1. INTRODUCTION

This report summarizes the existing parking restrictions and occupancy conditions on each block face in the Cherry Creek North business district, shopping district and residential neighborhood. For a four-block area in the center of the shopping district, a duration study was also completed to measure the amount of time each vehicle occupied a metered parking space. In addition, this report provides an update to data that was collected as part of previous Cherry Creek North parking studies in 2010 and 2013.

All data was collected in June 2016, with clear weather conditions during each data collection period. The early morning occupancy was measured on Tuesday, June 21st, the mid-day data was collected Wednesday, June 15th, and the evening counts were collected on Friday, June 24th. The parking duration data was collected between the hours of 1 PM and 10 PM on Wednesday, June 29th.

The study area is bounded by 4th Avenue on the north, University Boulevard on the west, 1st Avenue to the south and Monroe Street to the east.

2. CHERRY CREEK NORTH STUDY AREA

A. STUDY AREA PARKING RESTRICTIONS

The existing signed parking restrictions for the Cherry Creek North study area are shown in Figure 1. The map shows the numbering convention developed for each of the blocks, as well as the existing parking restrictions for each block face. The majority of the parking in the main shopping district is 3-hour metered parking. The surrounding business and residential areas have a mix of 2-hour parking and Residential Parking Permit restrictions. The length of time for the various parking restrictions each runs from 8 AM to 7 PM. The map also summarizes the total number of parking spaces available, by type.

It should be noted that during the data collection effort, some on-street parking spaces on several blocks were unavailable for use due to construction. The blocks where on-street parking was affected by construction are highlighted in yellow on each Parking Occupancy map.

B. PARKING COLLECTION METHODOLOGY

The parking data was collected at four times of day to gather information during the peak times of the various user groups in the area. The early morning 5 AM count is meant to capture the local residential overnight need for parking, as none of the commercial areas are yet open and most residents would not have left for work yet. The mid-day parking counts are meant to capture the business and commercial peak parking needs. The 7 PM count is meant to capture the restaurant peak demand and the 9 PM count is meant to capture the evening demand after the metered and 2-hour parking restrictions have ended.

For metered parking areas, supply was based on the number of meters on each block face. For areas without marked parking, the length of the block was measured in Google Earth and divided by 20 feet per vehicle, based on previous calculations from the February 2011 Report. These parking supply calculations were then confirmed by field visits.

The parking duration study was completed in a four block sub-area bounded by 2nd Avenue, St. Paul Street, 3rd Avenue and Clayton Street. Each hour between 1 PM and 9 PM, partial license plate data was recorded for each vehicle in its on-street space. The data was then analyzed to determine overall parking duration patterns in the area. The full results of the data collection are included in the Appendix.

C. PARKING SUPPLY

Table 1 shows the number of parking spaces, by type, within the study area. Approximately 37 percent of the total parking spaces are 3-hour metered parking until 7 PM, 24 percent of the parking are unrestricted spaces, 22 percent are Cherry Creek Residential Parking Permit (RPP) spaces and 16 percent are 2-hour parking spaces. Disability parking, loading zones and metered parking that turns to valet parking at 5 PM each make up less than one percent of the total supply.

D. PARKING OCCUPANCY

Figure 2 shows the parking demand for the study area at 5 AM during the middle of the week. Each block face has been color-coded to correspond with the occupancy level observed at that time. In general, overnight usage of on-street parking is extremely low in the entire project area. Only two block faces had parking occupancy over 50%; a portion of the east block face of Cook Street between 2nd and 3rd Avenues had 71% occupancy (the only unrestricted parking area within a several block area), and the west side of Clayton Street between 1st and 2nd Avenues, which had 89% occupancy (a Marriott Hotel is located on this block, which may account for the higher rates of overnight parking).

Figure 3 shows the parking demand for the study area at 11 AM during the middle of the week. This time of day is peak parking for both commercial and retail establishments. Within the Cherry Creek North commercial area, almost every block in the metered parking area is over 85 percent occupied; only two blocks have occupancy levels below 50 percent (the north side of 3rd Avenue between Columbine Street and Detroit Street, in the northwest corner of the commercial area. The northeast corner of the study area, on the other hand, has occupancy levels mostly below 50 percent; these are primarily residential blocks with mostly 2-hour parking and RPP parking—the few areas of unrestricted parking in that area are along Cook Street and Adams Street and these spaces experience much higher demand.

