Chevron South Africa ("Chevron") hereby applies for a combined license for the construction and operation of petroleum loading facilities for the Chevron lubricants manufacturing plant (LMP) in Island View, Durban, which comprises a base oil loading facility (for loading/offloading) together with auxiliary (transfer) pipelines utilised for berth loading/offloading and for enabling deliveries to customers in Island View.
The purpose of the project is to upgrade the base oil facilities for the Chevron LMP to enable the offloading of base oil products from ships docked at berth 4, berth 5 and berth 6, to provide customer transfer points at each of these berths for deliveries of base oil products to customers in Island View, Durban and to enable loading of the base oil products to vessels docked at berth 4, berth 5 and berth 6.
Chevron currently makes use of certain existing infrastructure for purposes of its existing operations (berth loading/offloading as well as customer deliveries) as set out below and is hereby applying for a construction and operation license for purposes of installing new infrastructure to be used going forward in conjunction with the existing infrastructure for purposes of its new operations as set out below.
1. Existing Operations
1.1 Berth Loading I Offloading
There are two (2) existing Chevron owned and operated 150NB transfer pipelines that route from the back of berth 5 to the Chevron LMP site ("the Existing Pipelines"). The design limitation of both Existing Pipelines is 7 barg and the flow rate when loading into Chevron's tanks at the Chevron LMP site is adjusted to suit the pressure limitation of the Existing Pipelines.
Chevron currently rents berth pipelines from third parties to enable access to berths in Island View. The customer pipelines connect to the Existing Pipelines at the back of berth 5.
The Chevron tanks at the LMP site are currently supplied (filled) with base oil products by offloading vessels via rented berth manifolds and transferring the base oil products via the customer pipelines and the Existing Pipelines.
Chevron owns an existing berth manifold at the edge of berth 6 which is not currently connected to the Existing Pipelines and which is thus currently not in use ("the Existing Manifold").
Two separate tanks at the Chevron LMP site can be filled simultaneously via the two (2) Existing Pipelines by offloading a vessel through the existing manifold at berth 6 once such manifold is connected to the Existing Pipelines.
After base oil product is offloaded at a berth and dependant on the base oil product end point, the Existing Pipelines are pigged using compressed air from the berth towards the pig receiver at the Chevron LMP site base oil manifold.
Chevron employs a third party to perform tank dipping operations at the LMP site to calculate the transferred mass.
Although the Existing Pipelines are not currently used to load base oil products from Chevron LMP onto vessels, this could be done by transferring the base oil products from the Chevron LMP site to the vessels via both Existing Pipelines and rented third party pipelines and manifolds.
1.2 Customer I Third Party Delivery
Chevron currently delivers base oil products from the Chevron LMP to customers at Island View by pipeline as follows.
There is currently one (1) Chevron owned and operated delivery pump that is connected to one of the Existing Pipelines ("Existing Pipeline 1 ")and configured in a pump loop. The pump loop enables Existing Pipeline 1 to double up as a berth offloading pipeline (a pipeline for receiving base oil products into tanks

