TITLE

1.0 INTRODUCTION

ESSAR POWER GUJARAT LTD. (EPGL) proposes to install a 1200 MW imported coal

fired thermal power station at Khambalia Taluk, Jamnagar District, Gujarat. 1000 MW from

this proposed power station would be supplied to Gujarat Urja Vikas Nigam Limited

(GUVNL), as per state Power Purchase Agreement (PPA). After meeting the internal plant

requirements i.e., about 6.5%auxiliary power of 80 MW, the balance power of about 120

MW will be sold outside Gujarat to the neighbouring states viz. Maharashtra etc.

2.0 SCOPE OF SPECIFICATION

2.1

The scope of this specification covers the design, manufacture, supply and fixing of all

accessories required for installation of below equipments, inspection and testing at

VENDOR's and / or his SUB-VENDOR's works, packing, transportation from place of

manufacture to site, transit insurance from place of manufacture to site, unloading at site,

storage insurance and supervision of erection / testing & commissioning of 1 No. Rack &

Pinion Lift for Chimney (necessary input data for civil works, Mast structure, Lift, Drive

system, Control panels & accessories), Main distribution board, Normal and Normal-

emergency AC Lighting panels, Cables, Conduit laying, Aviation warning lights, Earthing,

Lighting, Receptacles and Lightning protection for chimney. Cable channels wherever

required shall be supplied and erected by the contractor. The BIDDERS shall quote their

firm prices as called for in Section-F1 of this specification.

2.2 For the present scope of enquiry, Essar Power Gujarat Limited shall be considered as the

OWNER, as referred in various clauses of this specification.

2.3 For installation of fixtures etc, the contractor shall have to arrange tools, tackles, welding

sets, pipe bending machine, cable crimping tools etc.

2.4 Contractor shall supply approved type danger boards in English and in local language and

shall also supply fixing accessories such as nut bolts, check nuts, bushes, clips, nails,

hoopers, clamps, screws, conduits, etc. Contractor shall be responsible to maintain all

fittings/ equipment till handing over the chimney and shall change free of cost any fitting /

equipment / accessories if found not in working condition. Contractor shall be responsible

for taking approval of the installation and permission to energise the system from statutory

authority.

TITLE

2.5 For lightning protection, contractor's scope of work shall include supply and installation of

the complete system up to and including the earth electrodes and earth mat. The

contractor shall furnish a detailed drawing of the lightning protection system and earthing

system and, execution of work shall be commenced only after obtaining approval to this

from the owner.

2.6 For aviation warning system contractor's scope of work shall include supply and

installation & commissioning of the complete aviation warning system including power

receptacles and cabling between main board / switch and aviation warning beacons.

Aviation lighting system shall be test operated by the contractor for not less than 60 days.

The scope shall also include the civil works associated with aviation lighting. The

contractor shall furnish a detailed drawing of aviation warning system and associated

power distribution scheme and execution of work shall be commenced only after obtaining

approval to this from the owner.

2.7 For general illumination of RCC Chimney, scope of work includes installation of complete

illumination system including photo electric light detector, power receptacles and cabling.

The contractor shall also furnish a detailed drawing of illumination system and associated

power distribution net work and execution of work shall be commenced only after

obtaining approval to this from the owner.

3.0 INSTRUCTIONS TO BIDDERS

3.1 It is not the intent to specify completely herein, all the details of design and construction of

the equipment / plant. However, the equipment/plant shall conform in all respects to high

standards of engineering, design and workmanship and be capable of performing in

continuous commercial operation upto the VENDOR's guarantees in a manner acceptable

to the owner, who will interpret the meaning of specifications and drawings and shall reject

any work or material which in his judgement is not in full accordance therewith.

3.2 The extent of supply under the contract includes all items shown in the drawings, not

withstanding the fact that such items may have been omitted from the specifications or

schedules. Similarly the extent of supply also includes all items mentioned in the

specification and/or schedules, not withstanding the fact that such items may have been

omitted in the drawings.

3.3 In the event of conflict between requirements of any two clauses of the specification

documents or requirements of different codes/standards, specified, the more stringent

requirement as per the interpretation of TCE will apply.