Figure 4 shows the parking demand for the study area at 7 PM during the early portion of the evening on a Friday night. This time of day is when the parking meter and 2-hour parking restrictions end, and represents the peak parking demand period for restaurants in the area. All but three blocks in the metered parking area is occupied at rates over 70 percent, while nearly every block east of Adams Street has parking levels below 50 percent; this is to be expected as most restaurants are within the core of the metered area, while east of Adams Street is primarily residential and office land uses. On the blocks north of 3rd Avenue which have a mix of metered parking, 2-hour parking and RPP parking, the metered parking was fully occupied, the 2-hour parking is between 50 and 60 percent occupied, and the RPP parking is generally less than 50 percent occupied (although the RPP spaces on both Clayton Street and Detroit Street were both over 70 percent occupied).

Figure 5 shows the parking demand for the study area at 9 PM during the later portion of the evening on a Friday night. This time of day is nearing the end of peak parking for restaurant establishments, and is after the metered and 2-hour time restrictions have ended. In the metered parking area, some blocks along 2nd Avenue and Milwaukee and St. Paul Streets still have occupancy rates over 85 percent, but most blocks now have spaces available. As with the earlier evening count, the residential and business blocks on the east end of the study area all have blocks with less than 50 percent occupancy, except for 3rd Street between Cook and Madison Streets. North of 3rd Avenue, the metered spaces are still mostly full, but the occupancy rates for both the 2-hour spaces and the RPP spaces have dropped.

E. PARKING DURATION

As noted previously, a parking duration evaluation was completed for a four block sub area of the Cherry Creek Study Area. All of the block faces within this sub area provide 3-hour metered parking. The vast majority of the vehicles parked in this sub area complied with the posted restrictions, with only 38 of 708 observed vehicles parking for longer than three hours. However, the number of long-term vehicles parked represents an increase of about 2 percent from the 2013 study, and the average stay for long-term vehicles was 4 hours and 45 minutes, which suggests that more enforcement may be needed in this area.

Table 2 compares the parking duration data from this study with the duration data collected in the 2010 and 2013 studies. In all three studies, the average length of stay was between one and a half to two hours; it has been increasing over time, but is still well within the limit of 3 hours for the metered area. It should be noted that for the 2010 data, the method of parking was not meters but a self-pay kiosk, which resulted in more available spaces per block than when the meters were installed.

3. STUDY CONCLUSIONS

This report summarizes the current parking conditions in the Cherry Creek North study area, and represents and update to reports conducted in 2010 and 2013. The study area covers both commercial and residential areas.

Parking occupancy and duration data was collected in June 2016. The data indicates the following:

During the noon peak hour, block faces in the commercial shopping area are almost all over 85 percent occupied, and all are over 70 percent occupied. Drivers most likely view this as a difficult area to find parking as they cannot find a space on the block on which they want to park.

On a Friday evening during the 7 PM hour, the commercial shopping area is almost all fully occupied, while the residential and office space areas have much lower occupancy rates. During the 9 PM hour, many of the vehicles have started to leave the area and most blocks have at least a few spaces available.

The average length of stay in the metered spaces is one hour and 43 minutes, with 53 percent staying one hour or less and 84 percent staying less than 2 hours. However, the few vehicles that did not comply with parking restrictions stayed an average of over 4 and a half hours and likely made an intentional decision to not comply with the time limits. The general trend from 2010 to 2016 has been toward slightly longer lengths of stay (around 20 minutes longer now than in 2010).

In general, the 2-hour parking restrictions on the block faces adjacent to the commercial district have lower occupancy rates than the unrestricted or 3-hour metered parking on those same blocks.

The blocks with RPP restrictions were consistently less than 50 percent occupied during all four time periods studied, which is consistent with the results from the two previous studies.
