Local school districtsand city governments standto lose funds — and offi-cials are gearing up to dealwith the impact.
Education cutsAt Charlotte Public
Schools officials had al-ready asked departmentheads to identify and sug-gest cuts that can be madein their respective areas.
The Charlotte Board ofEducation is due to receivethe drafted 2011-2012 bud-get at the end of March.
But that was before Sny-der released his proposedbudget for the state — thatcalls for a reduction of $470in funding per student topublic schools across thestate.
What does this mean forCharlotte schools?
According to Superin-tendent Nancy Hipskind,all told the district is facinga $3.65 million deficit forthe upcoming school year.That number is due in part,to the proposed per studentcut, along with projectedenrollment decreases andincreased costs expectedfor the school year.
For Hipskind, it meansthe district needs to cut37 $100,000 items from its
budget —w h i c hmust be inplace bythe end ofJune.
“It’s aplace tostart,” saidHipskind,of her as-sessment. “When you say$3.65 million, what doesthat really look like?”
Don Sovey, associate su-perintendent for businessat Charlotte schools, saideven the district’s $2.3 mil-lion fund balance wouldn’tcover the projected defi-cit.
He said the projectedfunding shortage leaves thedistrict no choice but to cutitems they wouldn’t oth-erwise. Although officialswouldn’t list potential cutsright now, they admittedthey won’t be popular.
“We’re very dependenton the state of Michigan,”said Sovey. He explainedthat, in comparison, only11 percent of the district’srevenue is generated fromproperty taxes.
“This is a picture thatevery school district in thestate is looking at rightnow,” said Sovey. “This isnot a Charlotte problem.”
Hipskind said officialsare in the process of draft-ing a budget now. “To getto $3.65 million our reduc-tions are going to have tobe significant.”

CHARLOTTE — To say Dave Brownchose fire fighting or that fire fightingchose him doesn’t quite explain howCharlotte’s next fire chief got his start.
It wasn’t an accidental career choice— but it was an unexpected one.
This May Brown, a full-time captainand assistant fire chief, with the de-partment, which serves the city andfive outlying townships, will assumethe job.
But when he started with the firedepartment as a volunteer in 1980 hewas 18 years old and he admits toknowing very little about fighting fires.
Family tiesBrown was interested, he said, be-
cause his father-in-law Ed Fremdy wasactively involved in the departmentfrom 1963 to 1981.
It looked fun and exciting, soBrown, who was employed at SpartanMotors at the time, applied.
The now veteran still remembershis first house fire. He was asked tobreak some windows near the blaze.“We took out nearly every window inthe house instead,” Brown recalled.“We were ambitious.”
Then-chief Cal Fullerton stoppedBrown just before he destroyed thehome’s picture window.
Kevin Fullerton, who will retirefrom the chief’s position this spring, isCal’s son and a long-time veteran aswell. He said the city’s department hasmany firefighters who grew up withthe profession, having been raised in afamily connected to the department.
“Some of the fire fighters startedgoing to fires when they could walk,”said Fullerton.
And although Brown, who grew upin Charlotte, didn’t have that history,Fullerton said he became invaluable.
“He came up through the ranks andworked his way up just like we all
have,” said Fullerton. “He started as arookie and he finished as a profession-al firefighter.”
Volunteer to captain“I never envisioned that I would be
full time when I joined,” said Brown.“I just figured I would stay at SpartanMotors.”
In fact in 1996 the fire department’svolunteers elected Brown assistant firechief, a volunteer position.
At Spartan Motors, Brown had beenpromoted to Director of Operationsfor Motor Home/Bus. The position wasstable and paid well.
Then in 1999 a full-time captain’sposition became available at the firedepartment. The salary was less thanwhat Brown was making at Spartanbut, he said, the job was something he
wanted.“I had an opportunity to do some-
thing I really liked to do as opposedto just having a job,” he explained. “Itwas a tough decision because, how doyou leave somewhere you’ve been 20years and start all over again?”
What made the decision easier, add-ed Brown, was that Charlotte’s fire de-partment, with 35 members covering144 square miles, conducted itself likea family.
“I don’t think I could have goneto be a firefighter somewhere else. Itwouldn’t be the same.”