3.4 Whether called for specifically or not, all accessories required for normal operation of

equipment (as interpreted by the owner) are deemed to be a part of the BIDDER’s basic

scope of supply and no claims, whatsoever for extra payment on these grounds, shall be

accepted.

3.5 The VENDOR shall carry out all necessary co-ordination with regard to sub-contracted

equipment. TCE will communicate only with the VENDOR for all matters pertaining to this

contract.

3.6 The total price quoted for this contract shall be on lump sum all inclusive basis and shall

cover all items and services necessary for the successful completion of the contract. Even

if all components required for a system included in this specification are not explicitly

identified and/or listed herein, these shall be supplied under this contract to ensure

completeness of the system. Changes in quoted lump sum price shall be permissible only

in case of addition/deletion of scope.

3.7 If any defects of design, workmanship and materials are observed within one year from

the date of completion of work as certified by the Engineer, it shall be corrected by the

contractor, entirely at his risk and cost. If the work of repairs or replacement is carried out

by the owner, actual cost shall be recovered from the contractor.

3.8 The contractor shall carry out all rectifications, repairs or adjustment work found

necessary during testing, commissioning at his own cost.

4.0 CODES AND STANDARDS

4.1 All equipment, system and services covered under this specification shall comply with all

currently applicable statutes, regulations and safety codes. Nothing in this specification

shall be construed to relieve the VENDOR of this responsibility.

4.2 The standards not indicated in the specification are also acceptable, if they are

established to be equal or superior to the standards indicated in the specification.

4.3 The metric units/SI units shall be used in all data/drawings submitted against this

package.

4.4 The latest issue of IS codes prevailing at the time of submission of final offer will be

applicable. However, if there are any revisions during the execution of the contract, the

same shall be applicable and the cost implication if any shall be mutually discussed.

TITLE

5.0 TERMINAL POINTS OF SUPPLY

5.1 The PURCHASER will provide one 415V, 3 phase, 4 wire power supply in Main

distribution board and one emergency supply 415V, 3 phase, 4 wire for normal-

emergency (N/E) lighting panel. Vendor shall clearly indicate in the bid the required

feeder rating for the above power supplies. Cabling from Main distribution board (MDB)

and Lighting panels shall be in the scope of vendor with further distribution to

equipments, lighting fixtures etc. Any other voltage required shall be arranged by the

Vendor.

5.2 Power supply for emergency lights for lift and emergency alarm shall be arranged by

vendor from N/E lighting panel and MDB. Supply of lighting wires, conduits, etc. shall be

included in the scope of vendor.

5.3 Complete wiring of all electrical equipment from the point of supply onwards required for

the safe and satisfactory operation shall be in the scope of the Vendor.

6.0 INSPECTION TESTING AND COMMISSIONING

6.1 After completion of erection / installation, such piece of equipment shall be thoroughly

inspected in presence of the owner for correctness and completeness of erection and

acceptability.

6.2 A check list may be furnished by the owner wherein all details to be checked and

necessary instruction shall be listed. The inspection and checking shall strictly follow the

checklist. On completion of the inspection two copies of the checklist dully filled in shall

be handed over to the owner.

6.3 The checklist shall be jointly signed by the contractor and the owner. Such endorsement,

however shall not relive the contractor of his obligation under the contract.

6.4 After completion of erection work, tests shall be conducted by the contractor on each of

equipment as per schedule of quantities to be supplied by the owner or his authorised

representatives.

6.5 The contractor shall provide all tools, materials, labour and supervisory personnel for

carrying out field tests on equipment and materials under his scope of work.

6.6 The tests shall be conducted in presence of the owner and according to his directions. All

temporary arrangements, rigging and connections required for the tests shall be provided

by the contractor.

TITLE

6.7 The contractor shall record the test results on approved proforma and furnish six (6)

copies of the results to the owner for approval within a week of the date of tests

completed.

6.8 On successful inspection and testing the equipment shall be commissioned and put on

service in a manner mutually agreed upon.

