• coordination with CoE counterparts
Projects
Overview of projects • 59 projects, 40 with a component on bio
• 100 million euros
• Bio projects:
Bio-safety, bio-security, bio risk management
Waste management
Legal framework
Isolate bank system
Dual use concerns in bio-technology (network of universities)
Epidemiology training
Network of human and animal virology laboratories
Mobile laboratory in West Africa
Implemented projects in Central Asia • Project 5 “Knowledge development and transfer of best practice on CBRN import/export monitoring”:
- Reviewing import and export controls of biological (and chemical) items
- Item classification and related risk assessment procedures from licensing and customs perspectives
- Publication on “Monitoring and controlling the import and export of chemical, biological, radiological and nuclear material: An introduction” issued and shared with the countries in Russian
• Project 18 “International network of universities for raising awareness on dual-use concerns in bio-technology”
- Awareness raising activities, UNICRI has also reached out to 300 students and young researchers operating with biological material with the aim of sensitising them to the dual-use applications of such material in bio-technology
Ongoing project in Central Asia Project 53 “Strengthening the National Legal Framework and Provision of Specialized Training on Biosafety and Biosecurity in Central Asian Countries”
Overall objective: enhance biosafety and biosecurity capacities within the Central Asia region by:
- Crisis Management
- Legal framework
- Public health impact mitigation
- Safety and Security
EU CBRN CoE Methodology
Needs Assessment Questionnaire
• Digital document with 300 yes/no questions
• Helps to assess capacities and to identify general areas of need
• Facilitates data collection and as input for CBRN National Action Plan
CBRN National Action Plan
• Strategic document identifying risks, capabilities, gaps and actions
• National authorities have ownership - Voluntary basis
• Covers strategic and technical aspects
• Coordination with international organizations
• Easy to monitor implementation of national actions
The National CBRN Action Plan is produced taking into account
existing instruments and activities, including:
• Integrated Nuclear Security Support Plan (INSSP) of IAEA
• National Action Plan to fulfill UNSCR 1540 (in coordination with UNSCR 1540 Committee, UNODA and OSCE)
• WHO Protocol for Assessing National Surveillance and Response Capacities for the International Health Regulations
• OPCW Action Plan on chemical safety and security
• INTERPOL CBRNE Terrorism Prevention Programme
• BWC ISU status report on compliance for Review Conferences, and others

Side events on the meeting of the State Parties to the BWC
- December 2014 “The CBRN National Action Plans: an example of effective inter-agency cooperation”
- December 2015 "Putting Bio-safety and Bio-security under the Microscope: Elements for an International Approach to Reinforce Capabilities and Address Future Risks" with a focus on the need to enhance bio-safety and bio-security standards and to reinforce coordination at the regional and international level

12 BioSS projects in Central Asia
Strengthening Bio-safety And Bio-security Capabilities In South Caucasus And In Central Asian Countries: Funded by the EC and Implemented by UNICRI
• Portfolio of 12 actions on Bio-safety and Bio-security in 5 countries, Armenia, Azerbaijan, Georgia, Tajikistan, Uzbekistan
• Actions implemented directly by 10 local institutions pre-selected by EC • Core activities included:
- Upgrading Infrastructure - Procurement of equipment and supplies - Participation in train the trainer courses in Europe and the US - Organization of local training courses - Organization of study visits to European institutions - Development of databases, reports, guidelines
Global Partnership against the
spread of WMD
UNICRI was tasked by the GP with preparing a "GP Repository
of biosafety and biosecurity projects and activities“
Online portal containing information on biosafety and
biosecurity projects carried out by the members of the GP to
enhance coordination between donors and international actors.
The GP is now online, access to it is restricted to members of
the GP

International Network on Biotechnology
- UNICRI in collaboration with the EC studied the short-term, medium-term
and long-term risks related to the advances in biotechnology.
- The report was the result of a scenario based study of the risks by a group of
both science and security experts.
- It recommended that the top down ‘arms control’ approach, which focuses on
preventing the production of biological weapons by countries, should be
complimented by a bottom up ‘networked approach’. This approach aims to
promote a culture of safety and security, through training and raising awareness
of the students and other stakeholders working with these technologies.
- UNICRI in partnership with the Landau Network Fondazione Volta has
developed the International Network on Biotechnology (INB), which includes a
number of universities from all over the world.
