store. Ofc. arrived and contacted store loss prevention associate Donald Barton who stated a subject, now known as Steven Swabb, had stol

merchandise from the store. He stated Mr. Swabb walked to the tool area and selected a pair of work gloves valued at $24.96. Mr. Barton said Swab

then went to the sporting goods department where he selected a machete valued at $34.88 and a pair of sunglasses valued at $26.47. Mr. Swa

concealed the gloves and machete in his pants. He took the tags off of the sunglasses and placed the sunglasses on his shirt. Mr. Swabb then exited t

store on the grocery side making no attempt to pay for the stolen merchandise. Mr. Barton stopped Swabb outside and identified himself as loprevention at which time Swabb was escorted to the office. Once in the office Swabb produced the stolen items for Barton. Ofc. contacted Swabb a

advised him of his Miranda Rights to which he stated he understood and waived at this time. Ofc. asked him what took place and he gave the sam

account of the incident as Mr. Barton. Ofc. asked him why he stole the items and he stated he "needed money". Ofc. asked him why he stole these item

in particular and he stated "because these items sell". Ofc. placed him under arrest at this time for Theft. Ofc. photographed the evidence and left

with Mr. Barton for safe keeping. Ofc. obtained a written statement and store receipt from Barton who also stated the surveillance was conducted o

foot. He stated he would provide Ofc. with video surveillance if any were available. Ofc. then transported Mr. Swabb to the Ross County Jail where

will be held in lieu of bond pending his appearance in court on 8-12-13 at 9am. Nothing further.

Ofc was dispatched to the alley between Sycamore St and Columbia in ref to a Juvenile Investigation. Upon arrival, Ofc made contact with Keis

Rhea and her 13 year old son Jason Bartley. Keisha stated that Jason got mad at her and took off running out of the house and she found him in

alley. She advised he got mad because she told him to leave his eight year old brother, Daniel Bartley alone and to come in the living room. Keisha sta

Jason wouldn't listen to her, so she got her belt to spank him, he took off running out of the house. Keisha advised she does discipline her children withleather belt. Keisha denies abusing her children.

Ofc then talked with Jason. Jason stated he ran out because he was tired of getting beat with the belt. He further advised his mother hits him for f

and sometimes she hits him in the face with the belt. Jason stated he hates living with his parents because of the abuse and wants to go live with

grandmother. Ofc didn't see any signs of any marks or scars on Jason's stomach of back. He further advised she hits his little brother with the belt too.

Ofc requested and was allowed to speak with Daniel. Ofc ask Daniel if he ever gets spanked. Daniel stated "Yes, I get hurt by the belt." At wh

time Keisha told Daniel not to lie and Daniel stated "No, I don't." Daniel appeared scared to talk anymore.

Ofc advised Keisha a copy of this report would be forwarded to the Ross County Children Services.

Ofc again advised to him that Mr. Burgin was the one who called and that he didn''t want him there banging on his door and yelling. At that point MWright turned and faced 102 Sherman Park and yelled "Adrian your a bitch". It became apparent to Ofc that Mr. Wright was only at the residence

cause problems and since he was yelling and carrying on even with Ofc there Ofc advised him that he was barred from all Metropolitan Housi

Property and that if he returned charges could be filed. Mr. Wright continued to argue with Ofc about being barred and being told to leave. It took O

telling him that if he didn''t get off the property now he was going to be arrested for Criminal Trespass. Mr. Wright did finally get back into the vehicle h

arrived in and departed the area advising that he was going to file a complaint on Ofc for barring him for no reason. Ofc did attempt to make cont

with Mr. Burgin, however he would not answer the door for Ofc or the phone when dispatch attempted to re-contact him that way as well. At t

time Ofc has nothing further.

Suspension. Ofc Shanks was the Ofc who filed the original charges. Ms. Detty was given her copy of the warrant and will remain incarcerated in lieu

ond pending her court date on 8/9/13 at the Chillicothe Municipal Court.

Ofc arrested Charles Hawn at the Ross County Jail on Chillicothe Capias Warrant CRB 1201557 for a probation violation. Judge Eddy was the jud

and contacted the owner/ complainant, Francis Eutsler II. Mr Eutsler said he left at around 8:30am and came back around 1:45pm to find his kitch

window open. He said he knew for a fact all the windows in the one story house were locked when he left and the doors were dead bolted. He said

19yr old grandson Preston Colter lives with him and he was asleep when Mr Eutsler left this morning. Mr Eutsler checked and found all 3 kitch

window unlocked and the 32" Toshiba flatscreen T.V. from his bedroom was gone as well as the 50" Toshiba flatscreen from the living room (bo

ought from CHS T.V. in Chillicothe in December of 2012 for a total of $600). Ofc found nothing else in the house out of place, disturbed, or missin

and no evidence left behind. Ofc checked the open kitchen window and there were no prints on it and it was dusty on the inside and out and there wno pry marks. Ofc believes someone opened the window from the inside to make it appear someone gained entry there. Ofc also noted the screen w

leaning against the house outside the window and there were 2 concrete blocks stacked up beneath the open window. Mr Eutsler was unable to ma

contact with his grandson (who was now gone) about this incident. Ofc has no leads at this time. Nothing further.