6.9 The contractor shall carry out all rectifications, repairs or adjustment work found

necessary during testing, commissioning at his own cost

TITLE

1.0 LIFT

1.1 General

1.1.1 Lift shall be provided for the chimney inside the wind shield. The lift shall be of cage type and suitable for installation in outdoor area with corrosive and dusty atmosphere that generally exists in thermal power stations/industrial complexes. It shall generally conform to the provisions of IS:1860 and IS:4289 unless otherwise specified.

1.1.2 The lift shall have a minimum carrying capacity of 400 kg at a speed of 0.7 metre per second. The lift shall be of rack and pinion driven service type of approved make.

1.1.3 All the control devices inside the cage shall be housed in a dust free and water proof enclosure. Landings shall be provided as shown in the data sheet A2 of Lift.

1.1.4 Construction of guard cage and supply of other accessories required for satisfactory and safe operation of lift shall be included in CONTRACTOR’S scope. CONTRACTOR shall also supply and install safety devices such as automatic stop equipment, over speed governor etc. all complete as per Manufacturer’s recommendation.

1.1.5 All the embedments for the lift structure, approach platforms at landing levels and the lift supporting structure including lift cage shall be hot dip galvanised.

1.1.6 Vendor shall derive AC power from the Main distribution board.

1.1.7 All electrical devices like contactors, push buttons, indicating lamps located outside shall be housed in dust tight/water tight weather proof enclosures as specified in Data Sheet 'A1'.

1.1.8 Indirect lighting by 1 x 20 W fluorescent lamp channel type shall be provided for the lift. The earthing scheme of elevator shall be connected to earth grid at two points.

1.2 Motors

1.2.1 Motors shall conform to the latest applicable standard of IEC-60034/IS-325. Motors shall also comply with the technical requirements specified herein and in Motor Data Sheets.

1.2.2 Motors shall be suitable for Direct On Line (DOL) starting. The minimum permissible voltage shall be 85% of the rated voltage during motor starting.

1.2.3 Motors shall be capable of starting and accelerating the load with the applicable method of starting, without winding temperatures reaching injurious levels, when the supply voltage is in the range of 85% of the rated motor voltage to maximum permissible voltage specified.

1.2.4 Locked rotor current of the LT motor shall not exceed 600% (tolerance applicable as per IS) of full load current.

1.2.5 Motors shall be capable of developing the rated full load torque (FLT) even if the supply voltage drops to 70% of the rated voltage. If such operation is envisaged for a period of one second, the pull out torque of the motor shall be at least 205% of FLT.

TITLE

1.2.6 Motors shall withstand for 1 second the voltage and torque stresses developed due to the vector difference between the motor residual voltage and the incoming supply voltage equal to 150% of the rated voltage during fast change over of buses. All motors shall be designed to withstand atleast 5% harmonics in the supply voltage.

1.2.7 The locked rotor withstand time under hot condition at 110% rated voltage shall be more than the starting time at minimum permissible voltage specified above by atleast three seconds or 15% of the accelerating time whichever is greater. Provision of speed switch shall be avoided to the extent possible. In case the speed switch is required, it shall be indicated by the bidder in his offer.

1.2.8 The class of insulation shall be class F with the temperature rise of the winding limited to class B.

1.3 Bearing

1.3.1 Each bearing shall be provided with a dial type thermometer. The dial thermometers shall be of reliable and reputed make. The thermometers shall be located at a convenient height for easy reading and handing. Each thermometer shall consist of 2 potential free contacts. They shall be designed to close independently at two different temperatures - one for 'Alarm' and another for 'Trip'. The contact rating of the potential free contacts shall be 1A at 240V AC & 0.1A at 220V DC. Any auxiliary supply, if required shall be indicated by the bidder. One bearing shall be insulated.

1.3.2 Maximum noise level measured at a distance of 1.0 metre from the outer surface of the motor shall not exceed 85 db(A).

1.3.3 Two independent earthing points shall be provided on opposite sides of the motor.

1.3.4 Unless otherwise approved, the terminal box shall be capable of being turned through 3600 in steps of 90o. Terminal boxes shall be suitable for termination of motor cables.

1.3.5 Separate terminal boxes to be provided for space heater, RTDs, thermocouple, vibration monitors etc. All terminal boxes shall be provided with two earthing studs for termination of protective earth conductor.

