4.01 MINUTES OF THE PLANNING COMMITTEE MEETING.

Recommendation: To note the minutes Planning Committee meeting held on the 23 Mar 2017.

5.00 NEIGHBOURHOOD PLAN. Recommendation: To receive an update on matters not detailed on this agenda. To consider the following proposals: 5.01 NEIGHBOURHOOD PLAN - CALL FOR SITES ASSESSMENT CRITERIA.

To receive draft site assessment criteria and to debate and decide the final format. Recommendation: To debate and decide the assessment criteria to be applied to the sites put forward for potential development as part of the Neighbourhood Plan ‘Call for Sites’.

5.02 NEIGHBOURHOOD PLAN - HIGHWAYS, TRAFFIC AND RELATED MATTERS SURVEY. Recommendation: To resolve to appoint Alan Baxter Ltd as consultants for the Neighbourhood Plan Highways and Traffic Survey.

6.00 POLICING IN THE PARISH.

Recommendation: receive an update on crime, Neighbourhood Watch, Farm Watch and other Police matter.

8.00 CORRESPONDENCE AND BUSINESS. Recommendation: To note business and correspondence since the last council meeting, to decide any action required:

8.01 CAB - REQUEST TO DISPLAY THEIR LOGO ON OUR LETTERHEAD/EMAILS. To receive a request from Citizens’ Advice Bureau to display a small advertising logo on all parish correspondence. Recommendation: To note the request, to discuss and to decide if the request will be granted.

8.02 LITTER PICKING IN THE PARISH. To discuss and decide if a litter picker should be employed in the parish. (SM) Recommendation: To discuss and decide if a litter picker should be employed in the parish.

8.03 PITCH MAINTENANCE REQUEST To receive a request from Chiddingfold Football Club for the Parish Council to fund additional repairs to the pitch side lines and halfway lines, rendered necessary due to use by St Mary’s School. Recommendation: To note the request, to discuss and to decide if the request will be granted.

10.00 FINANCE AND COMPLIANCE GROUP (FCG).

Recommendation: To receive updates from FCG on any matters not itemized on the agenda. 10.01 FINANCIAL STATEMENT OF ACCOUNTS.

Recommendation: To review income and expenditure against the budget and to resolve to make any necessary adjustments or virements. Recommendation: To approve the financial statements of accounts against budget for the year to 31 Mar 2017. (Clerk’s Note: further year-end adjustments and postings will be made before the final accounts are presented to Council for approval).

10.02 RECEIPTS AND PAYMENTS. Recommendation: To note receipts and to approve payments as detailed on the Order to Pay form and to ratify any payments necessarily made since the last council meeting and in accordance with the 2016-2017 budget.

10.03 CELLNET MAST LEASE Recommendation: Following the publication for two consecutive weeks of a Statutory Public Notice of Disposal of Land through a short-term Lease to resolve that the Lease by signed and Contracts Exchanged, on the basis of the terms previously agreed and subject to planning permission being granted.

10.04 PARISH RISK ASSESSMENT To receive a risk assessment report from RH and RU following a parish walkabout on 17 March 2017. (Note that a financial report, part of the annual risk assessment, was received from the Internal Auditor in March 2017). Recommendation: To resolve to approve the report and to discuss and decide any recommended works to be carried out.

10.05 2017-2018 BUDGET REVIEW AND RESERVE MOVEMENTS. A year-end review of budgeted versus actual income and expenditure has shown that a few virements are required in order to increase or re-allocate medium and long-term ear-marked reserves: To increase reserves: Pitch maintenance £2,000 Tree and hedge maintenance £3,000 PWLB £5,000 To move monies: From Northbridge paving to NP £408 From recreation dev. to NP £25,000 From playground equip. to PWLB £5,000 Recommendation: To approve the virements detailed above.

10.06 CHIDDINGFOLD GOOD NEIGHBOURS - REQUEST FOR A DONATION. Chiddingfold Good Neighbours had submitted a request for a donation towards the publication of the ‘Know Your Village’ booklet. Recommendation: To review the donation request from the Chiddingfold Good Neighbours in respect of the ‘Know Your Village’ booklet and to decide an amount to contribute.

