Agenda blocks – addressing stumbling blocks• Addressing the fragmentation of system through agreeig on the main

functions of the system and how to organize them at:– National level – harmonization of roles and mandates between actors in the

reform (national, regional, local levels, sectors, private service providers) to perform a gatekeeping role (Plenary 2)

– Local level – developing a continuum of services (Breakout sessions 1-3)

• Overcoming dominance of residential care institutions (Plenary 3):– Through National planning for restructuring of institutions and
