II. CCSD Online Overview

The CCSD Online program offers eligible students a variety of rigorous courses for high school and college credit through a virtual environment. In addition to their regularly scheduled face-to-face courses, students may enroll in virtual courses. Reasons students may choose to enrol in a virtual course include: their school does not offer that course, they have a scheduling conflict, or they have interest in a specific virtual course. CCSD Online includes the following digital learning opportunities:

● VirtualSC ● CCSD Virtual Franchise ● Edgenuity

● Distance Learning ● Out-of-state contracted and district-approved virtual classes

Charleston County School District’s Proficiency-Based System

Charleston County School District’s Proficiency-Based System, approved by the South Carolina

Department of Education (SCDE) and the Charleston County School Board, defines how the

District offers non-traditional, computer-based courses. Charleston County School District must

provide the following assurances to the SCDE to be in compliance with the approved system:

● Demonstrate that each course and its assessments for direct instruction are aligned to State-

adopted subject area standards for the current year.

● Provide an explanation of how proficiency assessments will be standardized across the

District.

● Provide documented evidence that teachers of all courses hold a current SC certification and

are highly qualified for the subject they are teaching.

● Communicate through schools NCAA eligibility requirements and higher education

guidelines regarding proficiency-based courses to parents and students.

● Provide evidence that all courses meet all relevant state statutes and regulations.

● Provide evidence that the District’s proficiency-based system is evaluated annually and the

results are reported to the local school board.

CCSD Online Programs Descriptions

VirtualSC - A free state-sponsored online program serving students currently attending public,

private, and home school in grades 6-12, and Adult Education Programs.

Edgenuity - A computer-based resource for high school students to earn an initial credit course

or recover failed course credit. Edgenuity may also be used to facilitate content recovery through

blended learning as directed and guided by the classroom teacher. Only CCSD-approved

Edgenuity courses may be taken by students for credit. These courses have been reviewed by

district content experts and meet state course requirements, including course name and course

code.

CCSD Virtual Franchise - Expanded VirtualSC online course offerings to address the unique

challenges of our district using our own teachers. VirtualSC provides the technology, curriculum,

and training to support implementation of the CCSD Virtual Franchise.

Distance Learning - With respect to CCSD, Distance Learning refers to a program in which

the teacher is not physically present in the classroom but is providing live instruction from

another geographic location. Distance Learning course offerings may include high school or dual

credit classes. Distance Learning courses are provided on a very limited basis with a focus on

access and equity.

Out-of-State Virtual Classes - On a very limited basis the district may contract with other

states’ virtual programs to provide individual CCSD students with the opportunity to take a

virtual course from another agency. This option is only considered when all other avenues have

been explored.

III. CCSD Online Participation Guidelines

NOTE: Prior to enrollment in any online course, students must submit a completed program application (found in the appendix and posted online at the CCSD Online website). School Counselors or the Principal Designee are responsible for securing a completed and approved Program Application prior to scheduling and enrolling students in an Edgenuity, CCSD Virtual or VirtualSC course.

Enrollment Options and Selection Procedures Enrollment in online courses should be considered in the following order:

● VirtualSC Program

● The district’s approved online initial credit and credit recovery program (Edgenuity)

● CCSD Virtual Franchise (Launch – Spring 2019)

● Courses for which CCSD contracts with other approved providers (Florida Virtual School)

School Counselors should utilize the course offerings lists issued by the CCSD Online Learning Department and/or the VirtualSC program when determining appropriate and available online program enrollment. Any deviations must be approved by the CCSD Online Learning Program.

Characteristics of a Successful Online Learner

Learners tend to be more successful in the online environment when they are:

● Involved and active in their courses ● Highly motivated ● Industrious ● Creative ● Independent ● Organized ● Disciplined ● Flexible

CCSD Online Enrollment Checklist

The following items should be considered when placing a student in CCSD Online courses.

● Solid academic preparation

✓ The student must have successfully completed all prerequisite coursework.