11.00 DATE OF THE NEXT PARISH COUNCIL MEETING. [For information. Dates are set at the Annual Council Meeting.]

Recommendation: To note the next meeting is the Annual Council Meeting on Thursday 11 May 2017 in the CWR of the Village Hall commencing 19:45.

3.00 MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON 09 FEBRUARY 2017.PROPOSED (SF): To approve the minutes of the Parish Council Meeting held on 09 February 2017 as a true record ofdecisions taken and the Chairman signed the minutes.SECONDED (TF): RESOLVED (UNANIMOUS).

3.01 REVIEW OF ACTIONS FROM THE ABOVE MEETING MINUTES.There was one outstanding action for the Clerk - to send a letter to residents of Pickhurst Road re ditches.The Clerk was asked to change the booking at the Village Hall for the 18 May to 14:30 and to include the CWR (for the nursery).

4.00 PLANNING APPLICATIONS.Recommendations on planning applications are usually decided by the Parish Council Planning Committee which meets on thefourth Thursday of each month at 11am in the Parish Office. Planning Committee agendas are published on the parish mainnotice board and on the website three clear working days before a meeting. The full Council only considers planningapplications where the response deadline falls between Planning Committee meetings.There were no planning applications to be considered at this meeting.The Planning Authority’s decisions on recent applications had been circulated prior to the meeting and were NOTED.

4.01 MINUTES OF THE PLANNING COMMITTEE MEETING.The minutes of the Planning Committee meeting held on 23 February 2017 were NOTED.

5.00 WBC - LOCAL PLAN PART 2 AND NEIGHBOURHOOD PLANNING.CT reported that a meeting had been held with WBC on 01 March. This was attended by Parish and Ward Councillors andOfficers of WBC to discuss housing need, empty housing, Waverley housing stock, Green Belt, Chiddingfold settlementboundary and some of the sites that have been submitted to this Council, in response to the Call for Sites, for consideration fordevelopment. WBC’s minutes of that meeting record the discussions and actions and, as a result of those discussions thefollowing actions were requested:

ACTION: Clerk to write to Elizabeth Sims, Chief Planning Officer, asking for: a commitment for housing to be built by WBCand on their own land; the density of housing on sites that will count towards our target; a definition of ‘windfalls’, the listof windfalls to date and whether they will be counted; the meaning of ‘tweak’ in connection with Green Belt coverage.ACTION: Clerk to write to Gayle Wootton, Head of WBC Planning, to confirm that: the Call for Sites will be conducted by thisCouncil; the Settlement Boundary will require changing to accommodate housing, WBC to be consulted on this; and, thisCouncil will work with WBC on the Green Belt coverage in relation to the parish.ACTION: In preparation for the Council to assess the sites that have been put forward, the Clerk was asked to prepare aspreadsheet with all the standing data, common to all sites.ACTION: The Clerk was asked to apply to ‘My Community.Org’ to obtain any available funding for the Neighbourhood Plan.

6.00 POLICING IN THE PARISH.SF reported that the website (In The Know) is still not showing any current information, unlike West Sussex which is right up todate within a few minutes (literally, 15 minutes) of a crime being reported. The only item on the Surrey site at present is awarning about fake Scottish currency. The Neighbourhood Watch Group is working on how to get more information to thevillage. TF reported that the recent presentation had highlighted a change of focus from property to people.

7.00 WORKING AND ADVISORY GROUPS.It was AGREED that no new Working or Advisory Groups are required.

7.01 UPDATES FROM WORKING GROUPS.

7.01.01 Environment and Amenities Group (EAG) - RU. Nothing to report.

7.01.02 Broadband Group (BBG) - TF.TF reported that the postcodes that will be covered by the second phase roll-out of the funding forbroadband were announced and virtually none is coming to Chiddingfold are along Combe Lane andCombe Court Common. The approach taken by the residents of Fisher Lane in funding the servicethemselves. This is going well, and they have most of the funds they need. The efforts of residentssouth of the village, near the Mulberry, have not proved so successful but they continue to moveahead with this.

