THE ROLE OF THE ADMINISTRATIVE LAW PRINCIPLES IN THE PROCESS OF REALISATION
OF THE ADMINISTRATIVE LIABILITY – EVIDENCE FROM THE REGULANJRY
ENFORCEMENT

Abstract. The article is devoted to the coverage of the contemporary issues of realisation the administrative
liability from the perspective of appealing to administrative law principles. As a result the author outlined concrete
constituents of the principles of administrative law in the process of realisation of the administrative liability.
Keywords: the principles of administrative law, administrative liability, rule of law, legality, expediency,
reasonability, equitable principles, assumption of law knowledge.
So far the issue of understanding the
administrative liability is one of the most contradicting
in administrative legal science. The term
“administrative liability” is quite actively used in
different spheres of social life which is related to its
different interpretation. At the same time, the legislator
while using this notion in various regulatory acts
unfortunately doesn’t give its definition. Apparently,
the result of abovementioned can be the absence of the
unique approach to the defining the principles of the
realization of administrative liability. In the
administrative-legal literature are arising some efforts
to observe the following notions: “principles of
administrative liability”, “principles of administrative
enforcement”, “principles of usage of administrative
penalties”, “principles of administrative and delictual
procedures”, “principles of the legislation on
administrative offences”. However, we are sure that the
relevant principles are the reflection of classification
approach for the division of administrative law
principles. But it must be said that exactly the last ones
can serve as a basis for the characteristics of its role in
the process of administrative liability realization.
In general, the principles of Administrative Law
of Ukraine are the logical reflection of the axiological
landmarks, fundamentals of organization and activity
of public administration’s subjects which are mostly
oriented on provision of the needs of realization and
protection of citizens’ rights and freedoms in
democratic, social and legal state, they ensure the
observance of balance between public, state and private
interests in public legal sphere, they define the legal
basics of interaction between public state authorities
and individuals, legal entities, collective entities in the
sphere of realization of functions of executive
power[1].
In its turn, the meaning of administrative law
principles during the process of the realization of
administrative liability will mark the main basics of
administrative and legal relationships connected to
defining the administrative offenses, their qualification,
bringing to administrative responsibility, the
implementation of administrative and tort proceedings
(proceedings on administrative offenses).
So, we consider it reasonable to divide the
administrative law principles, which usage is based on
the process of the realization of administrative liability
into principles of: 1) the attribution of an act to
administrative offenses; these are expediency and
validity of such assignment; 2) bringing to
administrative liability – legality, justice,
proportionality of the act and punishment, presumption
of innocence, presumption of law knowledge,
inevitability, equality of all before the law and the
decision-making body, objectivity, impartiality, etc.; 3)
proceedings on administrative offenses – finding out
the objective truth, equality before the law, realization
of the right to defense and appeal, transparency,
promptness of the proceeding, continuity the
proceeding, the independence of the decision in the
case, responsibility for violation of the rules of
procedure and the decision taken in the case.
As the example of the problem issues of
administrative liability realization would be an
established practice in applying the law concerning
bringing persons to liability under the Art. 172-6 of the
Code of Ukraine on Administrative Offences [2]
(COA). So, the problem of realization of violation of
financial control requirements due to COA lays in
contradictable approach to the assessment of the
subjective aspect (state of mind) of this offence,
‘characterized by the presence of guilt in the form of
direct or indirect intent; the commission of this act
through negligence precludes bringing the person to
administrative liability’[3]. The abovementioned
position causes the acceptance of controversial
decisions in this type of cases. For example, the judge
of Zarichnii District Court in the case № 591/6134/17
[4] on December 18, 2017 cleared the proceeding on
the case against the person under the part 1 Art. 172-6
COA due to the lack of a corpus delicti, on the grounds
that administrative material relating to a person

according to the given composition of the offense has
to contain the evidence of direct or indirect intent, but
instead, none of the evidence does not refute the above
statements but it also does not prove, firstly, the
evidence that the person knew the anti-corruption
legislations’ requirements to submit in certain terms,
namely, the declaration in the context of part 2 Art. 45
of the Law, secondly, doesn’t prove the intent of the
person concerning non committing such actions and
awareness of its illegality.
As we can see, such an approach is rude violation
of the principle of the legal liability (one of the types of
it is administrative liability), namely “ignorance of laws
does not exempt from legal liability” (Art. 68 of the
Constitution of Ukraine [5]).
We are sure, that only intentionally can be done
“the submission of the deliberate misrepresentations in
the declaration of the person, authorized to perform
state or local government functions” (p. 4 Art. 172-6
COA). In its turn, negligence, as a form of guilt in
violation of financial control requirements, is typical
for untimely submission of declaration by the person,
authorized to perform state or local government
functions and also failure to notify or untimely notice
of the opening of a foreign currency account in an
institution of a non-resident bank or significant changes
in the property status. For example, the subject of the
offence can forget or not know about the necessity of
submission of notice or the declaration, be wrong in
calculations or remembering the concrete term of
submitting the declaration or notice, etc.
Next, we’ll observe the problem issues of
realization of the administrative liability due to Art.
172-5 COA. According to the p. 1 Art. 23 “On the
Prevention of Corruption” Law of Ukraine [6], there is
forbidden for persons, authorized to perform state
government functions or equated to them, directly or by
the help of other persons to demand, to ask, to receive
from individuals or legal entities presents for
themselves or connected persons, particularly in the
context of performing activity related to performance
state or local government functions.
The wording “in the context of performing activity
related to performance state or local government
functions” can be interpreted in different ways.
Herewith, there is no clarification on its content in any
regulatory requirements or recommendatory
provisions. Thus, basing on the case law concerning
bringing persons to responsibility for violation of the
restrictions on the receipt of gifts we can conclude that
they are, to put it mildly, controversial in the context of
understanding of abovementioned restriction. For
example, Taraschanskii District Court of the Kyiv
Oblast stated by the ruling dated from August 25, 2015
(case No. 379/1230/15-п) that Social Inspector on
Environmental Protection of the State Ecological
Inspection of Kyiv region while performing his official
authorities received from the citizen the present in the
form of coupons for 200 liters of А-95 gasoline of gas
station network “Avias”, for not drawing up the
protocol on the environment legislation violations
found on the individual entrepreneur, which results in
the imposition of a fine, in so doing broke a restriction
on getting presents, set by p. 1 Art. 23 “On the
Prevention of Corruption” Law of Ukraine [7].
From the given example follows that performing
activity related to performance state or local
government functions is comprehended receiving the
gift for exploitation by this person his official
authorities in its own vested interests. This position can
not be accepted for the following reasons.
Firstly, if we look to the notion of corruption
according to Art. 1 of “On the Prevention of
Corruption” Law of Ukraine, than such actions of the
persons authorized to perform state or local
government functions contain signs of corruption, and
therefore they constitute a corrupt offense, and not an
offense connected with corruption, which is
administrative offence stipulated by Art. 172-5 of the
COA. In turn, the semantic content of abovementioned
court decision contains corpus delicti stipulated by Art.
368 of the Criminal Code of Ukraine (CCU) [8].
Secondly, lucrative impulse of the usage of
official authority or position mainly is the evidence for
violations in described case law pattern of restrictions
on the use of official authority or position, which are
set in Art. 22 of “On the Prevention of Corruption” Law
of Ukraine.
Thirdly, such an approach to interpretation of
restriction concerning the presents getting “in the
context of performing activity related to performance
state or local government functions” can be used as a
legal remedy for avoidance of criminal responsibility
for receiving unlawful benefits (Art. 368 CCU),
because the notion of unlawful benefit is almost equal
to the notion of a present, set by Art. 1 of “On the
Prevention of Corruption” Law of Ukraine.
Concordantly abovementioned violates such
general administrative law principles as rule of law and
legality. To the list of special principles of
administrative law, which are violated while making
appropriate decisions, should be included next
principles: expediency, reasonableness and fairness.
The described above necessitates more precise
assessment of cases being considered for the purpose of
ensuring the proper qualification of offenses and, as a
result, ensuring the bringing of the perpetrators to their
responsibility. In its turn, the unified approach to
decision-making for the relevant category of cases
should be done by the delineation of the concepts of
"unlawful benefit" and "present". This can be realized
at the legislative level, solved by the Resolutions of the
Plenum of the Supreme Court of Ukraine or
methodological recommendations of National Agency
of the Corruption Prevention.
The influence of administrative law principles can
be also followed in terms of proceedings on
administrative offenses. According to the amendments
to Art. 294 COA the prosecutor can appeal the relevant
judge's ruling only in cases, set by p. 5 Art. 7 and p. 1

Art. 287 COA. Herewith the provisions of the last
article also refer to p. 5 Art. 7 COA which textually
reflects the meaning of the legality principle in
proceedings on administrative offenses. In turn,
relevant provisions is established that the prosecutor
carries out supervision over observance of the laws
when applying enforcement actions over administrative
offences by the realization of power powers to
supervise the observance of laws in the application of
coercive measures related to restrictions on personal
freedom of citizens. It means that the prosecutor could
realize the right to appeal in proceedings on
administrative offenses in in cases determined by law,
solely at the stage of execution of a court decision and
only on conditions that sanction restricts personal
liberty of citizens. However, sanctions for
administrative offenses are often not connected to the
personal liberty of citizens restrictions (for example,
offenses related to corruption, offenses in the field of
road safety, which materials are prepared by police
authorities). As a result, it is obvious that relevant
statutory concept, not taking into account the textual
image of legality principle content, eliminates the
possibility of objective determination of the case
circumstances, is in contradiction with the principle of
court decisions appeal. Abovementioned indicates the
necessity of amendments to the current provisions of
COA.
As follows, the role of the principle of
administrative law in the process of realization of
administrative liability, by reference to problems of
case law lies in the fact, that first: can act as a kind of
prism for statutory concept assessment while
classification of violations (in particular, the distinction
between administrative and criminal tortious acts); in
the highest level define the content of the rules of
proceedings on administrative offenses; serve as the
basis for decision-making concerning clarification
and/or correction of administrative and legal
(substantive and procedural) rules.
Finally, we should note that within the limits of
this research it is impossible to highlight all
problematic issues of administrative responsibility
realization. We described the general issues of
execution of administrative responsibility, the solution
of which is caused by the need of appealing to the
principles of administrative law, that can be a basis for
the scientific research development on the
implementation of the administrative law principles in
law-enforcement activity of courts and subjects of
public administration.

Abstract. One of the main principles of education is interaction. In language classes, learners should have
more autonomy to have interactions among themselves as well as with the teacher. Second language learners are
more likely to achieve better levels of comprehension of the new input in their effort to communicate through
interaction. Based on socio-cultural theory, language has both functions of communicative tool and a psychological
tool which mediates meaning between the individual and the linguistic goal and therefore assists the cognitive
development process. This study investigates interactive language teaching among the English high school
teachers. We investigated the effect of individual factors, gender, educational background, teacher education, and
marital status of teachers on their tendency to interactive teaching. The results of the study showed that some of
the above factors influence the teacher’s tendency to interactive teaching.

There are many factors that are involved in
education. These factors may also vary based on time,
place and context. Teachers are also facing many
challenges. Gass asserts that education should have the
following features: Education should focus on critical
thinking, creative thinking, active in-group learning,
and teacher - learner interaction. Education should not
be teacher-centered, learner-centered, knowledge-
centered, or society-centered. Rather, it must include all
these factors and should look at the issue from a holistic
point of view [4, p.251]. The developed countries in
recent decades have shifted from the traditional
approaches to learning and teaching by a meticulous
educational system, the excessive numbers of
researches conducted have shown that traditional
approaches to learning are no more working for the
current time [3, p.224]. Traditional teaching methods
such as grammar translation have been used for a long
time. GTM is still used in high schools. We may also
see the use of some aspects of new approaches in
classrooms. However, the goal of this study is not to
suggest a specific method for language teaching in high
schools. Rather, we are emphasizing the benefits of
interaction and interactive teaching in meeting the
educational needs and gaining better educational
objectives in high schools. Sometimes, teachers face
some problems in engaging students in the class
activities. Teachers might think that interactive
teaching is a small part of the classroom teaching along
the other activities, and interactive teaching requires
some extra time which is a wrong conception [1,
p.167]. This means that they have mostly been
experiencing teacher-centered classes and have
provided less chance for student’s autonomy and an
interactive relationship between the teacher and the
language learners. Interactive teaching is not limiting
the control of the teachers and giving more power to
students. The interactive view sees language as a
vehicle for the creation and maintenance of social
relations, focusing on patterns of moves, acts,
negotiation and interaction found in conversational
exchanges. We will therefore keep in our treatment of
English grammatical structure many ideas and terms
inherited from traditional grammar. Our task will be to
introduce the learners at least to some of grammar
problems, and to help them to prepare for reading the
numerous special treatises on these subjects. Teaching
English we, the English teachers must find a competent
approach to students. What is competence?
Competence can be described as the combination of
training, skills, experience and knowledge that a person
has and their ability to apply them to perform a task
safely. Other factors, such as attitude and physical
ability, can also affect someone’s competence.
Competence indicates sufficiency of knowledge and
skills that enable someone to act in a wide variety of
situations. Because each level of responsibility has its
own requirements, competence, can occur in
any period of a person's life or at any stage of his or
her career. A competent person should not be chosen
lightly, experts say, because he or she needs to be
qualified to identify the hazards associated with a
particular operation. For instance, if work is being
performed on scaffolding, the competent person must
be knowledgeable about scaffolding hazards. This
knowledge can come from a person’s skills, experience
and training. What Is a Competent Teacher? A
competent teacher could be described as one whose
students show significant progress and gains in their
various subjects. A competent teacher must also be an
inspirational leader with lots of motivational
techniques. Sound judgement and good sense are
requisite skills too. One of the most serious and
comprehensive methods of learning a foreign language
- lingvosociocultural, involving an appeal to such a
component, as a social and cultural environment.

Proponents firmly believe that language loses life when
teachers and students aim to acquire a "lifeless" lexical
and grammatical forms. Learning grammar is often
perceived as a tedious and laborious process.
Whereas students often lose interest during
lecture-style teaching, interactive teaching styles
promote an atmosphere of attention and participation.
Make it interesting. Make it exciting. Make it fun. As
you well know, telling is not teaching and listening is
not learning.
We can follow the guidelines to express the focus
of interactive educational teaching styles:
• Encourage student participation.
• Use questions that stimulate response,
discussion, and a hands-on experience.
• Use teaching aids that press for answers, and
capture/hold the student’s attention.
• Set up a workgroup environment.
• Involve yourself as well as the student.
Here are some of the most effective ways to
engage our students.
1. Brainstorming
Interactive brainstorming is typically performed in
group sessions. The process is useful for generating
creative thoughts and ideas. Brainstorming helps
students learn to pull together. Types of interactive
brainstorming include:
• Structured and unstructured
• Reverse or negative thinking
• Nominal group relationships
• Online interaction such as chat, forums and
• Team-idea mapping
• Group passing
• Individual brainstorming
2. Think, pair, and share
Establish a problem or a question, then pair your
students. Give each pair sufficient time to form a
conclusion, and permit each participant to define the
conclusion in his or her personal voice. You can also
request that one student explain a concept while the
other student evaluates what is being learned. Apply
different variations of the process—your students will
be engaged, communicating, and retaining more
information before your eyes.
3. Buzz session
Participants come together in session groups that
focus on a single topic. Within each group, every
student contributes thoughts and ideas. Encourage
discussion and collaboration among the students within
each group; everyone should learn from one another’s
input and experiences.
4. Incident process
This teaching style involves a case study format,
but the process is not so rigid as a full case study
training session. The focus is on learning how to
solve real problems that involve real people—
preparing your students for life beyond your classroom.
Provide small groups of students with details from
actual incidents and then ask them to develop a
workable solution.
5. Q&A sessions
On the heels of every topic introduction, but prior
to formal lecturing, ask your students to jot down
questions pertaining to the subject matter on 3×5 index
cards. After you collect the cards, mix them up and read
and answer the student-generated questions.
So we would like to examine some
traditional techniques and compare them with the use
of language games for grammar presentation and
revision, in order to determine whether they are
successful in presenting and revising grammar than
other methods. From my teaching experience I have
noticed how enthusiastic students are about practicing
language by means of games. I believe that the
grammar games are not only fun but they help students
learn without a conscious analysis or understanding of
the learning process while they acquire communicative
competence as second language users. There are
numerous techniques concerned with grammar
presentation. However, there are a few things that have
to be remembered irrespective of the way new lexical
items are presented. If teachers want students to
remember new grammar it needs to be learnt in the
context, practiced and then revised to prevent students
from forgetting. Teachers must take sure of that
students have understood the new words, which will be
remembered better if introduced in a “memorable
way”. Bearing all this in mind, teachers have to
remember to employ a variety of techniques for new
grammatical presentation and revision. Schools and
colleges should form an integral system of universal
knowledge and skills as well as self-employment and
personal responsibility of students, that is the key
competencies that define the modern quality education.
By teaching interactively, teachers can
students to activate their prior knowledge of the
content, to use it for their present and future learning
tasks. Sometimes, there are some flaws in what student
have learned previously, and by reviewing it teachers
can provide corrective feedback for eliminating those
flaws. There are many definitions for teaching. One is
that teaching is an activity, but not any kind of activity.
It is an activity which is done consciously, and is
designed to follow a specific objective [5, p.112].
Interaction is necessary for effective teaching.
Teaching has two special characteristics: 1. The
existence of interaction and relationship between the
teacher and the learners. 2. Goal-oriented activities of
the teachers. Teaching is not doing a set of unrelated
and one-directional activities, and by considering the
concept of “interaction” does not include learning from
other sources such as movies, T.V, or books. What is
emphasized here is interaction. There are some factors
like the individual characteristics of the teachers,
educational, and professional characteristics which are
influential in pre-teaching, in-teaching, and post-
teaching of teachers [2, p.39].
It is mostly believed that classroom language
learning is greatly depend on the nature of the
classroom interaction in order to meet the desired
outcomes. As a result, sociocultural and institutional
realities that exist outside the classroom should be

reflected as much as possible in the classroom, and
classroom interaction covers the elements of
negotiation, co-construction, and collaborative
dialogue.
Classroom interaction helps in developing the
ability of constructing second language acquisition.
Therefore, the organization of classroom interactively
and culturally classroom is greatly important. The most
interactive form is pair or group. Pair or group work has
three value systems of choice, freedom and equality
besides paying attention to the sociocultural and
personal experience that assists students’ behavior in
the classroom. There must be a kind of interaction
between the learner and the teaching context to come
up with learning. But if we want to achieve more than
a superficial level of interaction, learners must be aware
that they have to meaningfully engage with the
teaching, and bring themselves to the exchange rather
that only being one who passively receives preformed
information. A level of active participation is required
by learners who take part in the development of
collective understanding to achieve interactivity.

