McDonald''s restaurant 40 N Bridge St. ref. to a subject there causing a problem. Ofc arrived and the subject was GOA. Ofc spoke with the Manager,

Britney Carroll. She advised a w/m approx 5''10 with a medium built and wearing a brown coat walked up to the drive-thru window. He was complaining

about the noise coming from the power washer which one of the employees was using to clean the parking lot. The subject then threatened to cut the

water hose with a knife if they didn''t stop. Carroll advised the subject departed the area in an unknown direction. Ofc patrolled the area but could not

locate the subject. Nothing further at this time.

On the above date and time officer was dispatched to 2 Iroquois in ref to someone being inside the home. Officers were at the home before and know

that a notice has been posted by the City of Chillicothe that no one is to be in the home because it is an unsafe home because a Meth Lab was found in

the home. Officer arrived on scene and made contact with an Andrew Sharkey and Melissa Kibler. Officer noticed the subjects were outside the home

standing around a van that was full of household goods. Mr. Sharkey advised he had permission to be in the home to remove property that belonged to

the homeowner Ingrid Lemming. Mr. Sharkey advised he thought he was able to go into the home and get things and thought the posting just advised not

to be staying or living in the home.

Officers made contact with Ms. Lemming who is living at Heartland in Chillicothe, at which time she advised MR. Sharkey had her keys and had her

permission to remove her property from the home and advised he was not stealing the items.

Officers then advised Mr. Sharkey to take the property he had but not to come back and remove anymore property from the home. Mr. Sharkey and

Ms. Kibler were advised if they returned to the property the could be charge with Criminal Trespass due to the posting on the home by the city to stay

out of the inside of the home. Both advised they understood and were released. Nothing further

nature call. Ofc was advised a 911 call had come in via the RCSO that advised the Police was needed at 904 Dayton or 907 Dayton St now. Ofc arrived

in the area and found there to be no 904 Dayton St but a 907 Dayton St was located. Ofc walked onto the front porch and noticed the front door was

open. Ofc noticed no signs of forced entry. Ofc then noticed a W/M identified as resident Charles Allison bleeding from a large wound from the back of

the head. The wound had caused the blood to run almost the entire length of his back and the wound appeared fresh, caused by some sort of blunt

object. Ofc entered and questioned Allison about the wound, who advised he "fell down the stairs". Photos taken. Ofc noticed a W/F sitting in the

living room near the front door on a cellphone, identified as Toni C Allison, wife of Charles. Ofc noticed Toni didn''t appear to be emotional nor too

excited about what had happened to her husband Charles. Ofc asked her what had happened and she advised she didn''t know. Ofc summoned the CFD

squad for the injury observed on Charles, who arrived and stated Charles was going to need stitches and would need transported to the ARMC.

Ofc then contacted Toni again who was still sitting in the living room of her home and was free to leave or ask Ofc to leave at any point. Ofc asked what

happened, which she replied "take me to jail". Ofc asked again what happened and she stated that Charles was messing around with her truck so she "hit

him in the head with the stick". Ofc was advised the stick was located in the back of her truck. Ofc asked if this statement was given voluntary without

threat, force or coercion and she stated yes. Ofc then looked into the bed of a gray 2003 Dodge Dakota bearing OH FTJ8849 registered to Toni

that was parked in the driveway of 907 Dayton St. Ofc found a widdled wood walking cane that had a branch stem protruding near one end. Photos

taken and this item was seized as evidence. Ofc also noticed the porch railing of the residence had been pushed down near the truck, possibly from the

altercation. Photos taken. Ofc contacted father of Charles, Jack Allison, who arrived at the home while Ofc was on scene stating Toni had

contacted him via telephone. Jack advised Toni told him that she had struck Charles in the head with the stick. Ofc placed Toni in restraints charging

Felonious Assault and transported her to the RCJ where she was assigned a court date of 04-23-2013 at 9:00am in the Chillicothe Municipal Court.