7.01.03 Neighbourhood Plan Development Group (NDPG) - CTCT reported that the Business Group have now agreed a questionnaire to go out to businesses andpotential business in the parish. This aims to determine the amount of land needed to meet thisdemand.DH reported that he has now got a Recreation Group together and they will be meeting shortly.

7.01.04 Emergency Plan Group (EPG) - RU.RU reported that he had a meeting with WBC two weeks’ ago and since then had a de-brief with thegroup and the parish Emergency Plan is now being updated and will be submitted to WBC to ensure itfits in with theirs.

7.01.05 Road and Traffic Group (RTG) - TF.TF reported that he had spoken to a Councillor for Godalming, Waverley and Surrey, about speedrestriction and control and he was amazed that any village would be thinking of putting average speedcameras into a village as Surrey are only prepared to do this on major roads (dual carriageways).However, he did commend looking at some of the new modern methods of traffic calming.

7.01.06 Village Maintenance Group (VMG) - CTCT reported on a leak in the foul water system in Pickhurst Road which had been repaired bySouthern Water. They had also jetted the land water culvert.

7.01.07 Recreation Ground Maintenance Group (RGMG) - RH.The Clerk reported that the tennis courts are still being abused despite communication with the schoolon damage to the nets when the children are taken there for PE, despite being supervised. There havebeen numerous complaints from tennis players as the nets are frequently left draped across thecourts. It has proved difficult to obtain evidence in order to charge the school for repairs as it isdeemed inappropriate to take photographs of the damage being done.

8.00 CORRESPONDENCE.

8.01 USE OF COXCOMBE LANE RECREATION GROUND FOR CYCLE COACHING.VCGH, the Godalming and Haslemere cycling club had sent in a request to use the Coxcombe Lane recreation ground for cyclecoaching between 2pm and 3pm on Sunday afternoons during term time.RESOLVED: that VCGH can use the recreation ground, subject to the following conditions:1. activities with cycles must be limited to one hour on Sundays, during school term time, from 2pm to 3pm; and2. cycles must not be used on the marked-out pitch areas if the ground is wet; and3. VCGH should endeavour to use the Tarmac paths and grass areas which are not marked as pitches; and4. the tennis courts must not be used; and5. any damage to the grounds from this use must be reported to the Parish Council and the cost of repairs is to be

borne by VCGH; and6. VCGH must provide the Parish Council with a copy of their Public Liability insurance cover document; and7. VCGH must confirm acceptance that the Parish Council always has the right to withdraw this permission.ACTION: The Clerk to write to VCGH to agree to their proposal, outlining the above conditions.

8.02 ENGLISH HERITAGE ASSESSMENT OF WAR MEMORIAL.The Council had received an invitation from English Heritage to provide any further observations and comments on theChiddingfold war memorial prior to the Secretary of State for Culture, Media and Sport’s assessment of the memorial as towhether it has special architectural or historic interest and, if so, should be added to ‘The National Heritage List for England’.RESOLVED: That a further representation of support be made to English Heritage.ACTION: The Clerk was asked to write to English Heritage to confirm the Council’s support for an enhanced listing andemphasizing the memorial’s elegance and the large number of people commemorated.

9.00 LATE ITEMS.There were no late items.

10.00 FINANCE AND COMPLIANCE GROUP (FCG)TF reported that, following discussion with the Clerk, he had been analysing the reserves since 2013-2014, the year that theprecept was raised by a significant percentage to facilitate a Public Works Loan. The conclusion was that since 2014-2015 theadditional surplus has eroded, giving a false impression funds available for general expenditure. This situation needs to beredressed. To this end a meeting has been arranged for a working group of councillors to study the budget for the two years to 2018 and to bring a recommendation for changes to the April Parish Council meeting. It was NOTED that this does not mean achange to the precept, but nominal changes to the balance of Income & Expenditure and Reserves to more accurately showwhere capital expenditure was intended.ACTION: TF, DH, CT, SM and the Clerk will meet to review the budgeted Income & Expenditure and Reserves and bring arecommendation to the April Council meeting.