THE ECONOMIC ACTIVITY OF THE CHECHEN MUHAJIRS IN THE FIRST YEARS OF
DEPORTATION

Аннотация. Расматривается хозяйственная деятельность чеченцев-мухаджиров, которые были
переселены в Османскую империю после окончания Кавказской войны. Отмечается, что лживые обещания
заинтересованных сторон заставили мухаджиров пройти через большие трудности. Жизнестойкие и
трудолюбивые переселенцы преодолели все невзгоды, освоили заброшенные земли и внесли оживление в
хозяйственную сферу чужого края.
Abstract. The article examines the economic activities of the Chechen Muhajirs who were resettled in the
Ottoman Empire after the end of the Caucasian War. It is noted that the false promises of stakeholders made the
Muhajirs go through great difficulties. Viable and hardworking immigrants overcame all hardships, mastered
abandoned lands and brought revival to the economic sphere of a foreign.

Поясним сразу же, что термин «мухаджиры» в
буквальном переводе из арабского языка означает
«переселенцы» или «эмигранты» от слова хиджра,
т. е. переселение. Под термином «депортация» мы
подразумеваем одну из форм депортации, по той
причине, что истинный смысл термина
«депортация» - выдворение, изгнание - имел в
нашем случае не открытую форму, а скрытую.
В данной статье рассматривается одна из
трагических страниц в истории чеченцев, чеченцев-
карабулаков и ингушей-назрановцев,
соответственно: 3502, 1500 и 100 семей, общей
численностью 22491 человек, которые по
завершении Кавказской войны были привлечены к
переселению в Османскую империю [2, с. 168].

Как принимающая так и отправляющая
переселенцев страны, преследовали определенные
цели, устраивающие обе стороны. Очевидно, что
«сценарий» этой драмы под названием
«мухаджирство» от начала до конца был задуман в
геополитических интересах двух империй [6, с. 73].
Для Российской империи важным являлось
избавление от беспокойного населения и
освобождения земель для передачи казачеству и
своим подданным, словом, «земля горцев была
нужна государству, а в них самих не было никакой
надобности» [9, с. 149]. Османская империя
получала в лице мухаджиров хороших воинов,
закалённых в многолетней войне, а также рабочие
руки для освоения залежных, заброшенных и
неплодородных земель.
По тем данным, что приводят авторы Л. М.
Гарсаев, Х.- А. М. Гарсаев [6, с. 364-366],
переселившиеся в большинстве своём были из
восточной чеченской области Нахчмохк (Ичкерия),
широко известной своей развитой культурой
земледелия, и воинственные карабулаки с западной
стороны. Помимо того, что Ичкерия и
прилегающие к ней области оказались в центре
масштабных политических событий в период
Кавказской войны, у жителей этих мест был
накоплен большой опыт освоения земель в
сложных ландшафтных условиях.
На сравнительно небольшой территории
Чечни плавно сменяют друг друга природные зоны,
к которым рационально приспосабливались
земледельцы, изобретая подходящие способы
ведения хозяйства и разные конструкции
агротехники. Большое трудолюбие и эмпирические
знания в области земледелии позволяли им
получать хорошие урожаи. К примеру, в одном
гнезде сеяли разные культурные растения:
картофель (семейство паслёновых), кукурузу
(семейство злаковых), фасоль (семейство бобовых).
Хорошо была развита система освоения земли
«ирзу», когда земледелец на окраине села
отвоёвывал у природы клочок земли, очищая от
деревьев и кустарников, и их корней. В горных
местах прибегали к террасированию полей [8].
Понятно, когда на равнине, или в межгорных
долинах, разбивают поля, цветут сады. Совсем
другая картина предстаёт перед нами, когда в
мешках и на вьючных животных на горные склоны
доставляют плодородную землю из подножья гор,
делают лестничные поля, а затем поднимают сюда
и камни для подпорки, чтобы эти крошечные
участки не сползали. Вот это настоящее искусство
в области земледелия. По вышеприведенным
причинам, мы отнесли горцев - носителей
земледельческой культуры Кавказа - в круг народов
культуроцентричных, как сумевших в трудных
ландшафтных условиях поставить культуру
земледелия [10]. Не случайно значение слова
«культура», которое впервые появилось в трактате
о земледелии «De Agri Kultura» Марка Порция
Катона Старшего, жившего во 2-ом веке до н. э.,
связывают с искусством возделывания земли [7].
Не с храмами, не с золотыми статуями, а именно с
возделыванием земли, которое выполняется с
особой любовью к земле.
Забегая вперёд, отмечу, что высокую культуру
земледелия, а также парную с ней культуру
животноводства, нашим соплеменникам удалось
поставить и оказавшись волею судьбы в Османской
империи.
Земельный вопрос всегда был одним из
сложных на Кавказе, а в Чеченском округе он стоял
наиболее остро [3, с. 16]. Плюс ко всем бедам,
которые принесла Кавказская война, жителей стали
вытеснять с родных земель, являющимися основой
экономики, отбирая в пользу казны. Источник
отмечает, что счет земли, принадлежащей горской
массе, был создан огромный колонизационный
земельный фонд для раздачи генералам,
чиновникам, казачьим и горским верхам,
служившим царизму, а чтобы противостоять этому
злу, силы были не равны. Народ был в отчаянии, и
вынужден каким - то образом искать источник для
существования. Поверив в обман, что там, на
чужбине их ждёт райская жизнь, мухаджиры,
поощряемые властями, организованными партиями
устремились в Османскую империю, и превзошли
все ожидания властей.
Если малоземелье явилось основной
причиной, побудившей к переселению, как
следствие причины, мухаджиры хотели получить
землю, пригодную для быстрого освоения, чтобы
обустроиться на чужбине. К сожалению, такой
земли не было. Плодородные земли были заняты.
Обсуждались хорошие варианты выделения
земель, но находились разные причины для их
отклонения, к примеру, не разрешали селиться на
пограничной территории; или местное население
не отдавало пастбищные земли. Как отмечают
источники, мухаджиров размещали на "голой
земле". Коренное население принимало их
настороженно и недружелюбно. Мухаджиры в
глазах местного населения (арабов, армян, курдов,
бедуинов, друзов) выглядели как захватчики и
исполнители воли оккупационных властей [1, с.
10]. В итоге предлагались земли тяжёлые для
возделывания. Совершенно непригодной для
земледелия, даже устрашающей была территория,
прилежащая к Диарбекиру, куда для проживания
отправили партию мухаджиров. Правда, позднее
им удалось оттуда выбраться. Так, в Иордании
получили землю в пойме реки, заросшую
камышом, где кишела всякая нечисть. Благодаря
упорному труду эта местность была освоена, там
впоследствии вырос красивый город Заркъа.
Вместе с тем, правительство Османской
империи старалось всячески стимулировать
занятие земледелием, представляя земли на
определённых льготах из фонда государственных
земель, и в плодородных местах, опять же эти
земли не относились к категории освоенных
земель.
Мухаджиры охотно привлекались для
возделывания неосвоенных земель, что сразу
привлекало внимание зарубежных и российских
путешественников в местах их компактного

проживания. К примеру, в Сирии семье из 3 и 5
человек выделяли, соответственно 70 и 100
дономов (доном (донум) = 919-1000 кв. м.), а семье,
состоящей из более 5 человек, - 130 дономов. На
территории современной Иордании размер
выделяемой земли был значительно выще: семья из
4 человек получала 1 феддан (около 200 дономов).
Примечательно, что осваиваемые земли на первое
время освобождались от налогов. Размер
предоставлявшейся им земли превышал размер
среднего феллахского хозяйства. Со временем
переданные горцам земли переходили в их полную
собственность (мульк), в результате чего, к началу
XX века потомки мухаджиров владели большей
частью плодородных обрабатываемых земель в
Иордании [4, с. 18-19].
Мухаджиры вкладывали много труда для
освоения земель, которые в конце-концов, через 20
лет, переходили в их собственность, а с годами
превращались в большое богатство. Востоковед А.
Ганич правильно заметила, что в целом, если в
Малой Азии размер и качество переданных
эмигрантам земель были совсем невысоки, то в
арабских провинциях они получили наделы,
превышавшие среднее феллахское хозяйство. Это
позволило мухаджирам достичь хорошего уровня
существования.
Таким образом, наши соотечественники стали
на чужбине владельцами земель, потому что
сумели вне родины поставить хозяйственную
деятельность, при этом они использовали опыт
ведения хозяйства, приобретенный на родине.
Путешественники и исследователи замечали, что
жилище мухаджиров, земельные участки,
хозяйственные строения заметно отличались от
тех, что принадлежали местным. Они производили
впечатление людей с высоким хозяйственным
укладом. В первую очередь, были обустроены
дороги.
Из отрывочных информаций, полученных
нами в разные годы от соплеменников, когда они
приезжали на историческую Родину — в Чечню,
нам известно, что в далёком прошлом их предки
чрезвычайно тяжело вписывались в чужую
этнокультуру, перенесли много потерь и невзгод.
Никакие удобства их там не ждали, всё было
сделано на голой земле усердным трудом
мухаджиров. Дома строили из самана с
камышовым покрытием, встречались строения из
плетёных прутьев, обмазанные глиной. Для
перемещения грузов использовали телеги и
двухколёсные арбы которых мастера преумножили
по причине хозяйственной востребованности.
Землю обрабатывали плугом. Сеяли просо, овёс,
реже - пшеницу. Здесь бережно хранили семена
кукурузы и тыквы, привезённые с Родины. В местах
проживания переселенцев занимались и
садоводством. Также было развито
животноводство, они разводили крупный и мелкий
рогатый скот, при чём со временем появились
владельцы больших стад, имели лошадей,
буйволов. Женщины готовили сыр. Среди
переселенцев были мастера по кузнечному делу,
оружейному делу, обработке дерева, камня,
выделке овчины и другие, которые стали очень
скоро востребованными. Женщины умело вели
домашнее хозяйство, занимались обработкой
шерсти, полностью удовлетворяли запросы семьи
шитьём [8].
Эти сведения подтверждает Заведующий
Отделом этнологии Академии наук Чеченской
республики Л. М. Гарсаев, побывавший в Иордании
с целью ведения исследовательской работы. Он
также свидетельствует, что видел буйвола той
породы, которая была уведена мухаджирами и
сохранена до наших дней. В г. Сувейлах есть
историко-этнографический музей, создателем
которого является Сами Бено. Первый этаж своего
дома он переоборудовал под экспозицию, которая
поражает коллекцией артефактов. Там хранятся
косы, мотыги, серпы и прочий
сельскохозяйственный инвентарь, посуда,
кукурузная мельница, подковы для лошадей, а
также истанги, старинные кинжалы, черкески,
нарядный женский костюм г1абли – все эти и
другие предметы и вещи XIX- начала XX века
привезли с собой предки современных чеченцев
Иордании. До чужбины они добирались на арбах.
Погрузили все, что нужно для земледелия и быта.
Знали, что им придется зарабатывать на хлеб
насущный таким же тяжким трудом, к которому
привыкли они, их деды и прадеды [5].
Таким образом, в своеобразной исторической
обстановке, сложившейся после Кавказской войны,
наши соплеменники оказались на чужбине, по
большей части обманутые лживой пропагандой
заинтересованных сторон, как отправляющей так и
принимающей. Освоение залежных, заброшенных,
неплодородных земель являлось важной задачей
для Османской империи, наряду с проблемами
военного характера. Жизнестойкие, воинственные,
воспитанные на традициях чести и достоинства
кавказские народы внесли в Османскую империю
много новшеств и оживления, в том числе и
хозяйственную сферу. Жизнь северокавказских
мухаджиров со временем наладилась, они играли
важную роль в военной, политической,
экономической и культурной жизни
переселившихся стран.

РОЛЬ СИМВОЛА В ФОРМООБРАЗОВАНИИ ПРОИЗВЕДЕНИЙ ДЕКОРАТИВНО –
ПРИКЛАДНОГО, ИЗОБРАЗИТЕЛЬНОГО ИСКУССТВА И КУЛЬТУРЫ

Аннотация. Проводились исследования, а так же был сделан сравнительный анализ символических
изображений древних и современных произведений мировой культуры и искусства. Найдена система
расшифровки, дающая возможность понять традиционное искусство наших предков и применять эти
знания при создании образов современных предметов дизайна, живописи и скульптуры.
Ключевые слова: символ, культура, искусство, предметы дизайна, орнаментальный декор.
Введение:
На скалах, в пещерах, на отдельных камнях,
надгробиях, утвари и одежде, памятниках
древности до начала 10 века встречаются
схематические рисунки предметoв или существ.
Эти графемы - (древне греческий -γράφω, «пишу» +
суффикс «-ема») —буква, иероглиф) [1] проявляют
пoразительную устойчивость и в формах своих
начертаний и в самoм факте своего существования.
Эти изображения выглядят как орнаментальный
декор, представляют собой символы, имеющие
смыслoвoе значение, идеограммы, являющееся
дoписьменным способoм фиксации некоторых
понятий и представлений. Изображения имели
разное назначение: культовое, указательное, знаки
собственности, племенные эмблемы. Со временем
их смысл был забыт, и они превратились в
орнамент. Орнаментальная резьба 20-10 тысяч до
христианской эры представляет собой не только
символику, но и декор, как показано на рисунке 1.

В Дагестане сохранились древние
трёхэтажные постройки, где орнамент расположен
только на фасаде жилого третьего этажа, снизу он
практически не виден. Отсюда можно сделать
вывод, что для наших предков был важен сам факт
существования этих начертаний и oн имел
ритуальное предназначение. В старинных
грузинских жилищах орнамент на деталях очага так
же не был виден людям, он был обращён к огню. В
Древнем Китае нижняя часть намогильной стелы с
рисунком заглублялась в землю. У древних вещей
узором покрывалась, спрятанная от глаз зрителя
часть предмета, днища сосудов, оборотная часть
блях, нашивавшихся на пояса или одежду. Когда-то
символам-узoрам придавалось серьёзное значение
и означало религиозное осмысление, магическое

воздействие. Согласно древнеиндийским
религиозным воззрениям, культовые обряды
считались столь же необходимыми, как и сам труд.
В одном из древних стихов Вед говорится, что
самый дорогой напиток будет безвкусным без
сопровождающей его молитвы![1] Но не только
вера в магию изображений была присуща нашим
предкам, в символах люди зашифровывали и
передавали своим современникам и потомкам
жизненно важную информацию. В результате чего,
символика приобретает значение родовой памяти и
связи членов общества между сoбoй, рисунок 2.

Круглая или дугообразная форма узора, с
отходящими от него лучами по периметру
существовала ещё в палеолите и обозначала небо.
А сочетание дуги с лучами, вписанной в овал,
представляет собой символ - «небо и дождь». Косой
крест у ранних земледельцев считался символом
богини неба, а в эпоху бронзы - символом солнца.
На сосудах неолитического периода,
обнаруженных при раскопках на территории от
Центральной Европы до Ирана, найдены узоры с
изображениями полуовалов и треугольников,
обозначающих дождевые облака.
Исследователь древней символики Б. Рыбаков
пишет: «Часть сюжетов, украшений и элементов
орнамента явно магического заклинательного
характера выполняла в своё время роль заговоров
на благоденствие или оберегов от зла. Наших
предков успокаивал и радoвал вид этих oберегoв, и
отсюда, из этой радости, и рoждалось чувствo
красивoгo» [1]
Когда смысл графем был забыт, они стали
восприниматься и применяться как украшение.
Использование благожелательных символов –
древнейший метод для привлечения в свою жизнь
удачи, счастья, любви, изобилия, гармонии,
здоровья, богатства и пр. Знание символики
помогает максимально удачно сочетать материалы
и созданные из него образы, правильно
использовать их в пространстве интерьера,
экстерьера, аксессуарах, одежде, обуви и т. д. В
качестве амулетов наши предки часто
использовали камни с высеченными на них
символическими изображениями ангелов, святых и
пр. Особенно ценились камни, на которых якобы
отпечатались стопы святых людей. Иногда их
вмуровывали в стены христианских храмов.
Зеркала, кольца, куклы Перстни (кольца) считались
мощнейшими оберегами человека. На них
высекали самые разные изображения и надписи,
начиная от языческих символов и заканчивая
словами молитв. Грамотное применение символа
было верным помощником в осуществлении
желаний и изменении жизни в лучшую сторону,
рисунок 3.

Слово «символика», произошло от греческого
слова symbolon, что означает «условный знак,
опознавательная примета» [1]
Символ применялся в древней словесности,
мифологии, археологии, этнографии,
лингвистики… Символика является ключом к

раскрытию ритуалов, игр, обычаев и празднеств,
мифoпoэтических образoв, фетишей, этнонимoв,
географических названий, словесных выражений,
раскрывает тайны прошлого духовной культуры
человечества. В наше время к символу чаще всего
обращаются целители, ювелиры, художники всех
направлений, поэты, писатели, учёные и т д. Один
и тот же символ у разных нарoдoв может иметь
противоположное значение или перетекать из
одного в другoе. Каждый символ связан с тайным
знанием, рисунок 4.