other volunteer department in the area.First, its funding comes, not just from thecity, but also from the Rural Fire Associa-tion. The association includes all five town-ships serviced by the department. The costof all fire equipment and vehicles is sharedby the city, and the association.
And while other city departments havesuffered significant cutbacks, both Fuller-ton and Brown say the funding agreement,in place for more than 70 years, has helpedkeep fire funding stable. While there havebeen some cutbacks, they have not beensignificant.
The department’s “volunteer” status isalso hugely beneficial. Fullerton said dedi-cated firefighters, who get paid a quarterlyamount that is minimal, keep labor costslow but allow for excellent service.
“We’re as good as a full-time depart-ment,” said Fullerton, who added that fire-fighters respond to calls within 30 secondsof receiving it.
Respect and supportFullerton said Brown’s greatest asset as
chief may be the respect he’s earned fromvolunteers.
The department’s firefighters have al-ready supported Brown’s promotion in astraw poll taken earlier this month. In Aprilthey are expected to officially vote forBrown to take over as chief.
Fullerton said having the backing ofmembers is the key to leading the depart-ment.
“My dad talked about that when I wasa kid,” he said. “If they didn’t vote for himthat night he said he’d quit.”
Brown said he understands that. As afirefighter he believes in dedication. “Ifyou’re sick you better be really sick be-cause if you’re not you’ll feel the heat fromvolunteers.”
Now poised to be chief he said the job isdemanding — but equally rewarding. “Youmake a difference. You help more than youdon’t. You save more than you lose.”

OKEMOS - DeidreannaPotter, a 17-year-old harpvirtuoso from Charlotte willbe in the spotlight at theRed Cedar Festival wherecommunity bands from allover the area will gatherSaturday, March 5 to dem-onstrate their considerablemusical skills.
Potter has been playingwith the MSU SymphonyOrchestra for four years,and at 15 she won firstplace in the Lansing Sym-phony Orchestra’s YouthCompetition, playing Rav-el’s Introduction and Alle-gro with the LSO at theWharton Center last March.
She started learning toplay the harp just sevenyears ago, inspired in partby her musical family andin part by her Christian
faith. She plays frequentlyat her church, Calvary Bap-tist in Charlotte, and oftenwith her family.
Potter attracted the at-tention of Leon Gregorian,conductor of the MSU Sym-phony, and he invited her tojoin the orchestra at the ageof 13.
At 15, Potter won firstplace in the Lansing Sym-phony Orchestra’s Sympho-ny Youth Competition, andthis led to her performanceof Ravel’s Introduction andAllegro.
Among her other ac-complishments, Potter hastwice performed in theAmerican Harp Society’snational competition, andshe has played with the Ma-son Orchestral Society, theLange Chorale, the Jackson
Symphony and the SpringArbor University Orchestra.
At 2:15 p.m., Potter willbe featured with the Meridi-an Community Band on Da-vid Bennett’s La Rougetteby David Bennett and AtKitty O’Shea’s by Johan deMeij.
From Bach to Sousa,there will be music for ev-eryone at festival of Com-munity Bands March 5.
The daylong event, host-ed by the Meridian Com-munity Band and directorCarolyn Sherrill at OkemosHigh School, 2800 JollyRoad, brings together 12community bands fromacross Michigan to present40-minute individual con-certs from 9 a.m. to 6:15p.m.
Now in its 16th year,
the Red Cedar Festival is aunique event in that it notonly provides a day of top-notch musical and culturalentertainment to the public,it is also a rare educationalopportunity for the all-vol-unteer bands, as they arecritiqued on their perfor-mances by master clini-cians.

District officials aren’t new to making cuts. In the past10 years Charlotte officials have cut $10 million in expen-ditures from the budget.
Cost savings have included staff reductions, the closingof an elementary school and restructuring the district’s busroutes. “This is going to be tragic for education, K-12, inMichigan,” said Hipskind. “It is not going to look the sameas it has before.”
City more optimisticAt Charlotte City Hall Manager Gregg Guetschow is tak-
ing a “wait-and-see approach” to Snyder’s proposed budget.It calls for reductions in state shared revenue funding formunicipalities. If passed, it amounts to a loss of $164,000annually for Charlotte, said Guetschow.
However, Snyder’s budget isn’t all doom and gloom forcities, he said. “It’s tough to know whether that’s a net im-pact or not,” explained Guetschow. That’s due to two otherfactors. First, a portion of state shared revenue funding,entitled “constitutional” funding actually stands to increaseby an estimated 4 percent. That portion of the funding in-creases if sales tax revenues go up — which they are ex-pected to. Guetschow said that increase could generate upto $25,000 more for the city.
Secondly, Snyder’s budget does offer financial incen-tives — a chance to earn back a portion of the revenuesharing they stand to lose — for city’s that demonstratethey are exercising the following “best practices:”
• service sharing/consolidation• employee compensation• Accountability to the public.Although the details of the proposal won’t be clear until
mid-March, Guetschow said he believes the city can dem-onstrate its efforts in all three areas.
“I feel pretty good about our ability to be responsiblewith the issues the Governor is proposing,” he said.
He added that officials are patiently waiting to see ex-actly how the proposed state budget will impact them be-fore reacting.
“I think it’s too early to panic,” he said. “It’s going to betough but we knew it was going to be.”

