associate Mendy Kellough who stated she observed a male subject, later identified as Russell Burris Sr., walking in the store with his son Russell Bur

Jr. She stated Mr. Burris Sr. walked to the jewelry area and selected a pair of men''s sunglasses, valued at $12.99, and a men''s watch, valued at $16.9

She stated Mr. Burris Sr. pulled the tag off of the sunglasses and put them into his shorts. He then took the watch out of the case and put it into h

pocket. Ms. Kellough continued foot surveillance until Mr. Burris Sr. exited the furthest north east side entrance making no attempt to pay for concealed items. He was stopped outside and escorted back into the loss prevention office. She stated at this point Mr. Burris Sr. produced the stol

items and this department was called. Ofc. advised Mr. Burris Sr. of his Miranda Rights to which he stated he understood and waived at this tim

Ofc. asked him what took place and he gave the same account of the incident as Ms. Kellough. He stated he felt embarrassed and stupid for having take

these items. He stated his son had the money to pay for the items but he acted stupidly instead of asking for the money. Ofc. photographed the ite

and left them with Ms. Kellough for safekeeping. Ofc. also obtained a store receipt for the items and Ms. Kellough said she would contact Ofc. when h

written statement was complete. She also stated the surveillance was conducted on foot and would notify Ofc. if video were available. Ofc. issued M

Burris Sr. Misdemeanor Summons 09 4389 for M1 Theft. He was advised of his court date on 7-26-13 at 9am. He stated he understood as he signed

Narrative

On 07/17/13 detective assisted with the execution of a drug search warrant at 806 Sherman park, the residence of Amanda Damron and Joshua Lancast

Both subjects were present at the time of the warrant and detective searched the kitchen of the apartment. Detective located in a cabinet drawer an Oh

Direction card issued to Addison N. Johnson.

Detective informed Ms. Damron of her Miranda warnings and she identified the only occupants of the home as herself, Mr. Lancaster and her daught

Nevaeh Sikes, who she advised was spending the summer with her father. Ms. Damron advised that Addison was the daughter of her sister, S

Damron-Peoples, and stated that the card had been left behind after a visit 1.5-2 weeks prior to the interview. Ms. Damron advised that it was h

understanding that the card was not active because her sister allowed Addison to play with it because it had her name on it. Ms. Damron denied ev

using the card.

Narrative

On 07/17/13 detective was assisting with a drug search warrant at 245 Park Street, #13-12677, and located several checks belonging to Jerry Raybu

and Cynthia Rayburn on a joint account with Atomic Credit Union. Detective located the carbonless copy to check #6133, and the original an

carbonless copy to #6134, #6135 ands #6136. Nothing is filled in on the carbonless copy of #6133. Check #6134 is blank except for the authorizi

signature of Jerry A. Rayburn. Check #6135 is blank except for the authorizing signature of Cynthia Rayburn. Check #61436 is completely blan

Detective located with the checks a copy of an undated receipt from the Chillicothe Walmart store, #2400, indicating that check #6136 was uttered a

declined. Detective found that the checks had been reported stolen out of a burglary of the Rayburn's Columbus Street residence the previous da

07/16/13. (See #13-12621)

The checks were found in a small personal planner booklet on a shelf on a baker's rake in the front room of the residence. Residents Kristen Findlin

and boyfriend Donny Williams were present at the time of the warrant. There was also a few pieces of mail belonging to Lorri Black in that room, an

Sarah Kennedy's Ohio EPPICard was found in Ms. Findling's wallet in her purse. The purse was found in the middle room of the residence where M

Findling and Mr. Williams were sleeping. Ms. Black and Ms. Kennedy are apparently mother and daughter.

Ms. Findling and Mr. Williams admitted to being heroin addicts and Ms. Findling was incarcerated on an unrelated warrant charging a felony probati

iolation.

Detective informed Mr. Williams of his Miranda warnings and he denied any knowledge whatsoever of the checks or of the Rayburn's. Mr. William

advised that Ms. Black had been staying at the home sporadically and paying Ms. Findling some rent. Mr. Williams advised that Ms. Black was last

the residence three days prior to the interview, 07/14/13. Mr. Williams identified Ms. Kennedy as Ms. Findling's daughter. Mr. Williams advised th

Ms. Findling's other daughter was named Desire and that both were in foster care.

Mr. Williams advised that he and Ms. Findling had been together for about one year and had been living at the Park Street home since January, 2013.

Detective contacted Ms. Findling at the jail and obtained from her the enclosed recorded statement after first informing her of her Miranda warnings.

Ms. Findling also advised that she had no knowledge whatsoever of the checks and was not familiar with the Rayburn's.

Ms. Findling advised that she and Mr. Williams had resided at the home since February 2013 and had been together for about one year.

Ms. Findling advised that Lorri Black was a friend and had stayed at the home very sporadically, the last time being five days prior to the intervie07/12/13.

Ms. Findling identified her children as three-year-old McKalyn Graves and one-year-old Brailyn Graves, and confirmed that both were in foster ca

due to her heroin addiction. Ms. Findling confirmed that she was currently pregnant and using upwards of 2.5-3 grams of heroin per day.

