He then abruptly left the meeting, announcing he would only attend future meetings quarterly, as required under Ohio law. Stark requested his private email address be published so he could receive comments from the public and said he was considering resignation over what he termed a “despicable” character assassination by Austin. At the last meeting, which Stark did not attend, Austin accused Stark of mismanage- ment, including failure to reconcile bank statements and entering a figure twice in the township’s appropriations budget. “When I was not here, there was quite a bit of talk about the township finances,” Stark said Thursday, adding he had prepared a presentation answer- ing Austin’s accusations. He said he had been the target of character assass- inations by Austin and others, and when he had been compared to former Fiscal Officer Michael Spellman, in prison for stealing millions in township funds, he had to defend himself. “It’s character assassination and I won’t stand for it,” Stark said. “I need to speak my piece.” Austin denied comparing him specifically to Spellman, but had questioned whether “history was repeating itself” in statements she made during the Aug. 22 meeting. Stark said officials with Local Government Services, an arm of the Ohio Auditor’s Office, had recently gone over the bank reconciliations during his 18 month tenure and had discovered only two errors totaling $1,776.07. In addition, he refuted Austin’s claim he had mis- reported fire department fi- nances. “The township finances are in good shape,” Stark assured trustees. “There was never any missing money, as they would lead you to believe.” He added, “I did have some problems with reconciliation, but it’s not like balancing your checkbook.” Stark accused Austin of leaving office without giving him any guidance or help in the transition, and showed photos of a trashed workplace with scattered files he said Austin left behind. He also countered Austin had left office without comp- leting 34 sets of meeting minutes, had hired a consultant for $7,500 to transcribe verbatim minutes, neglected to file titles for four township vehicles, owes $38,000 in back taxes on one property she owns and $1,400 on another, neglects main- taining her property and was part owner of the former Honky Tonk Saloon. At one point, Trustee Michael Joyce tried to get Stark to stop, saying he was giving his opinion. “He is an elected official,” Trustee Judy Caputo said. Stark added, “I have a lot more and all of it is factual. Steven Jones at the trustees Aug. 22 meeting. “This piece of equipment can do CPR on somebody and has brought a lot of people back to life,” Wargelin said. “It does what used to be done manually and can do what humans can’t do because it does it perfectly every time.” The chief said the machine can function in tight spaces and in stressful rescue situations, and never gets tired or makes mistakes. “The benefit is huge to our community,” Wargelin said. Jones asked the audience to raise their hand if they know how to perform CPR. A few hands went up. “Everyone should be trained in CPR,” Jones said. “It’s what saves lives. We hold a survivors’ dinner every year to celebrate people who have survived car- diac arrest. This year about 30 attended. Every person that lived had had great CPR.” Jones said hospital officials decided to donate a Lucas machine to all the fire depart- ments in the county. “Local EMS services allow us to save lives, which has helped rate Geauga County as the healthiest in the state,” Jones said. Wargelin said his depart- ment is grateful for the dona- tion of the $15,000 machine, but he also urged people to take a CPR course. “It takes us five or six min- utes to get to your home and every minute counts,” the chief said. “The sooner CPR is administered, the better the chance of survival.” Trustee Judy Caputo added, “Thank all of you at Geauga Hospital on behalf of our resi- dents and fire department. This will enhance the safety and well- being in Chester Township.” Wargelin said the machine will be kept in the department’s lead rescue squad and he will recommend purchasing a sec- ond machine when money becomes available. It’s business as usual, but the establishment will soon sponsor an event that will benefit both Northeast Ohio as well as a country a few thousand miles from the Caves Road farm, Haiti. The farm will host the Fall Jamboree 10 a.m. to 5 p.m. Sept. 28, a day of festivities and music followed by an evening of enter- tainment, said event publicist Donna Robinson. Events include clowns, music, games, face-painting and other activities. Families can pick their own apples for purchase and buy pumpkins and fall produce at Eddy Fruit Farm’s market. Going on its 32nd year as a showplace for craftsmen and artisans from near and far, the festival will open its gates at 10 a.m. at Lake Metroparks Farmpark, 8800 Euclid Chardon Road (Route 6), Kirtland. election to him and said she wasgoing after him because ofpersonal hatred and becauseshe wants the job back.Austin denied the accus-

ations. Stark defeated Austin in the

November 2011 general electionwith nearly 56 percent of thevote.As the accusations flew, one

woman told Austin she shouldhold her comments until thepublic comment portion of themeeting.