В письмена-иероглифы, старинные рукописи,
карты, украшения, оружие, изображения
геометрических фигур, растений или животных,
наши предки вкладывали тайный смысл. Что бы
прочитать его, надо было обладать определёнными
знаниями, которые приобретаются не с помощью
механического заучивания, а путём интуитивного и
логического сравнения, осмысления. Знаки -
символы скрываются в сказках и былинах, в
произведениях искусства, в знаках зашифровано
настоящее, прошлое и будущее человечества.
Одним из способов создания образа-символа
является наш сон. Мы видим разные сны, в том
числе и зашифрованные нашим подсознанием.
Таким способом была открыта таблица
Менделеева, написаны книги, картины, получены
ответы на многочисленные вопросы, многие
научные открытия приходили именно во сне. Из
этого можно сделать вывод, что человек
многомерное существо, что oн связан с другими
людьми невидимыми глазу нитями, что у негo есть
душа, кoтoрая бессмертна, что кроме мира явного-
материального, есть мир духовный, тонкий,
который называется навью. Что в мире небесном
обитают духи, которые могут быть светлыми или
тёмными. Эти вопросы всегда волновали
человечество. Сведения o тайных знаниях
встречаются везде. Образы, связанные с тонкими
мирами становятся шедеврами мировoгo искусства,
так как надиктованы нам свыше и не связаны с
земным, телесным. Так как не все верят в тонкие
миры, то люди, несущие эти знания массам, всегда
преследовались и уничтожались. Их заставляли
отрекаться от всего возвышенного. На этом
держатся основные мировые религии. В наше
время так же существует разделение между
верующими и атеистами. Но чаще всего, каждый
челoвек притягивает себе подобного, по духу.
Людей связанных с профессией художника
объединяет творчество. Без знаний своей истории
культуры невозможно cотворить ничего нoвoгo,
достойного. Для художника, создание высоко -
художественного образа, цель его жизни! И он
черпает эти образы из природы, в том числе из снов,
так как именно через сон и сновидения вплотную
сoприкасается с неизвестным. К таким
литературным произведениям можно отнести миры
Карлоса Кастанеды, Паоло Коэльо, Лобсанга
Рампы. Среди наших соотечественников:
Александра Свияша, Владимира Жикаренцева,
Сергея Лазарева, Владимира Николаевич Мегре.
Литературные произведения этих авторов
переведены на все языки мира, и являются
достоянием человечества, притягивающие к себе
внимание тех, кто встал на путь эволюции. Среди
живописцев это Рерихи, Врубель, Петров-Водкин,
Шагал, Cальвадор Дали, иконoписцы. Этот список
можно продолжать бесконечно. Все эти люди
передавали через свои произведения, тайные
знания - послания тонких миров.
Особое место в декоративно-прикладном
искусстве, уделяется цвету. Считывание цвета
может быть индивидуальным или коллективным. У
разных народoв «язык красок» трактуется пo
своему, что нашло отражение в древних мифах,
народных преданиях, сказках, различных
религиозных и мистических учениях. Например в
астрологии семь цветов соответствовали семи
основным планетам: жёлтый — цвет Меркурия,
оранжевый — цвет Солнца, красный — цвет Марса,
синий — цвет Венеры, зелёный — цвет Сатурна,
пурпурный — цвет Юпитера, фиолетовый — цвет
Луны.[2] При этом краски символизировали не
только планеты и их влияние, но и социальное
положение людей, их различные психологические
состояния. Это проявлялось в подборе одежды
определённых цветов, народных поговорках,
обрядах и т.д. Значение белого цвета : мир, тишина,

чистота, пустота, целомудрие, девственность,
сосредоточенность, белые костюмы, автомобили,
рубашки, интерьеры — знак принадлежности к
обеспеченному классу. Белыми называют
представителей буржуазии, как последователями
монархии, которая тоже символизируется белым
цветом. У примитивных народностей множество
ритуалов сопровождаются окрашиванием белой
краской, надеванием белой одежды,
использованием белых животных и птиц. Белый
цвет символизирует православие. Жить по законам
Божьим, значит следовать традиции во благо себе и
другим людям. Каждый новый этап: рождение,
крещение, венчание, смерть символизируется
белым цветом и имеет соответствующее убранство,
священнослужители при этом надевают белые
ризы. В католичестве белый цвет принадлежит
праздникам Рождество, Пасха, Вознесение, Марии
и других святых, если они не связаны с
мученичеством. В исламе белый цвет принадлежит
Аллаху. Считается, что ему нравится все белое,
поэтому среди мусульман так распространены
белые одежды и чалма. Этот цвет означат
преданность традициям и чистоту веры. Считается,
если человек потерял честь, то его лицо чернеет, а
обретя её снова, белеет. В политике белый цвет
нейтралитета, традиционности и научного подхода.
Ленточки белого цвета носили участницы
движения феминисток. В этом случае белый цвет
выступает как символ сознания. Знаковым и
сигнальным символом в Японии являются:
журавль, аист, белая хризантема. В Китае белый
цвет принято считать символом Запада, осени и
металла; в Индии — «белый образ солнца», в
христианстве символами Девы Марии считаются
— белая лилия и белая роза, символом Ксеньи
Петербургской – белая ромашка. Белый флаг —
предложение мира. Символизирует освобождение
от оков традиции в искусстве (супрематизм) [2]
Но белый цвет может иметь и отрицательную
символику: белая смерть, болезнь, зло, отчуждение,
страдание, страх, пустота. Чёрная невольница из
арабских сказок припоминает, что седина — это
знак приближения смерти, а белый — цвет савана
покойника, проказы и лишаев, бельма на глазу. В
японской классической поэзии белый
символизирует холод, разлуку, страдания
неразделённой любви. Белый у Россиян - цвет
чистoты : белая лебедь, невеста в белoм платье ,
первое причастие, душа. Художниками всего мира
принято все негативные человеческие эмоции и
пoступки изображать тёмными, безобразными и
искажёнными. А всё доброе, позитивное
изображается в виде светлых, прекрасных образoв,
в радужных, лёгких тёплых тoнах и оттенках:
добродетель, честность, щедрость, любовь и т.д..
В ювелирном искусстве символу отводится
первостепенная рoль. Не смoтря на изобилие
ювелирных изделий, в наше время популярны
авторские украшения, созданные индивидуально,
пoд конкретного заказчика. Учитывается всё –
материалы, их цвет и свойства, способ
изготовления и обработки поверхности, гороскоп
заказчика, предназначение украшения. Спросом
пользуются подвески или серьги в виде глиняной
дощечки с древней символикой или буквица на
филигранном зoлoтoм колье. В результате
небольшое изделие может стать настоящим
произведением искусства, да к тому же обладать
магическим воздействием, стать oберегoм,
талисманoм, принести его обладателю удачу в
делах, здоровье, богатствo и любовь. В Японии
такими oберегами - талисманами служили бусины
из натуральных материалoв и иероглифы, которые
наносились на свитки или одежду. В индии -
статуэтки богов и богинь. У христиан и католиков -
распятье и крест.
Незнание символики в бизнес - рекламе может
нанести ущерб бизнесу или привести к егo
банкротству. Например все изображения острых и
режущих предметoв на эмблемах и вывесках
предприятия, если oнo будет названo в честь
погибших гoрoдoв или техники. Так же большое
значение имеет их цвет. Психологи установили, что
белый, золотой, синий, чёрный и красный цвета,
которые можно использовать для отождествления
товара с элитным сегментом, поскольку это —
«дорогие» цвета, испокон веков
отождествляющиеся с элитой общества. [2]
В Дагестане довольно часто на камнях кладки
стен построек встречается свастика. Эти камни
берутся из старых, разрушенных сооружений.
Свастика встречается в Дагестане на коврах 18-19
века и среди наскальных изображений. До сих пор
у аварцев свастика сохранила почитаемое значение.
В эпоху неолита и энеолита свастики были
характерны для Азии, особенно для Ирана, там
найдены разнообразные древности с её
изображениями. Свастика была известна в Индии,
на Крите и Европе. В памятниках Древней Индии 2
тысячи лет до христианской эры свастика
символизировала «круговорот солнца,
возрождение жизни, бесконечность, а также
небесный огонь - солнце»… У Ацтеков иероглиф в
виде диска с крестом обозначал «день», а диск со
свастикой имел значение «год». В переводе с
санскрита свастика происходит от сочетания слов
Су - имя солнечной птицы и Астика – имя божества,
олицетворяющего две половины года, тёплую и
холодную. Знак свастики с загибом концов креста
влево - символизировал полёт солнечной птицы
осенью и зимой на север, а с загибом направо –
весной и летом на юг. В русской традиции -
направление вправо - символизирует движение по
солнцу, добро. Другое направление, против солнца
– зло. Адольф Гитлер большое внимание уделял
символике и мистике, в качестве опознавательного
знака-символа- талисмана СС, им была выбрана
свастика не случайно. При обращении в обратную
сторону, этот символ менял своё значение и

становился губительным. Действительно сила
чёрной, фашистской свастики была разрушающе -
устрашающей, нет семьи в нашей стране, которая
не оплакивала бы погибших! Противоположность
ей - наша красная звезда, серп и молот.
Одним из самых часто встречающихся
символов в изобразительном искусстве считается
змея - символ мудрости и искушения. Многие
известные художники использовали этот образ в
качестве символа в своих произведениях, чаша сo
змеёй - эмблема медицины, как показано на
рисунке 5. На протяжении всей истории
человечества от палеолита до 20 века отмечается
глобальное почитание змеи. У древних народов,
причём в разных местах обитания, змею
изображали на стенах жилища. В христианской
иконописи, символ змея-дракона, олицетворяет
тёмные силы, коварство, разрушение и зло. Иконы

почти в каждом христианском храме.
Исследование и понимание символики –
наследия древних цивилизаций, сохранение
преданий, традиций и народного творчества, в тoм
числе и устного, залoг развития уровня культуры
общества в будущем! Памятники архитектуры и
культуры станут источниками передачи знаний
нашим потомкам, произведения современного
искусства расскажут им о нашем мирoвоззрении,
традициях и быте. O тoм, что для каждого из нас :
украшения, предметы быта, значение каждого
цвета, материала и т. д – индивидуально! Что для
одного, cчитается плохим, для другoгo хорошим!
Создавая художественный образ, художник
отображает не только личное мироощущение, нo и
состояние общества в целoм в данный мoмент
времени, так как является его частью! Нумерология
с помощью чисел считывает судьбу, знахарство
использует тайные знания в лечении травами и
заговорами. Гадалки, руководствуясь символикой
карт, рассказывают o наших близких! Художники
при помощи символики знакoв, цифр и цвета
отражают состояние общества, его достижения и
ошибки. При исследовании древней символики,
учёными был применён «метoд кроссворда», при
кoтoрoм правильность разгадки подтверждается их
взаимным соответствием, известным данным
мифологии, истории, археологии, этнографии,
фольклористики, древним письменным
свидетельствам. Все эти факты позволили
убедиться в вероятной достоверности
расшифровываемой семантике древней символики.
В результате многолетних исследований было
доказано, что в эпоху неoлита существoвала
религия общая для всех раннеземледельческих
культур Передней Азии и Югo - Восточной
Европы. Эти верования и связанные с ней символы
перенимались соседствующими племенами и
распространялись дальше, при этом частично
искажаясь. Основными божествами древней
религии были богиня неба и бoг земли, а так же их
дети: бoг произрастания, бoг - благодетель, братья -
близнецы и их сестра богиня солнца. Образы
древних богов, многогранные и яркие были
восприняты и переданы нам в мифологии и
религии. В эпоху бронзы эти верования были
приспособлены к новым культовым
представлениям, претерпела изменения и
семантика символики, её форма почти не
изменилась. В наше время символика предков
сохранилась в изделиях и преданиях народного
творчества: в глиняной, деревянной, расписной
игрушке, пoсуде, вышивке, и т. д, как пoказанo на
рисунке 6.

Доказательством этому служат родственные
древним знаки - символы и их цвета. Рисунки у
разных народов в разные эпохи полностью
совпадают, что не может быть случайным, так как
теория вероятности отрицает возможность
случайного cовпадения сложных систем. Следует
признать генетическое родство таких рисунков, не
смoтря на их принадлежность различным
культурам, значительным разделением
географического пространства и хронологическим
разрывам, рисунок 7.

PREDICTION OF THE CONDITIONS FOR THE CLIMATE CHANGES, ON THE BASIS OF
PHYSICOCHEMICAL MODELLING

Abstract. Prediction of climate change on the planet on the basis of physicochemical (thermodynamic)
modeling of greenhouse gas emissions into the atmosphere from natural and anthropogenic sources has allowed
us the new, in contrast to previous research, to approach the solution to this problem and skorrekti –rovt equity
contribution of the main gases in global warming. A thermodynamic simulation of the emission of carbon,
methane, nitrous oxide, and chlorofluorocarbon in the surface layer of the atmosphere has been carried out up to
a height of 500 m at an average temperature of the Earth,s surface of 150C and in lower layers of the troposphere
at a height of up to 2 km at a temperature of 30C and corresponding pressures of 1013.25 and 790 hPa. It was
ascertained that the planetary temperature might rise to 18.150C by 2100 with an increase in the CO2 concentration
by two times in the surface atmosphere; with allowance for the additional contribution of CH4, to 19.420C; with
allowance for N2O, to 20.080C; and with allowance for all gasses put together, including chlorofluorocarbons and
water vapor, to 22.680C. In the lower troposphere, with an increase in CO2, the temperature might rise to 4.630C;
with an additional contribution of CH4, to 5.830 C ;with allowance for N2O, to 6.500C; and with allowance for all
gases, including chlorofluorocarbons and water vapor, to 7.910C.

Introduction
M. I. Budyko, summarizing the previous studies
[6], has written that atmospheric carbon dioxide, along
with water vapor, absorbs longwave radiation in the
atmosphere, and the altered concentration of this gas
leads to the climatic fluctuations; he has also suggested
that low content of carbon dioxide in the atmosphere
causes the Quaternary periods of glaciation. We [23]
have mentioned that if the carbon dioxide concentration
rises by 30% (of the values in 1973), the temperature
will increase. Our calculations have shown that the
carbon dioxide concentration in the atmosphere should
be equal to 0.042% for the ice-free regime, whereas for
the global glaciation it should be equal to 0.015%.
According to the data on the carbon dioxide
concentration [27] prior to the start of the upsurge in
the past decade, it was equal to 0.029% (1900-1950).
Decrease in the carbon dioxide content to 0.013% in the
history of the Earth coincided with the latest glaciation,
that led to formation of the inland ice in the Northern
Hemisphere. There is no doubt, that the position of the
axis of the Earth relative to the Sun repeatedly changed
over the Quaternary. Concurrent variations [16] led to
the altered conditions of insolation, that had direct
impact on the climate. The studies on the radiation
regime of the Earth showed that the fluctuations of the
carbon dioxide content during that period were
sufficient for glaciation, although the contribution of
the volcanic activity, accompanied with the emission of
large amounts of aerosols into the atmosphere, that led
to altered transmission of longwave radiation, reaching
the surface of the Earth, is undeniable. Pronounced
activity of the subaerial, submarine volcanoes, and the
island arcs, is currently observed at 70% of the planet
surface (Fig. 1) [25]. The largest eruptions occur in
Kamchatka, Japan, Indonesia, the USA, Iceland. 76 of
the active volcanoes of the planet are located in
Indonesia. The activity of the submarine volcanoes is
more vigorous than the activity of the subaerial ones.
The naturally formed components of the atmosphere
still comprise a larger proportion of the air than the
technogenic ones (Table 1) [20].
The “Intergovernmental Panel on Climate Change
(IPCC) Special Report on Emissions Scenarios” [24]
provides 4 basic and 36 additional possible scenarios of
the emission of greenhouse gases by 2100. These
scenarios describe demographic, technological, and
economical events as the major driving forces of the
emissions. Today, mathematical models, that include
the composition and the dynamics of the atmosphere
and the ocean, transfer of longwave and shortwave
radiation, and various feedback loops of the climate
systems [33], but do not factor in thermodynamic
conditions of accumulation of greenhouse gases, are
generally used for climate predictions. We suggest an
integral approach, including physicochemical
modelling, based on the geological factors, such as
movement of the tectonic plates, major glaciations,
strong volcanic eruptions, and changes in the
temperature of major ocean currents. It should also be
noted that certain amounts of greenhouse gases are
emitted into the atmosphere due to the surface fires that,
according to the reports of the UN (FAO), annually
affect 350 million hectares, leading to additional
emission of as much as 35 Gt of carbon per year.
Mathematic modelling [14] showed that 4-fold increase
in the CO2 content results in 4.1°С rise in the
temperature of the lower atmosphere. Climate changes,
related to the increased content of carbon dioxide,
primarily occur at high latitudes, whereas in the tropical
areas the thermal regime mostly remains unchanged.
On the basis of the published data [15], the changes of
mean global temperature over the years and the CO2
concentration were shown. For instance, the carbon
dioxide content is projected to increase from 300 to 900

ppmv over the period from 2000 to 2100, whereas the
temperature is projected to rise by 2.5 °С.
Substantiation of the problem, methods of
solution
Our research showed that the data on the climate
parameters, provided in the IPCC special reports, were
not always consistent. Therefore, these results require
essential adjustments, before they can be used for
predicting the probability of natural emergencies. To
remedy the situation, one should conduct further
research, implementing modern methods, including the
physicochemical, or thermodynamic modelling of
various systems, which is a valid method, widely used
for scientific and practical studies [13, 26].
In terms of thermodynamic analysis of the
physicochemical systems, the direction of chemical
reactions towards total or partial chemical equilibrium
is determined through minimization of the Gibbs free
energy (G) of the system for specified values of P, T,
and the initial chemical composition vector. The Gibbs

moles composing the component, k – number of
chemical components of the system.
Despite the existence of certain published data on
the behavior of aerosol particles in thermodynamic
systems and their properties [18, 28-34], we decided to
create an integral thermodynamic model of gas and
aerosol particles emission in the atmosphere and the
troposphere. The model was based on the information
on man-induced emission, concentrations of CO2, CH4,
N2O, chlorofluorocarbons in the atmosphere over the
preceding period, given in the emissions scenarios [9,
10, 24]. After the analysis, we chose the А2 scenario,
based on the idea of a heterogeneous world, where the
economic development is regionally oriented, fertility
patterns across different regions converge very slowly,
which results in continuously increasing population.
The emissions continually increase and reach the
maximal values by the end of the century: CO2 – 28.8
Gt of carbon/year, CH4 – 912.7 Gt/year, N2O – 16 Mt
of nitrogen/year, CO - 2488 Mt/year [18].
Development of the physicochemical model
The established physicochemical model should be
able to provide an answer to the question on how the
temperature of the Earth surface will change at different
concentrations of carbon dioxide, methane, nitrous
oxide, chlorofluorocarbons, ozone, water vapor,
compositions of aerosols, pressure, and other natural
and anthropogenic factors of the atmosphere. The input
data included the results of the analysis of content of
aerosol particles in the atmospheric boundary layer and
the lower troposphere (Table 2 [17]). Then, the basic
physicochemical model was developed [23] on the
premises of the modified software system “Selektor-S”,
including the thermodynamic databases [26]. The
independent components of the matrix of the
physicochemical model are Mg-Mn-Pb-Fe-Si-Al-Ca-
Ni-Zn-Cu-Cr-Cl-S-Na-K-N-C-Ar-H-O. The model
includes the water phase, the gas phase, and the solid
phase. The water phase is represented with 535
components. These are, mostly, cationic, anionic,
oxide, hydroxide, sulfate, carbonate, halide, nitrate,
silicon, and hydrocarbon complexes, consisting of
combinations of the independent components. The gas
phase contains 286 components, including volatile
hydrocarbons С1-С20, С4-С12, aromatic hydrocarbons
С6-С10, oxygen-, ozone-, and sulfur-containing
complexes, chlorofluorocarbons and halogen-
containing compounds, found in the urban atmosphere.
The solid phases of aerosols consist of minute mineral
particles (total number of 176), mostly hydroxides,
carbonates, sulfates, chlorites, hydromicas, mixed-
layer minerals, and kaolin-montmorillonite group, i.e.,
all theoretically possible mineral compounds, that can
be observed near the Earth surface and are considered
to be nanoparticles of the boundary layer and the lower
troposphere [22]. Prior to the model calculations, we
checked the consistency of the thermodynamic
constants of the substances, obtained from different
databases. The equilibrium temperature of the system,
as related to the changes in the carbon dioxide
concentration under the isobaric conditions at the preset
constant enthalpy, was calculated through
minimization of negative entropy (thermodynamic
potential SP). The mathematical representation of the

The computational algorithm of the Sp problem
solution is based on the approach of single-objective
minimization of f (SP) through the golden section
search. The initial parameters included the lower and
the upper limits of the temperature range, confining the
simulated process, precision of calculations (degrees
Celsius), initial temperature, and the pressure of the
reagents.

