The Street Wardens patrol your local areabetween 8am and 9pm from Monday to Friday.Although they don’t have police powers, theyprovide a reassuring presence in the heart of yourcommunity and work closely with the police, theyouth service and lots of other agencies.

How do Street Wardens help to keep ourstreets free of litter?

They work with our Environmental Services teamon preventing littering and dog fouling and stepin if people are seen dropping litter or notcleaning up after their pets. They are alsoinvolved in clearing flytipping and have a specialmachine to remove graffiti from buildings.Regular community clear-ups – called Own YourStreets – are also held across the District.

Are they involved in helping to reduceanti-social behaviour?

Yes. They engage with young people and,working with the police, intervene to stop anyanti-social behaviour escalating into somethingmore serious. ‘Restorative justice’ techniquesare often used – for example, offenders cleantheir graffiti from walls.

WelcomeAnother year has flown by and, amazingly,Christmas is almost here.

This year has been a challenging one for manyindividuals and organisations, Cannock ChaseCouncil included. The recession is still having amajor impact on our District and all publicservices are continuing to feel the squeeze.

But there have been numerous successes thisyear as we continue to strive to deliver the bestquality services to you.

Three of our parks are now flying the prestigiousGreen Flag (see page 7) and the new Route toHealth community arts trail is proving to be ahuge success in promoting health and well-being. See why on Page 11.

Our recycling rate so far this year is a record-breaker – so thank you for your efforts. Thanksto your help, our rate has gone up from just 22%in 2006 to a huge 51% so far this year. You canfind out more about this – and lots of otherenvironmental news – on Pages 4 and 5.

Next year, as well as the paper version of ChaseMatters that you’re reading now, we will also besending out two special electronic versionsdirectly to your inbox. Turn to Page 15 to find outhow to receive these.

ardensThe Junior Street Warden scheme is a hugesuccess in schools across the District. The 33-week course shows youngsters the impact ofanti-social behaviour in our communities. Pupilsalso learn about drug and alcohol abuse, firesafety, first aid and responsible dog ownership.Christmas lantern parades are also held everyDecember (see Page 10).

Can Street Wardens really reduce the fearof crime?

They are a reassuring presence on the streets ofour communities, working with the police andlots of other agencies to keep our District safe.They also maintain regular contact with crimevictims, older people and other vulnerablemembers of our communities through regularsupport visits.

1. Make sure your home is securelylocked, and keep valuables away fromwindows, doors and letterboxes

2. Keep gifts away out of sight ofopportunist thieves. Get rid ofunwanted packaging for valuableitems such as TVs and gamesconsoles carefully - don’t advertiseyour new items to passers-by

3. Make sure windows and doors aresecurely locked and that alarms orimmobilisers are switched on

4. If possible, put your vehicle in a garageovernight, or park it in a well-lit area

5. When you’re out shopping, don’t leavebags or festive gifts on display in yourvehicle, and remove them as soon aspossible

6. Never leave valuables in a vehicle,particularly overnight. Take out tools,mobile phones, laptops or sat navsystems

7. Don’t leave your vehicle unattendedwith the keys in the ignition – evenwhen defrosting the windows, buying anewspaper or using a cash machine

8. If you’re going out with friends for theevening, make sure you’ve made plansto get home or have enough money toget a taxi or bus

9. Make sure your vehicle is safe –defrost all windows and check yourtyres. Never use a hand-held phonewhilst driving and always wear aseatbelt

10. If you’re planning on having a drink,make sure you’ve a ‘driver’ in yourgroup who’s not going to be drinkingalcohol.

You’ve blinked and Christmas is over. All you’re left with is a raggedy oldChristmas tree and piles of cards and wrapping paper – and no ideawhat to do with them!

Christmas treesSimple! Just break up your real Christmas tree andput it in your brown bin – make sure the lid is firmlyshut, though. If you’ve bought a tree with roots,why not plant it ready for use again next year?

