1.0 Introduction

This Mobility Management Plan has been prepared to accompany a Planning Application for the

proposed development of a public amenity area “Cherry Avenue Park”, on the outskirts of Kildare

Town. The proposed works include the construction of approximately 2.1km of bicycle and pedestrian

paths, new pedestrian and vehicular entrances, 75 car parking spaces, 2 bus spaces and an overflow

carpark, toilets and changing facilities, community gardens, a playground, a skate park and a BMX trail

along with significant landscaping and forestry works.

The applicant, Kildare County Council, recognises the need for all significant transport generators to

play a role in meeting the objectives set out in the Department of Transport Document titled ‘Smarter

Travel: A Sustainable Future – A New Transport Policy for Ireland 2009-2020’ which sets out ambitious

targets with respect to delivery of sustainable transport modes.

2.0 Existing Conditions

This sections hereunder provide an overview of the accessibility of the existing modes for travel to the

site of the proposed public amenity development “Cherry Avenue Park”, which is located

approximately 700m to the east of Kildare Town centre.

2.1 Vehicular Access and Car Parking

The proposed site on the former National Stud lands is located 700m to the east of Kildare town centre

and is bounded by the R445 Curragh Road, French Furze Road and the M7 Motorway on three sides,

with a green field site on the proposed western boundary of the park. It is proposed that there will be

three main entrances to the completed Cherry Avenue Park. The main vehicular access will be via the

carpark at the north east of the site off French Furze Road. Two pedestrian/cycle accesses will be

provided, one at the north west corner of the site, and one pedestrian/cycle access with provision for

emergency vehicular access via the Princess Grace Entrance Gates on the R445 Curragh Road.

2.2 Pedestrians

The proposed development site is served by footpaths along each side of the R445. The existing

footpaths connect the site with Kildare Town centre and its environs. Existing footpaths outside the

site are free of clutter and the footpaths on the northern side of the R445 are of sufficient width for

pedestrian use. There are several “pinch points” on the footpath to the southern side of the R445,

particularly on approaching the Princess Grace Entrance gates. This footpath is in poor condition

overall and may prove difficult to traverse for wheelchair users or parents using buggies. No pedestrian

crossings are currently provided in the vicinity of the proposed site along the R445.

Kildare town has eight designated walking routes with two of these routes, ‘Sli Bheatha’ Route and

‘Magee Barracks’ Route, in the vicinity of the proposed site. Refer to Figure 2.

2.3 Cycling

Currently cyclists and vehicles share the R445 route to access the area. No bicycle parking facilities are

currently provided in the vicinity of the proposed site.

2.4 Public Transport

2.4.1 Bus

The locality is served well by existing public and private bus services. The closest public bus stop is

within walking distance of the proposed amenity area, located approximately 270m (equating to a 4

minute walk) in a north-west direction along the R445. This bus stop is located along the public Bus

Eireann Route No. 126 which serves Kildare, Newbridge, Naas and Dublin. It is also located on the

private bus service KCoach Route No. 826, linking Kildare to Monasteravin and Naas. Refer to bus

timetable information in Appendix A. No shelter is provided at this bus stop.

Kildare town is also well served by public and private bus services. Regular daily bus services are also

offered by Dublin Coach, Aircoach, Bus Eireann and JJ Kavanagh, which link Kildare Town to Portlaoise,

Limerick, Cork, Dublin city centre and Dublin Airport. The main bus stops for these services are Market

Square, 900m from the proposed amenity area equating to an 11 minute walk, with some busses

stopping at Kildare Village Retail Outlet, 1.8km from the proposed amenity area equating to a 23

minute walk. It is therefore suitable for those using the amenity area to make use of these services.

2.4.2 Train Services

The closest train station is Kildare Train Station located off Fair Green Road just north of the town

centre. There is a regular train service linking Kildare to the cities of Dublin, Cork, Limerick and

Waterford. There is a less regular service to Galway. The station also provides commuter rail services

to Heuston Station, Dublin via the ‘Arrow’ Service, with a peak time frequency of two trains per hour.

The site of the proposed amenity area is within walking distance from Kildare Train Station,

approximately 1.5km, equating to a 20 minute walk. The station is also reachable by taxi from the site

or the free shuttle bus from the town centre. It is therefore suitable for those travelling outside Kildare

from the proposed park to travel by train.

3.0 Proposed Infrastructure Promoting Sustainable Transportation

This Plan outlines the proposals that the applicant, Kildare County Council, intends to put in place with

a view to promoting sustainable transportation and minimising car dependency associated with the

proposed amenity area, in the interest of compliance with the Department of Transport national

policy, Smarter Travel: A Sustainable Transport Future – A New Transport for Policy for Ireland 2009 -

2020.

3.1 Proposed Vehicular Access and Car Parking

There is one proposed main gated vehicular access to the site. It is proposed to be located at the

existing entrance to the east off the French Furze Road and R445 Junction. Vehicle access by the

northern entrance is to be restricted to emergency (Fire Tender) access only as adequate sightlines on

exiting at this point are not achievable without significant modifications to the historic entrance which

is unfavourable from an aesthetic perspective, and considered unnecessary in the context of the

development which is proposed to have a suitable gated access to the east. Emergency vehicles will

then use the proposed delivery link from the café/heritage hub to the car park for exiting the site.

The applicant has put in place a limit on the number of car parking spaces associated with the

development with a view to promoting sustainable transportation. It is proposed to provide 76 car

parking spaces within the amenity area.

There are also numerous pay/commercial car parks located in Kildare Town centre, within walking

distance of the proposed site. Table 1 below shows a summary of the pay car parks which could be

used for park and stride purposes by visitors to the amenity area. Generally, pedestrian routes from

these car parks to the amenity area are suitable for park and stride purposes.