When Jesus was teaching his disciples, he told them theParable of the Lost Sheep.
Shepherds were often asked to care for flocks of 100sheep, and they were accountable for every one of them.Never would a shepherd hesitate to risk his life if one of hissheep was in danger.
The image of a shepherd carrying a sheep safely homeon his shoulders is a familiarsymbol. In the Book of Isa-iah, God is described as onewho “will feed his flock likea shepherd; he will gatherthe lambs in his arms, andcarry them in his bosom...”(Isaiah 40:11)
The lesson of this parable is that God is like the goodshepherd who would leave his 99 sheep to find the one that
has gone astray. We are taught that there is no limit to thedistance that God will go to bring us home to his love.
With God’s help, our lives can move from bad to good,from hurt to healing. God is not, as a popular song says,“Watching us from a distance.” God, our loving father, isright here among us. He’s within us, loving us, feeling ourpain, desiring that we be made whole, happy, and healthypeople.
God wants us, his children, to care for one another ashe cares for us. God does not want us to be detachedfrom our neighbors. Whenever we find pain and suffering,our call is to put aside our differences and work togetherfor the common cause: Building the Kingdom of God onEarth.
It is time to join hands in the name of Jesus Christ —united to the cause of building a better world. This may bethe only way for those who have been lost to experience
Uniting to help bring about a better worldthe Joy of Being Found.

Charlotte Police Depart-ment handled over 160 in-cidents the week of Feb. 14to Feb. 20. Here are just afew of those incidents:
• Feb. 15 - Charlottepolice were called to theCharlotte High School for adisorderly parent during abasketball game. Officersarrived and were informedthat a parent of a playerwas heckling the refereesduring the game. The ref-erees informed the schoolthat the parent must be re-moved from the game, atwhich point the school hadno choice but to have theparent leave under MHSAArules. When told to leavethe parent became very up-set with school staff andwhen leaving the parentthrew open a door damag-ing the door.
• Feb. 15 - Charlotte po-lice were called to a resi-dence on Porter Drive for adomestic assault. Officersarrived and were informedby the victim that her hus-band had assaulted her andthen left the scene on foot.The victim stated that theywere having a verbal ar-gument over their childrenwhen the argument turnedphysical. Officers fromthe Charlotte Police De-partment searched the area
and located the suspectwho was then arrested fordomestic assault.
• Feb. 16 - Officers fromthe Charlotte Police De-partment were followingup on the B&E that had oc-curred at the high schoolas well as a larceny fromauto that occurred thesame night in the highschool parking lot. Offi-cers were able to identifyone of the four suspects.During an interview thesuspect confessed to bothcrimes and led officersto the stolen property.Officers also learned thenames of the other threesubjects who broke intothe school. Charges arepending on all the individu-als.
• Feb. 16 - Charlotte po-lice were called to a pos-sible domestic on NorthSheldon Street. Officerswere informed that aneighbor called and report-ed they heard their neigh-bor yell “I am going tokill you.” Officers arrivedand investigated the inci-dent and it was discoveredthat the resident was upsetwith his dog that wouldnot come in when called,which prompted him toyell the statement.

