When the four buildings that house the center’s developmen- tally disabled residents are remodeled in the next year or so, the number of individuals living on campus will decrease to 25, said Michelle Hawthorne, inter- mediate care facility manager. When the four buildings were first constructed, there were about 40 residents on the campus, she said. “Each (unit) was designed to be a home with a house man- ager who cared for eight peo- ple,” Hawthorne said. It was a kind of foster arrangement with higher-func- tioning folks who were mobile and able to be involved in more activities, such as playing base- ball, she said. Those now remaining at the center spend part of their days either at the school nearby where they can enjoy the pool or art and music, or at the shel- tered workshop. Still, at the end of the day, crowded conditions prevail and cause friction. In the 1980’s, there were usu- ally two people in a bedroom and the homes had community bathrooms, said Don Rice, superintendent of the county’s board of developmental disabil- ities. Austin said current FiscalOfficer Mike Stark, her succes-sor, is at the center of the finan-cial difficulties. Stark did not attend Thurs-

day’s meeting. Austin said Stark had mis-

takenly listed the same $640,000in two places in the 2014 budgetthat trustees recently passed andsent to the county budget com-mission for approval. “When the fiscal officer sub-

mitted the budget, $640,000 waslisted as the beginning balanceand listed a second time as esti-mated revenue,” Austin accused.“Nobody saw it till the budgetcommission had to tell youabout it. Checks and balancesare supposed to be in place, butcurrently it doesn’t seem to beworking in Chester Township.” She said on Aug. 8, Stark

told trustees he was decreasingthe certificate of estimatedresources. Trustee Judy Caputo said

she had questioned the discrep-ancy and believed the only wayto resolve it had been todecrease the appropriation tomake the budget balance. Caputo told Austin Ohio law

only requires local governmentsalert the media at least 24 hoursbefore a special meeting andthat email notification to indi-vidual residents is merely acourtesy and not required underthe Sunshine law. She denied any wrongdoing. Austin said in March, trust-

ees approved $126,000 in ap-propriations to the road depart-ment, but had only $16,000available. “Why did you guys wait till

Aug. 13 to finally correct it?That’s a heck of a lot of time,”Austin said. Caputo, visibly upset, said

she had been dealing with somepersonal family issues at thattime and said she was “about tolose it” about Austin’s comments.

“I know I’m supposed to bea trustee 24/7, but I had personalissues at that time,” Caputosaid. “Did I slide? Yes.” Trustee Mike Joyce inter-

jected and said, “That’s enough;we’re moving on.”Resident and former Trustee

Ron Cotman added, “Maybethe fiscal officer needs moretraining.” “I see a big red flag when

Local Government Services hasto come in and reconcile 15months’ worth of bank state-ments,” his wife, Cathy Cotman,told trustees. Joyce said he would decline

comment on that, adding the LGShad not completed its findings. “We will meet with LGS

next week,” Caputo told her. Austin said any discussions

with LGS had to be done dur-ing an open public meeting. Caputo said Austin’s earlier

public records request concern-ing the LGS contract had mis-takenly been rejected on thebasis that it was attorney-clientprivilege. “I found out yesterday that

it is not a confidential contract,”Caputo told Austin. Austin said trustees are not

up to date with the finances. “We went through this

before,” she said adding herphone messages to Stark gounanswered.Caputo said because Stark’s

position is elected, he is notanswerable to trustees, nor aretrustees answerable to him.

She acknowledged whenAustin was fiscal officer, thetownship’s books were goneover line-by-line with trusteesevery month. “You don’t do that any-

more,” Austin told her. Joyce asked the board to

move on with the meeting.Cathy Cotman accused

trustees of over-reporting thebudget to bring it up to $10.6million so trustees’ salary, bystate law calculated on the basisof the budget, would be thehighest allowed by law. “If it’s under $10 million,

your salaries would be five or sixthousand less,” she told trustees.

She asked Joyce what thelaw requires for special meetingnotification. He told her the lawrequires the news media benotified at least 24 hours beforea meeting and the township hadcomplied with the rule. “I think we did that plainly

enough,” Joyce said. Trustees adjourned the

meeting at 11:35 p.m.

Donations for the turf proj-ect will be tax-deductiblebecause the funds will go to theschool, he said.Ritt said he is confident the

group will raise the moneythrough individual and corporate

donations, along with in-kinddonations for excavating work. The group already has verbal

commitments for about one-third of the funds through “word-of-mouth” discussions, he said.West Geauga is one of the

last schools in the ChagrinValley Conference ChagrinDivison that does not have aturf stadium, while ChagrinFalls, Kenston and Orangeschool districts have them.“It’s becoming a necessity,”

Ritt said.The cost includes about

$350,000 for the turf carpetingand $100,000 in sand, stone andother materials. The remaining$200,000 is an estimate for labor.The committee is consider-

ing a supplier named FieldTurf.The estimate is on the high

side, Ritt said. If more funds are raised

than are needed, the surpluscould be used to resurface thetrack and add other compo-nents, such as a cork layer thatwould help keep the field coolerin hot weather.

