China IoT Policy/Regulatory Context
✓ IoT/M2M was mentioned many times in China governmentreports and 12th and 13th Five-Year Plan, and was regardedas very important innovation point.
✓ In November 2011, MIIT officially issued the Twelfth Five-Year Plan on the Internet of Things. This documents alsohighlighted the importance of building a standardizationsystem of IoT.
✓ The State Council issued the Guidelines on Striving for theHealthy and Orderly Development of IoT in February 2013,to further clarify the goals of IoT development.

✓ IoT was indicated in the State Council-issued Opinions onExpanding Domestic Demand through ImprovingInformation Consumption. It emphasized efforts shall beput on supporting the smart sensor manufacturing.
✓ The key role of IoT in the development of smart city wasaddressed in the Opinions on Improving the Developmentof Smart City, a document jointly issued by 8 ministriesincluding NDRC, MIIT, MOST, MPS, MoHURD, and MOT.*

✓ Jointly released by MIIT and NDRC, the IoT industry and services isamong the 9 key areas to develop in the 13th five-year plan
✓ For IoT: Enhancing modern information infrastructure, advancingBigData and application of IoT, encouraging integration of IoT withMobile Internet for smart-cities, Industry, agriculture and othersectors
• strengthening the use of IoT technology in areas like: urbanelectricity provisioning balance management, water resourcesmanagement, fire protection and control management,underground pipe network monitoring, hazardous chemicalsmanagement, energy saving, environmental protection etc.
• improving the ability of urban operation monitoring management,facilitating the formation of a unified sensing equipmentmanagement platform, enhancing urban operation data collectionand information sharing, meeting the inherent requirements ofrapid response to urban management for scientific decision-making

Key Policies Analyses IIGuidelines on Striving for the Healthy and Orderly Development of IoT
✓ The State Council issued the Guidelines on Striving for theHealthy and Orderly Development of IoT in February 2013,to further clarify the goals of IoT development.
✓ In accordance with the Guidelines, Ten Action Plans for IoTDevelopment were published by the State Council.
✓ One of the Ten Action Plans is IoT Standardization ActionPlan.

Key Policies Analyses IIGuidelines on Striving for the Healthy and Orderly Development of IoT
IoT Standardization Action Plan sets 10 missions for IoTstandardization as follows:
• Develop a specific plan for designing IoT standardization system;
• Improve the IoT standardization system;
• Develop common fundamental IoT standards;
• Develop general technical IoT standards;
• Develop technical standards for key technologies of sensing,networks and information processing;
• Give priority to the drafting of industrial application standards inurgent need;
• Promote the establishment of regional or international IoTstandardization organizations;
• Launch a platform for standard verification and related service;
• Encourage business in standard verification and related service;
• Constantly improve the organization.

✓ National champions surfaced over years of development in sensing manufacture and application services.*
✓ SENSE Technology and Invengo take up more than 1/3 domestic market share for Ultra-High Frequency (UHF) RFID reader.
✓ The penetration rate of Invengo and Seaever Intelligent Technology in the library market has reached 80%.
✓ The GPS/Beidou navigation system of HEG Technology has been vastly installed in government vehicles in Guangzhou and more other places.
✓ It has been a highlight in China’s IoT industry that the internet Giants, including Alibaba, Tencent, Xiaomi, and Baidu etc., entering the IoT market with strategic cooperation with traditional business
✓ Telematics Industry Application Alliance (TIAA) of MIIT focus more in IT technology in automotive.
✓ China Sensor Network and IoT Industry Alliance was set up in 2016 and 300 companies joined this alliance.

Energy sector✓ In May 2014, SAC/TC 549 on Smart Grid User Interface was
established. TC 549, mirroring IEC/PC 118. The secretariat of TC 549 is located at China Electric Power Research Institute, which is affiliated to State Grid Corporation of China (SCGG), a super-large state-owned power grid constructor and operator covering 88% of the national territory.
✓ State Grid initiated the set-up of Gloabal Energy Interconnection Development and Cooperation Organization(GEIDCO)” in March 2016, and they have intention to make standards.

In International Standards activities
• The standardisation of IoT has been universally recognised as
an important subject in China.
• Chinese research bodies and enterprises are actively engaged
in the international standardisation of IoT, such as ISO/IEC,
ITU-T,3GPP and ETSI.
• For example, CCSA IDT adopted OneM2M release one in
2016.

• Accelerate the key and urgently needed standards development
• Define the overall and annual standards promotion plan, and establish a comprehensive, long-term, continuous promotion mechanism

• Establishment of the mechanism to coordinate and increase the international and domestic work

• Extract typical requirements from regional scale application to promote standards

Key challenges
✓ Different departments and organizations aredoing overlapping and conflicting standards inthis area
✓ The introduction of “Association Standards” intoChina standardization system make the situationeven worse.
✓ As IoT is a new and comprehensive topic, it issometimes very difficult to find the right orpowerful players
✓ The technologies and standards are under thecompetition or “market decision” stage.