Toni was left in the custody of the RCJ held on no bond pending court appearance. Ofc will attempt to contact who called via 911 and attempt to locate

any witnesses on Dayton St. Ofc will also obtain the medical records of Allison for court purposes. Investigation continues.

to a window being broken on Jermaine Brandon''s home. Mr. Brandon advised the dispatcher that Kanisha Thoroughman and Kaleigh Horn were the

suspects and they took off running towards Second Street. Ofc. arrived and contacted Mr. Brandon who showed Ofc. a window on the West side of his

home. He stated he did not have insurance and he did not know the cost to replace the broken glass. Mr. Brandon then stated to Ofc. that this happened

around an hour ago however he wasn''t sure if he wanted to report the incident. This was inconsistent with what Mr. Brandon stated earlier. He told the

dispatcher that this had just occurred and the two females were running away from the scene. Ofc. asked Mr. Brandon which female had broken his

window and he stated he wasn''t sure. Ofc. asked him if he saw the window actually break or if he heard it. Ofc. again asked if he had seen who broke the

window since he saw it break. This time he again changed his story and stated it was Ms. Horn. Ofc. asked where the two were headed to and he said

515 E. Second Street. Ofc. attempted contact with Ms. Thoroughman and Ms. Horn at 515 E. Second Street. Ofc. knocked on the door several times

before getting an answer from Ms. Thoroughman who had appeared to just wake up. Ofc. asked if Ms. Horn was at her home and she stated no. Ofc.

advised her of her Miranda Rights to which she stated she understood and waived at this time. Ofc. asked her what she had been doing this morning and

she stated she was sleeping. She said Ofc. woke her up. Ofc. asked if she had been out of the house at all and she seemed puzzled that Ofc. would even

ask her this question. Ofc. asked her where Ms. Horn was and she stated she hasn''t seen her since 10pm last night. She stated Ms. Horn left with a

friend in a white Buick last night and she has not returned. Ofc. asked her if she had been at Mr. Brandon''s home recently and she stated "no, I''m not

allowed at his property anyway". Ofc. advised her to have Ms. Horn contact Ofc. when she returns and she said she would do so. Ofc. found no

physical evidence at the scene and there were no other witnesses to the incident. Due to inconsistencies in Mr. Brandon''s story, lack of evidence, and no

witnesses Ofc. will not pursue charges at this time.Nothing further at this time.

contacted Mr Zonner reference his garage had been broken into between the listed times and dates. Mr Zonner stated his garage was secure when he went

to sleep around 11:00PM on the evening of April 21, 2013 and when he went outside this morning around 8:00AM he found a twenty four inch by

thirty two inch window had been broken out of the south side of his garage. He said he then checked the contents of the garage and found someone had

stolen a cord less DeWalt circular saw, a Stihl chain saw, Stihl Weed eater, miscellaneous Craftsman tools (standard and metric wrenches and sockets and

a battery and battery charger for a cord less task force weed eater. Mr Zonner stated he has not seen anyone acting suspicious in the area, nor did he hear

or see anything during the times of the thefts. Officer checked the inside of the garage and found no latent prints in the areas of entry and where the tools

had been kept. Mr Zonner''s property is insured through Hummel and Plum Insurance. Nothing further at this time.

Disposition Comments : Ofc. contacted James Grove who is the pastor of the First Presbyterian Church (13 Mead Drive) in reference to a Breaking

and Entering. Mr. Grove stated sometime between 3:30pm Thursday 4-18-13 and today someone broke into the two storage sheds that are located on

the back of the lot. Ofc. observed the entry points to be the side doors located on each building. The locks were damaged however the doors and frames

were still intact. Mr. Grove stated the only thing missing was a red Craftsman 20" push lawn mower valued at $260 and a yellow Craftsman weed eater

that no longer worked. Mr. Grove stated none of the other items in the sheds had been taken to his knowledge. He did not have model or serial numbers

for either item. Ofc. was unable to locate any physical evidence from the scene and Mr. Grove stated there was no video surveillance available at this

time. There are currently no suspects and there are no known witnesses to the incident. Mr. Grove stated he has Neil Coleman Insurance on the property

however he was going to just fix the door locks himself. Ofc. advised him to contact this department if he had any helpful information to identify or

locate a suspect to which he stated he understood and would do so.Nothing further at this time.

