ItisanIcipatedthatclassesof10ormoreboatswillhavetheirownstart.

ClassicdayboatsracingunderKLRhandicapsforone-offs,andclasseswith9orfewerentries.

OldGaffersracingundertheSolentOldGaffersAssociaIonT(H)Fhandicaps

Classicyachtsbuiltinwoodandsteelbefore1975andGRPboatsdesignedover50yearsago,includingbutnotrestrictedtoFolkboat,Contessa26,SCOD,Nicholson32&36,Twister,Stella,Honeybee,allClassicS&SSwansregardlessofdesigndateandone-offs.Othersimilaryachtswithsufficientprovenancemayrequestentryona

discreIonarybasis.

ItisanIcipatedthatclassesof10ormoreboatswillhavetheirownstart.

Thisclasswillbesplitintoatleasttwodivisionsbasedonhandicapand/ordesign.AllracinginthisclassisunderKLRhandicaps

SpiritofTradiEonyachts,includingbutnotrestrictedtoRustlerandTofinou,providedtheyaretoaclassicdesign,arealsoeligibleandwillraceunderKLRhandicaps.

1. OrganisingAuthority

Theorganisingauthority is theRoyalLondonYachtClub,supportedbytheRoyalOceanRacingClub,RoyalVictoriaYachtClub,CowesCorinthianYachtClubandIslandSailingClub.

2. Rules

2.1 TheregaAawillbegovernedbytherulesasdefinedinTheRacingRulesofSailing(RRS).

2.2 Racingrule44.1willbechangedasfollows:TheTwo-TurnsPenaltyisreplacedbyaOne-TurnPenalty. Thechangeswillappear in full in thesailing instrucKons.Thesailing instrucKonsmayalsochangeother racingrulesandclassrules.ThischangesruleJ1.2.1.

2.3 If there isanyconflictbetweenthenoKceofraceandthesailing instrucKons, thesailing instrucKonsshall

prevail.

2.4 TheExoneraKonPenaltyandtheAdvisoryHearingandRYAArbitraKonoftheRYARulesDisputesProcedureswill be available. Decisions from RYA ArbitraKon can be referred to a protest commiAee but cannot bereopenedorappealed.TheseprocedurescanbeobtainedfromtheRYAwebsiteRYARulesDisputesProcess.

5. BoatsenteredinaonedesignfleetareexpectedtomeettheirrelevantclassandraKngrequirements.

2.6 Boatsafetyequipmentformetreboats,classicdayboatsandOldGafferslessthan30’LOAshallcomplywiththefollowingaswellasclasssafetyregulaKons:• General.All safetyequipmentshallbeofasuitablesizeandtype for theboatandallequipmentand

fi^ngs(includingoutboardenginesifcarried)shallbesecurelyfastened.• Buoyancy. Eachboat shalleitherbe self-drainingorbeequippedwitha suitablemeans forbailingor

pumping.• Personalbuoyancy.PersonalflotaKondevicesshallbecarriedforeachmemberofthecrewwhichare

adequateforthecondiKons.• Flares.Eachboatshallcarryatleasttwoin-dateredhandflaresinawaterproofpack.• Anchor.Eachboatshallcarryasuitableanchorandsufficientchain/warptoholdtheboatin15mdepth

ofwaterintheexpectedracingcondiKons.• FireexInguisher.BoatscarryingfuelshallcarryafireexKnguisher.• FirstAid.EachboatshallcarryawaterprooffirstaidpackwithinstrucKons.• Manoverboard.Eachboatshallcarryarescuequoitorthrowbagwithatleast15moffloaKngline.• Compass.Allboatsshallcarryonecompass(ahandheldisacceptable).

2.7 Boat safety equipment for classic yachts, Spirit of TradiKon yachts andOldGaffers 30’ LOAandover shallcomplywiththefollowing,aswellasanyclasssafetyregulaKons:

EachboatshallcomplywithWorldSailingOffshoreSpecialRegulaKonsforinshoreraces(AppendixB)whichcanbeseenontheWorldSailingwebsiteWorldSailingSpecialRegulaKonsforinshoreracing

BoatsmayapplytotheorganisingauthoritybyThursday13July2017forwriAendispensaKoninrespectof3.02WaterKghtIntegrityofaBoat.IfadispensaKonisgranteditwillapplytoallentrantswiththesamedesignofvessel.

InaddiKon,PartB5.01.1isreplacedby:• Personalbuoyancy.PersonalflotaKondevicesshallbecarriedforeachmemberofthecrewwhichare

adequateforthecondiKons;andboatsshallcomplywiththefollowing:• Flares.Eachboatshallcarryatleasttwoin-dateredhandflaresinawaterproofpack.• FirstAid.EachboatshallcarryawaterprooffirstaidpackwithinstrucKons.

2.8 Radio.AllboatsshallcarryamarinebandVHFtransceivercapableofreceivingnormalinternaKonalchannelsandchannel37A(M),andshallmaintainalisteningwatchonthechannelnominatedbytheracecommiAee.

2.9 Anchors.Anchorsshallnotbecarriedforwardofthestemorwithanypartoutboardexceptwhenanchoring.

3. AdverIsing

3.1 TheadverKsingcategorywillbeinaccordancewiththerelevantclassassociaKonrequirements.

3.2 AspermiAedbytheWorldSailingadverKsingcode,boatswillberequiredtoflysponsorpennantsfromtheirbackstays or, if no backstay exists, from another visible posiKon with the prior agreement of the racecommiAee. Boatswill alsobe required todisplay sponsor logosprovidedas sKckers to theboomorhull,unlessdispensaKonisgrantedthroughpriorwriAenpermissionoftheracecommiAee.

