Area Assessment
The subject area (about 2.4 ha) involves one “CDA” site with two industrial buildings and a public road, mainly surrounded by existing and planned residential developments, schools, and industrial buildings in the nearby “OU(B)”, “R(A)” and “R(E)” areas (Sites B6, C5 and D5 respectively) in Cheung Sha Wan and Lai Chi Kok (Plan E2). One industrial building in the area is 8 storeys high and 26 years old while another is 12 storeys high and 22 years old. Both buildings are in fair condition and under single ownership. The overall vacancy of the area is 2.1%. The figure is significantly lower than the territorial figure of 10.0% for all “CDA” areas and the average of 9.5% for the four areas in Kowloon. No subdivided unit was found in the concerned buildings. All the occupied GFA is predominantly for Warehouse/Storage use by enterprises in the business of transportation, storage, postal and courier services, taking up about 91.8% of the total GFA. If taking into account all the 111 industrial buildings in the subject “CDA” area and the nearby Cheung Sha Wan/Lai Chi Kok “R(A)” area, Cheung Sha Wan “R(E)” area and Cheung Sha Wan “OU(B)” area together, the overall vacancy is about 4.4%. Office is the largest use, occupying about 42.1% of the GFA. The second largest use is Warehouse/Storage, accounting for about 20.7% of the GFA. “Other Uses” account for about 9.0% of the GFA. Manufacturing/Workshop use only occupies about 4.2% of the

GFA. In terms of employment, about 50 workers are estimated to be engaged in the occupied units of the two industrial buildings, all of them are in the non-manufacturing business. The figure is very insignificant when compared to the total of 175,980 persons engaged (other than those in the civil service) in various business/industries in the Sham Shui Po District identified by C&SD in June 2014. The subject “CDA” site had a previous MLP for comprehensive residential and retail development first approved by the Board in June 2001. Since that MLP had not been taken forward, its validity was subsequently expired in June 2008. Having regard to the lack of progress of implementation in the past few years and the future housing developments in the surroundings, the MPC of the Board in March 2014 requested for conducting a planning review to ascertain concerned lot owners’ plans for comprehensive redevelopment of the site and examine whether the site could be rezoned to speed up the redevelopment process. It was noted from the planning review that the lot owner of one industrial building, Kerry Hung Kai Warehouse, had strong intention to redevelop for residential use while there was no response from the owner of another industrial building, Yuen Fat Wharf and Godown. In order to facilitate redevelopment of the existing warehouses and maintain adequate planning control for achieving a coordinated redevelopment for the site, the area could be retained as “CDA”.
Recommendation
To retain the area as “CDA”.