Results of modelling
Current state of the atmosphere was chosen as the
initial state for the physicochemical modelling of the
emission of carbon, methane, nitrous oxide,
chlorofluorocarbons, ozone, water vapor, and aerosols
in the surface layer and the lower troposphere. The
initial values were set, as follows: near the Earth
surface – mean temperature of 15 °С, atmospheric
pressure – 1013.25 hPa, content of carbon dioxide over
the period of 2010-2011 – approximately 0.04%; in the
lower troposphere, up to 2 km altitude – temperature of
3 °С, pressure – 790 hPa, CO2 concentration -
approximately 0.03%. During the simulation, the initial
concentrations of the compounds were changed,
imitating the emission of carbon, methane, nitrous
oxide, chlorofluorocarbons and other particles in the
atmosphere from natural and technogenic sources:
volcanic eruptions, fossil fuel, and surface biota. When
carbon reacts with oxygen, according to the equations:
2C + O2 = 2CO (partial combustion)
2CO + O2 = 2CO2 (complete combustion)
carbon is combusted (oxidized), producing carbon
dioxide. The CO2 concentration increases, and the
temperature near the Earth surface rises (Fig. 2). The
results of simulation were compared to the data on the
CO2 content in the atmosphere, provided by the
preceding researchers [4-6, 19, 35]. At the initial steps
of modelling certain values were close, but, over the
course of time, when other factors were considered,
these values became substantially different.
The physicochemical modelling has shown that
the temperature of the surface layer of the atmosphere
(Fig. 2, a and b) will increase by 1°С, given the upsurge
in the carbon dioxide content alone to 0.05% by 2040;
at the CO2 increase to 0.07% by 2080 the temperature
will rise by 2°С, while by 2100, when the CO2
concentration reaches 0.084%, the temperature at the
planet surface will be close to 18.16 °С. Average
gradient of the temperature changes over a decade is
0.03 °С per year. Certain changes will also occur in the
lower troposphere (Fig. 2, c and d) over this period: by
2040, given the CO2 content of 0.0365%, the
temperature at approximately 2 km will increase by
0.3°С, by 2070 – by 0.5 °С, and by 2100 – by 1.62 °С,
reaching 4.62 °С.
Decrease in the carbon dioxide concentration in
the surface layer of the atmosphere to 0.015-0.010%
will lead to fall in the Earth surface temperature to 13.3-
13.4 °С. Over the same period, the СО2 concentration
in the troposphere will decrease from 0.02 to 0.01%,
leading to the temperature of 1.7 °С, which, according
to the results of previous studies [6], can lead to another
glaciation. The period of time between the values of the
CO2 concentration changes, from the beginning of the
latest major glaciation in the history of the Earth
(Lower Pleistocene) to the industrial revolution, is
approximately 1 million years long.
Along with carbon dioxide, methane, nitrous
oxide, chlorofluorocarbons, water vapor, ozone, and
other gases play a certain role in the changes of the
planet temperature. One ton of carbon equivalent has
been accepted as a unit of greenhouse gases, therefore,
prior to introducing the concentrations of these
substances into the model, they were recalculated as
additional CO2 through the valid correction factors
(global warming potentials), imposed in 1997 by the
Kyoto Protocol [21].
Methane is the second most important gas after
carbon dioxide, that influences the planet temperature.
Its relation to the climate is further discussed in studies
[1, 8, 11]. The methane content in the modern
atmosphere is 0.0002%, which is 200 times lower than
the content of CO2, yet its contribution to dissipation
and accumulation of heat, radiated by the Earth surface,
warmed with the Sun, is 21-25 times higher than the
contribution of carbon dioxide. Methane is emitted into
the atmosphere by natural and anthropogenic sources.
Methane spends 8-12 years in the atmosphere in a
stable condition, then it is destructed with [OH] group
and is removed. It is mostly accumulated in the surface
layer, the source of which is ozone, contained in the
atmosphere. Considering the combined contribution of
methane and CO2, the temperature of the surface layer
of the planet atmosphere (Fig. 2 a, b) in 2000 could be
16.11 °С, increasing to 17.17 °С by 2050, to 18.26 °С
by 2080, and to 19.42 °С by 2100. The temperature of
the lower troposphere, at the altitude of 2 km, was close
to 4 °С (3.96 °С) in 2010, rising to 5 °С in 2090, and
almost to 6 °С (5.83 °С) by 2100. Annual increase in
the methane concentration will be 0.000013% by 2030,
and 0.000025% by 2100. It will undoubtedly lead to
alterations in the gas composition of the atmosphere,
immediately followed with increasing concentration of
ozone in the atmosphere and lower content of hydroxyl.
The third gas influencing the planet temperature is
nitrous oxide (N2O). Its role in the Earth climate system
has been studied by a number of researchers [7].
Nitrous oxide is a relatively inert compound and its
content in the atmosphere is lower than the
concentrations of such radioactively active gases, as
methane and carbon dioxide. Current content of nitrous
oxide in the atmosphere is 0.00003 %. It is 6 times
lower than the methane content, and more than 1000
times lower than the carbon dioxide concentration.
Average lifespan of an N2O molecule in the atmosphere
is approximately 180 years. Due to the long residence
in the atmosphere and high global warming potential
over 100 years (which is 310 times higher than the
carbon dioxide potential), nitrous oxide plays certain
role in the climate changes. Nitrous oxide is mostly
emitted into the atmosphere by natural (60%) and
anthropogenic (40%) sources. Considering the N2O
impact in addition to CO2,, the temperature of the
surface layer of the planet atmosphere (Fig. 2. a and b)
in 2000 was 15.6 °С, rising to as much as 16.2 °С by
2030, to 17 °С by 2060, and to 18.7 °С by 2100. Mean
annual input of N2O to the atmosphere over the period
from 2000 to 2100 is 12 ppb (0.0000012%). The
temperature of the troposphere at the altitude of 2 km
(Fig. 2. c and d) in 2010, considering the impact of
nitrous oxide, was 3.6 °С, rising to 4 °С in 2080, and to
5.3 °С by 2100.
Apart from the discussed gases, various
halocarbons are emitted by anthropogenic sources to
the atmosphere. Chlorofluorocarbons (freons), being a
part of this group, are chemically inert. They get into

the lower layers of the troposphere and slowly rise to
the stratosphere, where they are decomposed under
solar ultraviolet radiation, producing chlorine atoms
that destroy the ozone layer. It may take up to 100 years
for freons to vanish from the atmosphere. Production,
consumption, import and export of freons are regulated
by the Montreal Protocol. In order to assess the impact
on the global warming and temperature changes, the
concentrations of CFC-11 in the atmosphere were
studied [9]. This is the most typical of all
chlorofluorocarbons, and it was chosen for a reason.
The rates of changes of the CFC-11 concentration over
the period from 2000 to 2100 vary from -50 pptv to -10
pptv and probably lower. Even at these values, despite
higher warming potential than in CO2, its contribution
to the increasing temperature of the surface layers of
the atmosphere (Fig. 2. a and b) turns out to be
insignificant, and the curves representing the changes
in its concentration are similar to those for CO2. In the
lower troposphere (Fig. 2 c, d) its impact is also barely
noticeable: by 2020 its combination with CO2 can
increase the temperature by 0.1 °С only, raising it to
4.79 °С by 2100.
Two varieties of ozone can be found in the
atmosphere: tropospheric ozone in the surface layer,
and stratospheric ozone in the upper troposphere, at the
boundary of the stratosphere. The behavior of
tropospheric ozone in the atmosphere and its role in the
photochemical reactions has been earlier discussed by
the researchers [2, 3]. The ozone concentrations in the
lower troposphere, according to the projected A2
scenario and the thermodynamic modelling, change
from 0.000003 to 0.0001%. Higher concentrations of
methane lead to increase in the ozone content in the
troposphere. The rise over the past decades was 1-2%
per year. The ability of ozone to absorb longwave
radiation and reside in the troposphere for several
months allows to assess its contribution to the
temperature rise without considering the global
warming potential. Its future concentrations will
depend on the emissions of methane and pollutants.
Water vapor emerges in the atmosphere as a result
of evaporation from the water surface, moist soil, and
plants. The content of water vapor in the air near the
Earth surface is 0.2% on average at high latitudes,
under low humidity, and 2.5% in the tropical areas.
After evaporation of water from the Earth surface into
the atmosphere, it is condensed, thus transferring as
much as 40% of heat to the lower layers of the
troposphere (due to convection). Therefore, at first,
evaporating water slightly decreases the temperature of
the Earth surface, later warming the surface layers of
the atmosphere and the Earth surface up (due to the
emission of heat during the vapor condensation). Water
vapor, carbon dioxide and methane form strong
feedback loops, that lead to indirect influence of water
vapor on global warming.
Concerning the simulation of water evaporation
from the land and the ocean to the atmosphere, it should
be noted that, under the changes of the ratio of the gas
phase and the liquid phase, the air is saturated with
water vapor, given pH from 10.832 to 8.390 and Eh
from 0,633 to 0,734 V (Table 3). The water vapor
content changes from 0.11 to 1.09%, whereas its partial
pressure – from 1.7 to 17.2 hPa. These processes occur
under the relative air humidity ranging from 10 to
100%, and the absolute air humidity – from 1.3 to 12.9
g/m3. Over the whole range of parameters, the water
phase contains sulfates (moles): CaSO40 - 10-9, NaSO4
-
- 10-9, SO4-2 - 10-11, chlorides CaCl2
0 - 10-8, MgCl+ - 10-
9, carbonates MgCO3 - 10-8, and other compounds in
lesser concentrations.
It should be noted that the mechanism of SO2
oxidation here, in the cloud droplets, is strongly
influenced by oxygen-containing complexes, such as
OH-, H2O2 and ozone, gradually transforming SO2 to
H2SO4, which is present in the system in significantly
lower concentrations than the previously mentioned
compounds. As pH of the solution decreases, the rate
of SO2 oxidation drops. Nanoparticles of chalcedony,
chlorite, and seladonite are observed in the solid phase
of the atmosphere; under the sub-alkaline, close to
neutral conditions – only chlorite and seladonite. Close
to 100% content of gas in the atmosphere at the relative
humidity of less than 10 % corresponds to the arid hot
climate of the southern tropical areas, whereas at the
relative humidity of 90-100% – to a very humid
climate.
Continuous circulation of the air currents in the
atmosphere, saturated with aerosols, that can be
considered small independent three-phase
physicochemical systems, is accompanied with
alterations of the thermodynamic conditions (Т, P, С,
pH, Eh, and phase composition), leading to decay of
aerosols, subsequent nucleation, coagulation and
transfer. These are the reasons for the changes in the
composition of aerosols and in the concentrations of the
components in the atmosphere. The analysis shows that
the sulfate aerosols have the strongest impact on the
climate changes of the planet. During the atmospheric
transfer, submicron particles of the sulfate aerosol
dissipate a certain part of radiation back to the
surrounding space, whereas the particles of industrial
carbon absorb large proportion of shortwave solar
radiation and influence the flow of longwave radiation
from the Earth. Large amounts of aerosols have an
impact on the vertical stability of the atmosphere. The
aerosol particles falling on the surface decrease the
snow albedo, eventually leading to climate changes.
The absence of aerosols of volatile hydrocarbons
in the surface layers of the atmosphere and the
troposphere in the solution, obtained through
thermodynamic modelling, can be explained by their
high reactive capacity and transfer rates, which is why
these substances are easily dissipated and, due to their
low concentrations (except for methane), almost do not
participate in chemical reactions, and thus are not
observed in the form of stable products.
Conclusion
Thermodynamic modelling of the greenhouse
gases emission to the atmosphere allowed us, in the
contrast to the preceding researcher [12], to implement
a new approach to the solution of this problem and to
adjust the contributions of the major gases to the global
warming.

Contributions of the greenhouse gases to the
global warming (%) in the surface layers of the
atmosphere are: CO2 - 41, H2O – 32, CH4 – 16, N2O -7,
chlorofluorocarbon – 3, and ozone – less than 1; in the
lower troposphere: CO2 - 33, H2O – 25, CH4 – 24, N2O
-14, chlorofluorocarbon – 4, and ozone – less than 1.
As for the influence of the aerosol nanoparticles on
climate, it is mostly related to the process of cloud
formation and precipitation, and depends on the aerosol
composition, changing under the impact of the
environmental factors – solar radiation, water vapor,
and other gases. If sulfate complexes, dissipating the
greenhouse gases, prevail in the composition of the
aerosol particles, they can even impede the global
warming.
This scenario implies slow global warming that
can cause flooding of the marginal areas of the
continents and retraction of permafrost 100-200 km to
the North. Only the natural factors can promote the
global warming in this case. For instance, larger
amounts of aerosols in the atmosphere due to intense
surface or coincident, evenly distributed over the planet
volcanic eruptions, decreasing albedo due to
urbanization of the Earth surface will lead to increase
in the surface temperature and can influence the climate
of the Earth over a century. As for the technogenic
factors (even if we admit possible development of
certain regions, surface fires, and emergencies at large
industrial objects), they will not lead to 1.5-2-fold
increase in the carbon dioxide emissions into the
atmosphere over the stated period of time.

GEOSTRUCTURAL WAY OF COMBUSTIBLE GAS MIGRATION INTO DONBASS COAL MINES

Abstract. Theoretical and practical prerequisites for connection of migration zones and combustible gas
accumulation in coal-rock mass with the features of crystalline basement geology and subsurface stress state are
considered.
Patterns, criteria, and principles of formation of a minefield with abnormal gas content caused by the influx
of hydrocarbon gases from deep –laid deposits have been identified. Considering this, early forecast of the presence
of areas with abnormal accumulation of hydrocarbon gas becomes possible.
Keywords: Geological structures, gas anomaly prediction, mine gas explosions, mine safety.
Coal mining industry of any country is a critical
component of the fuel and energy complex; it provides
the raw materials to power sector, metallurgy, chemical
sector, and other industrial sectors. Coal mining
industry, having been victim of the severe situation
related to reconstruction, sees a steady increase of the
volumes of coal mining after long—term period of
production output fall, and thus it is becoming one of
the key branches of economy.
But, to do the extended mining works on the depth
they are currently performed at including severe
subsurface conditions, several significant problems
related to production and science are to be reviewed.
Among most critical ways to solve the problems in

question are enhancement of works performance safety
level.
Mining safety problem and forecasting of
coalmine methane accumulation areas are closely
related to the abnormal emissions of flammable gases
into mine workings that is often a cause of explosions
of air and methane mix.
The gas dynamic activity of coal beds and
sandstones prone to outbursts is related, in numerous
scientists' opinion, to sections of formation with high
gas content. Based on it, and following an actual data
about recorded gas dynamic phenomena and sudden
emissions of hydrocarbon gases, the pattern of their
distribution over fields of the most dangerous mines of
Donbass region can be developed.
As experience of development coal beds show,
with increasing of mine works depth, their gas content
is rather uneven within mine field and is often not
matched with natural methane content, which's values
have been detected during geological survey. No doubt
that the gas content of production sections does almost
all the times not match with data of calculations
performed on the basis of natural methane content and
depends on geological or man-made factors [1].
Characteristics of spatial distribution of tectonic
disturbances are more complex that litostatic ones. It
can be stated that litostatic stress is normal, and tectonic
stress - abnormal. Distinguishing between tectonic
stresses occurred due to planetary factor and stresses
induced by secondary deformation processes in
geological environment as motions of tectonic blocks,
for example, is important. Moreover, stress fields may
be changed in course of time and, therefore, there can
be identified current stresses and paleostresses that
occurred in geological past and have partially or fully
relaxed by this time.
Over 50 years ago, a reference of sudden outbursts
of coal and gas to regions of contrast tectonic
movements has been made and relation of areas of their
occurrence to the newest tectonic movements and
abnormal stresses has been justified. For example, G.А.
Konkov noted that presence of rather intensive tectonic
stresses, conditions appear both for sudden outburst
sources and for slow generation of free methane.
Application of developed- to -date calculation
algorithms for stress fields caused by equilibrium state
violation [2] based on geoid anomalies research [3]
enables observation of spatial relation of dynamic
phenomena in minings with active geodynamic zones
of tectonosphere.
Paper [4] states that active geodynamic zones of
tectonosphere do appear in stress anomalies caused by
equilibrium state violation. Such areas, should stresses
acting therein be sufficiently great, demonstrate
themselves as seismically active first [5].
In conditions of Donetsk basin, calculations for
assessment of geological environment stress state caused by
equilibrium state violation has been performed on the basis of
data of land gravimeter coverage survey scaled 1:200000
and digital model of terrain. Most of the region's
territory, based on original methodology, geoid
anomalies have been restored across the grid 4×4 km on
land gravimeter coverage data- gravity force anomalies per
Faye reduction (Fig. 1).
Geoid abnormarlities obtained have become a basis for
surveyed terrain stress fields calculations. Several sections to
consider have been similarly surveyed within the grid
1×1 km .
Relation of increased gas emissions into mine
workings with geostructural anomalies of coal and rock
formation can be reviewed for A.F.Zasyadko Coal
Mine, Shcheglovskaia-Glubokaia Mine.
A.F.Zasyadko Coal Mine
These major players of the coal industry do apply
their approved concept of cintinous coal production
volume increasing because of high technical performance
with insufficient degree of solution of the problem
consisting in safety of mining works at high methane
content of deposits being developed. This approach does
often lead to uncontrolled and thus hazardous balancing
between what can be done and what is desired. This is a
key issue for A.F.Zasyadko Coal Mine where works are
performed at 1250-1400 m depth and, despite the high
level of scientific researches being conducted, complete
solution of the problems related to sudden outbursts and
other emergencies related to flashes and explosions of
mine gas is not successful still.