● Read and write at grade level; effective communication through writing

Section

3

Page 7: CHARLESTON COUNTY SCHOOL DISTRICT...Charleston County School District’s Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston

Page 7

Updated 1/16/19

✓ Online courses are reading intensive. Students need to comprehend information from

text and apply it to assignments.

✓ The majority of communication in an online classroom is written. It is critical that

students have excellent reading skills and feel comfortable expressing themselves in

writing.

✓ Students must comprehend grade level content and ask for help when needed.

✓ A minimum Lexile score of 1000 is recommended.

● Rigor and demands of online learning

✓ Online courses offer the same content and rigor as courses in the face-to-face classroom.

They are flexible and convenient, but not easy. Students should be prepared for rigor.

● Regular access to technology with Internet connectivity

✓ Students need regular access to a computer with Internet capabilities in order to

participate in their course(s).

✓ It is not expected that CCSD Virtual course schedules (start, completion and assignment

due dates) will change as result of absences due to weather (unless the incident results in

widespread power outages and is designated as excused by the CCSD Online

Coordinator), illness, or other local school related or personal absences. Therefore, the

student must be able to access the online website in order to complete course

requirements as scheduled.

● Time to study

✓ To be successful, the student must have regularly scheduled time to study and the self-

discipline to stick to the schedule they establish. This often requires balancing competing

priorities between the online course and extracurricular activities.

✓ While not required, it is recommended that students have a specific class period during

the day assigned for the CCSD Virtual course and time set aside for study at home.

✓ Students in Advanced Placement courses will need to schedule at least 12 hours per

week for their course (about six hours online and six hours of offline study). Non-AP

students should plan to spend at least as much time in their online course as in a face-to-

face course, including homework time.

● Valuing success

✓ Successful students in online courses have strong motivation and commitment. CCSD

Online courses require that students be active participants in all course activities,

including participating in class discussions and other assignments.

✓ Successful online students are typically very determined students who like to set their

own goals and challenge themselves to meet them.

✓ Even students who come into a course not fully prepared academically are able to

succeed through determination and taking pride in their work.

● Strong support in school and at home

✓ Whether the first or subsequent online courses taken, students need strong and

consistent support. ✓ A student may be the only one in his/her school participating in a CCSD Virtual online

course. The course may be the most rigorous course in his/her schedule. Support from

Page 8: CHARLESTON COUNTY SCHOOL DISTRICT...Charleston County School District’s Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston

school and home will be very important as the student balances competing priorities for

time and faces frequent deadlines. Students are far more likely to succeed if they have

encouragement from adults who support their efforts.

Participation in Online Initial Credit and Credit Recovery Online Credit Recovery/Initial Credit courses are available for students in grades 9-12. Student enrollment in Credit Recovery or Initial Credit courses must be approved by the Principal, School Counselor, or Principal Designee prior to the start of the course. Credit Recovery and Initial Credit courses taken during semester one or two through Edgenuity must be completed within one academic school year. Other courses must be completed as scheduled through the providing program (i.e. VirtualSC, CCSD Virtual, etc.).

For credit recovery attempts and per SCDE Uniform Grading Policy, the original failing course and grade will remain on the student’s transcript. The credit recovery course, starting with the appropriate activity code, grade scale designation, and unit marker will be entered on the student record/schedule (i.e., 3024CRCW English 1 –CR). The credit recovery course does not impact a student’s GPA.

*A student wishing to modify his or her GPA shall repeat the full course for initial credit and not seek a credit recovery solution. Note: Prior to enrollment in any online course, students must complete the appropriate Program Application form by the registration deadline if applicable. School counselors or Principal Designee are responsible for approving students for enrollment in online courses.

Credit Recovery Eligibility and Enrollment Guidelines

Eligible students are allowed to enroll in credit recovery courses based on the following criteria:

● Students may take credit recovery only if they have previously attempted all requirements for the course. Only students who have previously failed the course with a grade of between 50% to 59% are eligible for credit recovery.