Christmas cardsand wrapping paperSimple! Just put them out with your normalrecycling collection – make sure you remove anytinsel, sticky tape and staples. Too much to fit inyour recycling box? Don’t worry – just use carrierbags or clear bags (not black bin bags) and putthem next to your box.

Why not reuse some of your Christmas cards?They make great present tags for next year’spresents.

DIRTY DOGOWNERS BEWARE!

In a recentcrackdown, weissued 29 FixedPenalty Notices todog owners acrossthe District whofailed to clear upafter their pets.

If you are seen not clearing up after your dog youwill be issued with a Fixed Penalty Notice and willhave to pay £50. Dog fouling is unsightly,anti-social and can pose serious health risks,especially to young children.

Penalty Notices for littering in the District

• High-profile campaigns were launchedagainst fast food litter and rubbish thrownfrom vehicles – both led to a reduction inlittering

• We are continuing our zero-toleranceapproach to flytipping and have had anumber of successful prosecutions this year.

Six individual contractscovering different service areas are being awarded.This change will provide you with the highestquality service within the available budgets. It willalso enable clear service standards to beestablished and monitored for each area, forexample the frequency of mechanical road sweeping.

Your brown recycling bin is forgarden and food waste only, soyou might be surprised to learnthat we’ve recently found alawnmower, carpet, bundles ofundelivered newspapers and fivepairs of new jeans in bins acrossthe District!

It’s really important that you only put gardenand food waste in the brown bins. Just one‘spoiled’ bin means the entire wagon’scontents have to be sent to landfill instead ofbeing composted.

If a bin is found to be contaminated it will be‘red tagged’. The tag will explain why the bincannot be emptied. If a household continuesto misuse the service and contaminate the bin,the brown bin service to that address will bereviewed.

The following items are acceptable in yourbrown bin: twigs and tree prunings, realChristmas trees (broken up), grass cuttings,hedge trimmings, leaves, bark, cut flowers,weeds, plants, food leftovers, eggs andeggshells, meat and bones, fruit andvegetables plus peelings.

Pigeons take flightIn Mary Poppins’ world it might onlyhave been ‘tuppence a bag’ to feedthe pigeons – but the cost of clearingup after them is significantly higher.

and Leia earlier this year we’ve seen a reduction in

the number of pigeons in our town centres.

If you leave food for pigeons you are creating

mess and encouraging rats. They also make

buildings look unsightly and can even pose a

public health risk as they often carry diseases. If

we see anyone leaving food for pigeons in the

town centres, we will issue £75 Fixed Penalty

Notices. Keep our streets and town centres clean

– don’t feed the pigeons!

Single stream recyclingSingle stream recycling has now been rolled out across the District.Not only is the new system more simple to use, it’s also morecost-effective – our waste collection service is the lowest inStaffordshire and one of the lowest in the whole country.

Instead of placing paper and card into a separate sack, you can now includethis in your blue box along with tins, glass and plastic. This is then sortedusing the latest conveyor belt technology.

Added to this, our recycling rates are on the rise – up 10% on last year, with afantastic 50% of waste collected so far this year either recycled or composted.Thank you to everyone who has helped to achieve this amazing result!

Nobody’s got money to burn but when itcomes to our homes, that’s just what many ofus are doing. We worry about putting theheating on too high or too often because we’recounting the pennies – but there are other,more efficient ways to reduce our bills.

One of the easiest ways to improve the energy efficiencyof your home is through cavity wall and loft insulation.With fuel bills ever on the increase, it’s incredible that anaverage three-bed semi could save as much as £260 ayear on fuel bills by simply installing cavity wall and loftinsulation.

The best news is that there’s help out there to do it.Anyone can apply for funding and you could get up to 50%towards the costs. If you’re aged 70 or over or on means-tested benefits, it might not even cost you a penny.