10.01 FINANCIAL STATEMENT OF ACCOUNTS.TF reported that Income and Expenditure is approximately on budget. The financial statement of accounts had been reviewedagainst the 2016-2017 budget and found to be in line with budget totals, but in need of detail changes (as at Item 10.00).PROPOSED (TF): To approve the financial statement of accounts against budget for the year to 31 Mar 2017.SECONDED (RU). RESOLVED (UNANIMOUS).

10.02 RECEIPTS AND PAYMENTS.The Chairman read out the Order to Pay form which listed payments, receipts and payments to ratify.PROPOSED (TF): To approve payments as detailed on the Order to Pay form and ratified the payments necessarily madesince the last council meeting and in accordance with the 2016-2017 budget.SECONDED (RU). RESOLVED (UNANIMOUS).

10.03 STANDING ORDERS.The Council had reviewed the Standing Orders and these were adopted.RESOLVED: to adopt the Standing Orders and these were adopted, unchanged.

10.04 FINANCIAL REGULATIONS.The Council had reviewed the Financial Regulations and these were adopted.RESOLVED: to adopt the Financial Regulations and these were adopted, with minor changes.

10.05 FOI POLICY AND PUBLICATIONS LIST.The Council had reviewed the Freedom of Information Policy and Publication List and these were adopted.RESOLVED: to adopt the Freedom of Information Policy, unchanged; to adopt the revised Publication List (which is subjectto ongoing changes).

Lythe Hill Local Knowledge

In no particular order a few pieces of local knowledge/observation that are perhaps worthconsidering.

1] This is a Grade ll* listed building. The Grade ll* status classes it as being “particularly importantbuilding of more than special interest”. This info was extracted from Wikipedia Listed Buildings webpage.

2] This building has considerable history connections with Chiddingfold and the Applicant hasdetailed this in Heritage Statement Documents No. 1-2-3-4. Heritage Statement 4 gives a goodrecord of the Lythe Hill connection with the 14th and 15th century Iron industry and a copy of the willof Thomas Quenell dated 1571.

3] There are a number of “Neighbour Responses” on the Waverley Borough website planning whichcover both those for and against.

Those in favour are staff, people from far flung places like Waterlooville, Winchester, Portsmouthplus more local Liphook and Haslemere. Here it is felt that the complex will support the localeconomy, increase employment In the area and improve what had been a hotel in decline.

Those objecting are basically residents in Leith Hill Park and Tennysons Lane leading to Blackdownand from where they look down over the area. One objector has attached photo’s taken from hishome during the day and showing the ‘light’ of the area at night. They also point out that a greatdeal of vegetation has already been removed…the Arboricultural Assessment only states theimmediate removal of one Ash Tree and removal of three others in due course.

Objectors have also raised the question of the increase in light pollution adjacent to Blackdown thathas IDSR (International Dark Sky Reserves) status and is classified as “intrinsically dark”. Theapplicants Lighting Assessment Document has stated that the application will comply with BS 5489-12013 Lighting of roads and public amenity areas and BS EN 12464-2 2014 Lighting of outdoor workplace. They are taking guidance from the Institute of Lighting Professionals document on lightinglandscapes CIE150:2003 Guide on the limitation of the Effects of Obtrusive Light from LightingInstallations. The Blackdown and Hindhead Supporters of the National Trust have asked WBC tomake a condition that the application lighting complies with ILP (Institute of Lighting Professionals)standards that are applied to the adjacent South Downs National Park

There is also concern that the B2131 that runs past Lythe Hill is too narrow and leaving and enteringthe hotel can be dangerous due to the inadequate site line towards Haslemere. The increase intraffic generated by the large development together with the polo traffic from Barfold Farm nextdoor will add to the dangers of this narrow road. Cycling along this road is also difficult. It has alsobeen noted that there is no pavement on this road from the intersection with the A283 and thejunction with Scotland Lane and walkers on Footpath 508 that exits onto the B2131 will havenowhere to go except either to walk totally unprotected along the road or annoy the residents ofnearby properties by trespassing across their land.

4] If widening the B2131 were to be considered care would need to be taken to safeguard WBCHeritage Feature No 53 Grid reference SU 93 SW 926 325 a late 18th early 19th century Lime Kiln

There is another WBC Heritage Feature in the hotel grounds No 1 The Pond grid reference SU 93 SW924 323 in the grounds with ‘remains of iron water pump with handwheel over a brick tank on northwest side of the pond probably modern’. There is a photo of it but whether it is still there I knownot.