● Students must retake the course before they are enrolled in the next sequential course or students may take a level 2 course while recovering credit from a failed level 1 course.

● Students planning to enroll in a credit recovery End of Course Examination Program, must have an EOCEP exam on file to be eligible to recover the credit.

● Students may only recover two (2) credits per semester during the regular school year. ● Students may not enroll in credit recovery for any course for which they received a “WF”

(withdrawn failing) or “WP” (withdrawn passing) grade as a first attempt. ● Students who complete credit recovery for a failed Honors or AP level course will receive

College Prep credit. ● Upon successful completion of the credit recovery course (numerical grade earned of a 60 or

higher), the student will receive a “P” in the gradebook as the final letter grade. When a student does not successfully recover the credit for a failed course, s/he will receive a “NP” in the gradebook as the final letter grade. The original failing grade will remain on the transcript as stored through the Historical Grades process. Do not edit any field for the

Page 9: CHARLESTON COUNTY SCHOOL DISTRICT...Charleston County School District’s Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston

Page 9

Updated 1/16/19

stored grade for the previously failed course. Therefore, the credit recovery course does not impact the student’s GPA but does allow the student to earn the course credit required for graduation progress.

● Students with Disabilities may participate in credit recovery (see below for additional information on IEP and 504 student enrollment).

● The certified Teacher of Record will be responsible for recording final credit recovery and initial credit grades in the PowerTeacher Pro gradebook.

● Any student taking Credit Recovery courses in summer or extended year programs must complete the coursework and receive a final grade by August 15th.

NCAA Eligibility Requirements To ensure compliance with SCHSL and NCAA student athletes should receive written approval from the school athletic director to ensure that he/she is complying with both SCHSL and NCAA Clearinghouse eligibility requirements. CCSD Online is not responsible for SCHSL or NCAA eligibility compliance. Credit recovery courses do not meet NCAA requirements for college-bound student athletes. IEP and 504 Guidelines Charleston County Online Learning Programs may be an option for students with disabilities who have an Individual Education Plan (IEP) or 504 to earn high school credit provided online courses are an appropriate instructional delivery method for the student’s needs. IEP and 504 Student Enrollment Procedures Prior to enrolling a student with a disability into any CCSD Online course, the IEP or 504 team at the student’s sponsor school must consider whether or not an online instructional delivery method is appropriate for the student. The student’s IEP or 504 team should also determine whether or not the student’s accommodation(s) can be provided through a virtual learning environment. During the period of enrollment, the sponsoring school will be responsible for the following:

● Monitoring the student’s progress in a course by verifying grades and progress. ● Notifying the instructor of any information that may affect the student’s performance in or

during the online course(s). ● Providing all special education and related services to (or on behalf of) the student. ● Collaborating with the virtual instructors to determine how each student’s accommodations

will be implemented. The student’s IEP or 504 plan must specify how each student’s accommodations are to be implemented. The IEP or 504 accommodations pages must be provided to the course instructor and any assigned lab manager.

Withdrawing from a CCSD Online Learning Course

Edgenuity, CCSD Virtual and Distance Learning courses are subject to the same withdrawal requirements, procedures, and/or applicable penalties as outlined in the South Carolina Uniform Grading Policy. Any dishonesty such as plagiarism, cheating, and/or providing false information is grounds for disciplinary action by the CCSD Online administrator. Prior to enrollment in any CCSD Online Program, students and parents/guardians are required to sign the CCSD Online Agreement Form to validate understanding of academic integrity and the consequences of dishonesty.

The following acts will be considered to be dishonest and a violation of the Academic Integrity Policy:

● Plagiarism – using other people’s work, ideas, or information without giving credit to the source.

● Work submission through another student’s password – any assignments or projects posed while using another student’s username and password is considered cheating.

● Cheating – using unauthorized material including outside materials or study aides for work completion. Copying another person’s work and using it as your own is considered cheating.