Top tips forsaving energyHelping the planet and your pocket

1. Turn your thermostat down.Reducing your room temperature by1°C could cut your heating bills by upto 10%, saving around £55 per year. Ifyou have a programmer, set yourheating and hot water to come on onlywhen required rather than all the time.

2. Is your water too hot? Your cylinderthermostat should be set at60°C/140°F.

3. Close your curtains at dusk to stopheat escaping through the windowsand check for draughts aroundwindows and doors.

4. Always turn off the lights when youleave a room.

5. Don't leave appliances on standbyand remember not to leave laptopsand mobile phones on chargeunnecessarily.

6. If possible, fill up the washingmachine, tumble dryer ordishwasher: one full load uses lessenergy than two half loads.

7. Only boil as much water as youneed in your kettle.

8. A dripping hot water tap wastesenergy and in one week wastesenough hot water to fill half a bath – fixleaking taps and make sure they'refully turned off.

9. Use energy-saving lightbulbs. Theylast up to 10 times longer thanordinary bulbs, and using one cansave you around £40 over the lifetimeof the bulb.

10. Do a home energy check atwww.energysavingtrust.org.uk –answer some simple questions aboutyour home to get a free, impartialreport telling you how you can saveup to £300 a year on householdenergy bills. Or call the home energyhotline on 0800 112 3820 and speakto an adviser.

Local parks

flying highBack in 1958, the 26 square milesof Cannock Chase weredesignated an ‘Area of OutstandingNatural Beauty’. Now just over fiftyyears on, our town parks havereceived national recognition too,through the Green Flag Award.

The Green Flag Award scheme began in 1996and is the national standard for parks and greenspaces in England and Wales.

We are extremely proud to be able to boast threeGreen Flags, which are now flying high inCannock Park (for the second year running),Ravenhill Park in Brereton and Castle Ring inCannock Wood.

The Green Flag Award is given to parks seen tobe welcoming, safe, well maintained andenvironmentally sustainable. None of this couldbe achieved however without the commitmentand hard work of local community groups, suchas the Friends of Cannock Park, Brereton andRavenhill Parish Council and Brereton TownFootball Club.

Parks and green spaces are great no matterwhat the season, so we hope you get out andenjoy your award winning parks this winter. Inthe words of Sir Rannulph Fiennes: “There isno such thing as bad weather, onlyinappropriate clothing.”

In 1909, the Horticultural Society moved to the grounds that weknow today as Cannock Park. They had a dream to create a parkfor the local community. Over twenty years later, and with the helpof the local mining community, their dream became a reality.

In celebration of the centenary, localyoungsters put in weeks of preparation andhard work to create a very special work of art.

Working alongside artist Neil Willis (aliasToes), the youngsters have transformed a wallof Chase Leisure Centre with spray art, tocreate a modern, vibrant and dynamic pieceof art that celebrates the park’s history andpresent day in equal measure – there’s a pitwheel for the miners, fruit and vegetables forthe Horticultural Society, the gates that wereinstalled in 1932 when it became a municipalpark and circus characters – a nod to themany circuses staged in the park.

The wall then brings us bang up to date,depicting a skateboarder, play equipment andof course the Green Flag of which we are allso proud.

The spray art work is the first phase of amajor initiative called the Respect project.The Friends of Cannock Park successfully bidfor £8,000 from the Closing The Gap Fundand Chase Valley Community and LearningPartnership have also contributed financiallyto the project. It is fantastic that thecommunity spirit that made the park possibleall those years ago is still going strong in theCannock Chase District today.

Children light the way

this Christmas

It’s a bit of an old cliché, but Christmas really is all about the children.

Seeing them all together, faces lit up from the glow of their Christmas lanterns, wrapped up against thecold, looking out expectantly for friends and family; the lantern parade is a truly heart warming sight and aperfect way to bring everyone together in the spirit of Christmas.

This is the third year that we have held our Christmas Lantern Parades and hundreds of children took part.Our Street Wardens helped school children across the District to design and make their lanterns for theparades – all using recycled materials in true Blue Peter style.