A resident who identifiedhimself only as Steve inter-rupted the meeting by saying,“This is unbelievable. I justmoved to Chesterland. This is ajoke. I can’t believe I live inChesterland. This is a waste ofmy time and I’m really dis-appointed.”He added, “We’re listening

to a feud here. Mr. Joyce, pleasedo your job here; you need toget this under control.”After verbally warning the

resident to be quiet, Joycecalled Chester police to ask forhim to be removed from themeeting.“Sorry for the interruption,

I’m gonna leave now,” the mansaid as he walked out. The officer arrived soon

after the resident left.Stark asked the news media

to publish his personal emailaddress: [email protected]. He reiterated he wanted

residents to contact him directly

with their comments.Stark said a group of

residents has created chaos withtheir negativity and cited aperiodic flyer, The ChesterObserver, with causing much ofthe problem.“Are these people heroes or

zeroes?” he asked. “TheObserver has authorless articleswith no bylines. Are they part ofthe problem or part of thesolution? I need to know whatpeople think.”Stark said he believed many

of the people causing thenegativity are friends andsupporters of Trustee KenRadtke. The trustee emph-atically denied that.“They’ve made the meetings

a carnival and I think themajority of the people are sickof this,” said Stark.He told trustees he would

submit his resignation if hebelieves a majority of Chesterresidents support what hecharacterized as the negativeforces.“I’ve sat silent for 18 months

and I’m not going to anymore,”Stark said. “The inmates arerunning the asylum. This isabsolute lunacy.”Stark said, under Ohio law,

township fiscal officers are onlyrequired to attend trusteesmeetings quarterly.“From now on, I’m coming

to one meeting a quarter. This isabsurd,” he said. “I hope I’vemade a difference to the peopleand not for those who make thenoise. I’m gonna go.”Stark got up to leave when

Austin said, “That’s reallychildish.”“You’ve got to hammer her

down,” Caputo told Joyce.Stark left the meeting at 8:17

p.m. and Caputo took theminutes after trustees appointedher fiscal officer pro tem.“It’s a shame what hap-

pened here tonight,” formerTrustee Pat Mula told trusteesduring the public commentportion, near the end of themeeting. “I don’t blame thefiscal officer.”Austin told trustees Stark

had attacked her character andreiterated her accusations a-gainst him.

“The character attack hasnothing to do with how he’sdoing his job as fiscal officer,”Austin said.

She added when she leftoffice on March 22, 2012,someone had changed thepassword on her UAN com-puter, shutting her out.“That changed my ability to

do my job,” Austin said. “OnMarch 28, they locked me out ofthe building and I wasn’tallowed to carry out my term,which ended March 31, 2012.”She also accused Stark of

working as fiscal officer for twoweeks before he was bondedand of discussing a state auditbefore it was released, bothillegal under Ohio law.

“I’m disappointed that this(discussion) went on while Mr.Stark couldn’t be here,” Mulatold trustees.Austin then accused Mula of

having a personal relationshipwith Stark and Caputo.“I know it’s an old phrase,

but can’t we all get along? Thisis not healthy for the townshipor for you,” said resident JohnZiegler. “We should all lookwithin ourselves and relax.”

ing a Haiti fundraiser everyyear since the earthquake,” saidChester Township residentJackie Rychel, who co-chairedthe event with Eddy Fruit Farmowner Bart Alcorn. “We out-grew previous venues, so Bartoffered the farm.”Rychel said the two organiza-

tions would combine effortsbecause Alcorn has experiencerunning fundraisers that supportthe baseball and soccer fields aswell as space and manpower toallow a large attendance.“Bart and I have been

friends over the years throughbeing involved with our individ-ual family businesses,” she said.Rychel, who leads teams to

Haiti quarterly, said proceedsfrom the benefit will go toorganizations that have demon-strated the ability to use thefunding responsibly.