Tomorrow morning, more than 75 percent of the residents
in Barry and Eaton County will wake up and never ask
themselves when or how they are going to exercise today.
Nor will they give any thought to what they will eat throughout
the day. In today’s world, it seems people go through their
lives in an unconscious state of habits and daily routines.
When one factors in the fact that two-thirds of all deaths
are associated with physical inactivity and poor nutritional
habits, those of us in the health industry often wonder why
so many people go through life in this unconscious state.
Lack of knowledge can no longer be an excuse. It’s amazing
how many people actually know the importance of physical
activity and understand the difference between good and
bad food.
So what’s the issue? Put simply…exercise and eating right
have not become daily habits for most people. In order to
truly make a positive change in one’s life, a person needs
to make exercise and eating right a regular part of their day.
So how can you do it?
Realize you have a choice in the matter. Each and every
one of us has the option to ask ourselves each morning
when and how we’re going to exercise. We also have the
choice to decide what we’re going to eat each day.
Once you realize this, you can begin to make a conscious,
daily effort to improve your wellbeing and prioritize your
time and money to things that really matter – your health
and vitality!

CHARLOTTE - Joann M. Taylorwill retire from the Eaton CountySheriff’s Office, according to SheriffMike Raines.
The sheriff’s department hosteda retirement receptionin her honor on Feb.17.
Taylor began hercareer in the foodservice department,joining the MedicalCare Facility in 1964on the day the facilityopened its doors.
After six years at
home to begin her family she washired to work at the sheriff’s officeon Aug. 8, 1980 as a part-time cook.
On Oct. 21, 1985 Joann returnedto work for the Medical Care Facilitywhile attending school to obtain herDietary Managers Certification.
She returned to the Eaton CountySheriff’s department on March 6,1989 at the request of former SheriffArt Kelsey.
She was offered the position ofFood Service Supervisor/ Diet Tech-nician at the new jail location.
Joann received a Certificate ofAppreciation for the morning of Dec.
11, 2006 when an evacuation of thecourthouse was performed and allcourthouse employees were broughtover to the sheriff’s office to wait un-til it was safe for them to return totheir offices.
As the lunch hour approached,Joann was asked to prepare enoughlunch for an additional 100 peopleon top of the 190 inmates that werealready having lunch prepared forthem.
Within approximately 30 minutesshe had an entire lunch prepared, set-up downstairs and had began serv-ing the extra people.

Mary has been the OlivetMiddle School Principal forthe past two-and-a-half years(also serving as the district’sspecial education coordi-nator and grant writer/coordinator), worked as theleader of Fern Persons Ele-mentary from 2001 to 2008,and prior to that has been aneducator, curriculum coor-dinator and the K-3 profes-sional developmentcoordinator.
Mary always provided aspirit of open collaboration,camaraderie, and a “let’s rollour sleeves up” work ethic.
Mary’s experience as theelementary school principalbegan in 2001 after servingthe district as a teacher since1986.
Mary taught in all gradesat FPE, developmental kin-dergarten through thirdgrade. She also taught ele-
mentary Spanish at one timewhich is now a regular classfor all elementary students.
In addition, Mary servedas a K-6 musical director for
plays, and directed and in-structed the K-5 Gifted andTalented program.

Tuovila of Norway, MI, Paulette (Brent) Graham of Char-lotte and Diane Tuovila of Charlotte; along with four grand-children: Eric (Debbie) Tuovila, Steve Tuovila, Valerie(Brian) Frawley, and Heather (Chris) Votruba. He also hasthree great grandchildren: Lilly Graham, Seth and ShawnFrawley. Mr. Tuovila is also survived by two brothers:Clayton Tuovila and Gerald (Patty) Tuovila both ofLaurium, MI.
He was preceded in death by siblings: Carl, Paul and Ber-nice Tuovila, Helen Helmes, and Barbara Armes.
Mr. Tuovila was a very patriotic man who was an honor-ed WWII Veteran and a decorated combat infantryman with1 Bronze Star, 4 Campaign Medals and was a Staff Sergeantin charge of a machine gun squadron. He was in Patton’s 3rdArmy 35th Infantry and received military awards from theNormandy Invasion, Battle of the Bulge, Rescue at Bastogneand into the Rhineland. He enjoyed travel in his motorhome to Cape Canaveral, Florida and the Upper Peninsula.He also enjoyed flower and vegetable gardening and land-scaping.