● Performing work or taking a test for another student. ● False information or made up data – submission is considered misleading and dishonest. ● Computer crimes – damaging programs, hacking, installing viruses, and copying programs

are illegal.

Consequences of Academic dishonesty will result in (depending on number of offenses):

1. Loss of grade points 2. Removal from the course 3. Credit denial 4. Loss of enrollment eligibility in CCSD Online Programs

Scheduling Requirements

All online (Edgenuity, CCSDV, VSC, and Distance Learning) credit-bearing courses taken during the regular academic year will be scheduled in PowerSchool and will appear on the student’s schedule prior to the beginning of the lst day of the course. Create PS sections as follows:

Edgenuity – held during the regular school day

Create a section for each credit-bearing course held during the regular school day (course takes place

in a computer lab or other room and students attend on a regular basis):

● Use only State/CCSD approved course names and course numbers.

● Schedule the section in the correct block/period during the regular school day.

● Select the appropriate Term (Note: Online courses must remain active on the student’s schedule until the final grade is rolled to Historical Grades. Keep this in mind when determining expected course completion and when selecting the appropriate Term).

● Add the course Teacher of Record (TOR) as the Teacher – Section Lead (see Roles and Responsibilities for information about the TOR).

● Add a Course Manager role under Teacher/Staff – Additional. In most cases in which the student is scheduled into a section during the school day the Course Manager would be the individual responsible for daily room supervision and attendance (i.e. Edgenuity lab manager). See Roles and Responsibilities for additional information about the Course Manager role.

NOTE: Use of the Course Manager role is not required for Edgenuity labs run by the TOR.

● The Instruction Type should be C – Online In-State Edgenuity

Updated 1/16/19

● Complete other required blocks as usual and click Submit.

Edgenuity – held outside the regular school day

Create a section for each credit-bearing course held outside the regular school day (Students do not

attend classes but complete the majority of course requirements on their own with the exception of

supervised quizzes and tests):

● Use only State/CCSD approved course names and course numbers.

● Schedule the section in a block outside the student’s regular school day.

For after hour sections the Course Manager could be an individual who may have responsibilities such as supervising tests, quizzes, or otherwise monitoring the course. See Roles and Responsibilities for more information about the Course Manager role.

NOTE: Use of the Course Manager role is not required for Edgenuity labs run by the TOR.

● Select C - Online In-State as the Instruction Type for Edgenuity.

● Complete other required blocks as usual and click Submit.

CCSDVirtual or Virtual SC

Create a section for each credit-bearing Virtual course the student is taking through the VSC

website.

● Use the State/CCSD approved course names and course numbers listed for the online course.

● Schedule the section in the correct block/period (during or after their regular school day)

● Select the appropriate Term as indicated for the course on the VSC website.

● Add the course Teacher of Record (TOR). In the case of CCSDV and VSC courses, the TOR will be the instructor listed on the VSC website.

Important: When creating the PS course section, the TOR must be the teacher listed on the VirtualSC site. The TOR information can be entered into the PS section in one of two ways (whichever is determined to be most convenient for the school):

✓ Enter the TOR as the Teacher – Section Lead and fill in the requested information

at the bottom of the page under Complete for SC Virtual School Program

Instructor ONLY. Enter the teacher’s certificate number in the box for VSP

Certificate No. Do not enter the teacher’s VSP SSN.

Page 18: CHARLESTON COUNTY SCHOOL DISTRICT...Charleston County School District’s Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston

Page 18

Updated 1/16/19

✓ Or, create and enter a generic PS teacher called A SC Virtual, Teacher in the

Teacher – Section Lead box and fill in the requested information at the bottom of

the page under Complete for SC Virtual School Program Instructor ONLY.

Enter the teacher’s certificate number in the box for VSP Certificate No. Do not

enter the teacher’s VSP SSN.

● Add a Course Manager role under Teacher/Staff – Additional only for those instances in which the student is taking the course in a supervised classroom during the regular school day. In those instances the Course Manager would be the individual responsible for daily room supervision and attendance. See Roles and Responsibilities for additional information about the Course Manager role.