Her church, St. Mark Lu-theran Church in ChesterTownship, also operates a HaitiMission Committee that makesdecisions on where the fundswill go.Robinson said others on the

planning team have varied skillsets, including project manage-ment, marketing, fundraisingand, “most importantly, a ser-vant’s heart.”Rychel said the group hopes

to provide a memorable experi-ence and anticipated it will takeplace in 2014.“We hope to provide a fun-

filled family day and an enjoy-able evening of entertainmentfor the community,” she said. “Ifwe can raise money to provideservices and relief for ourneighbors across the street andaround the world, then we willbe twice-blessed.”Tickets for the adult dinner

The Chester Township Cem-etery expansion project hasneighbors raising safety issuesabout fencing and retentionponds in the new section, whichsits behind 10 properties onWhiting Drive, between Chilli-cothe Road and Reserve Lane. Residents met with Chagrin

Valley Engineering representa-tive Mike Henry, contractor forthe project, at the Aug. 22trustees meeting. Trustee Ken Radtke, who

oversees the project, said fenc-ing options include a 6-foot-high chain link fence coated inblack vinyl, which he saidblends into the scenery, or a 6-foot wooden board-on-boardfence, which he said would raisemaintenance issues. Henry said the area would

need up to 500 feet of fencing,but the fence would not be con-tinuous. “I don’t think board-on-

board (fencing) is a good ideabecause of the maintenanceissues,” Trustee Judy Caputosaid. She recommended a 4-foot

chain link fence with plantingson the township side. “Neighbors don’t want to

look at a six-foot chain link,”she added.

Henry said a six-foot fencewas needed to prevent childrenfrom climbing over them andplaying around the retentionponds. “We’d prefer a 4-foot fence

if we get any say in it,” saidWhiting Drive resident WendyLesko. Resident Jeff Rosenbaum

said he would prefer arbor vitaebushes as a buffer between therear of his property and thecemetery. “It would be green all year,”

he pointed out. Lesko added, “We would

vote for just arbor vitae becausewe’d prefer just green.” Trustee Mike Joyce said

arbor vitae would give a visualblock, but would not keep kidsout. Lesko said one retention

pond has been full of stagnantwater since heavy rains in Mayand it is a breeding ground formosquitoes, turtles and snakes. Henry said the pond should

eventually drain. “This year’s been exception-

ally wet,” Henry said. “It shouldget shallower, but there will bewater in those ponds.”Former Trustee Pat Mula

said there should not be stand-ing water in retention ponds,

which are designed to holdstorm water runoff, then drain.“The board has an obliga-

tion to have an engineer look atthe retention basin and makesure it drains properly,” Mulasaid. “Water should not be sit-ting in there.”Henry said the pond was

constructed to EnvironmentalProtection Agency standardsand his company will removesediment in two or three years,once the surrounding top soilhas been stabilized.“I think you have a bigger

problem than fencing here,”Mula told trustees. Radtke said he would make

copies of his notes from themeeting and distribute them toWhiting Drive residents. Joyce said he would look

into the cost and feasibility ofplanting arbor vitae. No action was taken.

cials, I felt it was important towrite this letter for two reasons. On Aug. 24, the Chesterland

Chamber of Commerce heldChesterFest in the ParksidePark located at the corner ofMayfield and Chillicothe roads.

The event was from noon to5 p.m. It was estimated that in afive-hour event, over 3,000 peo-ple were in attendance. At this gathering, I wit-

nessed one of the highlightssince moving to Chester Town-ship over 20 years ago and whyI am a township trustee. My observations during the

event were amazing … youngfamilies with their children,teenagers with their friends,middle-aged adults, and mostimportantly senior residentswho also attended. The weather was perfect and

so was the event. To see the children laughing

as they ate snow cones thatturned their lips blue … to seethem learning about so manydifferent things that the vendorsoffered and the township safetyforces offered including thelook of amazement on theirfaces when they entered theGeauga County Sheriff’s Officecommunications vehicle, was apleasure. The teenagers who joked