1.3.6 Motor terminal covers shall have drain plugs so located that they will drain water, resulting from condensation or other causes from all pockets in the motor casing.

1.3.7 The following details, in addition to those specified in applicable standards shall be included on the rating plate. 1. Temperature rise of windings in degree centigrade at rated load, rated voltage,

frequency and ambient conditions and the method of measuring temperature rise (Thermometer/ Winding resistance).

2. Type of bearings, recommended lubricant, lubricating interval & relubricating quantity.

1.3.8 Space heaters shall be provided for all LT motors of rating above 30 kW. Heaters to be automatically ‘OFF’ when the motor is switched ‘ON’. Space heaters shall be located at easily accessible position for maintenance. Space heaters shall have adequate capacity to maintain motor internal temperature above dew point to prevent

1.3.9 All motor parts exposed directly to atmosphere shall be finished and painted to produce a neat and durable surface which would prevent rusting and corrosion. The equipment shall be thoroughly degreased, all rust, sharp edges and scale removed and treated with one coat of primer and painted with two coats of grey epoxy paint.

1.3.10 Motor shall be subjected to all the routine tests as per applicable standard in the presence of the PURCHASER'S representative. Copies of test certificates of type and routine tests, shall be furnished as specified in the distribution schedule, for PURCHASER'S approval. The VENDOR shall ensure to use calibrated test equipment/instruments having valid calibration test certificates from standard laboratories traceable to national/international standards.

1.4 Control Cabinets

1.4.1 The control panel shall include all necessary devices for receiving and distribution of power supply, control and protection for various equipment of the elevator.

1.4.2 Control cabinets shall be sheet steel enclosed and shall be dust, weather and vermin proof providing a degree of protection of IP 55. Sheet Steel used shall be cold rolled and at least 2.0mm thick and properly braced to prevent wobbling.

1.4.3 Control cabinets shall be provided with hinged door(s) with padlocking arrangement and suitable brackets/channels shall be provided for the type of mounting specified in Data Sheet.

1.4.4 All doors, removable covers and plates shall be gasketed all around with neoprene gaskets. All accessible live connections shall be shrouded and it shall be possible to change individual fuses, switches, MCBs without danger of contact with live metal.

1.4.5 All live parts shall be provided with at least phase to phase and phase to earth clearances in air of 25 mm and 20mm respectively.

1.4.6 Two earthing leads shall be provided at either end of the panel.

1.4.7 All sheet steel work shall be degreased, pickled, phosphated and then applied two coats of zinc chromate primer and two coats of finishing epoxy paint, both inside and outside, of colour as specified in Data Sheet.

1.5 Busbars

1.5.1 Busbars shall be insulated and of aluminium alloy of E91E grade and shall have adequate cross-section to carry the required continuous currents such that the operating temperature of the busbars does not exceed 850C.

1.6 Motor feeders

1.6.1 Motor to be controlled from the cabinet shall be provided with 3 pole/2 pole isolating switch, HRC fuses, contractors with thermal overload relays and other equipment required for satisfactory control of motors. When schematic drawings/bill of material is enclosed, all equipment shown shall be supplied by the VENDOR. The isolating switch and contactor shall be rated at least 20% more than the connected motor full load current. Unless otherwise specified motors rated 0.5KW and above being

controlled from the control cabinet shall be rated for 415V, 3 phase, 50 Hz and motors rated below 0.5 KW shall be 240V, 1 phase, 50 Hz.

1.7 Switches/MCBs

1.7.1 Switches / MCBs / MPCBs / MCCBs shall be hand operated, air break, heavy duty, quick make, quick break type conforming to applicable standards. They shall be of reputed make acceptable to the Purchaser and rating of the same shall be optimized to reduce number of types of spares.

1.7.2 The rating of switch shall be so chosen as to get complete protection by associated O/L relay or fuse under all normal/abnormal conditions such as full load, overload, locked rotor, short circuit etc. MCBs / MPCBs / MCCBs shall be provided with overload/short-circuit protective device.

1.7.3 It shall be the responsibility of the VENDOR to fully coordinate the overload and short circuit tripping of the MCBs / MPCBs / MCCBs with the downstream MCBs/fuses/motor starters, to provide satisfactory discrimination.