● Mark as “Exclude” under Exclude from Storing Final Grades. This will prevent the course from rolling to historical grades and will allow for a direct manual entry of the final grade.

● The Instruction Type should be C – Online In-State for CCSDV or B – SC Virtual School Program for VSC classes.

● Complete other required blocks as usual and click Submit.

Distance Learning:

Create a section for each credit-bearing Distance Learning course. The course section should be created in PS at each school where there are enrolled students.

● Use only State/CCSD approved course names and course numbers.

● Add the course Teacher as the Teacher – Section Lead.

● Add the Course Manager role under Teacher/Staff – Additional. For Distance Learning courses the Course Manager would be the individual responsible for daily room supervision and attendance. See Roles and Responsibilities for additional information about the Course Manager role.

● Select D – Distance Learning as the Instruction Type.

● Complete other required blocks as usual and click Submit.

Summer Courses:

The only exception to the scheduling requirements provided above are for courses taken during the summer. The Principal or Principal Designee is responsible for ensuring that procedures are in place so that ALL summer course attempts (regardless of course outcome) and final grades are manually entered into PS Historical Grades.

Final Grades

Edgenuity:

● Final grades for Edgenuity will be recorded in PS through the TOR’s PowerTeacher gradebook and NOT through a manual entry into PS Historical Grades.

Page 19: CHARLESTON COUNTY SCHOOL DISTRICT...Charleston County School District’s Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston

Page 19

Updated 1/16/19

Exception: The only exception to this requirement will be for Edgenuity summer grades which will be manually entered directly into the student’s PS Historical Grades.

● At least one assignment must be created in the teacher’s gradebook before the F1 final grade can be entered. The assignment grade as well as the F1 final grade should be the numeric grade earned in the Edgenuity initial credit course. Credit recovery courses will be entered as either a P (course passed) or NP (course not passed). The F1 grade will be the final course grade that appears on the student’s transcript.

● The building level administrator will implement procedures so that all academic year Edgenuity final grades are entered in the TOR’s gradebook in a timely manner and that these grades are recorded in PS in the same manner as traditional classroom final grades, regardless of Edgenuity course completion date.

Note: Courses must remain active on the student’s schedule until the end of the designated Term in order for the F1 final grade to roll to PS Historical Grades.

CCSDV and VSC:

Final grade reports (transcripts) for CCSDV and VSC classes will be downloaded directly from the virtual school website. School Counselors or the Principal Designee will manually enter the final grade into the student’s PS Stored Grades section.

Edgenuity Parent & Student Agreement and Understanding

IMPORTANT NOTE: This signed agreement and the Application must be returned to the student’s Counselor in order for the

course request to move forward for approval.

Student Name: ____________________________________ Course Requested:

I understand that the CCSD Edgenuity program provides students with opportunities to earn initial course credit (IC) or recover

a credit for a previously failed class (CR). Courses offered through Edgenuity are software/computer-based instruction and the

curriculum aligns with SC State Standards. Opportunities to earn credit may be offered during the school day or through

independent studies. Credits earned by successful completion of these courses will count towards fulfilling requirements to

obtain a South Carolina High School Diploma.

It is important that parent(s)/guardians and students have a clear understanding of what is involved in computer-based/Edgenuity

instruction and what it takes to be successful in such a course. Students should be highly motivated, strong readers,

technologically proficient, self-disciplined, and well-organized. Students are required to meet with their school counselors to

discuss program expectations and requirements in-depth prior to course enrollment.

Student Commitment – As a student enrolled in a CCSD Edgenuity course you have committed to complete all requirements

of this course. Specifically, you are agreeing to the following:

1. I will abide by the districts most current Internet Safety and Acceptable Use Policy and Academic Integrity Policy. I

understand that CCSD expects a full commitment to academic integrity and appropriate internet use from each student. I

further understand that if an instructor confirms that I have violated either policy I may be dropped from the

course which will negatively impact my overall GPA and course credits earned.

