PurposeTo provide City Council with information on the current status of bridges that are

operated and maintained by Public Works

Total of 90 Bridges5 movable bridges

85 fixed bridges

• Movable bridges operated by Chesapeake –Jordan, Gilmerton, Steel, Great Bridge, and Centerville

• Other movable bridges – Deep Creek and North Landing are owned and operated by the Army Corps of Engineers. I-64 High Rise is owned and operated by VDOT

Overall Bridge Management• Operation of draw (movable) bridges, on 24-hour

basis, to facilitate both river and roadway traffic

• Carrying out of federally mandated inspectionsregular bridge inspections and reportingunderwater bridge inspections and reporting

• Repairs, Maintenance and Rehabilitationstructural members (beams, bearing seats, and others)mechanical moving parts and electrical systemsfender repairs and replacementsnon-structural components (steel grating, railing, and others)

• Response to Accidents and other Incidents

Bridge Inspection ProgramFederal and State laws mandate that routine

bridge inspections be conducted every 2 years and underwater inspections every 5 years in accordance with the National Bridge Inspection Standards (NBIS)

Bridges with weight restrictions, movable bridges, and bridges in poor general condition are required to have annual inspections

Minneapolis Bridge

Continuous Deck Truss Structure with a concrete deck, a steel truss, and reinforced piers

VDOT is re-inspecting 11 deck truss structures in the state (including the Coleman Bridge)

The City has several bridges with trusses but no bridges with this similar design

Sufficiency Ratings

VDOT assigns a sufficiency rating {0 (bad) - 100 (good)} for each bridge based on bridge inspection data along with other criteria

Bridges with low SR do not necessarily pose a danger to the public. Such bridges are “posted” or limited to lighter vehicles thereby ensuring safety of use

Load RatingsLoad ratings are used to determine the usable vehicle load capacity of a bridge

Load ratings take into account –•Dead Loads or the weight of the structure itself•Primary Live Loads or vehicles crossing the structure•Secondary Live Loads such as wind, temperature, ice, etc.

A load rating calculation for a bridge may determine that it needs to be weight restricted

Load ratings on existing bridges are completed when there is any significant change in its condition

Bridge Inspections and the Wellons Forehand Bridge

•Regular bridge inspectionsrevealed problems with the bridge’s abutments

•As a result, a more intensiveinvestigation was completedand the root cause was discovered

•A weight restriction was enacted and a comprehensive rehabilitation project is currently underway