Ofc. was contacted at the LEC by Madelena and Jose Maldonado in reference to their 12 y.o. daughter, Aracely Lopez, being unruly. Mrs. Maldonado

stated Aracely did not come home from school today at which time she began looking for her. She located Aracely at 381 Yoctangee Park at which time

her and Mr. Maldonado approached her. She stated Aracely began cussing at her and was attempting to get in Mr. Maldonado's face while she was

screaming. Mrs. Maldonado stated Aracely has not been coming home from school lately and has been unruly for some time. Mr. and Mrs. Maldonado

wanted Ofc. to speak with Aracely in an attempt to calm her down. Mrs. Maldonado also stated Aracely has made threats to harm herself in the past.

Ofc. spoke to Aracely at which time she calmed down. She stated she had no desire to harm herself either. Ofc. asked Mrs. Maldonado if she wanted

Disposition Comments : Officer was dispatched to 336 McKellar St in reference to a theft. Officer made contact with Lester Doughty who advised his

mower was taken sometime today and that his neighbor, Janice Wegman, saw the vehicle and the suspect. Lester advised the mower was a large red push

behind Gravely and that it was next to his garage at the rear of his house. Officer observed where the mower was dragged from Lester''s yard near his

garage and Officer also observed Lester has a No Trespass sign posted on his property near his garage facing the alley. Lester advised he does not have

property insurance and that his mower is worth around $250.00. Officer photographed the sign and the drag marks.Officer made contact with Janice who

advised she observed a green Town and Country Van back up to Lester''s garage and into his driveway between 11am-12pm today. Janice advised a male

subject in his late 20''s and/or mid 30''s with no hair around 5''6"-5''7" tall hooked the mower up to his van and dragged it down the alley southbound.

Janice advised he then stopped in the alley and she did not see where he went after that. Janice provided Officer with a written statement.Officer

followed the drag marks on the pavement to the rear of 88 Maple Ave where the drag marks become larger and more spread out and suddenly stopped.

Officer observed a subject in his garage and made contact with Gary Wallace. Gary advised he observed a white male wearing a black jersey with a

number on the back of it loading a mower up into a green van. Gary advised he has seen that male before and pointed to a blue/grey house just west about

two houses down from the drag marks facing Old Eastern Ave. Gary advised the subject sometimes as a black juvenile female with him who calls him

dad. Gary advised he would like to only give a verbal statement.Officer took photographs of the drag marks in the alley.Officer then went to the house

that Gary pointed at which was 339 Old Eastern Ave and observed a green Plymouth Town and County Van OH/FRD2196 parked out front. Officer

observed the van had oil/fuel on the rear bumper as if something was recently loaded into the van. Officer then observed a male matching the description

given by both witnesses walking into the house still wearing a black jersey with the #8 on the back. Officer quickly made contact with the subject who

was Joseph Like and had him come to the front of this Officer cruiser. Officer advised Joseph of his Miranda Rights which he advised he understood.

Joseph at first advised he was in the van and helped a subject with the last name "Campbell" load a mower in the alley at the rear of 88 Maple Ave. Then

after being confronted with witness statements Joseph then advised it was him and that he did take the mower from the property at the rear of 336

McKellar St. Joseph advised he dragged the mower down the alley then loaded in the back of the van parked in front of his house. Officer also observed

Joseph''s daughter standing on the front porch who matched the description Gary advised. Joseph then advised he took the mower to Rumpke Recycling

and sold it for scrap a few hours ago and that he used his ID. Officer had dispatch send an Officer to Rumpke to check on the mowers status. Officer ran