Vine St in reference to a burglary. Upon arrival Officer made contact with the victim Michael Boyle. Michael said he and his son returned home fr

golfing and found the house had been broken into.Michael said it appears that the back window was used to gain entry. Officer was guided to the ba

yard which has a 6 foot privacy fence around it. Michael said he also found a piece was recently broken off from the fence they might have climb

fence at that point. Officer examined the fence and found where the piece had been broken and photographed it. Officer then was unable to find

piece that had been broken off. Officer then located the window that believed to be the entry point. Officer saw a wire grill scrub brush laying on

window seal. Officer believed the grill scraper was used to pry open the storm window. Officer was unable to locate any finger prints, smudge or ma

on the window. Michael said he thought the window was locked but was unable to confirm if the window was locked or not. Officer photographed t

area. Michael said the house was then ransacked and so far they have found $300 in cash is missing along with some loose change, his son''s cell pho

and iMac lab top computer are also missing. Michael said an unknown amount of his wife''s jewelry was also taken. Michael said he is insured with

Saylers Insurance company. Michael said before they left to golf they saw two white males walking past the house. They both appeared to

etween 18 and 21 years of age and one was carrying a small rope backpack. They appeared to be about 5 foot 10 inches tall and slender build. Mich

said his son is going door to door in the area talking with the neighbors to see if they saw or heard anything. Officer was then contacted by Marga

Kerns of 544 Vine St. Margaret also saw the two males and gave a similar description of them. Margaret said she did not see the two subjects messi

around the house. Officer then gave Michael some red 1C forms and advised him to have them filled out and turned back into this Officer. Nothi

was outside of the store waiting on her grandmother Patricia A Kellough when a b/m grabbed her purse from the ground and stepped on her toe in t

process. She advised that he ran from her after he had grabbed it and she began to chase him at which time she fell causing the injury to her knees a

elbows. She did not know who the subject was and advised he did not say anything to her. Ofc had the Chillicothe FD dispatched to the scene w

transported her to the ARMCH. Ms Fairchild could not give a description of the subject and advised her purse only contained make up, SSN card a

her Ohio ol. Ofc provided her with a written statement form and obtained photographs of her injuries. Ofc contacted Jennifer R L Easter (employ

Cashland) who stated she had witnessed the incident. Ms Easter stated that she observed Ms Fairchild sitting outside on a post smoking when the b/

subject wearing a shirt with white on it grabbed her purse. She observed both subjects run from the area and exited the store with another employee

which time they found Ms Fairchild on the ground. Ms Easter then called Police. Ofc obtained a written statement. Ofc contacted Christina

Roberts (employee Cashland) who also witnessed the incident. She stated that she was looking out the window when a b/m grabbed something from t

ground by Ms Fairchild. She then watched both of them run from the area and later found Ms Fairchild sitting on the ground crying. Ofc obtained

written statement. Ofc contacted Kayla D Sanders and Alexandria R Hall who stated they were at the rear of 352 E Second St when someone pointout a b/m subject standing at the rear of their house in the yard and advised them he had just stole a purse. Kayla advised the subject that she seen was

/m wearing a white shirt, blue jeans, beard and was named Glen Winfield. Alexandria also stated this was the subject they had seen walking from the ar

of Cash Land. They advised that he had went underneath Main St near the railroad tracks. Both subjects did not see the incident at Cash Land. At t

time Ofc Hansen and Sgt Robinson located Mr Winfield under Main St and placed him under investigative detention. During the investigation M

Winfield continued to state he had not taken anything. Ofc went and viewed the video from Cash Lands security cameras. Ofc observed Ms Fairch

sitting on a post with her purse on the ground under her. Ofc observed a w/m with a "just do it shirt" and a w/f standing to the South of Ms Fairch

with a another subject just out of view however his hand could be seen a couple of times. Ms Fairchild gets down from the pole and turns her back to t

subjects. Ofc observed a b/m blue shirt with white 11 on the back, dark blue jeans, white shirt, skinny and bald enter the view. He grabbed the pur

while Ms Fairchild was turned from him and ran from her. She began to chase him and they exited the view of the camera. Ofc will obtain a copy fro

Cash Land. At this time Ofc verified it was not Mr Winfield and had him released. The subject matching the description in the video could not

located. Ofc has nothing further at this time.