1.7.4 Switch handle shall have provision for locking in both fully open and fully closed positions. MCBs / MPCBs / MCCBs shall be provided with locking facility when called for in Data Sheet.

1.8 Contactors

1.8.1 Contactor type motor starters shall be of the full voltage, direct-on-line, air break, single throw, electro-magnetic type unless otherwise specified. Automatic star-delta type starters shall be provided when specified.

1.8.2 Contactors shall be provided with at least 2 'NO' and 2 'NC' auxiliary contacts.

1.8.3 Contactor shall be provided with a three element, positive acting, ambient temperature compensated time lagged, hand reset type thermal overload relay with adjustable settings to suit the rated motor current.

1.9 Fuses

1.9.1 Fuses generally shall be of the HRC cartridge link type, mounted on plug-in type of fuse bases having a rupturing capacity of 80 kA. Fuses upto 63A may be of HRC cartridge screw-cap, D-type, having a rupturing capacity of not less than 46 kA at 440V A.C. and 16 kA at 250V D.C.

1.9.2 Fuses shall be provided with visible operation indicators to show that they have operated.

1.9.3 All accessible live connections shall be adequately shrouded, and it shall be possible to change fuses with the circuit alive, without danger of contact with live metal.

1.10 Control & auxiliary power supply

1.10.1 All AC control equipment shall be suitable for operation on 240V AC, 1 phase, 50 Hz system. This supply may be obtained from phase and neutral when 4 wire 415V main supply is available. Otherwise, or when control voltage, other than 240V is specified, a suitable transformer shall be provided. The control transformer shall be

complete with isolation facilities and primary and secondary HRC fuses.

1.10.2 Separate circuits with switches, fuses etc. of adequate rating shall be provided for control of space heater, through thermoster and panel illumination etc.

1.11 Relays

1.11.1 Necessary auxiliary release for alarm, time-delay relays, voltage relays as required for control and protection shall be mounted inside the cabinet. Relays shall be equipped with externally reset, positive action operation indicator. Voltage relays shall have sufficient thermal capacity for continuous energization, using external resistors if necessary.

1.11.2 Auxiliary relays shall be rated to operate satisfactorily between 80% and 110%of the rated voltage.

1.11.3 Each relay shall be provided with at least two potential free contacts (1NO+1NC) for the PURCHASER's use.

1.12 Control & selector switches

1.12.1 Control and selector switches shall be of the rotary type provided with properly designated escutcheon plates clearly marked to show the operating positions. Control switches shall have momentary contacts, spring return to centre, with pistol grip handle. Selector switches shall have stay put contacts with oval handles. The number of contacts and their operation in each switch shall be as indicated in control schematic (when enclosed) or shall be as per the requirements of the connected circuit. The switches shall be rated for minimum 10A at 240V A.C. and 1A inductive break at 220V D.C

1.13 Indicating lamps

1.13.1 Indicating lamps of the Clustered Coloured LED type with coloured Lens engraved “ON”,”OFF”,”TRIP”.

1.14 Space heater

1.14.1 Strip type space heaters of adequate capacity shall be provided inside each cabinet. Heaters shall be complete with rotary type 'ON-OFF' switch, HRC fuse on phase or a single-pole MCB with overload and short circuit protection, link on the neutral and a thermostat to cut off the heaters at 45 Degree Celsius and shall have continuously settable range from 30 to 90 degree Celsius.

1.15 Interior lighting and receptacle

1.15.1 Control cabinet shall be provided with a 240V, 1 phase, 50 Hz, T5 type fluorescent tubes (Energy efficient) for interior illumination controlled by a 'ON-OFF' switch / MCBs and 240V, 1 phase, 5/15 Amp., 3 pin receptacle with Plug and Switch/MCB for Switching ON & OFF. Power source for interior lighting and receptacles shall be completely independent of control power source.