at the Chevron LMP site via the berth and rented manifolds and customer pipelines) and a delivery pipeline (a pipeline for delivering base oil products from Chevron LMP to customers at Island View). The delivery pump is controlled by a variable speed drive ("VSD") which mitigates pressure surges by providing ramped start-up and shutdown functions.
The delivery pump is used to transfer base oil products through Existing Pipeline 1 from any of the eight (8) tanks at the Chevron LMP site to berth 5. At berth 5 Chevron has the ability to connect to customer pipelines to facilitate a transfer of base oil products from Chevron's tanks to its customers' tanks.
It is not possible to simultaneously deliver base oil product from a tank at the Chevron LMP site to a customer's tank via Existing Pipeline 1 and to receive base oil product into the same tank through a base oil manifold via the other Existing Pipeline ("Existing Pipeline 2").
It is possible to simultaneously deliver base oil product from a tank at the Chevron LMP site to a third party via Existing Pipeline 1 and to receive product to a second tank at the Chevron LMP site through the base oil manifold via Existing Pipeline 2.
The maximum design flow rate of the delivery pump is 100 m3/h from any tank at a maximum of 7 barg pump discharge. The delivery pump is able to pump the two lowest viscosity products (CH100R and CH220R at 200C) at 100 m3/h (nominal) to customers at a distance of approximately 1.5km. The delivery pump is able to pump the highest viscosity product (CH600R at 200C) at 60 m3/h (nominal) to customers at a distance of approximately 1.5 km. The speed of the VSD is limited by a pressure transmitter to ensure that the pressure in the line does not exceed the 7 barg limit.
Once the transfer of base oil product from a tank at the Chevron LMP site to the customer I third party tank is complete, Existing Pipeline 1 is pigged using the existing compressed air from berth 5 to the base oil manifold pig receiver.
Chevron employs a third party to perform tank dipping operations at Chevron LMP to calculate the transferred mass.
2. New Operations
2.1 Berth Loading I Offloading
A new Chevron owned berth manifold for connecting from vessel to shore will be constructed on berth 4 and berth 5 ("the New Manifolds").
Two (2) new berth pipelines will be constructed to route along the Transnet National Ports Authority ("TNPA") piperacks from the back of berth 5 to the back of berth 4 ("the New Pipelines").
The New Pipelines will be connected to the New Manifolds and the Existing Pipelines, thereby connecting the Existing Pipelines to the New Manifolds. Further, the two (2) Existing Pipelines will be connected to the Existing Manifold. See Figure 1 below.

There will thus be a total of three (3) Chevron owned and operated berth manifolds in Island View by means of which Chevron can offload base oil products into the Chevron LMP from vessels/load base oil products onto vessels from the Chevron LMP, and that Chevron can use to connect to customer pipelines at the berths.
The design limitation of the New Pipelines will remain at 7 barg and the flow rate when loading into Chevron's tanks at the Chevron LMP site will be adjusted to suit the pressure limitation of the Existing Pipelines.
At the New Manifolds and the Existing Manifold, the vessel to shore connection will be made using a flexible hose connection to API standards.
After base oil product is offloaded at the berth and dependant on the base oil product end point, the New and Existing pipeline is pigged using compressed air from the berth towards the pig receiver at the Chevron LMP base oil manifold.
Chevron employs a third party to perform tank dipping operations at Chevron LMP to calculate the transferred mass. Chevron will be able to use the both Existing Pipelines, the Existing Manifold, the New Manifolds and/or both New Pipelines to load base oils products from Chevron LMP onto vessels.
2.2 Customer I Third Party Delivery
No changes will be made to the existing customer delivery process currently being utilised by Chevron as described above.

Base oils are used primarily by Chevron and its customers to manufacture a wide range of finished lubricants, for example, motor oils, gear oils, hydraulic oil, lubricating greases and metal processing fluids. Base oils are also used as a carrier fluid to make process oils. Base oils normally make up 70 to 99 % of a lubricants formulation. The different products require different compositions which are blended together with additives as required to produce a high quality lubricant with the desired performance characteristics.

The berth pipelines then run parallel to the NorthEast side of the property, along Luzon Road. Both pipelines then cross Wharfside Road and is then routed along the Transnet National Ports Authority (TNPA) piperack, to the back of berth 6. The total length of this route is ± 31 Om per pipeline.
The two (2) 150NB Existing Pipelines (auxiliary pipelines) then route from the TNPA piperack at the back of berth 6 towards the Existing Manifold (loading facility) at the edge of berth 6. The total length of this route is± 40m per pipeline.

Presently, Chevron Lubricants Manufacturing Plant (LMP) connects their two (2) 150 mm diameter berth pipelines (which route from the
back of berth 5 to the LMP site) to hired third party pipelines who have manifolds on berths 4 and 5 in order to receive base oils via ship.
Chevron LMP thus proposes to install two (2) new 150mm diameter pipelines which will be connected to the two (2) existinq berth
pipelines at the back of berth 5 and routed towards the middle of berth 5 to a new manifold. The manifold will enable Chevron LMP to
connect flexible hoses to the end of the pipeline and to connect to a ship for the receipt of base oils. The upqrade will provide Chevron
LMP with a manifold located on berths 4 and 5 for ship offloadinq of base oils.
The following summarises the anticipated scope of work:
• Construction of a new manifold on berths 4 and 5 for connecting from ship to shore. The new manifolds will each be approximately
9m2 in extent and comprise the following components:
o Concrete bund wall with concrete flooring;
o Provision of a collection sump in the bund floor;
o Manuailv operated qate valves.
• Two {2) new 150mm diameter pipelines, each approximately 30m in length, for a new manifold on berth 5 to connect to the two (2)
existing 150mm berth lines at the back of berth 5;
• New pipe supports will be constructed for the abovementioned pipelines;
• Two (2) new 150mm diameter pipelines to route from the new berth 5 manifold, along the back of berth towards berth 4 and onto a
new manifold on berth 4.
• New pipe supports will be constructed for the portion of the abovementioned pipelines running from the berth 5 manifold to the back
of berth. The section of pipeline which will run from the back of berth 5 to back of berth 4 will be installed on the existing TNPA Pipe
Rack situated adjacent to Wharfside Road. Thereafter, new pipe supports will be constructed for the portion of pipeline which will run
from the TNPA Pipe Rack and onto a new manifold on berth 4.

