With senior experience the newly appointed Chief Executive must ensure that we are an effective business, providing value for money and responsive services to our tenants. However, our ambitions go further. We seek to develop additional housing, engage in social partnerships and use innovation to add value to our communities.

Leeds Jewish Housing Association (LjHA) is a Registered Social Provider recognised for being a Jewish led, minority ethnic housing association, providing secure, safe and sustainable homes primarily for the local Jewish Community. LjHA is committed to providing and maintaining sustainable community housing, focussing mainly on the needs of the local Jewish population. LJHA's policies and procedures conform to Housing Corporation performance standards. To ensure deliverability, a strategic and costed rolling programme has been devised covering business, asset management and development planning over the next decade. The Jewish Community The British Jewish Community is a heterogeneous ethnic identified grouping with varying social and housing needs. It is an established, largely assimilated, relatively affluent, well educated and very self-reliant community. The general Jewish population living in the UK (according to the 2001 Census) is 270,000, when adjusted for undercounting predictions show a possible maximum of 341,000.

The Jewish Community is in numerical decline and it is estimated that there has been a population decrease of some 25% since 1951. There are various contributing factors including low birth rate, emigration and assimilation. Communities outside London or Manchester are more significantly affected by lower numbers; for example Leeds is the third largest Community with an estimated population of around 9,000 showing a decline of some 60% since its height in the 1950's. Despite a long history of settlement and assimilation into British Society the Jewish Community is particularly sensitive to changes in the political climate especially in Israel and the Middle-East, often exacerbating overt and covert judeophobic, anti-Semitic and racist actions.

The LjHA Honorary Officers

Kate Pearlman-Shaw - Chair Kate is the Chair of LJHA. The rest of the time she is a Lead Consultant at ORConsulting, a psychology for business practice that offers psychological solutions to complex business issues in large FTSE 100 Companies. She specialises in cultural change management and leadership development especially in creating sustained behavioural and

attitudinal change. Before moving to the private sector Kate worked for 20 years in the NHS as a Clinical Psychologist and latterly, Mental Health Services Manager.

Jayne Wynick - Vice-Chair Jayne Wynick runs a financial para-planning business offering research and report writing to Financial Advisers in all matters of financial services. She is married with 2 grown up children and one dog. She has been involved with LJHA for over 8 years and is co-chairman of the Housing Services committee.

Lisa Baker - Vice-Chair As well as serving as joint Chair of Housing services at LJHA Lisa Baker is mother to a 4 year old and is a partner specialising in Child Care Law at a 9 office West Yorkshire Firm. In her downtime(!) Lisa is also chair of Families Forward a charity providing contact services for separated families and co runs the Toddler services at her local synagogue.

Adam Baxter Originally from Leeds and trained as a Chartered Surveyor he spent seven years working in London before returning to Leeds with an international real estate consultancy firm. My background is commercial property management and I run the property management team, in our Leeds office, covering the Yorkshire and North East region of the country. He is

married with three young children. When back-packing around the world (many years ago) he did a bungee jump from a suspension bridge in New Zealand, 340 feet above a flowing river!

Dr Ken Shenderey Retired general practitioner and university lecturer in medical ethics. Past president of the Leeds Jewish Representative Council. Past chairman of the West Yorkshire Police, Committee on Race Hate. More than 25 years as a member of the Management Committee of the Leeds Jewish Housing Association and latterly chairman of Building Services. Married to Ros and father of two children and three grandchildren.

Mark Manning A local lad who has grown up in Alwoodley and works in his family business, Manning Stainton. Married to Michelle and has two young children who attend Brodetsky the local primary school. His spare time is often spent at home with Michelle and the kids. When allowed he might sneak off to the golf club or gym, but not so much these days! Like all the Honorary officers, he is dedicated to ensuring the continued success of

the Association for the present and future generations of the local community.

Daniel Myers Having obtained a degree in Mathematics from the University of Durham, Daniel qualified and practised as a chartered accountant, before spending over ten years in corporate banking and leveraged finance with UK and overseas banks. More recently, he spent two years as CFO of an international language services business, before taking up his current position two years ago as CFO of a multinational

manufacturer of components for the automotive industry. Daniel is married with two almost grown up children and has been involved as a member of the finance committee and development working party of the LJHA for a little under 10 years. In his spare time he likes walking and following a variety of sports and has recently completed a 24 hour 60 mile walk for another Leeds-based charity.

The LjHA Senior Executives

Dr Stephen Lewis - Chief Executive Previously Main Board Director of a High Street Retail PLC responsible for IT, Warehousing and Logistics having had 20 years experience in IT. He took early retirement to develop web based services that help charities manage and promote fund-raising events. He has been involved with LJHA for over 20 years primarily concentrating

on Building Services before becoming Chair of the Association and then Chief Executive in 2013. He enjoys walking, photography and being a grandfather.

Pat Collinson - Corporate Services Director Pat is an ACMA and HMC in Business and Finance has worked in the private, public and not-for-profit sectors on the infrastructure which allows a solid basis for service delivery. A qualified Management Accountant and HR specialist she also has lead responsibility for Risk Management, Health & Safety and the Repairs and Maintenance Service having worked with LJHA for over 10 years.