TITLE

1.16 Cabinet internal wiring

1.16.1 Control cabinet shall be supplied completely wired, ready for the PURCHASER'S external connections at the terminal blocks. All wiring shall be carried out with 650/1100V grade, XLPE insulated, stranded conductors. Power circuits shall be wired with standard aluminium conductors of adequate sizes to suit the rated circuit current; the minimum size shall be 4 mm2. Control, alarm and indication circuits shall be wired with stranded copper conductors of sizes not smaller than 2.5 mm2. C.T. & P.T. circuits shall be colored wired for R Y B phases with stranded copper conductor of size, not smaller than 4 mm2.

1.16.2 Engraved identification ferrules, marked to correspond with the wiring diagram shall be fitted at both ends of each wire. All wiring shall be adequately rated for the circuit current, the minimum rating shall be 20A.

2.0 AC DISTRIBUTION PANEL

MDB and Lighting panels (LP) shall be supplied, installed and commissioned at a height of 1.5 meter from grade level on a supporting structure with proper grouting. The MDB and LP shall be supplied with tinned brass glands and tinned crimping type copper cable lugs for termination of cables. The panel shall have two distinct earthing terminals and shall be connected to earth grid.

N/E Lighting panel shall have provision for two incoming supplies. One incomer supply shall be derived from MDB by vendor and second incomer supply will be provided by purchaser from emergency switchboard supplied by others. Auto changeover facility shall be provided for the two incomers through contactor interlock. At a time, one source shall be feeding N/E loads (contactor connected to this source will be energised) and on failure of the supply (contactor de-energised), other source will automatically resume with NC auxiliary contact connected to the source. The incoming and outgoing feeders shall be switch fuse unit and shall supply power for aviation lighting, emergency light for lift and 20% stair case lighting only. Other required power supply shall be derived from main distribution board only. The short circuit rating of the panel shall be 10kA for 1 second.

Main distribution board shall consists of one incoming supply with MCCB feeder & seven outgoing switch fuse feeders for power supply to lift, welding receptacles, normal lighting panel and one supply to normal-emergency lighting panel with two spare feeder. The short circuit rating of the panel shall be 65kA for 1 second.

Normal lighting panel shall consist of one incoming supply derived from MDB. The incoming and outgoing feeders shall be switch fuse unit and shall supply power to 80% stair case lighting, platform lighting, 1 ph. Receptacles etc. The short circuit rating of the panel shall be 10kA for 1 second.

The distribution boards shall confirm to IP: 55 class of enclosure and provided with suitable rain canopy over the top. Sheet steel thickness of distribution board shall not be less than 2mm for load bearing structures and 1.6 mm for others. 20% spare feeders shall be provided in the Lighting panels. Incoming feeder of the Main distribution boards shall be with Ammeter & Voltmeter with selector switches and phase indication lamps. Lighting panels shall be provided with photo electric light

detector circuit and each phase circuit of lighting panels shall be provided with ELMCB (300mA, 30ms) along with fuse so that on short circuit fuse will be blown before ELMCB gets damaged as the short circuit current will be more than 40kA.

The boards shall be painted with one coat of zinc chromate primer (yellow) and two coats of synthetic enamel paint of approved shade. The switches shall be of heavy duty type conforming to the requirements of IS:13947 -1993. The fuses shall be HRC link type.

3.0 CABLES

3.1 LV Power Cable shall be 1100 V grade, stranded aluminium / copper conductor, XLPE insulated, extruded PVC inner sheathed of type ST-2, armoured and with outer sheath made of FRLS PVC compound of type ST-2.

3.2 Control cables shall be 1100V grade, multicore, minimum 2.5 mm2 cross section, stranded copper conductor having 7 strands, PVC insulated, inner FRLS PVC sheathed of type ST-1, galvanised steel wire armoured and outer sheath made of FRLS PVC compound of type ST-1. In situations where accuracy of measurement or voltage drop in control circuit, warrant, higher cross sections as required shall be used.

4.0 AVIATION WARNING SYSTEM

4.1 Contractor shall supply and install, including wiring, Medium intensity aviation warning light with all associated accessories such as sockets, special cables, electrical controllers / Flashers and necessary mounting brackets/supports.

4.2 The body of the aviation light shall be made of a corrosion resistant aluminium casting finished in stove enameled aviation yellow. The paint shall be epoxy paint, of aviation yellow colour, which shall be hard and weather resistant. The light source shall be protected by thick glass dome and the fittings shall be complete with double compression type cable glands. All the aviation light fixtures shall be weatherproof and outdoor type suitable for highly humid and flue ladden atmosphere.