and smiled as they throw base-balls at the targets of the dunktank and then over to ride themechanical bull for a minute ortwo before being tossed off wasgood clean fun. The middle-aged adults were

watching their children, talkingto friends and enjoying time

with them and even their par-ents, three generations enjoyingfamily time … it doesn’t get anybetter than that. My favorite memory of he

day was observing and talkingto our senior residents. Thelook of enjoyment on theirfaces while listening to the dif-ferent musicians play differenttypes of music while sitting onthe park benches, enjoying eachother as well as the event. Inmy conversations with them, Ifelt as if I was a part of theirfamily or close friend, listeningto their stories and jokes. Thiswas a wonderful feeling I willnot forget. This is what Chester

Township is all about. Secondly, but most impor-

tantly, this day could not havehappened without the Chester-land Chamber of Commerce,the businesses in Chester Town-ship, the different communityorganizations, volunteers, town-ship staff and many, many oth-ers… all of this taking placeright in the middle of yourtownship at Parkside Park. The park itself has under-

gone a revitalization that hereagain would not have been pos-sible without the Park BoardCommissioners, Lance Yandell,Joe Weiss and Todd Bidwell,along with all the people, busi-nesses and community organi-zations that have stepped up topolish the gem we all enjoy.

Perennial Gardeners Winat FairThe Perennial Gardeners of

Chesterland gathered gardenflowers and competed at TheGreat Geauga County Fair withindividual and team entries. In all, the club earned 51 rib-

bons: 21 first-place ribbons; 13second-place ribbons; 10 third-place ribbons; and seven fourth-place ribbons. Longtime member Lorinda

Plank was awarded the ReserveBest-of-Show for her interpre-tation of the “Julia Child”design. This year, the floraldesigns were all inspired bywomen of influence.

Blue ribbons were earnedacross the categories, includingPotted Plants and HangingBaskets, a first-time entry forthe club this year. The club triumphed with a

“Triple Crown” of blue ribbonsfor the extensive displays ofTwenty Flower Varieties, Glad-iolus and Dahlias. The latter two displays were

completed by multi-year cham-pion Cindy Wenger with theassistance of Diane Fabec. Individual blue ribbons were

also won by Sue Zala andLorinda Plank, for the CutFlower Specimens; club Pres-ident Susie Szabo, for her live“Martha Washington” wreath inthe Design division; and GunitaKennell, for her mixed succu-lent garden in the Potted Plantdivision.Sue Mills, Ruth Philbrick,

project Chairwoman AmberSlane and Mary Ann Klein arecredited with assisting in win-ning team ribbons.

Mary Ann MoczulskiReceives ChapmanAwardMary Ann Moczulski, of

Chester Township, has beennamed the 2013 recipient of theprestigious Chapman Award.Each year, the Geauga

County Library Foundationbestows this award on an indi-vidual who, through his or heractions, best promoted the inter-ests of reading and books.Moczulski’s devotion to

libraries began during her child-hood in East Cleveland, whereshe spent countless hours in herlocal library and began a life-long enthusiasm for literatureand illustrations for children. She went on to teach in East

Cleveland for 29 years, whichset the framework for herretirement years. Her love ofbooks and reading and her“pay-back” mindset led her tojoin the Geauga West Friends ofthe Library and help with booksales. She later became a member

of the Geauga West Friends ofthe Library Board and hasserved as its president for manyyears. Under her leadership, theFriends’ 400-plus membership isat an all-time high, with nearly100 active volunteers. Moczulski says she derives

great personal joy in being asso-ciated with a group so support-ive of her passion for education,reading, books and helping oth-ers.