Joseph''s social security number through LEADS and dispatch advised he had a Felony Warrant out of Pike County. Officer arrested Joseph and

transported him to Ross County Jail. Officer took photo''s of the van and Joseph''s attire.Officer served Pike County Sheriff Dept warrant on Joseph

charging him with Failure to Appear on a Felony Theft from an Elderly Person charge. Joseph will remain in Ross County Jail until Pike County picks

him up.Officer also issued two Summons #''s 09 4424 & 09 4423 to Joseph charging him with Theft (ORC 2913.02) and Criminal Trespass (ORC

2911.21) and advised him of his mandatory Municipal Court date on 4/29/13 at 9:00am.While this Officer was interviewing Joseph Officer Mather made

contact with Rumpke Recycling who advised Joseph has been at their facility a few times today. Officer Mather advised a mower matching the

description was on top of a pile of scrap. Officer had Lester go to Rumpke and he identified the mower has his but that it was destroyed now from either

Joseph or during the process of being scrapped. Lester advised Rumpke was closing and that they will set the mower off to the side for an Officer to

photograph it in the morning. Lester advised he told Rumpke to keep what was left of the mower because it was ruined. Officer will request a day shift

Officer to photograph the mower in the morning.Nothing further.

16:26:00Incident Disposition Comments : Ofc was dispatched to Westmorland Place ref to a possible private property crash. Upon arrival Ofc

contacted Jacquelyn Moody. Ms. Moody said that earlier today she pulled into the rear parking lot of the nursing home and had her car facing W/B. She

said at that time nobody was parked next to her. She said a little bit later she came outside and noticed that there was a white Chevy Cavalier (BB37MJ)

parked really close to the passenger side of her car. She said that it made her angry but she didn''t do anything about it at that time. Ms. Moody said that

when she came back out a couple of hours later she noticed that the car had been moved. She also said that she observed a small scratch on the passenger

side door of her gray 2009 Toyota Camry (OH/X435078). Ms. Moody said that it was apparent that someone opened up there door and hit her car. She

said that she contacted Nicole Cram, who is the owner of the white Cavalier, and she said that she never touched her car. Ms. Moody said that she does

have insurance with Gustin Insurance. Ofc observed the damage to Ms. Moody''s vehicle and did observe a scratch that was consistent with someone

hitting her car with a car door. Ofc then looked at Ms. Cram''s vehicle and noted that there were several scratches on her driver''s side door, however there

was no paint transfer or anyway to match up the scratches on her door with the one''s on Ms. Moody''s. Ofc advised Ms. Moody that there would be

a report on file if she decided to turn the damage in to her insurance. However, with there being no witnesses and Ms. Cram denying that she did it, Ofc

told her there wouldn''t be anything further Ofc could do. At this time Ofc has nothing further.

Comments : Ofc was dispatched to 74 S Hickory St ref to a theft. Upon arrival Ofc contacted Pearl Barnhart. Mr. Barnhart said that for the past few

weeks Tracy Umphries has been coming over to his house for one reason or another. He said that he has noticed that things have been coming up missing

but could not ever prove it. He said that today Mr. Umphries came over and asked if he could get a drink of water. He said that Mr. Umphries got into

the refrigerator and then left. Mr. Barnhart said that when he went to the refrigerator a short time later he noticed that his syringe he kept in there for his

diabetes was missing. Mr. Barnhart said that he didn''t actually see Mr. Umphries take the syringe but stated that he was the only one who was in the

refrigerator. Mr. Barnhart said that Mr. Umphries was long gone before he could question him about it. Ofc advised Mr. Barnhart to call if Mr.

Umphries returned to his residence. Ofc also told him that Ofc would attempt to contact Mr. Umphries and if he admitted to taking the syringe or he had

a new one on him, Ofc could file charges on him. Mr. Barnhart said that he understood and stated he would call if Mr. Umphries returned. Pending the

contact of Mr. Umphries Ofc has nothing further.