zoned as Harbour and is predominantly demarcated for hazardous petrochemical and chemical storage. A berth is a designated location
location in a harbour where a vessel is moored for the purposes of loadinq and unloading cargo.
Hydrology:
Berths 4 and 5 are situated adjacent to the Durban Harbour, which is considered an estuary and designated as Durban Metropolitan
Open Space System (D'MOSS).
Sensitive habitats:
The nearest area of conservation significance is the Durban Bluff headland situated approximately 440m south-east of Berth 4 and
520m south-east of Berth 5, which is considered one of the major components of the Durban Metropolitan Open Space System (MOSS).
In addition, the Durban Harbour is also included in the D'MOSS.

ISLAND VIEW COMPLEX, DURBAN
1. INTRODUCTION AND BACKGROUND
Chevron South Africa (Pty) Ltd (Chevron) currently operates a Lubricants Manufacturing Plant
(LMP) in the Island View Complex, Durban Harbour in KwaZulu-Natal. The LMP primarily
blends, manufactures and distributes bulk lubricants and greases to the local and international
markets. At present, LMP connects their two (2) 150 mm diameter berth pipelines (which route
from the back of berth 5 to the LMP site) to hired third party pipelines who have manifolds on
berths 4 and 5 in order to receive base oils via ship.
Chevron LMP therefore proposes an upgrade to their existing base oil facilities for ship
offloading which will enable them to move away from using a shared pipeline. The upgrade will
thus provide Chevron LMP with a manifold located on berths 4 and 5 for ship offloading of base
oils. Additionally, the throughput capacity will be indirectly increased by the new infrastructure.
Kantey and Templer (Pty) Ltd has therefore been requested by Chevron to confirm the
environmental regulatory compliance requirements related to the upgrade of their existing base
oil facilities for ship offloading in the Island View Complex. Please refer to the image below
(Figure 1) showing the location of the LMP site, berths 4 and 5 in relation to the surrounding
environments.

2. BRIEF PROJECT DESCRIPTION
Chevron LMP propose to install two (2) new 150mm diameter pipelines which will be connected
to the two (2) existing berth pipelines at the back of berth 5 and routed towards the middle of
berth 5 to a new manifold. The manifold will enable Chevron LMP to connect flexible hoses to
the end of the pipeline and to connect to a ship for the receipt of base oils. Refer to Figure 2
presenting the proposed works related to berth 5.

An additional two (2) new 150mm diameter pipelines will be installed within the berth 5 manifold
and wiil route from the berth 5 manifold towards the back of berth 5 and on towards berth 4 .
The additional pipelines in the berth 5 manifold will enable Chevron to connect a swing spool
to the end of each pipeline and to pump product through berth 5 and from berth 4.
The berth 4 manifold will be identical in design and operation to the berth 5 manifold with the
exception that it will only consist of two (2) 150mm diameter pipelines and will only be used to
connect to a ship for the receipt of base oils. Refer to Figure 3 presenting the proposed works
related to berth 4.