The aviation warning beacons shall be provided at the locations shown in the drawing. Double obstruction aviation lighting fixtures securely mounted at the top of the the chimney shall be within the zone of protection of roof conductor of chimney.

The Medium Intensity aviation warning beacons shall generally meet the following requirements: a) Type of lamp : Red coloured 'LED'

b) Type of fitting : Medium intensity flashing type c) Control of flash : Automatic night intensity operation d) Intensity of flash : 3000 cd (minimum) e) Frequency of flashes : 20 to 60 flashes per minute

4.3 Aviation lighting system shall be fed from separate circuit. The aviation light circuits shall be distributed among R, Y and B phase of 3 phase, 4 wire supply.

The contractor shall install weather proof terminal boxes with cable glands on each platform of the chimney at location close to the aviation warning beacons. The maximum conduit fill shall not exceed 60%. Suitable pull boxes shall be provided at convenient locations. All aviation light fixtures, conduits and junction boxes etc, shall be properly earthed. Earth wire shall run inside along the entire length of conduit between the fixtures and distribution board where it shall be connected to earth.

Temporary warning lights shall be installed during construction suitably located above the top most point of obstruction and shall be shifted up as the construction progresses. Power for operation of the temporary lights shall be obtained from the construction power system. Supply circuits for these lights shall be furnished, installed and maintained by the contractor.

5.0 GENERAL ILLUMINATION

General illumination of the RCC chimney shall be done for platform & staircase lighting with industrial weather proof dust tight with reflector integral mounted control gear with 1x70 watt HPSV well glass fitting mounted on the platform hand rails on fabricated MS angle support.

The contractor shall provide suitable mounting arrangement for the above fixtures capable of withstanding high wind pressure. The lamp on the same vertical line shall be fed from different phases, so that failure any one phase shall not cause total block out on one side.

General lighting system of chimney shall be fed from a separate feeder of distribution board. Considering voltage drop, suitable XLPE insulated heat resistant cable conforming IS.1554 Part -II shall be used for wiring all lighting fixtures and power receptacles. The cable shall be clamped by the side of the ladder at 750 mm centres by means of GI clamps.

Lighting fixtures, conduits, etc. shall be properly earthed using galvanised steel wire of 12 swg. Earth wire shall run inside along the entire length of conduit between the fixtures and distribution panel where it shall be connected to the earth. One number 15A 3 Phase, 4 pin industrial type receptacle and one number 63A welding receptacle with controlling switch and loose matching plug mounted in weather proof and dust tight box shall be supplied and installed at each of the platform near access doors. The box shall be fabricated of galvanised sheet steel having suitable hinged door properly gasketed to make it dust proof.

TITLE

Photoelectric light detectors shall be furnished and installed at Lighting panels to monitor the light intensity. The detector shall cause the control unit to energize the lighting system when the luminance on a vertical surface decreases to less than 35 candela. Lights shall be deenergised when the luminance on a vertical surface increases to more than 58 candelas. In case of malfunction of photo electric circuit, manual bypass arrangement through bypass switch shall be provided.

6.0 EARTHING SYSTEM

Separate earthing conductors of 75 x 10 M.S. flat shall run in the inner side of RC shell concrete floor. Only risers of 60 X 10 G.S. flat shall be brought out at all platforms for equipment earthing supported at 2500mm interval. A 40 mm dia M.S. rod shall be provided at 600mm below the ground around the chimney.

The earth grid shall be connected to the earth electrodes and shall be connected to plant’s earth grid through Test pits. The Earth electrode / Test pit shall be of 40mm dia, 3M long Mild Steel (MS) round bar.

The earthing resistance of earthing system shall be less than 1 Ohm. If the earth resistance is found as more than one ohm, Contractor shall provide additional earth electrodes or mat to bring down the earth resistance to a value less than one ohm.