The parades in Cannock, Hednesford and Rugeley were a great success and after lighting their waythrough the town centres, the children were treated to some festive fun, with games, carols and even acarousel in the towns’ parks.

Here in the District, we have green spaces andbeautiful scenery in abundance. Walking is afantastic way to keep fit and healthy – but it’s notjust our bodies we need to look after, we need togive our brains a regular workout too. With itsfascinating and unique pieces of community art,our Route to Health community arts trail is a greatway to stimulate both body and mind.

In October we launched our seventh Route to Healthtrail. Over 500 people took part (volunteers and schoolchildren, hospital patients and the Staffordshire YouthService) and together created some wonderful piecesof art, including a magical fairy wood, a maze madefrom old shoes, a giant allotment and sculptures of allshapes and sizes.

The one-mile walk at the Birches Valley Forest Centrenear Rugeley is suitable for everyone, whatever yourfitness level and is open all the year round. The trail isalso wheelchair and pushchair-friendly.

The National Club Golfer magazinerecently confirmed what we inCannock Chase District have longknown, when it called Cannock ParkGolf Course "one of the bestmunicipal courses in the Midlands".

The magazine went on tosay: “A number ofstreams and ditchesintersect the tree-linedfairways, which give thecourse a great year-roundlook.”

With pay-per-playsessions costing from just£8.05 for adults and£3.50 for children, youdon’t need to take their

word for it though. And once the golfing bug bitesthe great news is that memberships start at just£12.10 per month - Chase Card holders can get a50% discount too.

When would the new system have comeinto force?The first year that the new system of electionswould have taken place was 2011. We decidedthat any councillor up for re-election in 2010would have their term of office extended until the2011 election. Unfortunately, we acted beyondour powers in making this decision.

We have been told by the Government thatelections in 2010 do have to be held and that itwas unlawful not to hold them. Thirteen Councilseats, therefore, will now be up for election inMay 2010.

Are we still moving to the new system ofwhole-Council elections?‘Elections by thirds’ will continue until anotherdecision is taken to change to the whole-Councilsystem. To do this, it must be voted on in ameeting of all councillors and achieve at least a

two-thirds majority. If we want to have this whole-Council election in 2011 then a resolution mustbe passed by Council before 31st December nextyear. The consultation process carried out will belooked at again by elected members to makesure your views are still valid.

Elections will now be held in 2010 for 13 of theCouncil’s 41 seats in the following wards:Brereton and Ravenhill, Cannock East, CannockNorth, Cannock South, Cannock West, EtchingHill and The Heath, Hawks Green, Heath HayesEast and Wimblebury, Hednesford Green Heath,Hednesford North, Norton Canes, Rawnsley andWestern Springs.

Elections You may have read in the newspapers or heard on the radio thatwe will be holding a district council election in 2010. This articleexplains why...

The new system – ‘whole-Council elections’All 41 Council seats are up for election in one go, once every four years.

The old system – ‘elections by thirds’A third of Council seats are up for election each year over three years (the fourth year is for county elections).

Independent retailers in Rugeley are celebratingafter being voted ‘top of the shops’ in anationwide survey.

The survey was part of the Location Modelproject and was designed to assess the town’soverall shopping experience – and included

mystery shopping and a street survey.

Rugeley beat 65 other UK towns and cities to thetop spot, amongst them Stratford-upon-Avon andCheltenham!

We’re bringing a touch of the Costas to Cannock Chase thispantomime season. Actress Hannah Hobley, from the hit ITV comedy‘Benidorm’, will be starring in Sleeping Beauty at the Prince of WalesCentre in December.

The ‘Benidorm’ star, who plays teenage mum Chantelle Garvey in theshow, will play fun-loving ‘Fairy Liquid’ alongside Claire Louise-Mealorin the title role of Sleeping Beauty. Claire is also no stranger to thesmall screen having been a member of the winning team in the BBC’sDance X.