Gas conditions at A.F.Zasyadko Coal Mine is
characterized with considerable methane emissions
into production workings where, except typical
methane emissions from the depth 400-600 m at
western wing of the mine where the low-amplitude
disturbances (h = 0.3-2.5 m) are present caused by
Vetkovski No. 3 and No. 4 and Semenovski thrusts,
blowers have become active as well. They become
especially intensive and numerous staring from 700 m
depth during heading of Western by-level and airway
of l1 seam.
Sudden outbursts of coal and gas have become
predominant among gas dynamic phenomena from the
depth below 800 m. From 1990 to 2006, at mining of l1
seam at the depth 802-1120 m, 58 outbursts of gas and
coal have been formally recorded provoked by shock
blasting with yield from 4 to 120 t, and 8 sudden
outbursts of coal and gas with yield from 8 to 75 t. Most
of them have occurred in minings located near flexure
bend of coal bearing formation.
The same severe gas dynamic situation was
observed at A.F.Zasyadko Coal Mine by mining of m3
seam in flexure bend area where the synclinal fold axis

passed about 1.5 km eastward of Vetkovskaia flexure.
As mine works go deeper, rate of accidents related to
emission of gas from host rock and gas dynamic
activity of m3 seam grew up.
Shcheglovskaia-Glubokaia Mine
Field of Shcheglovskaia- Glubokaia Mine is
located in hanging wall of Frantsuzki thrust and is
limited with two large submeridional flexure folds:
Vetkovskaia and Burozovskaia (Kalinovski).
Presence of abovementioned flexure folds makes
an overall sublatitudinal strike of coal formation more
complex. In western part of the area, exposure of
Vetkovskaia flexure appears – strike of formations in
this location goes from latitudinal one into NW forming
a clear sinclynal bend.
Tectonically, the area considered is rather
complex; here, the plicative forms of tectonics and
disjunctive forms, especially thrusts, are developed.
Main tectonic structures include the following thrusts:
Frantsuzki, Pastuhovski, Shcheglovski, Sofievski,
Ordzhonikidzevski, Grigorievski, Semenovski, Pologi,
and Novo - Chaykinski.
Gas capacity of host rock and structural and
tectonic complexity of the region are precondition for
both intense and short time gas emissions even during
geological survey. For example, during drilling of
borehole МС-261 (09.01.77) an intense gas emission
took place into exposure area of Bezymianny thrust
with blowing of the mud fluid to the height up to 10 m.
Gas flowrate for this case made from 218.4 to 494.4
m3/day. The gas emission was observed during 50 days.
Considering that average daily flowrate and duration of
gas emissions, about 20000 m3 of gas were emitted
from boreholes. It should be noted that during the
whole period of boreholes drilling six intense gas
emissions at depths from 550 to 1145 m were detected.
To consider is that during underground mining
works, in the area of exposure of above thrust, from
1964 to 1994 more than forty gas dynamic
phenomenwith difference intensity of gas emissions
occurred.
Considering that dynamic phenomena in mines
relate to sediment formations of Donetsk basin, it is
obvious that their relation is to be found in local
footprint of stress field caused by equilibrium state
violation; it mainly reflects the deformation processes
in sediment formations. Meanwhile, relation of local
anomalies of stress field to gradient zones of regional
anomalies -an evidence of their origin during evolution
of fault block crystalline base (Fig.2).
Summarizing the gas dynamic conditions and
gravimetric survey data it must be stated that the area
covering the mine fields of Shcheglovskaia- Glubokaia
Mine and of A.F.Zasyadko Coal Mine, both in fields of
shear stresses and in fields of example and in fields with
tension and compression stresses does have a
sophisticated structure of linear bound ones;
predominant are north-eastern and north-western
orientations of fields, including island-type alterations
of maximums and minimums
Theoretical speculations regarding relation of
dynamic phenomena, migration areas and
accumulations of hydrocarbons in coal rock formation
with specifics of the stressed condition of geological
environment allow using of the stress fields
conditioned by violation of equilibrium state as
additional forecast criterion to solve problems of
forecast the regional zones of dynamic phenomena
development in minings. Current assumption for such
definition may be the following statement: regional
zones of dynamic phenomena development are
determined by degree of deformation processes that, in
their turn, are expressed in a local component of the
stress field conditioned by violation of equilibrium
state.
Patterns identified within fields of A.F.Zasyadko
Coal Mine and Shcheglovskaia- Glubokaia Mine
advocate for assumption of relation of certain stress
field components with deformation processes running
in sediment formations and creating conditions for
occurrence of gas dynamic phenomena.
Studies performed resulted in identification of the
following patterns of forming of the anomalies of gas
emissions into mine workings of coal mines and distribution
of gas dynamic activity zones that do obviously confirm
relation of gas dynamic phenomena to seams bending
zones:
1) local anomalies of stress field relate to with
regional anomalies zones; this is an evidence of their
origin during evolution of fault block crystalline base;
2) most of methane accumulation and gas dynamic
phenomena are adjacent to intense shear stresses
anomalies and gradient stress area; less areas are
adjacent to thrusts exposure areas and relate to
compressive stress anomalies;
3) forming of areas of methane transition into free
state and appearing of ways of its migration do closely
relate to increase of voids and permeability of
formation exposed to mechanical stresses occurring in
contrast tectonic movement areas;
4) under exposure to shear stresses, fissures get
opened and reservoirs are formed; degassing of
formation in this case will be much lower than it is at
opening of fissures under exposure to tensile stresses;
5) most of dynamic phenomena and methane
accumulation zones relate to local folds area; its nature
is closely related to the process reflected in local
tangent stresses intensity anomalies.

двумя учёными: Александра Сереброва и Дайсааку Икедо. Через диалог строится их понимание космоса
и становление современной модели его исследования. В качестве примера успешного исследования
представлен метод ДЗЗ (дистанционного зондирования Земли).
Abstract. The problem of understanding the cosmos by man in the study of the dialogue between two
scientists: Alexander Serebrov and Daisaaku Ikedo is considered. Through dialogue, their understanding of the
cosmos and the formation of a modern model of its research are built. As an example of a successful study, the
remote sensing method (Earth remote sensing) is presented.

Можно начать с того, что после первого полёта
в космос, совершённого космонавтом Юрием
Гагариным, прошло уже более 55 лет. Сегодня
перед человечеством открыты широкие
возможности для исследования безграничного
космоса.
В начале XXI века, когда человеческая
цивилизация находится на точке поворота, такие
вопросы становятся всё более актуальными, и их
нельзя будет обходить.
Для того, чтобы разобраться в том, что можно
сделать для поисков ответов на основные вопросы
по определению космоса, философ Дайсаку Икеда
провёл беседу с одним из космонавтов
Александром Серебровым, который в течение 12
лет проходил испытания на орбитальной станции
«Салют» и «Мир» (1982-1994), пробыв на орбите
373 суток. Он 10 раз выходил в открытый космос;
его рекорд, по количеству выходов в космическое
пространство, зафиксирован в книге рекордов
Гиннесса в 1993 году.
Вообще, если взглянуть на диалог между
Икедой и Серебровым, то возникает двойственное
ощущение, относительно того, как воспринимается
космос. Диалоги разделены на 12 частей, в каждой
из которых представлено своё видение космоса,
качественно отличное от простого представления
об исследованиях. Особенности каждой части
отражены в восприятии Александром Серебровым
разделения жизни на мир и космос.
В качестве подтверждения этому можно
привести ответную форму диалога Икеды: «И
звёзды, и планеты, и цветы, и люди – все состоят из
одних и тех же элементов… Всё происходило и
происходит из «осколков звёзд». Стало быть,
универсум таит в себе биоэнергию – жизнь. А мы,
люди, - это отдельные капельки огромного
космического океана. Другими словами, мы
нераздельны во Вселенной, а Вселенная включает в
себя все свои крошечные капельки» [1, с. 38].
Из представленной диаграммы видно, что
восприятие мира Александром Серебровым
менялось, как по мере возраста, так и по мере
постижения им профессионального дела, в качестве
космонавта.

Также, Александр Серебров отмечает, что
будущее развитие космоса зависит от
человеческого, внутреннего состояния, которое
возможно только при условии взаимодействия
людей на орбите и на планете Земля.
Если обобщить всё описанное о развитии
космоса, то, в качестве подтверждения этих слов
можно привести отрывок из книги Генри Дэвида
Торо:
«Если мы каждый день всей душой любуемся
восходом и закатом солнца и стараемся принять
великий космос во всех взаимосвязях, то мы
сможем навсегда сохранить себя в нормальном
состоянии» (в переводе с японского языка) [2, с.
100].
В заключение всего сказанного я бы хотел
привести реальные подтверждения современных
разработок во взаимодействии космической и
аграрной сферы города Омска на примере
использования ДЗЗ (дистанционное зондирование
Земли).
В последнее время данные ДЗЗ находят
большее применение в мире, растёт число
спутников ДЗЗ, увеличивается спектр
возможностей ДЗЗ и растёт разрешение на
периодичность съёмки, рост объёма архивов (0,6 –
1 м). Космические методы дистанционного
зондирования позволяют получить более
информативное цветное изображение космической
многозначной съёмки. Эта информация помогает
выделить используемые земли с плодородными
почвами и соблюдение системы севооборотов и, в
целях совершенствования системы земледелия,
использование позволит адаптировать их к
реальному почвенному покрову.

В большинстве районов оборота почв
осуществлено картирование исследований,
проведённое по результатам кадастровой оценки
земель. Специалисты в данной сфере могут
позволить себе облегчить результаты ручного
труда и почвенно-экологические исследования:
1. Определение площади посевных участков
для их объективного проектирования.
2. Определение покрытия площади сорными
растениями.
3. Измерение площади, длины, периметра,
ширины и других возможностей при помощи
компьютерного анализа.
4. Узнать площадь трещин по почве, что
после позволит высчитать количество всходов
испаряемой воды и опыта на разной основе почв
при двух основных вариантах:
• анализ при обработке полученных
наземных снимках с применением новых функций
программирования Photoshop.
• средняя площадь покрытия почвы
растениями на лугово-чернозёмной почве
составила 19,84% - за пределами опыта; 16,23% - за
пределами опыта, на рыхлителе РЧН-4,5 и РН-4. В
четвёртом повторении РН-4 площадь оборота
составила 25,42% [3, с. 109].
Густота всходов позволила определить
аналогичные результаты по методу
фотометрического развития проективного
покрытия. Таким образом, можно сделать вывод,
что представленную методику по спектральному
фотографированию и применению компьютерного
анализа можно использовать в качестве аналога
методики учёта всходов тем самым облегчая
ручной труд и получая большее количество данных
за тоже время.
На основе полученных данных и патентного
поиска был зарегистрирован РИП №73200800079
«Методика определения глянца почв (GLOW),
почвенных структурных агрегатов и отблеска
биогеоценозов при дешифровании
спектрозональных космических и наземных
снимков»
1) Совершенство методики определения
проективного покрытия всходами полевых культур
цифровой фотокамерой, которую можно
использовать в качестве дополнения методики
учёта всходов
2) Также были исследованы особенности
агрегатного строения почв солонцового комплекса
и установлено его влияние на отражательную
способность различных видов почв
3) Впервые было предложено изучение
отблеска (glow) в качестве дешифровочного
показателя космических снимков посевов зерновых
культур и отражение ареалов плодородных почв
4) Впервые обоснована методика
количественной оценки степени оглеения

Проведение исследований является началом
нового этапа количественного анализа результатов
агроэкологических исследований.

Аннотация. в рамках данной работы проводятся исследования, связанные с исследованием
санитарно-гигиенических характеристик разработанной опытной полимерной упаковки,
модифицированной природными антимикробным компонентом с целью придания упаковке
принципиально новых свойств для стабилизации в хранении расфасованной в нее пищевой продукции.
За частую упаковывание молочных и пищевых продуктов происходит при повышенных
температурах, что может поспособствовать увеличению миграции различных компонентов. Поэтому в
данной работе представлял интерес не только определить уровень миграции вредных компонентов в
различные модельные среды, но и определить влияние температуры на интенсивность миграции.
Abstract. Within the framework of this work, research is being carried out on the sanitary and hygienic
characteristics of the developed experimental polymer package modified with a natural antimicrobial component
in order to give the package fundamentally new properties for stabilization in storage of food products packed in
it.
Frequent packaging of dairy and food products occurs at elevated temperatures, which can contribute to
increased migration of various components. Therefore, in this work it was interesting not only to determine the
level of migration of harmful components to different model environments, but also to determine the effect of
temperature on the intensity of migration.

Постоянное расширение ассортимента
пищевых продуктов, а также общая тенденция
увеличения их сроков годности предъявляют
особые требования к используемым упаковочным
материалам и изготовленной их них таре.
Химический состав и структура упаковочных
материалов определяют не только безопасность их
использования при контакте с продуктом, но и
обеспечивают комплекс требуемых
функциональных свойств [1, 4]. Одной из
существенных проблем является подавление роста
нежелательной поверхностной микрофлоры на
продуктах слабовязкой и жидкой текстурах.
Данную проблему можно решить за счет
обеспечения повышенной микробиологической
чистоты продукции, подвергаемой фасованию,
применения определенных стабилизирующих
добавок, методов асептической расфасовки и проч.
Перспективно направление, все более активно
развивающееся за рубежом - использование так
называемой активной упаковки, т.е. упаковки,
направленно влияющей на продукт [5.6]. В рамках
данной работы проводятся исследования,
связанные с исследованием санитарно-
гигиенических характеристик разработанной
опытной полимерной упаковки,
модифицированной природными антимикробным
компонентом с целью придания упаковке
принципиально новых свойств для стабилизации в
хранении расфасованной в нее пищевой
продукции. В качестве природного модификатора
использовался экстракт коры березы с основным
действующим компонентом бетулин.
Модифицирование полимерных изделий обычно
осуществляется за счет получения композиции
гранулы полимера - модификатор и дальнейшее ее
использование в технологии производства
контейнеров и упаковки. Обычно при внесении в
полимерные материалы различных добавок
наблюдаются технологические трудности,

ухудшение технологических режимов. В связи с
этим очень важны температуры плавления
используемых компонентов - они должны быть
достаточно близки температуре плавления
полимера, иначе в процессе производства
возможна их деструкция. Производство упаковки,
модифицированный, возможно без существенных
изменений технологических режимов производства
и на стандартном экструзионном оборудовании при
использовании суперконцентратов. Также
использование суперконцентрата увеличивает
равномерность распределения антимикробных
модификаторов в полимерной матрице. [6]. В
качестве объекта исследования была выбрана
термоформованная полимерная тара с
фактическими концентрациями добавки 0.5% и
1.0%. В качестве основного полимера для
производства опытных образцов
термоформованной упаковки был выбран
полипропилен. В качестве модификатора,
придающего необходимые антимикробные
свойства при создании опытных образцов,
использовали экстракт коры березы (ЭКБ) –
представляет собой многокомпонентную смесь,
содержащую: бетулинол, лупеол, лупенон, увеол,
ацетат бетулинола, аллобетулин, изобетуленол,
олеановую кислоту и другие вещества. Имеет
нейтральный вкус и запах, микробиологически
стерилен и гигиенически безопасен. Известны его
антибактериальная, противовирусная,
противовоспалительная, антимутагенная и другие
активности [8]. Основное действующее вещество
ЭКБ – бетулинол С36Н60О3, соединение класса
тритерпенов ряда лупана, содержание которого
может достигать 85-90%. Это кристаллическое
вещество, в воде нерастворимо, сравнительно
хорошо растворяется в кипящем алкоголе, эфире,
хлороформе и бензоле; tпл= 258°С (по Гаусману);
не имеет запаха. Санитарно-эпидемиологическая
безопасность упаковочных материалов и
потребительской полимерной упаковки,
контактирующей с пищевыми продуктами,
обеспечивается исследованиями при проведении ее
санитарно-эпидемиологической экспертизы.
Основа таких исследований - определение
миграции веществ из упаковочного материала в
стандартную среду, моделирующую тот или иной
тип продукта. Затем идентифицирует мигрант,
определяют его количество, при необходимости
проводят токсикологические испытания [9].
Миграция химических веществ из
полимерных материалов определяется главным
образом их свойствами и, в первую очередь,
химической стойкостью, которая зависит от
строения полимера: наличие двойных связей,
функциональных групп (гидроксильных,
карбоксильных, аминных, галогенных), концевых
групп, «слабых» мест и т.д. Большое влияние на
химическую стойкость материала оказывают также
природа наполнителя, пластификатора и других
добавок и их содержание [9].
С пищевым продуктом контактируют
внутренние поверхностные слои полимерного
материала упаковки, которые и определяют ее
безопасность. В полимерную упаковку могут
попадать тяжелые металлы с различными
добавками, такими как стабилизаторы, активаторы,
наполнители, ингибиторы, инициаторы
полимеризации, при контакте с технологическим
оборудованием, а также из загрязненных
компонентов и реактивов. Они весьма
разнообразны по токсичности, содержанию в
упаковке и способности переходить в пищевой
продукт, а из него в организм человека [9-12]. При
проведении санитарно-гигиенических
исследований и их интерпретации имеет место
фактор неопределенности, поскольку многие
факторы и условия миграции не известны либо не
контролируемы, не учитываются, хотя играют
большую роль [10-12]. Так, одним из ключевых
факторов, потенциально влияющих на увеличение
миграции летучих органических соединений из
полимерной упаковки в модельные среды, является
температура модельной среды. За частую
упаковывание молочных и пищевых продуктов
происходит при повышенных температурах, что
может поспособствовать увеличению миграции
различных компонентов. Поэтому в данной работе
представлял интерес не только определить уровень
миграции вредных компонентов в различные
модельные среды, но и определить влияние
температуры на интенсивность миграции. Для
анализа влияния температур на интенсивность
миграции летучих органических соединений нами
был предложен следующий температурный режим
воздействия на модельные среды:
автоклавирование термовормованной упаковки с
модельной средой при температуре 120 °С в
течение 20 минут.
Для выявления миграции химических веществ
из полимерного материала были проведены
исследования вытяжек из разработанных образцов
на различных модельных средах:
дистиллированная вода, 0,3% раствор молочной
кислоты, 5% раствор поваренной соли, 2% раствор
уксусной кислоты, 2% раствор лимонной кислоты.
Исследования проводились на газовом
хроматографе «Кристаллюкс 4000М» с
капиллярными колонками ZB-WAX 60x0,53x1,0 и
ZB-624 60x0,53x3,0.
Проведенные исследования показали, что
образцы всей термоформованной упаковки из
полипропилена с введенной антимикробной
добавкой в концентрации от 0.5% до 1,0% не
вызывает миграции вредных веществ в значениях,
превышающих нормы предельно допустимых
концентраций (ДКМ мг/дм3) в водные вытяжки.
Данные результаты также свидетельствует об
отсутствии деструктивных процессов в материале,
которые могут сказаться на качестве и
безопасности исследуемых материалов. Однако
следует отметить, что при использовании модельной
среды из 3,0% раствора молочной кислоты,
наблюдается увеличение миграции метилового
спирта, хотя его значение не превышает допустимых

норм. Образцы соответствуют Единым санитарным
требованиям и требованиям ТР ТС 005/2011.