Ofc dispatched to the Skate Park on a Alcohol Violation. Ofc contacted six subjects standing in the parking lot next to two cars that were parked. Ofc

observed Busch beer cans laying around the vehicles and several empty Busch beer cans in the two trash near the vehicles. Ofc Mirandized the six

subjects who stated they understood. All provided Ohio Driver''s licenses or Ohio Id''s. One subject stated he did not have an ID and provided an name

of Calvin Davis and provided a social security number and birth date of 7/4/1997. Ofc requested assistance at that time. Ofc was collecting other Id''s

while Mr. Davis ran east bound from the area towards the flood wall. Responding Officers searched the area but were unable to locate the subject. The

subject was wearing a black shirt, blue jeans, approx 5''06, 140 lbs, brown hair and Ofc noted tattoos on the right arm of the subject Ofc ran the social

security number that Mr. Davis provided and it showed a warrant out of Montgomery County for Aggravated Assault and the name came back as

Wesley Lyons Davis. Descriptors on the warrant matches the subject. Ofc then contacted Johnathan Doss initially who had an open beer which he

placed on the floor board of his vehicle as Ofc approached. Mr. Doss stated he had been drinking. Mr. Doss had the strong odor of alcoholic beverage

coming from his breath. Inside Mr. Doss''s vehicle, Ofc found an open 30 pk of Busch cans with 8 cans of beer inside that were still cold to the touch.

Ofc located 2 empty Busch beer cans inside the vehicle. Ofc asked Mr. Doss when he purchased the alcohol, and Mr. Doss stated he bought it around

12:00pm from Chips D/T. Mr. Doss was uncooperative throughout the entire incident. Ofc issued Summons 09 4356 charging Sale to/Buy for or

furnish to an under age person and advised him of his court date on 5/3/13 at 9am. Mr. Doss stated he understood and was issued his copies of signed

paperwork. Ofc contacted Patrick Huff who placed an open Busch beer can under a vehicle parked in the parking lot which was initially on top of the

vehicle he placed it under. Mr. Huff stated he placed the beer under the vehicle in hopes this Ofc didn''t see it. Mr. Huff stated he had 1 Busch beer.

Mr. Huff was cooperative throughout the incident. Ofc issued Summons 09 4354 charging Under age possession of Alcohol and advised him of his court

date on 5/3/13 at 9am. Mr. Huff stated he understood and was issued his copies of signed paperwork. Ofc contacted Devon Booth who stated he had

been drinking. Mr. Booth stated Mr. Doss had bought the beer approximately 2 hours before Ofc contacted them. Mr Booth was cooperative

throughout the incident. Ofc issued Summons 09 4355 charging under age possession of Alcohol and advised him of his court date on 5/3/13 at 9am.

Mr. Booth stated he understood and was issued his copies of signed paperwork. Ofc contacted Asa Dyer who stated he took one drink of alcohol, and

threw the rest away in a trash can. Mr. Dyer stated he had been at Mike''s Gym working out and had just arrived to the parking lot just minutes before

Ofc arrival. Mr. Dyer was cooperative throughout the incident. Ofc issued Summons 09 4353 charging under age possession of Alcohol and advised him

of his court date on 5/3/13 at 9am. Mr. Dyer stated he understood and was issued his copies of signed paperwork. Ofc contacted Dayna Gumm who

stated she did consume any alcohol at all. Ms. Gumm stated she was taking everyone home that was involved. Ofc noted no odor of alcoholic beverage

on Ms. Gumm''s breath. Ofc asked the five subjects at the incident how they knew Mr. Davis. All five stated they knew Mr. Davis as "Cal" and had

only known him a few days. All five had no idea where Mr. Davis was staying, and all 5 stated that Mr. Davis did not have a vehicle that they were

aware of. Ofc asked if they could identify Mr. Davis if a photo was provided, all five stated they would be happy to look at a picture to identify Mr.

Davis. Once identified, Ofc will request a warrant for Mr. Davis charging Obstructing Official Business. Nothing further at this time.
