: Ofc responded to 10 N Bridge St (Speedway) in reference to a report of a black male wearing a black coat and a white hat, who had just shoplift

items from the business. While enroute, Ofc was advised by dispatch the suspect was last seen by the dumpsters on the north side of the business. O

pulled into the Chillicothe Inn (30 N Bridge St) and approached on foot. Ofc encountered a subject matching the description given by dispatch walk

from the business. Ofc detained this subject and escorted him back to the front of Speedway. There was a female subject who was standing between t

dumpsters and the business who was found to be with the subject Ofc had detained. Ofc Shipley stayed with this female as Ofc continued escorting th

male subject. As Ofc arrived at the front of the business with this subject, he began reaching into several of his pockets. Ofc repeatedly instructed h

not to do this, but he continued, pulling out a sealed package of Nacho chip/cheese and a 20oz bottle of Mountain Dew. As he again started reaching f

his pockets, Ofc placed handcuffs on him in order to maintain control. Ofc identified this subject as Michael A Owes and the female subject as Miche

K Frankel. Ofc''s contacted the witness/caller and identified him as Mark A Bonar. Mr Bonar stated he witnessed the male subject concealing the nacchips inside his jacket and then exit the business without paying for this item. Mr Bonar stated he then called police. Ofc obtained a written stateme

from Mr Bonar regarding this. Ofc contacted the clerk, identifying him as Joseph H King. Mr King stated Mr Owes purchased two cigar packages a

the Tornado''s in the paper boat. Mr King stated Mr Owes did not purchase any Nacho chips/cheese. Ofc placed Mr Owes under arrest for the th

of the Nacho chips/cheese and 20oz Mountain Dew bottle, searching him incident to this arrest. During the search, Ofc located a loose green lea

substance inside his left jacket pocket which through Ofc''s training and experience, Ofc believes to be marijuana. Ofc seized this as evidence. Ofc plac

this into the LEC Evidence room for future testing. Ofc photographed the marijuana, 20oz Mountain Dew and Nacho chips/cheese. The Nac

chips/cheese and 20oz Mountain Dew were returned to Mr King. Ofc informed Ms Frankel she was being barred from the business and returni

there could result in her being cited or arrested, which she stated she understood. Ofc then transported Mr Owes to the RCJ, where he was booked

the Theft (2913.02). Ofc also issued MM Citation 09-4869 charging Possession of Marijuana (2925.11ac3). Mr Owes was given a court date

5/14/2013 for both charges and left in the custody of the jail staff pending his appearance in court. Ofc also informed Mr Owes he was being barred fro

Speedway and returned there could result in his being cited or arrested, which he stated he understood.

On 05/13/13 Huntington National Bank fraud investigator Lynne Mackin contacted detective concerning a case sent to her by another Huntington fra

investigator, Jean Tjarks, concerning three counterfeit checks, one of which was uttered at the Chillicothe Lowe's store. Ms. Tjarks' investigative not

are attached.

Check #7808 is dated 02/21/13 and payable to Lowe's for $617.04 allegedly on the Huntington account of Nan Lefton (74 West Weisheimer Ro

Columbus, OH 43214). The check was uttered at Chillicothe Lowe's on 02/21/13 and Ohio driver's license number RU652555 is assigned in the regis

encoding.

Check #7809 was uttered on 02/23/13 for $463.29 at Lowe's (3765 Frazeysburg Road, Zanesville, OH.

Check #7810 was uttered on 02/23/13, 3:40pm, for $181.88 at TJ Maxx (3863 Gorsky Drive, Zanesville, OH). Ohio driver's license number RE70813

apparently appears on this check.

Ms. Tjarks indicates that driver's license number RU652555 is that of Nan Lefton and that number RE708139 is that of Pamela Elaine Stein (325 E

Long Street, Columbus, OH 43215). Ms. Tjarks indicates that the three checks are counterfeit, not simply stolen and forged, because Ms. Lefto

previously wrote the three checks of those numbers issued to her; #7808 posted on 12/24/12 payable to Highlands Presbyterian Church for $50, #780

posted on 12/31/12 payable to Kroger for $37.90 and #7810 posted on 12/31/12 payable to Monro Muffler and Brake for $663.39. Ms. Lefton's drive

license number appears on this check.