3.2 Proposed Pedestrian Access

There are three proposed pedestrian entrances to the amenity area. It is proposed to provide a

pedestrian only entrance to the north-west of Cherry Avenue Park off the R445, and a shared

pedestrian and cyclist entrance at the existing entrance to the north of the proposed site off the R445.

Pedestrians may also use the proposed shared vehicular entrance to the east off the French Furze Road

junction.

It is proposed to construct four new pedestrian crossings in the vicinity to facilitate the safe movement

of both pedestrian and vehicular traffic. Three of the proposed crossings are to traverse the R445

Regional Road and will be of the “Tucan” type i.e. combined pedestrian and cycle crossings. These

crossings are to be signalised push button crossings. The fourth crossing is to be provided at the

northern end of French Furze Road adjacent the carpark entrance and to be a “zebra” type crossing

with flashing beacons. The proposed pedestrian crossings in conjunction with horizontal traffic calming

measures and signage will have the effect of increasing pedestrian comfort and safety and reducing the

speed of vehicles on the R445 in the vicinity of the proposed park. Existing footpaths outside the

development are proposed to be resurfaced to increase pedestrian comfort and safety, and the “pinch

point” referred to in section 2.2 above will be eliminated by localised widening of the footpath.

It is proposed to provide changing rooms and toilet facilities for use of those who walk to Cherry

Avenue Park and those who make use of the walking facilities within the site. It is also proposed to

provide signs displaying direction, distance and travel time for walking to the site on local walking

routes. These actions will help to enhance the attractiveness of walking as an alternative mode of

transport.

Pedestrians wishing to avail of parking in Kildare Town and walk to Cherry Avenue Park have numerous

options available to them, none of which are more than a 20 minute walk from the proposed site. As

previously noted in Section 3.1, the car parks could be used for park and stride purposes.

Kildare town has 8 designated walking routes, two of which are in the vicinity of the proposed amenity

area, as shown in Figure 2 above. According to the Kildare Village Local Area Plan 2012-2018, it is

planned to improve these facilities, including the upgrade of footpaths along the ‘Magee Barracks’

Route and the provision of public lighting along the ‘Sli Bheatha’ Route.

3.3 Proposed Cycle Access

There are three proposed cyclist entrances to the Cherry Avenue Park. It is proposed to provide a

shared cyclist and pedestrian entrance to the north-west of the site off the R445, in addition to an

access route via the Princess Grace Entrance gates.. Cyclists may also use the proposed carpark

entrance to the east off the French Furze Road junction, and the three proposed crossings on the R445

will help to facilitate safe access for cyclists to the site.

It is also proposed that cycle paths are to be provided throughout the amenity area. Cycle paths are to

be of sufficient width to accommodate 2 way cycling. It is proposed to provide changing rooms and

toilet facilities for use of those who cycle to Cherry Avenue Park and those who make use of the Cherry

Avenue Park cycling facilities. Bicycle parking facilities will be provided adjacent to the north main

entrance gates. It is proposed to provide signs displaying direction, distance and travel time for cycling

to the site on local cycling routes. These actions will help to enhance the attractiveness of cycling as

an alternative mode of transport.

3.4 Public Transport

3.4.1 Bus

As previously outlined in section 2.4.1, the area is served well by existing public and private bus

services. The closest public bus stop is within walking distance of the proposed amenity area, located

approximately 270m (equating to a 4 minute walk) in a north-western direction along the R445. No

shelter is provided at this bus stop, it is proposed to liaise with bus service operators to provide a

shelter at the nearby bus stop given the increased number of users likely to arise as a result of the

development.

In order to encourage more widespread and efficient use of bus travel, it is proposed to introduce

measures to increase awareness regarding the public bus services. Such measures shall include the

provision of detailed information, including maps and timetables on local noticeboards regarding the

public and private bus services that serve the area.

3.4.2 Train Services

Existing rail infrastructure in the locality has previously been outlined in Section 2.4.2. In order to

encourage more widespread and efficient use of such facilities, it is proposed to introduce measures to

increase awareness regarding the public rail services. Such measures shall include the provision of

detailed information, including maps and timetables, on local noticeboards regarding the train

services.

4.0 Action Plan

A non-exhaustive list of actions recommended to influence the travel mode share and achieve

sustainable transport targets is provided below with target completion dates listed. Other actions may

arise as the Action Plan implementation progresses. It will be necessary to implement an ongoing

surveying, monitoring and review process once Cherry Avenue Park has been constructed in order to

establish the prevailing modes of transport used to access the developed site.

5.0 Conclusion

This Plan outlines a range of measures that are proposed by the Applicant to increase sustainable

travel associated with the proposed amenity area on the outskirts of Kildare Town. The key proposals

being put forward are:

Promote the use of Public Transport.

Promote and provide for safe pedestrian and cyclist access to the development, including

signage and pedestrian crossings.

Prioritise pedestrian and cyclist facilities including bicycle parking and showering/ changing

facilities within the development. Refer to Architects drawings for information on proposed

facilities.

The proposed new road to the south west of the site (as described in the Local Area Plan) will

provide a key link between Cherry Avenue Park and the main visitor attraction for the town,

the Kildare Village Outlet Centre. A bus link along this route has been mooted and would be a

key initiative in promoting sustainable travel to the park as it would serve as a “park and ride”

facility from Kildare Village.

The applicant undertakes to promote the achievement of Smarter Travel mobility targets in the

following measures:

o Implement and further develop the Mobility Management Plan for park users in

accordance with the National Transport Authority Workplace Travel Plans – A Guide for

Implementers;

o Monitor and review the Mobility Management Plan to achieve the Smarter Travel

targets.