Dema Sherry Wright, 79, was born No-vember 2, 1931 in Mulliken, MI the daughterof George and Irma (Beck) Root.
Dema grew up in Grand Ledge graduat-ing from Grand Ledge High School in 1950.Later that year she married Wendall Wrighton September 18, 1950.
Many will remember Dema as owner of Grandma’s Green-ery in Nashville, as a Scout and 4-H leader, from the manyquilts and cakes she created, her presence at local arts acrafts shows, and her ever-present heart shaped glasses.
As her daughter Rae recalled at her last visit: I see herhand when I point to something along the road, and I’m surethat it’s her tongue that hangs out in most of the photos forwhich I’ve posed. I know it’s her lips that I hear say thosethings to my kids and theirs, and though mine is longer itmust be her graying hairs. We’ve been apart so much andyet she’s always in my movements and in the lives I’vetouched. I hope that others see the kindness in her eyeswhen I look at them and smile, and the pride in my heartknowing, I’m her child.
She is survived by her husband of 60 years Wendall, theirdaughter, Rae (Larry) Swan of Canada; son, Eric (Marilyn)Wright of Vermontville; daughter, Dawn (Mike) Meade ofNashville; daughter, Lee (Steve) Augustine of Vermontville;10 grandchildren, and 10 great-grandchildren; and her broth-ers Doyle (Sharon) Root of Holt, and David (Barbara) Rootof Ann Arbor.

Linda K. Potter, 51, of Charlotte, MI lostan eight year struggle with cancer of whichshe met head on with a determined and posi-tive fight Monday, February 21, 2011. Mrs.Potter was born February 25, 1959 in Mel-bourne, FL the daughter of Darel and KayUtz (Klinger) Morgan. Linda’s concern for
the elderly was as an administrator for the Eaton CountyMedical Care Facility and oversaw the construction of thenew Eaton County Medical Care Facility which was a modelfor the state. She also worked for Red Oak Health Systemsand Life Care Centers of America as Executive Director.Linda helped restore two historic homes, one of those wasthe Hall House on the corner of Harris and Clinton streetsand she helped to place it on the State Historic Register. Shehad a great sense of humor and passed on too soon as shehad many things to accomplish. In the short life she had - shelived gloriously!
She is survived by her husband, Thomas; daughter, NicoleKrepps of Battle Creek; son, John Ross (Amy) Henry of Lan-sing; step-son, Thomas (Katy) Potter of Muskegon; step-daughter, Jennifer (Joel) Wozniak of Charlotte and 12 grand-children. The center, which is lo-cated in the former FamilyBirthing Center, recentlystarted offering anticoagula-tion, eye and pain manage-ment procedures. The CareStation has also been of-fering infusion services formore than two years now.
The eye procedures in-clude cataract surgeries andblepharoplasties and are be-ing performed by Dr. DavidHarrell.
Pain management en-compasses epidurals, rhi-zotomies, facet blocks andspinal cord stimulators,among others. Drs. SenecaStorm and Richard Ferro arethe physicians doing theseprocedures.
Infusion is the process
of providing medications ortreatments intravenously.For example, some peopleneed more intensive antibi-otic therapy or a blood trans-fusion but don’t need to bein the hospital. They mayalso need hydration thera-py, a PICC (peripherally in-serted central catheter) line,minor wound care or intra-muscular injections.
In the anticoagulationclinic, HGB provides a visitwith a nurse, a simple fin-ger prick to get a sampleof blood and an immediateresult, and then discussionwith the patient about his/her plan of care regardingthe anticoagulation medica-tion that they are currentlytaking. If needed, the pa-tient will be seen by a physi-cian.
In the clinic, staff alsomonitors initial anticoagu-lation therapy, bridges an-
ticoagulation therapy forprocedures a patient mayhave to have done, andprovides education and nu-trition on anticoagulationtherapy.
Having these more short-term services in a smaller,more comfortable locationmeans patients can be inand out of the hospital usu-ally much faster than whenthey had to have them donein our traditional surgicalsuites, according to HGB.It’s also another opportunityfor the hospital to utilize theformer Family Birthing Cen-ter.
“The area is being calledthe Care Station becauseit continues our recent ef-fort to bring attention tothe niche outpatient servic-es we are becoming knownfor, like the Sleep, Endos-copy and Heart Stations,”explained President & CEO
Matt Rush. “‘Care’ was cho-sen as an all-encompassingterm because we providesuch a variety of services ina beautiful, efficient space,helping people to make aconnection to our qualitycare and people in yet an-other way.”
Every room has a win-dow so people can see out-side and have natural light,which can be more comfort-ing. There is also a comfort-able sitting area for visitorsand a staff of nurses avail-able for anything patientsmight need, according toHammontree.
People who are interest-ed in using the services ofthe Care Station should talkto their physician about a re-ferral. They may be able tosave themselves a trip out oftown, added Hammontree.
