISC can provide will stabilize the future technologies that the City of Charlotte will benefit now and into the future. Background and Experience

Official Name Integrated Services Corporation of North Carolina, Inc.

Service Provider Background Integrated Service Corporation (ISC) was founded and incorporated in North Carolina in 2003 and has been providing infrastructure cabling products and services for eight years. ISC is owned by Chris Johnson (President) and Cheryl Johnson (Treasurer/Secretary). Chris Johnson is licensed by the State of North Carolina for low voltage installation. ISC has partnerships with key manufacturers such as CommScope and Leviton in order to offer 25 year warranties that cover the materials and labor. Technology specialties include design, specification, and installation of layer 1 structured cabling systems including, but limited to the following:

• All premise copper cabling systems such as Category 5e, Category 6 and Category 6A systems

• All premise fiber cabling systems such as 62.5 multimode, laser optimized multimode, singlemode and pre-terminated fiber optic systems.

• All backbone cabling such as high pair count copper and fiber optic cabling

• All outside plant cabling including buried and aerial applications

• Equipment room and telecommunications room construction such as cable trays, racks and cabinets.

• Cable testing such as category certification testing, fiber attenuation and OTDR testing.

• As-Built documentation and CAD

Proposing Organization’s Structure Integrated Service Corporation is a privately held company. Chris Johnson is the President and manages the operational side of the business. Cheryl Johnson is the Treasurer/Secretary and manages the financial side of the business. Operations management also includes project management that are assigned to specific accounts and projects to be the single point of contact for the Customer. The project manager is also responsible for the project timeline, materials, logistics, and budget. The Project Forman reports to the Project Manager and is responsible for the day to day activities on a specific project job site. They are responsible for coordinating with the other trades, managing the technicians on the job site and keeping the project on schedule.

Analytical Approach Data attesting to the financial stability of ISC and information regarding a clean record toward litigation and no bankruptcy filings, financials, credit rating, bank and vendor references shall be provided on request.

Guarantor ISC is a sole proprietor and is acting on its own behalf.

Request for Financial Information All financial information shall be provided on request

Proposed Project Team The scope of ISC’s proposed services under this contract shall be self performed. Any services performed by other subcontractors or services providers, such as utility locate services, for the convenience of the Lead Agency shall be communicated in advance to CCPA and the participating agencies and related Vendors.

All activities under this contract shall be initiated through Chris Johnson and shall be the single point of contact in administrating all obligations. All task orders shall be assigned to an ISC project manager to coordinate the project.

Past or Pending Judgments Integrated Services Corporation of North Carolina Inc., does not have any past or pending criminal, civil or administrative litigation against the Corporation or any of its Officers.

Financial and Legal Considerations A financial statement shall be available within 24 hours notice.

Management Approach ISC believes that our number one goal as a company is to provide an unwavering commitment to our Clients and their needs. Communicating with our staff our principles and direction on a weekly basis, stressing the importance of going above and beyond our duty to keep our Core Customers and potential future Clients satisfied. With constructive planning and exceeding expectations establishing Customer loyalty, creates Customer loyalty.

A commitment to quality management involves constant training to keep up with new technologies. On a regular basis, we take the time to train our technicians in the latest techniques and trends of project

management and office management. Our partnerships with various industry leading manufactures provide new products and tools that are used to train our installers and educate our Customers.

Taking classes on core business functions and keeping our technicians certified with both manufacturer systems and industry organizations such as BICSI keep the quality of our work impeccable. For example, over the past few years, ISC has stressed the importance of a training program that includes BICSI installer certifications and on the job training exercises to demonstrate new skill sets that will reward the technician for achievement. All in an effort to stay current on trends and to provide our clients with a well qualified staff. In addition, our office personnel have recently been through business training classes at CPCC as we continue to excel in our back office practices to keep pace with our rapidly expanding field operations.

As a small business, ISC can react quickly to the changes in technology. We consistently look for opportunities within to find methods that will improve our own operations and improve our Customer experience. We are constantly educating ourselves on the technologies that impact our Clients the most such as DAS systems, IP convergence, network consolidation and cloud computing and how these technologies apply to the structured cabling infrastructure.

Personnel Management The advantage of a small company to CCPA is you will be doing business directly with the President of the company, the primary stake holder of the organization. Specific tasks will be delegated based on the requirements of the task. Chris Johnson has 28 years of experience in the telecommunications industry ranging from large Telco providers to IT integrators. Chris has emerged through an evolution of technologies beginning with Token Ring networks to today’s high speed Ethernet and Broadband networks. The support staff that Chris brings with him is handpicked for the skill sets that accompany ISC’s forward progress. For example, if the scope requires design services, a BICSI certified RCDD will be assigned to provide his expertise and knowledge of industry standards and codes. If the scope of work requires fiber optic splicing or trouble shooting, a certified technician is assigned. If it is a project with a short timeline, ISC has the extra labor force that will complete the project on schedule.

Managing the skilled labor force in a small company requires the flexibility to respond to Customer short order requests as well as large construction projects that typically have a longer schedule with intermediate milestones. ISC has successfully managed their personnel staff for eight years to meets these challenges and is still growing.

Proposed Solution

Process ICS will perform all due diligence to guarantee a smooth transition from existing cabling service providers. First, we will establish lines of communications with CCPA to understand financial and accounting expectations. Second is to establish a workflow process as a template to addressing contract requests and delivering services in a timely manner. Last, is to meet with key stakeholders with participating Public Agencies to define their responsibilities and the role that ICS can provide under the Technology Contract.

Transition Plan A detailed transition plan shall be provided to the Lead Public Agency to include a clear scope of services and out of scope items, transition schedule, and escalation plan. Prior to transition, all necessary status reporting, service level agreements, potential risk assessments and mitigation shall be addressed.

In terms of servicing the technology needs of the structured cabling systems, such as copper and fiber optic cabling, an evaluation of existing conditions should take place to get an understanding of the current operating environment. In addition, the transition plan will also include convergence of other Technology Service Providers that may also be on the contract to coordinate efforts.

Client Relationship Management Keeping the Lead Public Agency informed about the progress of a project can be as detailed or simple as the Agency desires. ISC can provide a task order form that will provide information about the project including, but not limited to:

• ISC team leader contact

• Public Agency POC

• Description of the project

• Budget

• Bill of Materials

• Time Schedule

In addition, ISC can provide milestone reporting, job site photos, cable test results and as-built drawings.

Risk Management The potential risk involved in cable installations is potentially working in an active office environment. This risk can be mitigated by scheduling activities that may be disruptive or potentially dangerous to staff members during off hours. In addition, working around active network components can be a risk associated with cable installation. Again this risk can be addressed by properly enforcing work safety practices such as covering sensitive equipment from dust, securing power connections, and following OSHA safety laws.

Marketing & Service The marketing plan consists of establishing relationships with the IT and Facilities Managers of the various Public Agencies that have access to the CCPA. The preferred method of communication is face to face in order to best describe how ISC can support their network cabling infrastructure and provide information about how it can be funded through CCPA. ISC will work within the parameters of the City of Charlotte to market its services to it’s Agents.

Accounting Our accounting practice is flexible according to the needs of the City of Charlotte. The practice can be based on purchase orders originating from the Agency and invoiced on completion. Another method may be to invoice on a monthly basis including services provided to all Agencies during that month or listing each agency as a separate line item and subtotal. Reporting and invoicing can also be on paper or using the Lead Agency’s e-commerce system if available.