Further to the above, it is worthwhile mentioning that the pipelines will be pigged (i.e.
maintaining lines empty and cleaning lines between different grades of product) and when not
in use the pipelines will not contain any product, thus reducing the potential risk of spills during
unforeseen accidental damage.
As a summary the following scope of work is proposed:
• Construction of a new manifold on berths 4 and 5 for connecting from ship to shore.
The new manifolds will each be approximately 9m 2 in extent and comprise the following
components:
o Concrete bund wall with concrete flooring;
o Provision of a collection sump in the bund floor;
o Manually operated gate valves.
• Two (2) new 150mm diameter pipelines, each approximately 30m in length, for a new
manifold on berth 5 to connect to the two (2) existing 150mm berth lines at the back of
berth 5;

• Two (2) new 150mm diameter pipelines to route from the new berth 5 manifold, along
the back of berth towards berth 4 and onto a new manifold on berth 4.

a new manifold on berth 4.
Please refer to drawing attached as Appendix A which shows the general layout of the proposed
upgrade to Chevron LMPs existing base oil facilities for ship offloading.
3. DESKTOP STUDY
The proposed activities will be undertaken on berths 4 and 5 at the Island View Complex,
Durban Harbour. The Island View Complex is zoned as Harbour and is predominantly
demarcated for hazardous petrochemical and chemical storage. The co-ordinates of berths 4
and 5 are 29° 53' 11.99" S; 31° 2' 17.64" E and 29° 53' 9.60" S; 31° 2' 24.15" E respectively.
NOTE: Berth is a term used in harbours for a designated location where a vessel is moored for
the purposes of loading and unloading cargo. Berths 1, 2, 4 and 5 are used to handle oil and
related products in liquid form. The shipping vessels are loaded via loading arms which contain
the pipelines. The berths are situated some distance from the chemical storage facilities, and
are connected by several pipelines to ensure fast loading.
The following summarises sensitive receptors situated in close proximity to the relevant berths:
• Berths 4 and 5 are situated adjacent to the Durban Harbour, which is considered an
estuary and designated as Durban Metropolitan Open Space System (D'MOSS);
• The nearest area of conservation significance is the Durban Bluff headland situated
approximately 440m south-east of Berth 4 and 520m south-east of Berth 5, which is
considered one of the major components of the D'MOSS;
• The Ethekwini Municipality GIS Map was consulted, and confirms that Berth 5 is not
situated in a protected area or designated as D'MOSS land (refer to Figure 4).

4. NEMA ENVIRONMENTAL IMPACT ASSESSMENT REQUIREMENTS
The proposal entails the extension of an operation currently performed by Chevron LMP.
Therefore, the proposed activity is considered an "expansion" activity which is defined as
"modification, extension, alteration or upgrading of a facility, structure or infrastructure at which
an activity takes place in such a manner that the capacity of the facility or the footprint of the
activity is increased' in terms of the Environmental Impact Assessment {EIA) 1Regulations, 2014.
Therefore all references to construction and upgrading in this enquiry is synonymous with the
term "expansion" as defined above.
According to the EIA Regulations, 2014, the following listed activities may be applicable to the
proposal in terms of the permitted threshold and the proximity of the activities in relation to the
Durban Harbour:
GNR 983 60) The expansion and related operation of facilities or infrastructure for the bulk transportation of dangerous goods -
(ii) In liquid form, outside an industrial complex or zone, by an increased throughput capacity of 50 cubic metres or more per day.
It is anticipated that the abovementioned listed activity is not applicable to the extension and
installation of pipelines, as the activity will take place in an existing industrial complex.

The infilling or depositing of any material of more than 5 cubic metres into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock of more than 5 cubic metres from-
(iii) the littoral active zone, an estuary or a distance of 100 metres inland of the highwater mark of the sea or an estuary, whichever distance is the greater.
But excluding where such infilling, depositing, dredging, excavation, removal or moving -
(a) Will occur behind a development setback (b) Is for maintenance purposes undertaken in accordance with a maintenance
management plan; or (c) Falls within the ambit of activity 21 in this Notice, in which case that activity applies.
In terms of listed activity 19 of GNR 983, construction of the manifolds on berths 4 and 5 will
not require any earthworks such as moving or excavating soil. Earthworks will however be
required for the fabrication and construction of new pipe supports. It is estimated that less than
4 cubic metres of soil will be excavated for the foundations of the pipe supports. Based on the
permitted threshold level of 5 cubic metres, it is apparent that listed activity 19 of GNR 983 is
not applicable to this proposal.