Her friends and colleaguescredit the success of their booksale fundraisers to Moczulski’sleadership and organizationalskills. As chairperson of the

Friends’ book sale committee,Moczulski devotes hours of hertime reviewing, sorting andcleaning books donated for saleas well as identifying, research-ing and pricing any collectiblebooks offered for sale. The money raised is used to

assist in purchasing materialsand programming for GeaugaWest Library. Moczulski’s service to her

community is not limited to thelibrary. She is also a member ofthe Geauga County Depart-ment on Aging (West GeaugaCenter), the Chesterland Hist-orical Foundation, the Cel-ebra-tion Lutheran Church and theGeauga County Retired Teach-ers Association. She has volunteered for the

cancer society and Geauga ParkDistrict, and formerly served onthe Geauga Humane Societyboard.

Genny BrakasGenny (Eugenia) Brakas, 91,

of Chester Township, passedaway peacefully into eternalrest on Aug. 27, 2013 at herhome with her loving familyand caregiver by her side. Genny was born in

Lithuania on May 27, 1922. Genny was the daughter of

the late Felix Kobylinsky, violin-ist and conductor for TsarNicholas II, and niece of EugineKobylinsky, Commandant ofThe Alexander Palace for theprovisional government, andniece of Adele and Leonard ofRussia. Genny’s mother, Maria, and

father escaped the turmoil ofdestruction surrounding theRomanov dynasty. Genny's mother, Maria,

passed when she was very

young and she was raised by herfather and Anna, her lovingstepmother. Genny grew up inLithuania and was known forbeing a beautiful and feistyblue-eyed blonde. She learned to play the vio-

lin from her father. She married Adam John

Brakas Jr. on Sept. 27, 1940 andenjoyed 71 years of marriage toAdam before his passing onJuly 18, 2012.

Adam and Genny immigrat-ed to England with their sonAdam (Adomas Benediktas),where Genny played 2nd Violinin the Barclays Bank MusicalSociety. They came to theUnited States in 1960, living inBuffalo where Adam worked atthe Ford Motor Company andGenny worked at two bakeries. After retirement, they

moved to Ohio to be closer totheir son Adam, his wifeMarilyn and their granddaugh-ters. Loving memories of Genny

will be carried on by her son,Adam (Adomas Benediktas)Brakas of Chesterland, twogranddaughters, YvonneJeanette Botsis (W. Thomas

James) and Suzanne DeniseBrakas as well as two Nephews,Vito Kabas and ValentineKabas both of Pa. Genny was preceded in death

by her parents Felix and MariaKobylinsky, stepmother, Anna,her husband, Adam, and twobrothers, Benediktas Kobylinskyborn 1919 in Petrograd andLeonard Kobylinsky born 1925in Lithuania.Services held at Gattozzi &

A C C I D E N TOfficers responded to Caves

Road for a reported one vehicleinjury accident. Officers arrivedto find a vehicle had struck atree. According to witnesses,vehicle was driving erraticallymoments before accident. Bothparties were transported tolocal hospitals and the vehiclewas towed from scene.

C O M P L A I N TOfficers were dispatched to

the area of St. Anslem Churchfor a fireworks complaint.Officers located the residencesetting off the fireworks andissued summons to both partiesinvolved, advising them it wasillegal to set off fireworks. Bothparties were polite and coopera-tive and the officers clearedwithout further incident.

Officers responded to a resi-dence on Wilson Mills Road for afirework complaint. Upon arriv-ing on scene, officers noticed fire-works going off and spoke to theresident advising them that theywere being issued a summons.The resident was polite andcooperative and officers clearedwithout futher incident.

T R A F F I C S T O POfficers conducted a traffic

stop on Chillicothe Road andwere advised the registration onthe vehicle was expired. Thedriver of the vehicle was a juve-nile and was issued a citation forexpired registration and due tothe time of the stop, the juvenilewas out past curfew, which offi-cers issued a citation for as well.Juvenile was released from thescene to parent and officerscleared without further incident.

Officers conducted a trafficstop on a vehicle with no rearlicense plate light. Upon speak-ing with the driver, it was foundthat they, along with both pas-sengers, were juveniles. Due tothe time of the stop all threejuveniles were out past curfew.Officers contacted the parentsto pick up children and all threewere issued citations.

Officers conducted a trafficstop in the area of ShermanRoad and Shiloh Drive on avehicle going 70 mph in a 45mph zone. Driver was issued acitation for speed.
