Guidelines for the Chinese Academy of Sciences (CAS)
President’s International Fellowship Initiative (PIFI) –
Visiting Scientists coming to work in University of Science
and Technology of China(USTC)

Dear Professors,
Congratulations on getting the CAS President’s International Fellowship
(PIFI) for postdoctoral researchers and welcome to USTC!
The PIFI fellowship is sponsored by CAS. CAS offers a monthly salary to
visiting scientists to cover living expenses and health insurance in China.
Each awardee will receive a pre-tax stipend of ¥20,000-40,000 per
month. In addition, the fellowship provides an economy-class round-trip
international travel with different ceilings on the amount depending on
the location of your passport country.
Please read this guide carefully and complete all the needed procedures.

Submit the <Letter of Introduction for foreigners’
campus smart card> and get your campus smart
card.
Campus smart card is used for entering
campus, consuming in campus canteen
and shops, and borrowing books from
library.

Submit your income tax-exemption documents to
Ms. Yan for income tax register formalities. If your home country doesn’t sign any
agreement with China related to
taxation of individual income, ignore

Submit the tax-exemption documents to Hefei
Local Tax Bureau Baohe Branch for income tax
register entry.

Submit the income tax-exemption documents to
Hefei Local Tax Bureau Baohe Branch for tax
register entry.
Documents for tax-exemption
According to <Announcement No. 60 [2015] of the State Administration of
Taxation—Announcement on Issuing the Measures for the Administration of Non-
Resident Taxpayers' Enjoyment of the Treatment under Tax Agreements>, if your
country has signed an agreement on avoiding double taxation with China, you need
to submit the following documents to enjoy the treatment stipulated on the taxation
treaties.
Planning for less than 4 months stay:
1, Two copies of your passport photo page and customs seal page.
2. The original and two copies of the taxation resident certificate issued by the
taxation authority of your passport country or your current resident country.
3. Filling the form <Information Reporting Form of Tax Residence Status of Non-
resident Taxpayer (For Individuals)>.
4. Filling the form <Reporting Form for Non-resident Taxpayer Claiming Tax Treaty
Benefits (Form B for Individual Income Tax)>.
Planning for more than 4 months stay:
1. Two copies of your passport photo page and customs seal page.
2. Two copies of foreigner’s work permit.
3. One copy of employment contract (the original one is also needed for scrutiny at
the taxation bureau).
4. The original and two copies of taxation resident certificate issued by the
competent taxation authority of your passport country.
5. Letter of commitment on whether it’s your first time to work in China or Letter of
commitment on your work experience in China (Please ask for the sample by email
to [email protected] with the title ‘Letter of commitment Sample’).

If you don’t complete the procedures for tax –exemption, income taxation will be
made from your stipend.

Please note that the tax-exemption period varies for different countries according to
the agreements signed with China. And you need to make sure that your work
period is still within the tax-exemption period. Please log on to

Insurance during your stay in China
Purchasing a personal accident and medical insurance is required to work in USTC.
Please check with local insurance companies or travel agencies to ensure that your
insurance will work well in China.
If so, submit documents related to your insurance to OIC (Room 227, USTC East
Campus Office Building) on arrival.
If not, fill the insurance information form in OIC (Room 227, USTC East Campus Office
Building) on arrival, OIC will purchase the Taiping Insurance Plan for Foreign
Teachers & Students in Anhui Province for you.

Important aspects of PIFI regulation
Responsibilities of foreign partner.
1) Ensure the authenticity and accuracy of application information.
2) Carry out the tasks of the program.
3) Comply with the relevant laws of China and regulations of CAS and USTC.
4) Make reports to CAS on significant issues of the program in a timely and objective
manner.
Intellectual property rights
For any research results made in the PIFI funding period, CAS has the intellectual
property rights. And the statement “Funded by Chinese Academy of Sciences
President’s International Fellowship Initiative, Grant No. XXXX” should be mentioned
clearly in the relevant publication.
Requirement for working period
The PIFI– Visiting Scientists program can be executed piecewise* during the
implementation period with at least one month duration for each execution.
*Please note that less than one month stay in USTC cannot be counted as execution
and hence financial support will be forfeited by CAS.
Procedures for leaving USTC
If both you and your USTC host professor agree to terminate contract earlier, your
USTC host professor need to submit a reasonable explanation for terminating
contract earlier ( in Chinese) to [email protected] with the title ’PIFI terminating
contract earlier’ and complete the ‘ Major Changes’ application in ARP system.

give at least one lecture each year during
your working in USTC.
Your USTC host professor is
required to submit the
information of your lecture
(title, abstract, time, venue)
to [email protected] with
the title ‘PIFI lecture’ before
you presentation.

your USTC host professor.
All the documents are needed
for your USTC host professor
to make the final report on
ARP system to CAS.

life/work in USTC (within 500 words, and
not related to your specific research) to