The expansion of structures in the coastal public property where the development footprint will be increased by more than 50 square metres, excluding such expansions within existing ports or harbours where there will be no increase in the development footprint of the port or harbour and excluding activities listed in activity 23 in Listing Notice 3 of 2014, in which case that activity applies.
The expansion of facilities -
(ii) in an estuary; (v) if no development setback exists, within a distance of 100 metres inland of the
high-water mark of the sea or an estuary, whichever is the greater;
in respect of -
(f) infrastructure where the development footprint is expanded by 50 square metres or more,
but excluding -
(aa) the expansion of infrastructure or structures within existing ports or harbours that will not increase the development footprint of the port or harbour; or
(bb) where such expansion occurs within an urban area.
The footprint of the development will comprise a total area of approximately 100m2 (i.e. area of
manifolds and pipelines, excluding pipelines on the TNPA Pipe rack). Considering the activity
will occur within an existing development footprint, it is unlikely that the abovementioned listed
activities 52 and 54 of GNR 983 are applicable to the activity.
Kantey & Templer therefore requests confirmation from the Department of Economic
Development, Tourism and Environmental Affairs as to whether an Environmental
Authorisation will be required for the proposed upgrade of Chevron LMPs existing base oil
facilities for ship offloading within the Island View Complex, Durban.

With reference to your application dated 12 May 2011 for the approval of your drawing numbered 16097-003 Rev Bin respect of the above project, endosed please find 1 print, duly approved, subject to the following conditions:
1. Approval does not indicate acceptance, on the part of Transnet National Ports Author~ty (hereinafter referred to as TNPA) or any of ies employees, of any responsibility for the safety or adequacy or maintenance of any of the structures under consideration and such responsibility remains yours or that of your consulting engineer.
2. On completion of the project, you are to submit a letter of confirmation that the work was carried out in accordance with the plans which were submitted to TNPA for approval. If the work was not carried out in terms of the approved p1an, you are required to submit "as built" drawings for TNPA's record purposes.
3. Your contractor's site is to be confined to within your leased site boundary and no encroachment outside such boundary is to occur without the prior permission of TNPA.
4. When your contractor is on site, this letter must be produced proving authority.
5. It is noted that the estimated cost of the development/improvements/ additions/alterations is ±R220 000.00. In order for TNPA to positively recognise such estimate, kindly furnish the following:
(a) Copy of awarded contractors quotations or (b) Copy of awarded contract document and (c:) Final payment certificates.

The onus is on you to provide the above information faHing which TNPA will not recognise the aforegoing estimate.
6. The attached INSPECTION CERTIFICATE is to be completed (in duplicate) and arrangements made with TNPA's Building Inspector, Mr Len Pugh on Tel: 361-8808 or cell 083 286 4236 for pre- and post-construction site inspections. A fixed inspection fee of Rll 4,00, Le. Rl00,00 in respect of inspection and R14,00 in respect of VAT, is raised.
7. A verge deposit in the fixed amount of R2 000,00 is required. This verge deposit wm be refunded on receipt of the duly completed and signed inspection certificate referred to in item 7 hereof.
8. Any excavation found to be necessary immediately outside your boundary walls, however minor, must be brought to the attention of TNPA's Acting Technical Manager (Electrical Infrastructure) Mr G. Daniels (tel: 361·6712} prior to the commencement of such excavations in order that sensitive TNPA's cables may be protected.
Because of the possibility of unrecorded services in the area and the sensitive nature of known services, all excavation will have to be by hand and no mechanical excavators whatsoever wm be permitted. The cost of repairing any damage to TNPNs cables or other services arising from this project wm be for your account.
9. The manifold catchplt, kerbing, 7 pipe supports and 5 pipes outside your leasehold boundary wilt be covered by a Wayleave agreement which will be forwarded to you for signature in due course.
10. Where, during excavations, liquid other than natural ground water, eg. petroleum or chemical product, is detected, work is to stop immediately. The contractor/consu;ting engineer is to immediately notify TNPA's -

2. Acting Pollution Control Officer, Mr Vikesh Dayaram on telephone no. 361 8475, cell no. 083 278 3928.
Work may not proceed until the contractor/consulting engineer has obtained the necessary permit therefore from Legal and Compliance.
In any event Legal and Compliance must be informed of any proposed excavations at least 48 hours prior to the commencement of any such excavations.