5] Blackdown which forms a boundary is within the “South Down National Park” and views from itover the countryside could be affected by the enlarged complex and will detract from the protectiongiven to this area.

6] Historic Woodland is also close by

7] The complex is within the Green Belt and Surrey Hills AONB and careful consideration must begiven as to how the “new build” will affect this.

8] Phase 2… Has sufficient evidence been produced by the applicant to show there is a need for awedding venue of this size in the area. We have two in Chiddingfold already…Russetts & Ramsterplus three pubs with restaurants and accommodation. Likewise is there a need for a ConferenceCentre.

9] Does the close proximity to the South Downs

National Park actually guarantee people will stay in the hotel when, apart from the ‘car’, there is nocircular footpath route, infrequent bus service and no pavement.

10] Phase 7… Is there sufficient evidence in the application to justify the size and scale of the hotelexpansion proposed. Would a reduction in the ambitious scale of development, especially aroundthe Grade ll* listed building, be more acceptable. NPPF Para 89 states an exception to inappropriatedevelopment in the Green Belt as ”the extension or alteration of a building, provided that it doesn’tresult in disproportionate additions over and above the size of the original building”. If one regardsthe ‘original building’ as the one stated by the Listing Authority then NPPF Para 89 surely does notapply. The additional extension to the rear and considerably large accommodation extension to theside, all abutting the Grade ll* building, could perhaps be classed as disproportionate.

11] Phase 3…The Eco Pods may be fun and can accommodate up to four in each but will “welldressed and hatted” guests be willing to walk the distance from the Pods to either the Marquee orthe Wedding Conference Centre when the weather is bad.

12] Phase 4… The Temporary Marquee for 5 years. This is a dedicated venue for Summer Weddingsup to 120 guests and as a venue whilst all the development is being completed as stated in item 4.14in the Supporting Statement Including Design and Access Statement for Phase 4.

13] Public Footpath 508 follows the tarmac access to the Hotel from the entrance on the B2131 andthen on to High Barn Farm. This property was not officially notified of the application even thoughthey have a “ legal right of way”…this has now been addressed by WBC. High Barn Farm haverequested that provision is made for unlimited access for cars, 7.5 ton Equine Feed vehicles andground management machinery. The drawing titled “ Illustrative masterplan” shows, by the existingaccommodation block, a “Turning circle with specimen Magnolia focal point and hotel drop off zone”Design of this will have to take into account the size of occasional large vehicles, including refusevehicles, that have to access High Barn Farm.

6.01 SF reported that a number of mature trees have been felled at the Lythe Hill Hotel and a letter had been sent to theWaverley Tree Officer who suggested that this Council should make this known to the WBC Planning Case Officer.It was AGREED that a further letter be sent to Waverley Tree Officer pointing out that it is not within the remit of theParish Council to investigate matters of tree felling without permission.

6.01 RU/TF reported that WBC have commissioned a survey on their planning services. It was AGREED that RU/TF will draft aresponse which will be brought to the full council meeting for approval before being sent in to Waverley.

7.00 DATE OF THE NEXT PLANNING COMMITTEE MEETING.The Planning Committee usually meets the fourth Thursday of each month. The agenda is posted on the parishmain notice board and website. If no planning issues arise, no meeting is held. If planning applications require aresponse between Planning Committee meetings these are discussed at a Parish Council meeting and appear onthat agenda. The next Planning Committee meeting will be on 27 April 2017 at 11am in the Parish Office.

Chiddingfold Neighbourhood Plan: Transport Advice 1773/100F/IK04.04.2017

Alan Baxter Ltd s scope of work is to provide transport advice in relation to both thedevelopment of the Chiddingfold Neighbourhood Plan and in devising innovative, but achievableplans to resolve some of the issues and objectives already raised by initial consultations.