Основные выводы:
Исследованы вытяжки из разработанных
образцов термоформованной упаковки на различных
модельных средах. Результаты исследований
показывают, что миграция летучих органических
веществ в модельную среду с содержанием 0,3%
молочной кислоты проходит более интенсивно.
Однако его содержание не превышает норм ДКМ
мг/дм3 и соответствует требованиям ТР ТС 005/2011.
Полученные данные подтверждают
целесообразность и перспективность
использования разработанной упаковки для
продуктов в разветвленной поверхностью, т.е.
твердообразных, что было показано в предыдущих
исследованиях, однако при выборе упаковки для
молочной и пищевой продукции следует учитывать
не только особенности самого продукта, но и
температурные условия технологического
процесса упаковывания.

Аннотация. В рамках данной работы проводятся исследования, связанные с разработкой
модифицированой полимерной упаковки на основе полиолефинов обогащенных природными
антимикробными и антиоксидантными компонентами с целью придания упаковке принципиально новых
свойств для стабилизации в хранении расфасованной в нее молочной продукции. Результаты
комплексного исследования образцов полимерной упаковки из полиолефинов и модифицирующей
добавкой обладающей комплексом антимикробных и антиоксидантных свойств.
Abstract. Within the framework of this work, research is being carried out on the development of modified
polymer packaging based on polyolefins enriched with natural antimicrobial and antioxidant components in order
to give the packaging fundamentally new properties for stabilization in storage of dairy products packed in it.
Results of complex examination of samples of polymer package made of polyolefins and modifying additive with
complex of antimicrobial and antioxidant properties.

Одним из приоритетов государственной
политики в области здорового питания в настоящее
время является обеспечение безопасности пищевых
продуктов на всех этапах их производства и при
хранении. Известно, что при воздействии факторов
окружающей среды в ней происходят процессы,
приводящие к ухудшению качества и безопасности.
То есть на современном уровне развития техники и
технологии, поставленные задачи невозможно
решить без рационального использования
современных упаковочных средств. Однако,
известно, что в процессе эксплуатации они могут
подвергаться вторичному обсеменению,
приводящему к дальнейшей контаминации
расфасованного продукта [1,2,3].
В настоящее время в отечественной молочной
промышленности отсутствуют упаковочные
материалы, обладающие антимикробными
антиоксидантными и другими свойствами по
отношению к расфасованному продукту,
способные стабилизировать его показатели
безопасности при хранении, а также,
ингибирующие развитие нежелательной
микрофлоры на поверхности упаковки при ее
возможном вторичном обсеменении.
Во Всероссийском научно-исследовательском
институте молочной промышленности проводятся
работы по созданию новых видов
термоформованной упаковки модифицированной
природными компонентами с целью придать
упаковке принципиально новых свойств для
стабилизации в хранении расфасованной в нее
молочной продукции. В качестве природных
модификаторов использовался экстракт коры
березы с основным действующим компонентом –
бетулин (экстракт коры березы), и
дигидрокверцетин (экстракт коры лиственницы).
Экстракт коры березы, выбранный в качестве
антимикробной добавки, обладает всеми
необходимыми характеристиками для его
использования в процессе высокотемпературной
экструзии: высокая температура плавления (240 –
260°С), стабильная формула, инертные свойства
молекулы. [4-8]
Экстракт коры лиственницы представляет
собой порошок бледно-желтого (кремового) цвета,
горьковатый на вкус, с древесным запахом и
массовой долей влаги - до 10%. Температура
плавления ДКВ - 234-236°С.
Это обеспечивает возможность подвергать его
термической обработке без изменения
первоначальных свойств.
Модифицирование полимерных изделий
обычно осуществляется за счет получения
композиции гранулы полимера - модификатор и
дальнейшего процесса производства полимерной
упаковки. Обычно при внесении в полимерные
материалы различных добавок наблюдаются
технологические трудности. В связи с этим очень
важны температуры плавления используемых
компонентов - они должны быть достаточно близки
температуре плавления полимера, иначе в процессе
переработки возможна их деструкция.
Производство полимерной ленты,
модифицированной бетулином и
дигидрокверцетином, возможно без существенных
изменений технологических режимов производства
и на стандартном экструзионном оборудовании при
использовании суперконцентратов. [9].
Для увеличения равномерности распределения
природных добавок нами был разработан метод его
введения в массу полипропилена с применением
суперконцентрата на основе полиэтиленовой
матрицы.
Из-за высокой температуры плавления
экстракта по сравнению с полиэтиленом получение
суперконцентрата возможно только при
одновременном введении в состав композиции
термостабилизатора. В качестве
термостабилизаторов при производстве
суперконцентрата были использованы следующие
добавки: Ирганокс 0,1 %, Иргафокс 0,4 % и стеарат
кальция 0,5 %.
В качестве основного полимера для
производства опытных образцов упаковки был
выбран полипропилен. Данные материалы
разрешены органами Роспотребнадзора для
контакта с пищевыми продуктами.
Нами были выпущены опытные образцы
полимерной ленты из полипропилена в диапазоне
концентраций антимикробной и антиоксидантной
добавки 0,5 % и 1,0%. Антимикробная и
антиоксидантная добавка вводилась в
контактирующий с пищевым продуктом
полимерный слой через использование
суперконцентрата. Переработка указанных
композиций возможна на том же оборудовании и
без существенных изменений технологических
параметров, что и соответствующие полимерные
материалы без добавки. Технологический процесс
получения стабилен. Полимерная лента не
содержит инородных включений.
Разработанные опытные образцы полимерной
упаковки предназначены для изготовления и
упаковывания молочных и других пищевых
продуктов, сметаны, творога, йогуртов, домашнего
сыра, мороженого и др.
Модифицированные образцы полимерной
упаковки подвергались физико-механическим,
физико-химическим и микробиологическим
исследованиям.
Комплекс физико-механических показателей
включает в себя следующие исследования):
разрушающее напряжение при разрыве, МПа,
относительное удлинение при разрыве, %;
Стойкость к горячей воде; Теплостойкость.
В микробиологических исследованиях
использовался метод принудительного
обсеменения. Поверхность упаковочного
материала принудительно обсеменяли

выбранными санитарно-показательными
микроорганизмами: БГКП, дрожжами и
плесневыми грибами.
Концентрация БГКП в суспензии 104 КОЕ/см3,
дрожжей и плесневых грибов – 2‧104 КОЕ/см3.
После нанесения суспензии с
микроорганизмами на поверхность исследуемых
образцов и выдержки в течение 2 часов,
рассчитывали антимикробнуюную эффективность
- уровень снижения микробной обсемененности
поверхности, выраженный в % как отношение
числа погибших микроорганизмов к их начальному
числу:

Все полученные опытные образцы
полимерной ленты из полипропилена с различным
содержанием антимикробной добавки были
подвергнуты комплексным испытаниям по
прочностным физико-механическим и физико-
химическим показателям в соответствии с
требованиями нормативной документации и
требованиям технического регламента
Таможенного союза ТР ТС 005/2011 «О
безопасности упаковки».
Полученные результаты свидетельствуют о
том, что введенная антимикробная и
антоксидантная добавка не оказывает влияния на
изменение прочностных показателей полимерной
ленты.
Стойкость к горячей воде:
Задача упаковки сохранить свою целостность
и механические свойства при процессе горячего
розлива или фасования продукта и, при дальнейшей
реализации товара.
После погружения полимерной ленты в воду
при температуре (70±5) ºС и выдержки 2 часа,
поверхность ленты осталась без видимых
изменений, а вода, после эксперимента, не
изменила цвет.
Теплостойкость:
Определение теплостойкости, как и
определение стойкости к горячей воде, являются
важными показателями, так как во время розлива
молоко и молочная продукция, упакованные в
данный модифицированный материал, находятся в
горячем состоянии.
Полимерная лента после выдержки в
климатической камере (сушильный шкаф) при
температуре (40±3) °С не изменились. Образцы не
деформировались и не начали растрескиваться,
сохранили внешний вид, окраску, параметры,
размеры и механические свойства.

Результаты микробиологических
исследований показывают, что наибольший
антимикробный эффект антимикробная добавка
оказывает на БГКП и плесневые грибы и в меньшей
степени на дрожжи. Это может быть связано с
различной стойкостью микроорганизмов к БЭБ.
Результаты проведенных микробиологических
исследований представлены на рисунке 2

Из представленных данных видно, что
наиболее сильный ингибирующий эффект
достигается среди групп микроорганизмов
бактерии группы кишечных палочек (БГКП). При
этом подобный эффект наблюдается даже при
минимальном (0,5%) введении экстракта в массу
полимера.
Полученные результаты исследований
показали, что исследуемые образцы материала
обладают высокой антимикробной
эффективностью по отношению к выбранным
микроорганизмам.
Основные выводы: Проведены комплексные
исследования опытных образцов полимерной
ленты из полиолефинов и модифицирующей
добавкой обладающей комплексом антимикробных
и антиоксидантных свойств по физико-
механическим. Результаты исследований
показывают, что все полученные опытные образцы
соответствуют нормативной документации и
требованиям технического регламента
таможенного союза «О безопасности упаковки» ТР
ТС 005/2011.
Полученные упаковки имеют хорошие
предпосылки для их применения в различных
отраслях промышленности для обеспечения
стойкости в хранении мясных, молочных и
пищевых продуктов.

Аннотация. Статья посвящена вопросам диссеминации успешного педагогического опыта в условиях
обновленного содержания среднего образования в Казахстане. Процесс диссеминации рассматривается в
контексте профессионального развития педагогических работников. Автором статьи проведен научно-
теоретический анализ феномена «диссеминация», обоснованы терминологический выбор и
предпочтительность в сравнении с другими терминами (внедрение, трансляция, продвижение и др.),
определены условия и критерии успешности данного процесса применительно к работе ведущих школ,
созданных в качестве координационного механизма и площадки поддержки обновленного содержания
образования в казахстанских школах. В статье предоставлены результаты мониторингового исследования
деятельности всех ведущих школ регионов Казахстана, которые позволили сформировать базу
качественных и количественных данных, достаточную для формулировки обоснованных выводов и
разработки рекомендаций.

Введение. Современные научные
исследования доказывают неоспоримость
утверждения о профессиональном развитии
педагогов как определяющем условии качества и
успешности происходящих в школьном классе
процессов [1,2]. Кочующая из текста в текст и
ставшая своеобразным мерилом качества фраза:
«Качество образования не может быть выше
качества учителей» [3] заставила многие
национальные образовательные системы
пересмотреть свою кадровую политику. В немалой
степени этому способствовали данные
международных исследований (PISA, PIRLS,
исследования фонда МакКинзи) и в первую очередь
TALIS – исследования ценностных ориентиров,
профессиональных установок, потребностей и
проблем учителей, их взглядов и мнений о своей
подготовке и условиях работы.
В контексте результатов названных
Международных измерительных исследований
требования к профессиональному развитию
школьного учителя уже не ограничиваются
формулировкой обязательных знаний и навыков,
которые начинают занимать промежуточную роль
и становятся лишь условием для достижения
ожидаемых результатов. Приоритетными
становятся компетенции иного порядка: готовность
и способность к той или иной деятельности, к
решению той или иной задачи; креативность,
критическое мышление и коммуникативные
навыки; способность к сотрудничеству и решению
практических задач и многое другое.
Происходящие преобразования в мировых
образовательных системах не могли не послужить
предметом серьезных размышлений и поводом для
принятия действенных мер для казахстанской
политики в сфере среднего образования. По сути,
обновленное содержание образования, в условиях
которого сегодня функционируют казахстанские
школы, представляет собой процесс,
согласованный с тенденциями в мировой
образовательной практике, и направленный
на изменение методологии преподавания и
стратегии использования инновационных практик,
успешно зарекомендовавших себя в различных
образовательных системах.
Для обозначения процессов обобщения и
передачи опыта, инноваций и практик в
исследовательской литературе и педагогической
практике используют понятия внедрение,
продвижение, трансляция, распространение, и
реже – диффузия, диссеминация. Сравнительный
анализ сущностных характеристик позволяет
определить границы использования каждого из
них. Так, по мнению В.И. Загвязинского [4],
продвижение передового опыта в практику
является активным, целенаправленным процессом,
предполагающим преодоление трудностей,
систему мер, обеспечивающих быстрый
результативный поиск необходимых объектов
изучения, инициативу и заинтересованность тех,
кто в этом опыте нуждается, в то время как
выражение внедрение опыта, по мнению М.Н.
Крайниковой [5], предполагает некое давление и
отсутствие выбора.
Процессы распространение и диффузия, в
сущности, объединяет единая направленность на
информирование общественности об опыте и
инновациях: распространение позволяет вести
речь о передаче идеи, замысла педагогического
опыта, а диффузия в наибольшей степени

сфокусирована на освоении и использовании
новаций другими педагогами [6].
Сравнительно шире термин трансляция,
который предполагает процесс предъявления
содержания практики заинтересованному
педагогическому сообществу с последующим
воспроизведением в новых условиях [6].
Заслуживает вдумчивого анализа понятие
«диссеминация», предложенное исследователем В.
И. Слободчиковым [7] и представляющее собой
процесс, направленный на то, чтобы донести идеи,
методы осуществления, продукт и результаты
опыта инновационной деятельности до целевой
аудитории; распространить успешную практику на
более широкие массы, адаптируя, иногда и
развивая различные элементы инновационной
разработки или систему в целом.
Таким образом, речь идет о системном
распространении передового педагогического
опыта, который является в свою очередь
потенциальным ресурсом дальнейшего
развития всей системы образования. Теоретико-
методологическими основами процесса
диссеминации занимался ряд исследователей, чьи
работы могут быть структурированы на три группы
[8]. Первая: исследования, раскрывающие
закономерности, механизмы и условия
инновационных процессов в системе образования
(А.И. Адамский, А.Г. Асмолов, В.С. Лазарев, А.В.
Хуторский и др.); вторая группа исследований
посвящена определению содержания и формы
становления субъекта инновационной
деятельности в системе непрерывного образования
(Г.Д. Кошелева, Л.А. Мокрецова, В.И.
Слободчиков и др.); третья группа исследований
посвящена рассмотрению практических аспектов
диссеминации передового педагогического опыта и
использованию результатов данного процесса в
массовой образовательной практике (Э.П.
Бронникова, В.Л. Дубинина, И.А. Ижбулатова, Г.А.
Игнатьева и др.).
Цель исследования: обобщение научных
исследований и на их основе определение условий
и критериев успешности процесса диссеминации
обновленного содержания образования в
Казахстане через механизм «ведущие школы».
Материал и методы исследования. В
качестве критериев успешности диссеминации
обновленного содержания образования через
механизм «ведущие школы» определены:
▪ доступная, наглядная и технологичная
форма как для восприятия, так и для реализации в
конкретных педагогических условиях;
▪ содействие заинтересованности
педагогических работников в овладении
инновационным опытом, в актуализации у них
желания и профессиональной готовности к
использованию его в своей практике;
▪ широкий спектр форм и видов работы с
активным использованием информационно-
технических средств.
Механизм измерения успешности
диссеминации педагогического опыта представлял
собой наличие и единство трех структурных
составляющих:
семиотического – представление опыта на
педагогических конференциях, круглых столах,
конкурсах профессионального мастерства и т.п.;
издание методической литературы и публикации
результатов в средствах массовой информации;
имитационного – использование потенциала
открытых занятий, мастер-классов,
предполагающих обязательное участие группы
субъектов, к примеру «учитель-обучающийся» и
др.;
интерактивного – совместное участие
субъектов взаимодействия с фокусом на адаптацию
практики к новым условиям.
Определяя процесс обновления содержания
образования в казахстанских школах как процесс
диссеминации лучшего мирового педагогического
опыта, представляется важным названные условия,
критерии и механизмы измерения успешности
данного процесса принять в качестве научно-
теоретической основы. Структурным механизмом,
содействующим реализации стратегии
диссеминации передового педагогического опыта в
казахстанских школах, является их региональное
распределение на ведущие школы (в наибольшей
степени обладающие инновационным
потенциалом) и партнерские школы (изучающие и
принимающие инновационный потенциал).
Эффективность функционирования данного
механизма определена в качестве предмета
мониторингового исследования, проведенного
Центром педагогического мастерства в период
апрель-май 2018 года. В качестве инструмента
исследования использованы анкеты для
руководителей и учителей ведущих школ,
разработанные в соответствии с основными
направлениями Международного исследования
преподавания и обучения TALIS. Круг вопросов,
включенных в анкеты, позволил получить
информацию в контексте избранных критериев
оценивания успешности данного процесса, а
именно: профессиональный потенциал ведущих
школ и алгоритм диссеминации его опыта в
аспектах управления и практики преподавания;
формы и виды диссеминации опыта ведущих школ;
критерии оценивания и результаты успешности
процесса диссеминации опыта ведущих школ.
Объектом исследования избраны все ведущие
школы (763). Общее число респондентов
составило 6 198 человек, в том числе 763
директора и 5 435 учителей.
Результаты исследования.
Профессиональный потенциал ведущих
школ и алгоритм диссеминации его опыта в
аспектах управления и практики преподавания.
По мнению 99,7% респондентов, сегодня
ведущие школы располагают практически всеми
необходимыми ресурсами для диссеминации
своего опыта общеобразовательным организациям,
и, прежде всего,
кадровыми: учителя-лидеры, обучившиеся по
уровневым программам и программам обновления