Craig Simons - Housing Services Director Craig is the Housing Services Director of LJHA. He has been employed by LJHA since 2007 where he came as Project Director, overseeing the building of a sheltered housing scheme as well as seven family houses. In 2012 Craig completed a course in Housing Practice at Salford University where he achieved an MSc (with Merit). Craig now oversees all “people” related issues at LJHA including applicants and tenants.

Craig is married to Louisa and has 2 children and is an active member within the Leeds Jewish Community.

Job description

Job Title: Chief Executive

Responsible to: Board of Management

Job Purpose:

To lead the Association and its staff team in the delivery of corporate objectives.

To advise and make recommendations to the Board of Management on policy and strategy and working with the Chair, Board and Committees to define its strategic direction.

To ensure that the Association meets the highest standards of service delivery, governance and ethical behaviour.

Main Duties:

1. Vision & Strategy 1.1. To work with the Chair, Board and Committees to define and set the

Association’s strategic direction and vision and to ensure that appropriate processes are in place to deliver, monitor and review strategic plans.

1.2. Work with the Chair, Board and Committees to ensure the Association’s fulfils its governance responsibilities and that the business of the Board is properly conducted.

1.3. To define and promote the Association’s corporate vision and values and work with all stakeholders in ensuring services meet current and future needs.

1.4. To identify and develop opportunities within the vision. 1.5. To act in and promote the best interests of the Association, working

collaboratively to consolidate, build and maintain effective relationships with key partners, service users, regulators, lenders, other stakeholders and the wider community.

2. Tenants & Housing 2.1. Ensure that tenants welfare remains as the highest priority and at the forefront

of the Associations aims. 2.2. Ensure all tenants are treated fairly. 2.3. Ensure the Association promotes diversity and equality. 2.4. Ensure the existing properties are maintained to the highest possible standards

and that older properties are refurbished to current standards. 2.5. To evaluate the possibilities of rebuilding or developing new build properties by

maximising current values and looking for innovative funding opportunities.

3. Management Team & Staff

3.1. To provide leadership and manage staff and resources in order to optimise

efficiency, effectiveness and continuous improvement and to ensure staff are motivated to achieve agreed performance standards and a customer-orientated service.

3.2. To appraise the performance of the Directors and other key managers to ensure they meet performance expectations and support their on-going professional development.

3.3. To ensure the recruitment, training, discipline, allocation of duties, welfare, development and safety of all staff in accordance with personnel policies.

3.4. To ensure that the Association’s health and safety, equal opportunities, customer care and other corporate policies are reflected in the team and to monitor the same.

3.5. To provide strong, people focused leadership, approach and style to all employees, tenants and the board.

3.6. To ensure that relationships between senior staff and the Board are positive and focus on the business of the organisation.

4. Regulation & Finance 4.1. To ensure the Association’s Financial Strategy is fit for purpose and that there

are effective financial performance and controls in place to secure financial viability.

4.2. To ensure that all necessary statutory returns are made, as appropriate. 4.3. To report to the Board on performance against targets and on issues affecting

the effective running of the organisation. 4.4. To ensure that risk management is an integral part of the strategy and that

business continuity processes are in place, i.e. internal audit, compliance and risk management processes.

4.5. To keep organisational structures, staffing processes and resources under review to ensure that they fully support future service and development needs.

4.6. To work with the HCA and other relevant regulatory bodies 4.7. To ensure the quality of services and the best possible outcomes are achieved

and effectively meet the aspirations of the tenants, contractual and quality standards.

4.8. To undertake the duties of Company Secretary. 4.9. To chair meetings with Directors and Senior Officers who form part of the

Executive team, such Executive team having power only to make recommendations and interpret the policies as laid down by the Board of Management.

4.10. To oversee the efficient and economic management of the Association’s properties and their Tenants in accordance with the aims, objectives and ethos of the Association and Board of Management.

4.11. To liaise with the Executive team and other staff in establishing the formulation and review of policy and procedure.

4.12. To ensure that efficiencies and savings are made where feasible to deliver better value for money.

5. Community Relations 5.1. To work in partnership with other relevant community organisations for the

best interests of the organisation. 5.2. To represent the Association at a local, regional and national level to raise the

profile and enhance the reputation of the organisation and ensure the future viability of the business. To identify and influence key stakeholders

6. Health & Safety 6.1. To deliver and implement an effective health and safety strategy, in liaison with

the Executive Directors and other members of staff. 6.2. Ensure that staff have adequate training and supervision to ensure their health

and safety at work.

Principal terms and conditions

1. Position Chief Executive

2. Salary

Circa £65,000 plus car allowance.

3. Pension AXA Stakeholder pension Plan, matching monthly contributions up to 10%.

4. Benefits

Additional benefits include private health care.

5. Holiday entitlement

25 working days, plus all bank holidays and Jewish festivals.

6. Working hours Normal hours of work are 37 hours per week based around the usual business

working week. However, due to the seniority of this post there is a requirement for flexibility in meeting the full responsibilities of the post and this will include occasional evening and weekend work.

7. Location

Your normal place of work will be our office at 311 Stonegate Road, Leeds, LS17 6AZ, but given the seniority of the role, travel across all our operating areas is expected.

8. Relocation Consideration will be given to a relocation allowance for candidates.