The services are as detailed below:

Baseline review of existing consultations, documents and traffic data

Site visits to understand existing conditions and meet with client / stakeholder groups todiscuss key issues and opportunities and Neighbourhood Plan aspirations

Liaison with the local highway authority to review issues and planned improvements

Develop concept scheme proposals for a variety of improvement options, presented asannotated plans and/or neat hand sketches. These could include:

Options for the reconfiguration of traffic and parking both around the Green and withinthe main settlement areas

Proposals to significantly reduce speed through the village on the main A283, includingexploring the economic and operational feasibility of implementing average speedcameras

Proposals to adopt traffic calming measures in Coxcombe Lane and Ridgely Road whichaccess the main settlement area

Measures to discourage the use of the A283 by HGVs for anything other than localdistribution and to look at more effective ways to stop HGV s using the C43 to Dunsfold

Summarise findings and achievable recommendations in a concise technical report

It is assumed that this work will not include any assessment of the transport impacts or accessrequirements of any options for significant development proposed by the Neighbourhood Plan.

The fees are based on a four month programme of work from April 2017.

Isobel KnappMSc DIP BSc

Professional

Isobel is an urban designer working on a variety of projects at ABA

including masterplans, public realm and street design, regeneration

frameworks and design guides.

Isobel has worked on a range of masterplanning projects, both for

existing areas and new developments. An example is a Regeneration

Framework for Watermead Country Park and its surrounding

settlements, near Leicester. The aim of reinvigorating the Country Park

is being achieved by reorienting the nearby towns to address the park

and create an attractive waterfront.

Another major project Isobel is currently involved with is the

preparation of a Design Guide for residential development across the

District of Cherwell. This balances general urban design principles

with tailored solutions to capture the character of the district in the

guidance. The Design Guide takes its readers through all aspects of the

design process, from the initial site analysis, developing the masterplan,

exploring individual elements of place including streets, buildings

materials. The Design Guide is accompanied by a wealth of visuals

including sketches, plans and cartoons which illustrate the text, all of

which Isobel is instrumental in shaping.

Isobel has recently been working on a variety of public realm

improvement projects. One such project is in the town centre of

Petworth, West Sussex, where she has developed a number of designs

varying in levels of shared space, pedestrian priority and vehicular

restriction to present to the council and stakeholder group. This will

eventually feed into Petworth�s Neighbourhood Plan. Isobel is also

part of a team creating a masterplan for Scrubs Lane in White City,

for which she is developing designs for a new street layout along the

length of the corridor. This includes providing a Cycle Superhighway

whilst maintaining the character of the street by narrowing the

carriageway and maximising space for pedestrians, street furniture and

trees. Elsewhere, Isobel has been working on public realm designs and

town centre and Ladywell.

Since graduating with a Masters in Spatial Planning and Diploma in

Urban Design, Isobel enjoys attending seminars and talks on all sorts

of topics within the built environment umbrella. In addition, she is

working towards RTPI chartership and thus ensures the projects she

works on provide her with a broad range of experience to aid her

professional development.

Chiddingfold Neighbourhood Plan: Consultancy support for the review anddetermination of Traffic, Mobility and Parking Issues

The Chiddingfold Neighbourhood Plan Consultations with the community have highlightedseveral traffic, mobility and parking issues, including the accessibility and use of the historiccentre of the village. An overarching issue is the speed of traffic both on the main A283 andon the more minor east-west routes and within the settlement.

We have discussed these issues with Surrey Highways, but although they have said theywant to be involved in reviewing and discussing recommendations, they have said theywould be unable to assist us with the review and development of proposals.

Although there are many firms of traffic engineers, most are concerned with assistingdevelopers in achieving planning approval, or in calculating traffic volumes for studies of onekind or another. An extensive internet search has come up with only two firms who couldhelp us with traffic calming proposals and urban planning of the type we need. Of these oneis in Bristol and can only offer us occasional support if needed. The other, Alan Baxter is amulti-disciplinary design consultancy of the type we need and I have therefore asked them toprovide us with a quotation and credentials which is attached. Interestingly the main personthey will assign has recently been involved in advising a Design Guide for new ruraldevelopments in Cherwell Oxfordshire, as well as the Petworth Neighbourhood Plan traffic &transport plan. She has also been involved in public realm and movement studies in variousof London’s “villages”.