Ms. Tjarks indicates that in speaking with Nan Lefton, it was found that Ms. Lefton recently sent a check to her daughter in Oregon and that che

was not received. Ms. Lefton also reported to Ms. Tjarks that the service manager at Monro was Sam Messina.

Ms. Tjarks contacted Monro Muffler and Brake (614-263-7476) and spoke with Tom (unknown last name), who reported that Mr. Messina was n

longer employed there.

Ms. Tjarks also spoke with Lowe's loss prevention employee Keyndra (unknown last name, 740-450-5500 x808), who reported that she could acce

surveillance from both Lowe's stores for law enforcement.

A LEADS inquiry of BMV files confirmed that RU652555 was issued to Nan Lefton and that RE708139 was issued to Pamela Elaine Stein.

On 05/10/13 Columbus Police Sergeant Richard Curry contacted detective concerning an investigation he was conducting that involved a number people shoplifting from the Columbus Dick's Sporting Goods and Cabela's locations and returning the merchandise for store credit. The suspects wou

reportedly then use the accumulated store credit and obtain firearms. Sergeant Curry advised that James G. Strait had been identified as a shoplifter an

Matthew Orlando had been identified as a player who purchased a 500 Persuader Mariner pump shotgun (#T358394) and Stag Arms Model 3 assa

rifle (#163579). Sergeant Curry advised that Mr. Orlando, an apparent Chillicothe resident, and his vehicle, a red Jeep (OH-EMV6717), had be

Gerald Stewart. He said Michelle told him he had to have an ID and so he left to go get an ID. He also realized he did not have enough money to pay

the prescription and had to get money. Mr. McFadden said when Frank returned he showed Michelle what appeared to be a foodstamp card

something of that nature with Gerald Stewart''s name on it. Mr. McFadden said he told Frank that it was supposed to be a picture ID and Frank want

to know if his brother Lorel Lee could vouch for him. Mr. McFadden said he told him that if Lorel Lee said he was Gerald he would give him

prescription. He said Frank left and while he was gone he got on the phone and called the Ross Co Jail and was advised Gerald Stewart is in jail. He s

he then called police. He said Frank came to get the prescription and then Ofc. arrived. Ofc transported Frank Davis to the Ross Co. Jail. wh

enroute he asked Ofc. if Loral Lee was going to be in trouble because Loral Lee told the pharmacist he was Gerald or if it was just him, or words to t

effect. On arrival at the jail Ofc. advised Frank of his Miranda Rights and he acknowledged them. Ofc. asked him about the prescription and he said

was getting it for his brother. Ofc. asked why since his brother was in jail and he just shrugged his shoulders. Ofc. asked him about the card that h

Gerald''s name on it and he said he did not have a card with Gerald''s name, that Ofc. could check his pockets. Ofc. did check his property and he did n

have the card. He again wanted to know if he was the only one getting in trouble. Frank was given a copy of the warrant (see report 13-7333) a

advised him of his court date of 5-15-13 at 9:00am in Chillicothe Municipal Court on both charges. He was left in the custody of the jail in lieu of bond.

photographs where taken. Officer also collected the screw driver for evidence if this is a burglary. If this is a civil issue the screw driver will be returned.

Inez said last week she heard Bill yelling and when she entered the room Bill threw a small stand at Frank hitting Frank in the leg and then Frank had

restrain Bill until Bill calmed down enough for Frank to let go. Frank said on Wednesday evening he had fixed himself some mini corndogs and was eat

them. Bill came in and saw him (Frank) eating and became very upset that he (Bill) was not eating eating. Frank said Bill began yelling and came at h

throwing a night stand at him. Frank said showed his right leg and and bruise where the stand had struck him. Frank said he had to get Bill on the flo

on his back and then sit on Bill with his knees on his arms until Bill calmed down and was no longer violate with him. Inez said Bill''s doctor is refusi

to prescribe any medication to assist with Bill''s anger problems. Officer will not be filing any assault charges on Frank or Bill. Nothing further

needed at this time.