If the group is successful,work could begin on the field inJune 2014 and be completed intime for the 2014 fall sports sea-son. Construction is estimatedto take 30 days, Ritt said.Superintendent Geoff Palm-

er praised the group for beingbusiness-oriented.“They have an excellent

plan in place and I am confidentthey will succeed,” he added.Another committee mem-

ber, Joe Mazzurco, attended theAug. 19 meeting.“I’m a West G graduate and

a football coach,” he said. “Ireally want to see this happenfor our students.”Ritt said he has three chil-

dren in the West Geauga schooldistrict.“I have two daughters who

General building mainte-nance will be the responsibilityof the separate departmentheads and will come out of theirbudgets as well. Walder said the fire and

police chief have been takingcare of their own buildings for awhile.Other levies on the ballot

include a five-year, 0.25-millcemetery levy and a 1.5-millreplacement continuous policelevy.In other action, trustees

accepted a date change for theretirement of Susan Baker, fis-cal officer assistant, to allow atleast 60 days between herretirement and her return as apart-time employee with thefire department. Walder said she will receive

a retirement payout of about$12,000 and Gallagher willreceive a $11,500 payout.Trustees also passed a reso-

lution authorizing Walder toapply for a credit card with thebank that offers the best deal. Walder said the township

will be reimbursed about $400by making an early payment tothe Ohio Bureau of Workers’Compensation.The bureau recommends

taking advantage of the 1 per-cent payback from the creditcard, Walder said. The card is there specifically

for the bureau payments, butthere is also a 2 percent pay-back on office supplies, he said.Trustees also said the deteri-

orating, burned-out house onHemlock Point Road owned byAnnette Scott is now part of abankruptcy filing.

Geauga Plaza manager TomBasista, Chesterland Floral’sKathy Kavulis and Arabica’sKathy Fadorsen — discussedfinal preparations for the festivalat a Monday morning meeting.

The festival will featuremusic, a car-cruise in, inflatableplay areas, an arts and craftsshow and, of course, food. Bands such as Sweta Datta, a

pop act just returning fromNashville, and classic rockvocalist Cora Pollard will kickoff the show at noon. Bluegrass from Raccoon

County, as well as classic rockfrom Red Letter and BakedAlaska will fill the afternoon.Jennifer Dessofy and theRenegades’ vocal ensemble willentertain between the rockmusic.Mr. Excavator of Kirtland

will provide a flatbed truck thatwill double as a band stage,Basista said.A car cruise-in will run from

2:30-6 p.m. in the main parkinglot behind the plaza’s east wing,while inflatables like a castlebounce house and fire engineslide will dot the main area ofthe plaza from 10 a.m. to 6 p.m.Eddy’s Fruit Farm will pro-

vide an arts and crafts tent forchildren, while Mulberry Cor-ners will host pumpkin-relatedactivities.

Kavulis will coordinate apie-baking contest, which willtake place next to ChesterlandFloral in the plaza.And, in tribute to the festi-

val’s namesake, there will befood, especially apple-themeddishes. LaPuma Bakery will sell

wares. Other vendors, such asOur Town Café, will sell tradi-tional American classics like hotdogs, hamburgers and Frenchfries. Also, Callam’s Restaurant

will hold a pig roast, Basistasaid, adding “it sounds deli-cious.”“I’m even going to try my

hand at making apple dump-lings,” Fadorsen said.Eddy’s Fruit Farm will sell

apples and other items.

The full kitchens in eachbuilding will be converted towarming kitchens with the foodfor all prepared in the largerbuilding. The kitchen cabinets that

block the supervisor’s view ofthe main room and the diningroom will be converted to stor-age cabinets in other locations,leaving the entire living areaopen to supervision.“Someone standing here will

be able to monitor everythinggoing on,” said Rice, standing inthe warming kitchen of the larg-er home.

Center PopulationDecreasedThat building, the first

scheduled for renovation begin-ning as early as September, isempty. The population of campus

residents has been graduallydecreased as Metzenbaum fol-lows the state’s mandate thatmany disabled adults be movedto community homes.These homes, spread around

the county, usually have four res-idents each and 24/7 supervision. Most of those individuals

Maple Leaf Homes is look-ing for more four-bedroomhomes to convert, Rice said.Hawthorne said the staff

prepares an individual transi-tion plan for each resident andhis or her family.It includes visits to the new

location, meeting housematesand having dinner. Any behav-ioral problems usually work outin the first few weeks of themove, Rice said.

One Central KitchenThe new food preparation

plans include getting commer-cial-sized refrigerators andfreezers to replace the residen-tial units that have been in usefor many years.