Although we now have a Traffic and Highways working group, we do need specific expertiseif we are to come up with credible and implementable solutions to the various issues raised.Parishioners rank the issues covered in this section of the NP very highly and therefore Ibelieve employing consultants is justifiable. The money will come partly from our underspendon existing consultancy arrangements for the NP and partly from other saving recentlyagreed with the Finance Committee.

Please therefore review the attached documents in order that we can consider a resolutionto employ Alan Baxter Ltd on this important piece of work at the April Parish Councilmeeting.

Dear Sue,

We are nearing the time when the Football Club need to repair the playing surface of the Coxcombe Lane Pitch readyfor next season. This normally consists of extensive work on both goalmouths and a light touch to the side lines andthe centre spot. However this year the side lines and the whole of the halfway line right across the pitch will needextensive work too. This is because of the impact the school children’s daily early morning runs have had on thoseareas in what seems all weathers. As it currently stands we are already struggling to mark the white lines in thoseareas due to excessive wear.

The football club are willing to pay for the goalmouth repairs as this is entirely down to our usage, but we would likethe Parish Council to pay for the side lines and halfway line repairs as the excessive ware here is entirely down to theschools activities.

Also, this year we have Chiddfest to factor in again. In order for our repairs to take full effect we cannot wait untilthe end of May and are planning to make our repairs as soon as the football season finishes at the end ofApril. Hopefully the weather will be as kind to them as it was in 2015 and their impact will be minimal. At best theywill inevitably damage the repaired areas during the event, but we are making plans to rectify any damage as bestwe can immediately afterwards.

Please can you present our request to the Parish Council and I will ask the contractor for a separate quote for thoseadditional areas of repair.

CPC Risk Assessment Part 4 2016-17

A walkabout took place on 17th March 2017 by Cllrs Richard Hogsflesh and Roger Underwood.

Combe Lane Recreation Ground

The semi fallen tree at the Combe Lane end almost opposite the football club’s container has beenattended too. It was noted that some of the trees and vegetation needed attention the latter could becut back by two metres. This was noted last year. The vegetation when grown does provide abarrier into Spain Hanger as this section from Combe Lane for about 150 yards does not have anybarbed wire on the boundary.

The storage container is padlocked. The doors are not shut tight leaving a gap of about a centimetrein which fingers could be pinched causing injury. Land to the front of the container has been turnedinto a mountain bike jump course with dips, hollows and jumps. There is a considerable amount offly-tipping. In the event that the container is burnt out, who is responsible for clearing the site?

General maintenance, there were no large holes seen on the playing area during the visit. The carpark has had some potholes filled but there are still some which need attention. There were twopiles of scalpings.

Allotments

The main allotment gates are in a state of disrepair and possibly beyond repair at the bottomparticularly on the right hand side. The wiring has come adrift in places.

The allotments have a large amount of used timber, stone/brickwork and rusty material about.

Both the above were reported last year.

Coxcombe Lane Recreation Ground

The Coxcombe Lane ditches need attention. There was little rubbish however, there was an emptypallet lying about.

When was the electric wiring and switchgear last checked? When was the portable appliances lastchecked?

The seat which circumvents the tree by the playground is broken and is in a poor state of repair andshould be replaced at the earliest opportunity. In the interim, the parts should be removed.

On the tennis court side of the boundary with Seven Oaks (i.e. the PC’s responsibility) there is aloose branch entangled in the aerial branches. It is the third oak from the A283.

The ditch from Seven Oaks to where it flows into Glebe House needs clearing. There has been flytipping into the ditch which flows into Glebe House.

The Green

The post and rail fencing around the pond is in fair condition. Some of the nails securing the metalstrapping over the rails are standing proud and need hammering in.

There were no issues with the main Village Green. The new curbing opposite Hadman’s needsresetting as do some setts opposite Boots.

Recreation Ground at former driving range.

There were no apparent issues.

There is no security on entry. The entrance way has a gate that is left open and is unlocked.Recommendation: padlock double gates with combination lock.

Pickhurst Road

Ditches recently dug out. A power cable passes through the weeping willow by ChiddingfoldHouse.