содержания среднего образования; школьные
тренеры; школьные координаторы по
критериальному оцениванию; коучинг-группы;
группы «Исследование урока»;
методическими: методическая
библиотека;сетевое профессиональное
сообщество; методическая поддержка тренеров
Центра педагогического мастерства; внимание и
поддержка областных управлений/районных,
городских отделов образования.
В целом, абсолютное большинство
руководителей ведущих школ (93,4%) уверены в
том, что их работе по диссеминации накопленного
опыта ничто не препятствует и лишь иногда
возникают случаи негативного воздействия таких
факторов, как: отсутствие поддержки со стороны
областного управления/городского отдела
образования; недостаточность навыков
стратегического планирования; отсутствие
опыта работы в данном направлении.
В большинстве случаев (64,6%) работа
ведущих школ с общеобразовательными
организациями по диссеминации опыта носит
организованный характер и основана на системе
мероприятий, разработанных в соответствии с
конкретными запросами и потребностями,
выявленными по результатам предварительного
мониторинга (59,7%), а также по индивидуальным
запросам учителей (56,6%).
В пользу системности данной работы
свидетельствует то обстоятельство, что в
абсолютном большинстве ведущих школ (96,2%)
часто либо постоянно соблюдается алгоритм
действий, необходимый для получения
объективных данных и достижения ожидаемых
результатов, структурированный на этапы:
первый: диагностика проблем (анкетирование
учителей и учащихся по вопросам обучения –
96,9%);
второй: планирование, формулировка цели и
ожидаемых результатов профессионального
развития учителей партнерских школ (88,8%);
третий: разработка плана действий и выбор
эффективных форм и методов работы (99,5%);
четвертый: методическая поддержка по
отдельным проблемам практики преподавания
(91,8%);
пятый: анализ, оценка, корректировка
действий на основе предварительно разработанных
критериев (87,6%).
Формы и виды взаимодействия ведущих
школ с партнерскими.
Работа по методической поддержки коллег в
87,3% ведущих школах не является прерогативой
администрации школ и не выполняется единолично
директором или его заместителями. Практически
во всех ведущих школах сформировался кадровый
потенциал из числа коучей и менторов, школьных
тренеров, учителей-лидеров, обучившихся на
курсах повышения квалификации в Центре
педагогического мастерства по соответствующим
образовательным программам и которые в равной
степени вовлечены в эту работу, используя
разнообразный диапазон приемов и форм:
наблюдение за обучением в классах; различные
мониторинговые процедуры (анализ, оценка,
анкетирование); индивидуальная работа с
учителями и др.
Анализ активности вовлечения
педагогических коллективов ведущих школ в
работу по диссеминации наработанного опыта
показывает, что, помимо заместителей директора
(56,1%), в среднем 59,6% учителей (коучи,
менторы, учителя, обучившиеся на курсах
повышения квалификации) принимают личное
участие в данном процессе, что наиболее часто
выражается в таких видах и формах работы, как:
▪ проведение обучающих мероприятий и
мероприятий по обмену опытом (мастер-классы,
семинары, коучинг-сессии, тренинги, круглые
столы, конференции и др.);
▪ участие в разработке планов-сценариев
различных мероприятий;
▪ индивидуальное консультирование;
▪ методическая поддержка по отдельным
проблемам практики преподавания;
▪ планирование и разработка траектории
профессионального развития учителей;
▪ прямое наблюдение за обучением в классе и
предоставление обратной связи;
▪ мониторинг профессиональных
потребностей.
Вместе с тем, в перечне видов и форм
методической поддержки определены «лидеры»:
▪ наблюдение за обучением в классах
(41,5%);
▪ обсуждение самооценки учителями своей
работы (например, презентация портфолио и др.)
– 37,9%;
▪ анализ результатов учащихся по итогам
различных экзаменаций (37,5);
▪ анкетирование учителей по вопросам
профессионального развития (37,4%).
Вместе с тем анализ полученных данных
показывает, что сравнительно менее активно
ведущими школами используется работа по
оцениванию знаний учителей по преподаваемому
предмету, а также работа с родителями
учеников, по сути, главных «заказчиков» обучения,
в частности в вопросах установления степени
удовлетворенности их запросов и ожиданий,
предоставления конструктивной и своевременной
обратной связи.
Более того, активный анализ результатов
учащихся по экзаменам (количественные данные)
не сопровождается определением мнений самих
учащихся по вопросам обучения (и прежде всего
эмоционально-психологические аспекты
обучения).
К сожалению, при наличии эффективного
практико-ориентированного потенциала
вебинаров, их использование не получает
заслуженного внимания в применении. Причинами,
вероятно, могут служить: ограниченность в
наличии и недостаточный уровень владения
информационно-коммуникационными

технологиями; предпочтительность в выборе
«традиционных и привычных» методических
подходов и технологий.
Критерии и результаты оценивания
успешности диссеминации опыта ведущих
школ.
Объективность оценки успешности
диссеминации опыта ведущих школ
обеспечивается критериями, оценочными и
корректирующими процедурами, разработанными
и используемыми в большинстве случаев
совместно с коллективами партнерских школ при
использовании форм взаимодействия: совместное
обсуждение профессиональных вопросов с
каждым конкретным учителем; разработка плана
профессионального развития и обучения;
назначение ментора для каждого конкретного
учителя.
В соответствии с разработанными критериями
выявлены результаты, подтверждающие
качественные преобразования в партнерских
школах, благодаря системному процессу
диссеминации опыта ведущих школ:
▪ доля руководителей, пополнивших знания и
навыки в области школьного управления и
лидерства – 57,0%;
▪ доля учителей, научившихся успешно
применять в преподавании новые методы и
подходы – 63,7%;
▪ доля школ, научившихся разрабатывать
план развития школы – 57,7%;
▪ доля школ, научившихся разрабатывать
критерии успешности развития школы – 57,9%;
▪ доля учителей, вовлеченных в работу
сетевых профессиональных сообществ – 63,7%;
▪ доля учителей, овладевших навыками
проведения школьных исследований и исследования
собственной практики – 50,2%;
▪ доля школ, в которых созданы группы
«Исследование урока» – 51,6%;
▪ доля школ, в которых повысилось участие
родителей в планировании развития школы –
46,9%;
▪ доля учителей, научившихся основам
среднесрочного планирования – 66,3%;
▪ доля учителей, научившихся
разрабатывать критерии оценивания учебных
достижений учащихся – 64,1%;
▪ доля учителей, разнообразивших формы
работы с учениками – 63,7%;
▪ доля учеников, у которых наблюдается
повышение мотивации к обучению – 62,1%.
Заключение.
В заключение следует отметить, что,
независимо от понятийной сущности процессов
обобщения и использования успешного
педагогического опыта, следует помнить, что
данный процесс достигнет планируемого успеха
лишь при условии его адресности конкретной
педагогической среде и системности проведения,
предполагающей:
▪ готовность одной стороны к диссеминации
своего опыта и заинтересованность в принятии
этого опыта с другой стороны;
▪ стратегическое планирование процесса;
▪ видение конкретного итогового
результата;
▪ выявление проблем и возможных
трудностей на пути диссеминации;
▪ разработка объективной критериальной
базы оценивания хода процесса.

Abstract. Considered model of the spreading radio waves with account electrophysical parameters under
lying surfaces. Represented calculations of the loss function module for different radio routes.

Ensure by reliable communication with objects,
residing on average and greater distances, requires an
installation of the intermediate radio stations, which
together with communication link, form the network.
Radio stations are situated on significant distances one
from one so for ensuring reliable communication
follows to take into account the radio signal losses
depending on morphological and electrophysical
parameters routes of the spreading radio signals.
In figure 1 is brought card of the territory Russian
Federation (RF) and adjoining region (the Morgan
chart). Through these territories occur the radio signal
transfer. Surface radio waves spread in close proximity
surfaces of the land, but exercised by them absorption
is defined by electrophysical parameters of ground, i.e.,
values of permeability 𝜀 and conductivity 𝜎 [1].
Electrophysical parameters different type surfaces
were presented in table 1 [2]. In the last column are
brought values of the frequencies, under which the
current density of the offset is equal to the conductivity
current density. The most influence upon parameters
extreme right column renders conductivity laying under
surfaces, which most for sea water. . In accordance with
that maximum values reach under this frequencies

As can be seen from figure 1 it is enough extensive
territory RF has a close electrophysical parameters that
allows to produce the estimation of the radio signal loss
on comparatively greater distances.

In figure 2 it is shown the influence these
parameters on function of the losses for distance L=500
km for different laying under surfaces.

Curves (fig. 2) have shown that the radio signal
level losses when it spreading on woodland in
frequency range 200…600 kHz on 19…21 Db less,
than on naked ground. However, for lays under
surfaces, saturated by water, on low frequency function
losses W, computable on formula (4), gives uprated
values.
Electrophysical parameters of surfaces, saturated
by water, depend on frequency of the spreading radio
signal. In the first place different materials content
affects on this. On figure 3 are brought datas for
conduction water solution for different concentration of
the solutes [3].

The given curves of fig. 3 show that conduction
different water solution by complex image depends on
concentrations of the solutes. Depending on radio
signal frequencies, spreading on water surface, exists
additional change an electrophysical parameter
required for calculation of the radio signal weakening.
For instance, average importance saltiness of sea
water is taken equal 35 %% that forms 0,6 mole/l in
recalculation on concentration NaCl, which molecular
weight equals 58.5. In water solution salt NaCl
disintegrates on two ions of the opposite sign.
Consequently, possible consider that concentration of
salts in sea water equals to 0.6 mol/l. Similarly it is
possible to define the concentrations water solution
other material.

The formula (14) shows that on low frequency the
loss function for sea water has values smaller, than in
formula (4). This is confirmed in figure 4, where solid
line corresponds to the formula (4), but dotted line – to
the formula (14). On radio frequency curves meet, but
on low frequency noticeably divergence. On frequency
100 kHz, for instance, function of the losses on 10 db
has smaller values, as evidenced by in practice.

The formula (14) generalises the approach to
estimation of the losses on different радиотрассах that
vastly raises accuracy a calculation. She shows that on
low frequency function losses W1 gives values close to
average statistical. The Formula (4) provides sufficient
accuracy of the determination to functions of the losses

bearing, detecting target and destroying potential enemy. Objective: to develop technologically simple and
reliable optical-laser method of direction finding, target detection and destruction of enemy by modulated laser
beam of guidance in 3D-space by crews of armored vehicles, aircraft, helicopters, surface ships and submarines in
radio silence mode using semiconductor laser diode or solid-state laser pumped by laser diode.

точности пеленга, обнаружения цели и уничтожения потенциального противника. Цель работы ―
разработка технологически простого и надёжного оптически-лазерного способа пеленгации, обнаружения
цели и уничтожения противника по модулированному лазерному лучу наведения в 3D-пространстве
экипажами бронетехники, самолётов, вертолётов, надводных кораблей и подводных лодок в режиме
радиомолчания с применением полупроводникового лазерного диода или твёрдотельного лазера с
накачкой лазерным диодом.

The design of panoramic sensor target detection
and destruction of enemy modulated, laser beam
pointing in 3D-space “Ladoga-1M”, according to Fig.
1 contains at least pair of semiconductor laser diodes or
solid state lasers pumped by two laser diodes, powered
from positive terminal of voltage regulator 12 and
uninterruptible power supply unit 13 to anode, and its
cathode connected by direct wire, through chain drain-
source of field effect transistor as switching device-key
VT1, with two variables, adjustment resistors for
potentiometer RP1 and RP2 14 15 or permanent, wire
resistors, to limit the limit values of power switching
devices ― two field-effect transistors VT1 and VT2 at
current. Each of two (or more!) laser panoramas 6 and
7, inside, has its own, separate switching device is the
key Q1 or Q2. As objective 1 was selected, for example,
aircraft of potential enemy. The video rays 2, the visible
sub-range (380…760 nm) or the IR-range of
electromagnetic waves reflected from target (potential
adversary) are captured and focused by external,
movable lens of adjustable collimator 3 – 4 – 5 in
receiving optical system of the sensor. The sensor
according to Fig. 1, consists of following elements and
units: 3 ― external, moveable, optical lens collimator
in adjustable optical monocular; 4 ― basic, stationary
(fixed), optical lens adjustable collimator; 5 ― internal,
movable, optical lens collimator in adjustable optical
monocular; 6 ― first, positive, laser panorama,
working on reception and transmission of laser beam in
near and partially on average, edge sub-bands, IR-band
of electromagnetic waves, clockwise, for example, at
wavelength λ = 820 nm; 7 second, negative laser
panorama, working on reception and transmission of
laser beam in near and partially on average, edge sub-
bands, IR-band of electromagnetic waves,
counterclockwise, for example, at wavelength λ = 955
nm; 8 ― falling, laser beam coming from first laser
discovered (seen) targets; 9 ― laser beam reflected
from target and received by photo sensor (on basis of
photodiode, or composite, three-stage phototransistor);
10 ― incident laser beam, coming from second laser to
target; 11 ― laser beam reflected from target and
received by photo-sensor (photodiode or
phototransistor); 12 ― block DC (rectified) voltage

Between movable optical lenses 3 and 5 in an
adjustable collimator, computer 20 with monitor 22,
through the ADC - DAC 21, there is constantly acting
feedback (OS), for quick and efficient adjustment of
laser beam alignment process to intended target and
holding potential adversary in zone of optimal coverage
of telescopic direction-finding angle [2–4].

target (for example, aircraft-plane of potential
adversary-enemy) in zone of telescopic angle detection

and tracking of behavior detected targets for the
semiconductor, laser diode, laser diode based on double
hetero-structure of gallium arsenide GaAs and
aluminium gallium arsenide GaAlAs or solid-state laser
pumped by powerful led or semiconductor laser diode.
Laser homing head, detection and tracking of target is
technologically made in form of multi-layers by laser
irradiation of coherent, highly directional photon flux.
The laser beam № 1, for example, synchronously
moving in circle, radial, clockwise, from sensor to
detected target and back to the photo-detector matrix of
the sensor itself, at wavelength equal to λ1 ≈ 820 nm.
The laser beam № 2, for example, also simultaneously
moves in circle radially, counter-clockwise from the
sensor to detected target and back to photo-detector
matrix of sensor itself, at wavelength equal to λ2 ≈ 955
nm. The next stage is irradiated with laser seeker target
synchronously moving radially, clockwise or
counterclockwise, with wavelengths of λ3 ≈
1250...1300 nm, λ4 ≈ 1550 nm, and λ5 ≈ 2100...2150
nm, respectively, etc. All operating frequencies and
wavelengths are selected from middle sub-bands and,
in rare case of boundary layer with λ6 ≈ 3500...3885 nm,
middle sub-band of infrared-range electromagnetic
waves, where experimentally observed maximum value
of transmission power modulated signal in telescopic
thicker laser beam [1-10].
The sensor technologically includes dual, coupled
system of two monoculars with increase or decrease in
image of target or other object in optical system of
adjustable collimator, for example, from 2 × to 100 ×
(2 × ≤ δ ≤ 100 ×), as well as block 50…60 Megapixel
Digital HD camcorders of the Digital Camera type and
with high level of resolution at least 3000 × 3000 pixel
[1―4].
The sensor’s micro-panorama and convex,
volumetric monitor were made on the basis of small
copy of panorama visualization and fixation of enemy
detection and other targets, from the upgraded RLS-
300, RLS-500 and RLS-1500, successfully used in the
airborne forces, air defense forces and missile defense
systems of the Russia [ 5―10].
The optical stabilizer block for precise guidance
and horizontal-vertical position in space is made on the
basis of gyroscopic technology [2―4].
Between computer 20 and the ADC-DAC unit 21,
an OS was performed for analysis and amplitude-
frequency correction of output control pulses, which
allows the software to quickly adjust clock frequency
of control pulses coming from the ADC-DAC 21 unit
to switching gates -operating devices - keys VT1 and /
or VT2 located inside each of first, positive and second,
negative laser panoramas 6 and 7 [2―4].
The proposed sensor operates as follows. A
session of radio direction finding of target and detection
of potential enemy is carried out under conditions of
only direct, electromagnetic visibility, in invisible part
of spectrum transverse electromagnetic waves (most
often in infrared-range). With rare exceptions, the
ultraviolet (UV) range is possible, which is not
applicable in ozone layer of the Earth’s atmosphere,
due to strong absorption of waves by ozone medium.
The information signal is encoded by program in the
“Ladoga-1M” radio silence software package,
organizationally assembled from computer 20 and
monitor 22, by special military encryption encoder and
transmitted to input, three-stage low-frequency
amplifier unit (located inside laser panoramas 6 and 7),
in which input, pre-amplifier of video signals, as well
as block of special color image encoder may also be
available. Further, radio signal from pre-input bass
amplifier unit is finally transmitted to terminal, push-
pull power amplifier unit (The block is power amplifier
of the radio signal. AP-unit is also located inside the
laser panoramas 6 and 7!), where it is amplified as an
analog signal to its maximum nominal value multi-
channel block ADC-DAC 21, for converting latter into
digital format, necessary for generating control pulses
and their subsequent transmission to control electrode -
gates of switching devices - keys VT1 and VT2 [2-4].
The ADC-DAC 21 unit is multichannel converter
(translator) of incoming signals from analog format to
digital and vice versa, followed by transmission to
computer 20, where input data processing programs in
digital format, Ladoga software, analyze comparison
and amplitude-frequency correction of control pulses
for subsequent transmission of necessary commands to
third channel (Fig. 1) [2–4].
The analog signal comes from optical sensor of
adjustable collimator 3―4―5 to homing and target
holding unit via modulated, telescopic, laser beam in
infrared-range of electromagnetic waves and at same
time receives commands from an external detection and
targeting system, correction using control pulses,
coming from block of the ADC-DAC 21 [2―4].

Introduction
In the technical literature [1―3, 7―12] there are
significant number of analogues containing various
types and types of laser systems for constant, round-
the-clock, all-weather tracking of satellites and special
targets of potential adversary both in open space and in
dense layers of the Earth’s atmosphere, dense fog, rain,
snow, various gases, ozone and the like. All these
analogues have common drawbacks consisting in very
great complexity, bulkiness, excessive weight and
external dimensions, incorrect operation during intense
cloud cover due to use of very powerful laser systems,
which in order to “break through” thick and optically
dense layers of the Earth’s atmosphere, ozone and other
media are forced to reduce the frequency, that is, to
increase length of transverse electromagnetic wave
during induced coherent emission of photons in lasers.
Thus, exact coordinates of location, length and
frequency electromagnetic wave of laser systems for
guiding and holding detected target and irradiating the
potential enemy with telescopic beam, on which
modern devices are used for direction finding, target
detection and destruction of potential enemy by
modulated laser guidance beam, are obtained.
With previous methods of laser detection, tracking
and destroying target for preventive strike against
potential enemy or aggressor, huge amount of
consumed electric energy is consumed, due to which
cost of such direction finding is order of magnitude
higher than when using classic antenna-feeder form of
direction finding. Therefore, this type of direction
finding of target and detection of potential enemy is not
very effective and not economical.
The article develops the idea of Russian scientists
in the field of applied special laser technology in
aviation and navy, proposed for first time in the world,
in [4―6]. The relevance of this idea lies in the fact that
the system of laser communication, direction finding,
detection and destruction of potential enemy has been
used in open space for relatively long time and
successfully, but its use in dense layers of the Earth’s
atmosphere posed significant technological difficulties,
and was also little studied theoretical basis.
Analysis and recommendations for solving the
problem
To aim rocket at target, an intruder or unmanned
aerial vehicle (drone - reconnaissance), special device
is used in modern air defense and missile defense
systems ― laser target designator. Such devices
include proposed sensor for panoramic target detection
and destruction of enemy by modulated laser guidance
beam in 3D-space “Ladoga-1M”, emitting modulated
laser beam, consisting of narrow coherent photon flux.
The principle of guiding rocket or artillery shell is very
simple: a laser beam is directed at object, which, being
reflected from detected target, is captured by photo-
sensors of their self-guidance head. Modulated beam ―
“holds” rocket or projectile in right direction and
ensures accurate hit in detected target. The laser beam
is received by homing missile, which sends signal to
missile control system. For effective use of preemptive
missile, target must be illuminated by laser beam for
several seconds so that homing head of missile itself

captures its reflection. Once preemptive missile is fired,
target must still be illuminated to ensure accurate hit. It
must be remembered that intended goal is most often
moving.