Ms. Findling identified Sarah Kennedy as Ms. Black's 28-year-old daughter who stayed at the home for a couple of weeks up until 1.5-2 months pr

to the interview. Ms. Findling advised that Ms. Kennedy left the card at the home and she was simply carrying it in her wallet to return it to her. M

Findling denied ever using the card and denied knowing Ms. Kennedy's PIN for the card.

Detective also located in the front room in a plastic yellow and pink basket dozens of three different pills. All of the pills were labeled either PLIV

563, DAN 5658 or TL 177. All three pills were identified as 10mg Cyclobenzaprine, a non-scheduled medication commonly used for muscle spasm

sciatica, fibromyalgia, chronic myofascial pain and migraine.

Ofc was dispatched to Super K-Mart (1470 N Bridge St) in reference to a theft that had just occurred. Ofc contacted Jason A Book (Loss Preventio

who was reviewing the in-store surveillance footage. Ofc observed a young w/f and an older w/f selecting items from a rack. The young female handed t

items to the older female and the two of them walked to the restroom area need Little Caesar''s restaurant. Mr Book entered the restroom after th

exited, not having seen them with the items anymore. Mr Book made arrangements for another associate to operate the camera system, while he look

for the items. The two females were then seen entering a 1991 maroon Buick Skylark (Ohio Reg# FLV-1581). The older female was observed in t

ehicle removing the shirts from a purse and handing them to the younger female. The vehicle then left the area S/B on N Bridge St. Ofc checked the

Bridge St area for this vehicle, finally locating this vehicle exit Stewart Rd from Walmart, turning S/B onto N Bridge St. Ofc initiated a traffic stop as t

ehicle crossed Bridge/Riverside, stopping it at 190 N Bridge St. Ofc observed three subjects in the area, identifying them as Anita J Hollon (drive

Felicia AN Hollon (front passenger) and Jeffery E Grimsley (right rear passenger). Ofc also immediately observed a black shirt in the lap of Felicia th

look like the stolen item on the video. Ofc removed Anita from the vehicle and advised her of her Miranda Rights, which she stated she understood. Anistated she was willing to talk to Ofc about this incident. Anita stated she was the one that stole the items from Super K-Mart and her daughter ha

nothing to do with this. Ofc placed Anita under arrest and secure her in the rear of Ofc''s cruiser. Ofc returned to the passenger side of the vehicle a

instructed Felicia to hand out the stolen items. Felicia reached into her knapsack and handed Ofc three black shirts. Ofc then removed Felicia from

ehicle and informed her of her Miranda Rights, which she stated she understood and would waive. Ofc questioned her about this incident, which s

stated she was aware of this theft and had participated. Ofc placed Felicia under arrest and secured her in the rear of the cruiser also. Ofc contac

Mr Grimsley, found he had nothing to do with this incident. Ofc released Mr Grimsley without further incident. Hill towing was called to the scene an

towed Anita''s vehicle. Ofc transported Anita to the RCJ where she was booked for Theft (2913.02) and left in the custody of the jail staff pending h

appearance in court on 7/18/2013. Ofc transported Felicia to the LEC and contacted her grandmother, Anna L Tabor, who came and took custody

her. Ofc informed Ms Tabor that this incident was being forwarded to the Ross County Juvenile Prosecutor''s Office, which would then transfer this ca

to the Pike Co Office for further action. Ofc also notified Children''s Services regarding this incident. Ofc returned the stolen shirts to Mr Book

Super K-Mart after they were photographed. Mr Book provided Ofc with a copy of the store video surveillance, a written statement and a receipt cop

regarding the stolen merchandise totaling $36.00. Recommended charge for Felicia Hollon is Theft (2913.02) Felicia Hollon currently resides

the Waverly School District. Mother: Anita J Hollon 5335 St Rt 220 Lot 4 Waverly Ohio 45690 740-835-8241

reference to a theft complaint. Ofc contacted Rebekah A Wrightsel and Stacey D Harris. Ms Wrightsel stated she came outside and noticed her car dowas open. Ms Wrightsel car is a silver 2002 Mitsubishi Eclipse (current unlicensed) which is parked at the rear of the residence in a gravel parking l

Ms Wrightsel stated she observed Christian A Edwards inside her vehicle. Ms Wrightsel yelled at to "get the hell out of my car and off my property

Ms Wrightsel stated they used to be friends, but this was before he started stealing things from her and her friends. Ms Wrightsel, who was stopped ha

way down the stairs, stated Mr Edwards then ran up the stairs like a charging bull. Ms Wrightsel stated when he got close enough to touch her,

pushed her on both shoulders, knocking her down on the steps, causing her to bang her head on the stairs. Ms Wrightsel stated she was uninjured a

declined medical attention. Ms Wrightsel informed Ofc Mr Edwards then immediately ran back down the stairs and E/B in the alley. Ms Wrightsel stat

he was threatening to return later today and "slash all her tires and break out every window". Ms Wrightsel stated there was no damage to her vehicle a

nothing was missing. Ofc obtained a written statement from Ms Wrightsel regarding this incident. Ofc questioned Ms Harris about this incident a

she stated she heard Ms Wrightsel yelling at Mr Edwards. Ms Harris exited the residence and witnessed Mr Edwards run up the stairs and push M