At least one of the refrigera-tors, currently located in thebasement of the larger unit, isavocado green, Hawthorne said.The central home has more

area because there were livingquarters added on some yearsback. That part will be convertedinto the main kitchen and mealswill be taken to the other threehomes on campus, she said. Each home also has a front

porch that will be enclosed togive the units more area tomaneuver six wheelchairs formeals and daily living, Haw-thorne said.

“More space means lessbehavior (problems),” she said.“That’s a good thing.”Since the Geauga County

Commissioners approvedGottschalk Building Companyas the contractor for the entire$1.5 million project last week,work could begin in earlySeptember and be done by theend of 2014, Rice said.As each home is completed,

residents will be transferred outof the next home on the list tothe refurbished one.The entire cost will be reim-

bursed through Medicaid overtime by depreciation, Rice said.

The downsizing was ann-ounced on April 12 and familieswere informed the center wouldbe moving some residents tocommunity homes, Rice said. Those who moved did so

esting,” Fadorsen said, addingshe presented the idea to a localrestaurant owner. Over time, a planning team

came together and concrete

preparations began in earnestsometime in the last year. “It’s nice to see most of the

plaza’s owners are involved,”she said.The group will promote the

apple festival on a local AMradio, polka-themed channel,Fadorsen added.The business owners said

having local companies andsupporters host an apple festi-val was a natural progressionfrom other community-basedfestivals. Willoughby Hills hosts the

Corn Festival in August, whileKirtland has the Strawberry

Festival in June and Huntsburghosts a Pumpkin Festival inOctober.“We have St. Anselm’s

Church Festival in May,” Basistasaid, adding that event has been“around for decades.”But he said Chester Town-

ship needed to create an eventthat would speak to the town’sagricultural heritage.“There are so many apple

orchards around here,” headded.

‘We Have To Be Involved’Kavulis said the township is

working to create a sense of

community with events such asthe apple festival and Chester-Fest, a community picnic heldthis past Saturday at ParksidePark.The apple festival planning

committee will have a booth atChesterFest, she said.ChesterFest, formerly the

Chesterland Community Picnic,held its inaugural event in 2011at Orchard Hills Park, but movedto the center of town this year.“Community members, es-

pecially our youth, need to beproud of their town’s heritage,”Basista said.Fadorsen said the township’s

small businesses are a vital cogin its existence, while Basistasaid money spent at small busi-nesses in Chester goes back tothe community.

“We couldn’t do somethinglike this without the support ofthem,” Fadorsen said. “We haveto be involved. We have to dosomething to get our names outthere. This is one of thoseopportunities to do so.”She added, “The more peo-

ple see us, the more they knowus and the more they will knowthe community around them.”

AppreciationAlthough I am nearly a life-

long Chester Township resident,I have lived in my residence onSherman Road for only a fewshort years.State Route 306 and Sher-

man Road is a high traveledintersection and anyone drivingon Sherman across 306, letalone walking, is taking theirlife in their own hands. Frombeing tailgated, having hornsblown, cars going around turn-ing traffic, to inappropriate ges-tures and being yelled at, notthe mention the accidents, it’sbecoming dangerous for us toeven pick up litter or cut gras sduring high traffic times. The officers who patrol the

45 mph zone of Sherman Roadbetween 306 and Sperry Road,and the 35 mph zone of 306from the area of the MarketHouse to just south of WilsonMills Road, should know weappreciate their efforts in slow-ing down drivers in this area. It’s nice to know that 25

mph zones don’t always takeprecedence.

Special thanks and gratitudeto Sgt. Barco, Office Foster,Shipley and DiCicco, who worksecond shift and get the home-ward-bound rush hour trafficfor patrolling these two areas,among others. I also thank the officers

from the other shifts who I donot get to see regularly forpatrolling the same. I have asked the Ohio State

Highway Patrol to monitor thearea for speed, excessive take-off (squealing tires) and ex-tremely loud vehicles with noexhaust, for which they re-sponded positively.Together, all of the Chester

Police Department officershave done their best to help theresidents of this area feel a littlesafe.

July 17 article “Cash BalancePositive, Expenses Down atWG,” a board of educationmember stated that the West Gdistrict’s “only librarian” hadretired.

I would like to correct anymisconceptions this commentmay have created. Let us assureour elementary school familiesthat both Lindsey and Westwoodschools have been, and continueto be, staffed by full-time clerk-librarians (who also travel to themiddle and high school buildingsto assist in the libraries there.) In addition to everyday cleri-

cal activities such as circulationand shelving, we perform librari-an duties such as meeting witheach K-5 class every week for 30-45 minutes for book exchangeand discussion. We also presentliteracy and research activities. Weare responsible for our libraries’collection development andbudgeting, and we develop story-times to support classroom cur-riculums.So please be aware that your

elementary school libraries arewell-staffed and we continue toencourage your children to readfor enjoyment and enrichment;for as we often remind our stu-dents — “knowledge is power.” Thank you for allowing us to

clarify this situation.