2. I will log-in, interact with the content, activities and assignments as required by my Teacher of Record (TOR)

and/or Edgenuity Lab Manager. The length of time I may need to spend at each log-in will vary with what I need to

accomplish on that day or session. I understand that it is much easier to ‘keep up” than to “make up” assignments.

3. I understand that, in order to earn credit, I must complete all assignments, tests, quizzes and the final exam by the

due dates indicated in my course pacing guide. I also understand that the Edgenuity system measures and reports

student course work, including progress, idle time and time on task.

4. I agree to complete all tests and exams under the direct supervision of designated Edgenuity official. Unsupervised

tests or exams will not count towards grade calculation and may require that I retake affected assessments.

5. Notify the Edgenuity Lab Manager and Teacher of Record if further assistance is needed with the program and/or

course content

6. I understand that the SC Uniform Grading Policy applies to all online courses for initial credit and for credit

recovery. It is agreed and understood that to earn or recover course credit students must master the South Carolina College

and Career Readiness Standards for the courses in which he/she is enrolled. Credit Recovery (CR) and Initial Credit (IC)

credit will be awarded as follows:

● Credit Recovery Course: Students are eligible for enrollment in Credit Recovery (CR) if they have previously failed

the course with a grade of between 50%-59%. Final grades designated as FA (Failure due to Absences) are not eligible

for Credit Recovery, regardless of the numeric grade earned.

● Upon successful completion of a Credit Recovery course, the student’s transcript will reflect the appropriate high school

credit (1.0 or .5) with a “P” for the final grade. The previously attempted course will remain unchanged on the student’s

transcript in accordance with the SC Uniform Grading Policy.

● Initial Credit Course: Upon successful completion of an Initial Credit (IC) course, the student’s transcript will reflect

the appropriate high school credit (1.0 or .5) and numeric grade earned in the CCSDV or VSC class.

Page 23: CHARLESTON COUNTY SCHOOL DISTRICT...Charleston County School District’s Proficiency-Based System, approved by the South Carolina Department of Education (SCDE) and the Charleston

Page 23

Updated 1/16/19

7. I am responsible for communicating with my Edgenuity Lab Manager and/or TOR when I am not able to do the work

for whatever reason.

8. If I fail to complete the expected number of assignments and routinely fall behind in my course’s established pacing guide, my parent(s)/guardians will be contacted to set up a plan to resolve the issues. If the issue continues, I may be

removed from the course with a WF posted to my transcript.

Course Completion, GPA, and Class Rank: Edgenuity courses will be posted to the student’s transcript and added to

GPA/class rank calculations (if applicable) at the completion of the semester in which the course is completed. If a student is

granted an extension that goes beyond the end of the school year, the course will be added over the summer and will not be

included in the student’s end of year GPA/class rank. This could affect scholarship eligibility and qualifications. Regardless, all

courses started during an academic school year must be completed by the end of that years and summer courses must be

completed no later than August 15th of that same year.

Advisement for Student Athletes: The NCAA has very strict guidelines regarding credit for courses taken online. Some

Edgenuity courses may not be approved by the NCAA. Before enrolling in any class, be sure to consult with your high school’s

Athletic Director, School Counselor, and post-secondary institution to determine if the course that you are considering is

approved for credit by the NCAA.

content found on these external web sites or for ongoing review of other sites. The inclusion of any link to such sites does not

imply endorsement by CCSD. Accessing linked third-party web sites from home or from school it is at one’s own risk.

Parent Commitment: By signing below you are giving your child permission to enroll in the listed Edgenuity IC or CR course.

Your signature indicates agreement and understanding of the above requirements. You are further agreeing to the following:

If my student will be accessing their Edgenuity course outside of the traditional school day, I will ensure my student has access

to the Internet either at home or through a public institution (i.e. school or public library). I understand that hardware problems

and/or computer virus problems are not the responsibility of the school district. I will ensure that the teacher is notified if a virus

or other problem exists on the home computer.
