CHILD SAFETY CHECKLIST FOR SCHOOLS1

The child safety check list for schools: is a self-assessment tool for schools, which is designed to do the following:

• Assistschoolmanagementobjectivelyinassessingexistinlevelofschoolsafetyandsecurity;

• Helpschoolmanagementinclearlyidentifyingareasofweakness/improvement;

• Serveasacentralisedtrackerofsafetyissuesinschools;

• Informschoolaboutkeymandatedlegalsafetyprovisions.

It is built around eight heads of safety, set out in eight separately colour coded parts as follows.

Each head of safety is assessed against a set of safety indicators.Forexample,Infrastructureisassessedonbuildingcertificationandregistration,boundarywall,buildingspecs,etc.Similarly,transportationsafetyisassessedonvehiclefitness,driverqualification,onboardsafetystandardsetc.Each safety indicator is in turn measured against a set of objective standards identified in the checklist.Forexample,oneofthestandardstocheckthesafety-indicatorondriverswouldbeconfirmationthatschool’sdrivershaveheldadrivinglicenseforminimum5years.

To use the check list:

Aschooltakesthelistandexamineswhetheritmeetsthestandardofsafetyprescribedinthelist.Sincethechecklistisformulatedin8parts,eachofwhichcanbeusedasastand-alonecomponent,aschoolcanassignresponsibilityforassessmentandimplementationtoindividuals/teams/departmentswithbetterunderstanding/knowledgeofaparticularheadofsafety.

•Ifthestandardsaremet–theschoolmarks“YES”inthelastcolumn;

•Ifthestandardsarenotmetitwillmark“NO”;

•“NA”iftheprescribedstandardisnotnecessarytobecompliedbytheschoolusingthischecklist.

A school can use the checklist at two level:

•Preliminary safety audit:Thechecklistisagoodstartingpointtoassessthestatusofsafety(similartoahealthcheck-up).Usingtheidentifiedparametersofsafetyinthischecklist,aschoolcanclearlyandobjectivelyassessitsareasofstrengthsandweaknessesandidentifyconcretestepsinaddressinggaps.Suchanassessmentalsohelpsstrengthenexistingsystemstomakethemmoreefficientandrobust.

•Annual Safety Audit:Everyyeartheschoolcanusethechecklisttoconductanin-depthoverallassessmentonallaspectsofschoolsafety.Theauditreportwillfeedtheschool’soperationalandfinancialplansforthenextyearandbudgettime,people,andfinancialandotheroutlaysnecessaryforthenextacademicyear.

Theobjectiveofthesafetychecklististoworktowardswholeschoolsafety;reduceriskofharmandfocusonstudentwell-being,whichincludesallaspectsofsafetyandsecurityofthestudent.Thesafetystandardsinthechecklistarecollatedfromcentrallaws,guidelines,andrecommendedstandardsapplicableinIndia.SafetyguidelinesissuedbytheCBSEandCISEeducationalboardhavealsobeenincorporated.

Limitationsofthechecklist:CurrentlytheonlystatelawsthatthischecklistconsolidatesarethatofKarnataka,Haryana,UttarPradeshandDelhi.Thechecklistdoesnotprovideanexhaustivelistofapplicableregulations.Inadditions,thekeyregulationsandsafetystandardsprescribedhereareaspertheregulationsorrecommendationsinplaceasofMay7,2018.Safetyguidelinesissuedbystateeducationalboards,theNationalInstituteofOpenSchooling,InternationalSchoolsaffiliatedtoIGCSE,CambridgeorInternationalBaccalaureate,USA,havenotbeencoveredinthischecklistandschoolsaffiliatedtotheseeducationalboardsareadvisedtoalsolookatthepoliciesandguidelineslaiddownbytheirrespectiveauthority.

HaryanaControl panel (for electricity, meter, etc) must be at ground floor or upper basement and must be located onthe outer periphery of the building, the same should be approved by the Chief Electrical Inspector, Haryana,asprescribedunder theHaryanaBuildingCode,2017.

8. Drains,Sumps,Borewell,OverheadTanks Standard:• Drains,sumps,borewellsandoverheadtanksinschoolsareclosed;• Drainsintheschoolvicinityareclosedandcordonedoffsecurely;• Overheadtanks,sumpsarecleanedperiodically,dateofcleaningoftheoverheadtank/sandsumptobeavailableforreview.