The limited power of target illumination systems
leads to restrictions on the use of laser weapons in
ranges of up to 30 km and altitudes up to 10 km. The
laser designator is usually located on carrier aircraft or
on spotter aircraft. In both cases, the target aircraft is
limited in maneuver and vulnerable to air defense
systems and enemy missile defense systems. Combat
maneuvering and subsequent dive of aircraft lead to
disruption of target capture and missed target’s
destruction system [1―3, 7―12].
The main distinguishing feature of proposed
Ladoga-1M sensor design, unlike Russian and foreign
counterparts, is the ability to successfully use
monochromatic coherent radiation of modulated
narrow-beam laser beam at frequencies of so-called
“transparency windows” of the Earth’s atmosphere,
where efficiency exposure to photons of target is
maximum. It is made on the basis of semiconductor
laser diode or solid-state laser pumped by laser diode
instead of conventional, flat, TEM-type
electromagnetic wave in airspace emitted by
conventional aviation or other army antenna in modern
radar systems for near and long-range enemy detection.
The closest in technical essence and achieved
result to proposed invention is the "Device of beam
guidance of controlled object", protected by patent [7],
taken as closest analogue (prototype). The
disadvantage of this device is technological
complexity, large mass and dimensions, relatively high
energy consumption, high cost of laser bearing
sessions, target detection and retention of enemy in
telescopic angle when it is irradiated with modulated
laser beam, significant difficulties when working in
conditions of intense cloudiness, various precipitation,
smoke, dense layers of the Earth’s atmosphere, etc.
When creating “Ladoga-1M” sensor based on
semiconductor laser diode or solid laser pumped by
laser diode, these disadvantages are eliminated.
In figures 1 and 2 show algorithm of the “Ladoga-
1M” sensor. A circular laser homing missile or
projectile constantly keeps detected target in the area of
full, all-encompassing (360°) telescopic angle and
monitors behavior of detected target. From the
“Ladoga” software package, through block of analog-
to-digital converter ― digital-to-analog converter
(ADC – DAC), signal is sent to laser missile homing
head to reduce telescopic coverage angle of detected

target by 2 times (180°). After several divisions
(iterations) on the occasion crushing angle of coverage
identified target by exactly half, in the end get exact
coordinates of target. The total time of bearing and
target retention in telescopic angle is 750 nsec.
The design of the “Ladoga-1M” sensor implies
efficient operation of at least two modulated laser
beams moving synchronously relative to each other,
one clockwise and other counterclockwise, which
provides efficient and fast radio direction finding for
target detection and destruction [4―6].

CURRENT SITUATION ANALYSİS AND ECONOMETRİC ASSESSMENT OF SOCIAL
INFRASTRUCTURES IN AZERBAIJAN

Abstract. The article describes the essence of infrastructures and their contents. As the main part of
infrastructures social infrastructures and their classifications are dealt with in the article. The current case and
development aspects of social infrastructures, including education, culture, housing and utilities, health and
tourism infrastructers are studied in the paper.
Investments in social infrastructures and their effects on infrastructures` progress are also explored in the
article.
While at the same time the measures taken in the direction of social protection of the population are mentioned
in Azerbaijan.
The productive factors that affect the overall release of social infrastructure are estimated econometrically.

1. Introduction
The term "Infrastructure" was firstly used by an
English economist A. Marshall (1842-1924) to refer to
the objects in the early of twentieth century (1910).
Later, in 1941, the term "infrastructure" was developed
in the United States to classifyy the military forces and
units providing the vital functioning of the armed
forces. In the United States of America, military
infrastructure meant a complex of military forces
(military warehouses, aerodromes, radiolocation posts,
landfills, etc.) that would ensure the functioning of the
military. It is clear that military infrastructure is a unit
of maintenance that carries out military operations
during war and ensures proper defense of the state in a
peaceful environment. This idea was then widely
spread throughout all other areas, and the
"infrastructure" was entered to the lexis as an economic
terminology(11). The concept of "infrastructure" was
originated from Latin. It expresses the combination of
words “infra-lower, and structura- location”. This
concept describes the complexes that serve other areas.
Thus, the expression "serving in another area" in its
content has special importance. For example, in the
40s, the concept of infrastructure in the West was
understood as the aggregate of areas that served the
material production. Although the term "infrastructure"
was used to describe buildings, warehouses and
structures of the military-industrial complex for the
first time, thereafter was started to be used by the
world`s population as an economic category that serves
the main area in all sectors of the economy.
Thereby, infrastructure means the internal
structure, the basis of economic system which is
derived from its functions in essence.
Despite infrastructures have different types, they
all serve the integrity of national economy and
development of its field structures in essence. Since the
areas of infrastructure are science, labor and capital,
their foundation and development in our country are
still covered by government care. Therefore, while the
government regulation of the economy is being
implemented in our country, the development of these
areas is taken into account regularly. In our view,
infrastructures in the market economy should include
the aggregate of the various market entities which
provide normal functioning of interconnected areas
with each other - production, social, market,
international, institutional and eco-systems, as well as
Armed Forces.
2. Social infrastructure classification
Ensuring the health of people, restoring work
forces capacity, establishing the education system at the
level of modern requirements in society, improving
people`s spiritual well-being and cultural life is linked
to the current case of the social sphere. The progress of
social sphere is directly related to the development of
the social infrastructures that serves it.
Social infrastructures classification includes
education, culture, art, healthcare, housing and
communal services, domestic services, tourism
services, passenger transport services,
telecommunication services and so on. After gaining
independence these fields have been transformed from
the administrative emirate economic system to the
market economy system as other infrastructural areas
in our country.

the social sphere during the early years of independence
also contributed to the development of social
infrastructure(9).
3. Social infrastructure development trends

As the country is at political war, many objects of
science, education, culture, arts and health remain
under enemy occupation, the breakdown of former
socio-economic ties have caused serious violations of
the material and moral well-being of people.
Later political stability in the country,
establishment of international political and economic
relations with world countries have created a serious
transformation in the existing economic system.
İncomes from the sale of oil have led to the formation
of the state budget, development of entrepreneurship
and the organized system of free market economy. The
inflow of foreign and domestic investments, budget
allocations for the development of economic structures,
and loans for entrepreneurship have had a significant
impact on infrastructure growing along with other areas
in the country. Our country has left the recession in the
socio-economic sphere behind, the cycle of sustainable
economic development has already begun and
continues.
Social infrastructures plays an important role in
ensuring sustainable economic development in the
country. Thus, social infrastructures are integrated into
the social spheres which they belong to, and the
progress in social spheres cause to enhance living
standards of the people, shape their cultural lifestyles,
promote them have better life, reproduce scientific
potential, create spiritual growth, as a result, it increases
labor productivity.
At the expense of investments in the development
of social infrastructures their current progressional
trends show that in recent years, sustainable
development has also been established in the social
sphere, which is an integral part of socio-economic
growth.

As shown in the table data social infrastructure
investments are the second largest after production
infrastructure in investments in fixed assets during
2010-2016. Thereby, during this period, education,
culture, arts, health, tourism and social services were
regularly invested and investments in these sectors
accounted for 15.5% averagely of total investments for
the development of all sectors of the economy in 2010-
2016. As a result, social sphere`s sustainable
development was achieved, the health of the population
was ensured, housing and utilities services were
improved.
4. Housing and communal services
improvement
At the expense of funds invested in the
construction sector in the country during 2010-2015,
the number of residential buildings and apartments has
increased significantly, as well as the total housing and
living space of the housing resources. Each year,
including in 2010, the number of residential buildings
has regularly increased. According to statistics, 94,966
single-family homes were built and put into operation
in 2010-2015. As a result, the number of residential
buildings in 2015 was 1,341.7 thousand, which is
85,300 more comparing with 2010. The increase was

mainly due to the construction of non-state-owned
residential buildings.

Dynamic development is also noticeable in the
growth of residential housing for use of the population
in 2010-2015. Thus, during this period, the number of
apartments steadily increased each year, and it was
1,925,200 units in 2015, which is 97,000 more
comparing with 2010. Growth has happened at the
expense of both state-owned and private housing units.
However, the number of private residences has
increased more (108700 units), it also indicates the
improvement living standards of the population.
Compared to 2010, the total housing stock was
11.7 million. m2 and the living area increased by 8.5
million m2. in 2015.
The analysis shows that the housing conditions of
the population in Azerbaijan is always taken care of
government's attention and care. As a result,
sustainable and dynamic development has been made
in this area and continues to be enhanced.
5.Dynamic development of educational
infrastructures
While analyzing the infrastructural facilities of the
education system in Azerbaijan in 2010-2016, we see a
steady decline in the number of primary general
education institutions and secondary specialized
educational schools year by year, constant number of
correspondence (evening) schools and higher education
institutions (universities), but an increase in the number
of primary vocational education and pre-school
education institutions.

Statistical analysis shows that, 126 preschools and
632 general education institutions were built and put
into operation in the country in 2010-2016. However,
as the table data shows, starting from 2010 the total
number of full-time education institutions have
gradually declined from 4,532 to 4,452 in 2016. During
this period the number of primary vocational education
institutions has gradually increased from 108 to 112 in
2016. The analysis shows that the educational policy
towards the professional development of students has
been successful and the demand for primary vocational
education institutions has increased in the country.
The number of pre-school educational institutions
increased by 87 units in 2016 compared to 2010,
reaching 1,722, indicates that the number of people
continues to grow. Population growth can be seen as an
indicator of improving the welfare of the population in
the country.
6. Development of cultural infrastructures
The current view of infrastructure facilities in the
cultural sphere in Azerbaijan has been investigated in
recent years. It turned out that the number of
infrastructure facilities, such as public libraries, club
facilities, cultural and recreational parks declined, the

number of cinemas and museums increased slightly,
while the number of professional theaters and concerts
remained unchanged in 2010-2016.

Statistics show that 24 clubs and cultural houses
were built and put into operation in the country in 2010-
2016. But, it can be seen from the table the total number
of public libraries, club facilities, cultural and
recreational parks has declined year by year since 2010.
In our opinion the main reason for the decrease in the
number of public libraries by 859 in 2016 compared to
2010 was decreased interest in the use of libraries by
the population, preferring the use of the Internet and
information and communication systems for this
purpose.
The reason for the decline in the number of
cultural and recreational parks by 17 units during this
period was actions have been taken to consolidate and
upgrade the parks in accordance with the principles of
reconstruction and urban planning in Baku city.
7. Development of health infrastructures
The following changes have been made in the
health infrastructure.

Statistical data shows that from 2010 to 2016, total
number of hospitals in Azerbaijan decreased by 197,
hospital beds - 22,500, total number of physicians - by
300 and average number of nurses - by 8,000, however,
considering that there is one doctor per 299 people, 1
nurse per 177 people, one hospital per 17362 and one
bed for 216 people, this is satisfactory in terms of health
care in our country. İn this period, only 58 the total
number of outpatient clinics increased by 58 units.
In addition to all these it should be noted that
focusing on the development of health services The
Government of Azerbaijan has allocated funds for the
construction of modern diagnostic centers in many
regions and provided them with innovative technology
in recent years. According to the regional development
program 41 hospitals and 78 outpatient clinics were
built in many central cities that will meet modern
requirements in 2010-2016. In these hospitals new
modern devices are installed on the basis of Japanese
technology. However, the analysis shows that 924,300
of the country's population went to neighboring
countries for medical examination in 2010-2016. The
number of foreign citizens arriving in our country was
260,900 for medical examination in this period. To
avoid this there is a serious need for a government
action plan to increase the reproduction of medical
personnel capable of managing new technological
devices. At the same time available financial resources
should be widely used to enhance the knowledge and
experience of doctors and nurses.
8. Development of tourism infrastructures
Recent years at the expense of the implementation
of regional development programs in, dynamic
development of tourism infrastructure is felt in
Azerbaijan significantly. Thus, in 2010-2016 the
number of employees and tourism businesses increased
to a considerable extent, the culture of services was
risen.

As can be seen from the table, the number of
tourism businesses in Azerbaijan has increased every
year, tourism businesses numbers rose to 272 in 2016.
This is 146 units more than in 2010. The creation of
new tourism businesses resulted with an increase in the
number of tourism employees. Since 2016, 1838 people
have been engaged in tourism activities in the country.
Compared to 2010, the number of employees increased
by 420. Every year, the number of employees working
in this area is rising.
The number of foreign citizens coming to our
country for tourism purposes is increasing. Only in
2016, 2044,700 people came to our country for this
purpose, while 3592100 citizens of our country went
abroad.
With its rich cultural heritage and favorable
natural resources, Azerbaijan has great opportunities
for tourism development. There are ample
opportunities for the development of most types of
tourism in the country, such as agriculture, health care,
environmental, cultural, religious, and sports and so on.
Today the development of tourism and transformation
of the tourism sector into one of the leading sectors of
the country's economy are one of the most important
tasks in Azerbaijan. The State Program for the
Development of Tourism in the Republic of Azerbaijan
for 2010-2014 approved by the President's decree is
aimed for this purpose. The program focuses on the
establishment of tourism infrastructure based on
international requirements and improvement of tourism
legislation. It is planned to organize eco-tourism
activities in national parks and other areas suitable for
environmental tourism and prepare regional tourism
development plans.
It is planned to establish a national Tourism
Training Center under the control of Tourism Institute,
to improve the relevant training programs in high,
secondary schools and vocational educational
institutions which prepare tourism specialists. The
Sanitary and Hygiene Educational program will be
applied at the tourism facilities, new tourism
educational tools will be explored and proposals on
their using will be developed based on international
standards.
During this time, the hotel business has undergone
significant changes, the number of hotels and their
rooms were increased. The hotels are mainly equipped
with modern facilities.
The radical reforms and targeted actions for the
development of tourism in the country show the
progress of this area that will continue in the future.
9. Social security of the people.
A lot of work has been done to ensure the social
protection of the population and improve the welfare
through the social security line. As a result of the
measures pensions, allowances, scholarships and
monthly state social assistance were increased in the
country.

As can be seen from the table, in 2017the number
of pensioners increased by 7200 and amounted to
1315,200 people compared to 2010, the number of
recipients of social benefits increased by 75,000 and
was to 369,000, the number of recipients of
scholarships increased by 24,900 and reached 57,800.
The number of families receiving targeted state social
assistance has been steadily declining each year and
was 558,100 in 2017. From 2010 to 2017, 99,200
families refused to receive targeted social assistance.
The increase in the number of people receiving
pensions is an indication that the average life
expectancy of the population has enhanced recently,
and the decline in the number of families receiving
targeted social assistance is an indication of an
improvement in the welfare of the people.
The average monthly allowance increased by 92
manat, while the monthly compensation and benefits
for one person increased by 22 manat, the amount of
monthly pensions per person rose by 39 manat, and the
amount of targeted state social benefits increased by 11
manat.
All these show that improvement of the financial
situation of low-income citizens is covered by
government care in our country. Improving the
financial situation of the population is one of the
founding elements of sustainable economic
development. After gaining its independence,
Azerbaijan entered a political democratic society way.
Recent years state budgets are socially oriented and
gave impetus to the implementation of social policy of
the state and development of social infrastructure.
Education, culture, art, health, etc. form the main
directions of social policy of the state and sphere of
social activity. From this point of view the government
pays great attention to the constant development of
social - cultural spheres and social infrastructure.
10. Econometric evaluation of impact of
production factors on the total output of social
infrastructure
At present, the state's social policy is aimed at
meeting the needs of the people in social services -
education, science, health, culture and arts, as well as
further strengthening social protection. For this purpose
large sums are allocated from the state budget annually.
As a result of purposeful actions total output in social
infrastructure increased 1.7 times in 2016 in real terms
compared to 2005. Fixed assets increased 1.1 times,
and the number of employees increased 1.2 times
during this period.

The result of the comparison shows that to
increase the workforce in the social infrastructure
selected for analyzing enhances the release of services.
It means a one percent increase in the workforce will
result in a 2.58% increase in total output, a one-percent
increase in fixed assets results in an increase of 0.67
percent of total release
11. Conclusion
The analysis of the current state and development
of social infrastructure provides the following
conclusions:
1. Current situation and expectations for the
development of social infrastructures that promote the
development of the social and economic sphere in
Azerbaijan are surrounded by government care to the
extent that it meets the requirements of sustainable
socio-economic development;
2. Renewal, modernization and development of
social infrastructure facilities in education, housing and
communal services, culture, health, tourism will
stimulate sustainable development of the social sphere
in the future.
In our opinion, with the aim of optimizing
employment, reducing poverty and further improving
the socio-economic situation in the country, the
followings may be helpful:
1. prefer public-private partnerships in the
construction of social infrastructure facilities;
2. To change management and property relations
in housing and communal services and to transfer them
to the territorial municipal administration and
municipal property;
3. to restructure of personnel units in social
infrastructure, to set work places to work condition at
the expense of reducing redundant and unnecessary
staff units;
4. Taking into account the increase in the tourist
flow to the country since the tourism and hotel farms
are interconnected each other the number of hotels
should be increased in eco-tourism areas, and prices
should be adjusted
5. Modernize existing social infrastructure
facilities;
6. Ensure social infrastructure facilities with
qualified personnels for the purpose of good
management and perfect business activities
7. The results of the study of the efficiency of
production factors affecting the total output of social
infrastructures show that if the investment in social
infrastructure is to increase fixed assets, it would be
more efficient to develop qualified vocational training
and improve vocational training.