All metallic parts, lighting fixtures, JB’s , Lift motor, Handrail etc., shall be earthed to the nearest earthing grid by using suitable earth conductor at two points. JB’s --- 8 SWG wire N/E DB, LP & metallic structure ---------25x6 flat Chimney staircase / Ladder shall be electrically connected to the down conductors both at top and bottom. For this, the two lower pairs of inserts supporting the Staircase / ladder shall be adequately connected to the grounding system and the top pair of inserts shall be connected to the circumferential conductor connecting the down conductor. All intermediate breaks in the ladder should be electrically bonded to form a continuous support from top to bottom.

7.0 LIGHTNING PROTECTION

The installation work shall conform to IS: 2309. The roof / circumferential conductor of chimney shall be 70 mm2 copper conductor coated with lead.

Each segment of cast iron cap of the chimney shall be connected to the circumferential band by means of tightly bolted connections as shown in the drawing. The down comers of 25 x 6 GS flat shall be run inner side of the concrete shell. The circumferential band shall be supported at an interval of 600mm and down comers shall be supported at interval of 2500mm.

Down conductors shall be connected to the circumferential conductor at the top of the chimney and to the testing point at the chimney base .There shall be no intermediate splices in the down conductors which shall be embedded in the concrete shell. Tapping of down conductor by bolting is not acceptable.

The down comers shall come out from the shell to facilitate connection with the test link. Lightning system grounding shall be distinct from the plant grounding system. Lightning down conductors shall be separately grounded through earth electrode rods.

During construction, temporary lightning protection should be maintained by connecting the concrete reinforcement to two permanent electrical grounding conductors. After the top lift of the chimney shell has been completed, temporary air terminals which may consist of reinforcing bars, should be installed at the top to serve as a temporary protection until the lining and cap are completed and permanent air terminals are installed.

Each down conductor shall be provided with a testing point around 1500 mm above ground level but inaccessible in order to avoid interference. Test link shall be enclosed in GI box. All bolt-nuts and washers in the test link shall be electroplated.

Incoming and outgoing portion of the lightning down conductor from the test link shall be galvanised to length of atleast 500mm.

All connections, clamps, anchors, etc., of the lightning protection system shall be made of GI and shall conform IS-2309. All electrical connections or joints, unless otherwise specified, shall be clamped or bolted by high pressure contact to form a connection of adequate current carrying capacity and mechanical strength. Soldered connections will not be permitted. Roof conductors, connections, clamps, fixtures, anchors, etc., exposed within 8000 mm of the top of the chimney shall have a continuous lead covering of a sheath of commercially pure lead not less than 2mm in thickness extruded, the ends being covered by soldering or puddling. Where lead covering is specified, after the joints have been made, they shall be again covered with solder or lead either by wiping or casting.

8.0 LABLES & DIAGRAM PLATE

8.1 Every equipment mounted in the cabinet for lift, distribution boards and other equipments shall be provided with individual labels with equipment designation/rating. Also, the cabinet shall be provided on the front & Rear side with a non-rusting label engraved with the designation of the cabinet as furnished by the purchaser.

8.2 Inside the door a circuit diagram engraved on non-rusting metal / PVC shall be fixed for reference.

9.0 TESTS & TEST REPORTS

9.1 The CONTRACTOR shall conduct all the routine and functional test for all equipment

supplied under this contract and for the system as installed in presence of owner. Tests shall be conducted as required by the relevant standards as well as by the PURCHASER/ENGINEER. Copies of all type test certificates conducted on equipment of similar type and rating, carried out within the last five years shall be furnished.

10.0 MAKES

10.1 The Bidder shall furnish the sub-vendor’s list for purchaser’s approval.

11.0 MAINTENANCE TOOLS

11.1 CONTRACTOR shall include all necessary maintenance tools and tackles required for maintenance of the equipments supplied by him. A list of maintenance tools included in the scope shall be furnished along with the BID.

12.0 SPARES

12.1 A list of essential spares has been listed. The BIDDER shall quote for these spares in the price schedule. The BIDDER may suggest changes in the list of essential spares as well as the quantities included on the equipment / system being offered.

12.2 The BIDDER shall also furnish a list of recommended spares for satisfactory operation of the system for a period of three years. Unit price for each of the recommended spares shall also be furnished in the price schedule.