4. RegaUaEthos

4.1 TheRoyalLondonYachtClubasorganisersofthisregaAainviteowners,crewsandfriendstoraceinaspiritofCorinthiancompeKKon.

5. RegaUaCharity

5.1 Theevent charity for2017 is theCowesSeaCadets.Their aim is to inspire young people, from 10 to 18years of age, through nauKcal adventure andchallenge, to help give them a head start in life.Learningnewskillsandworkinginteamsbooststheirself-esteem, self-belief, and self-confidence. CowesSeaCadets,foundedin1922,whichisenKrelyrunbyvolunteers,isbasedinCowesinanewfacilityontheRiverMedina,TSOsborne.TheyareacKvelylookingtogetmoreyoungpeopleonthewaterbyinvesKnginaddiKonaltrainingandboaKngequipment.

5.2 CompeKtorsareaskedtosupporttheeventcharitybyincludingaminimumof£20asadonaKonwiththeirentry.CompeKtorswhodonateonlinewillbeenteredintoadrawforamagnumofchampagne.

6. Eligibility

6.1 TheregaAaisopentoallmetreboats,classicdayboatsandonedesigns,classicyachts,oldgaffers,andSpiritofTradiKonyachtsasdefinedintheIntroducKontothisNoKceofRaceassetoutabove.

6.2 Class AssociaIons. All helms racing in a one design fleet shall be a full member of their relevant classassociaKon.

6.3 ClassicYachts. ClassicsYachtsdesignedpre1975constructedinwoodorsteelareeligible. GRPyachtsthatwere designedover 50 years ago are also eligible, as are all Classic S&S Swans regardless of design date.OthersimilaryachtswithsufficientprovenancemayrequestentryonadiscreKonarybasis.SpiritofTradiKonyachts,providedtheyaretoaclassicdesign,areeligible.ForfurtherdetailsgototheClassicYachtswebpage.

7. EntryandCondiIons

7.1 AllentrantsshouldenteronlineonCowesClassicsWeekOnlineEntry

7.2 Beforeracing,thefirstnamedboatownershallsigntheDeclaraKonconfirmingthattheywillcomplywiththeRacingRulesofSailingandthattheyhavereadandunderstoodthisnoKceofraceandthattheyagreetobeboundbyitscontents.Namesandcontactdetailsoftheboat’screwshallalsobeincluded.

7.3 CompeKtors shall grant to the organising authority and official sponsors without payment the right inperpetuitytomake,useandshowanymoKonpictures,sKllpicturesandlive,tapedorfilmedtelevisionoforrelaKngtotheevent.

7.4 CompeKtorsshallallowofficialsponsorsuseofthecontactinformaKonprovidedtotheorganisingauthorityforpurposesofmarkeKngupto31December2017.

7.5 Upondemand,entrantsinonedesignclassesshallpresentavalidmeasurementcerKficateandorproofofmembershipoftheclassassociaKon. BoatsmaybecheckedforsafetyequipmentbeforeoramereachraceatthediscreKonoftheracecommiAee.

7.6 ThefactthattheracecommiAeeconductsinspecKonsofaboatdoesnotreducetheresponsibiliKesofeachcompeKtorassetoutinthisnoKceofrace.

7.7 Before racing, the first named boat owner shall ensure that there is adequate insurance for racing risksincluding third party indemnity of at least £2million and that all crewmembers aremade aware of theundertakingsinthesecondiKonsofentry.

8. ProgrammeofEventsandScheduleofRaces

8.1 Thescheduleofracesisasshownbelow.TheschedulemaybevariedprovidedthatadequatenoKceisgiventoallboatsaffectedbythechange.

10. VenueandCourses

10.1 RacingwilltakeplaceintheCentralSolentusinglaidmarksand/oracombinaKonoflaidand/orfixedSolentracingandnavigaKonmarks,inaccordancewiththesailinginstrucKons.

11. ScoringandHandicapping

11.1 ForMetreandClassicDayboatclasseseightracesarescheduled(Tuesday18toFriday21July)withfourracesrequiredtoconsKtuteaseries.Whenfewerthansixraceshavebeencompleted,aboat’sscorewillbethetotalofherracescores.Whensixormoreraceshavebeencompleted,aboat’sscorewillbethetotalofherracescoresexcludingherworstscore.ThischangesruleA2.

11.2 TherearefiveracesscheduledfortheClassicYacht,SpiritofTradiKonandOldGafferClasses(Monday17toFriday 21 July) with three races required to consKtute a series. When fewer than five races have beencompleted,aboat’sscorewillbethetotalofherracescores.Whenfiveraceshavebeencompleted,aboat’sscorewillbethetotalofherracescoresexcludingherworstscore.ThischangesruleA2.

11.3 ForClassicYachts,ClassicDayboats,andSpiritofTradiKonboats,theKlassikerRennwert(KLR)Formulawillbeused.TheFormulaisintendedtoseparateracingfromjudgementoveritemslikeauthenKcity,originality,stateofmaintenance,degreeoforiginal substanceand soon. It is a formuladesigned toprovide raKngsacross a broad range of yachts developed over more than 50 years. KLR doesn’t need complicatedmeasurementsandcerKficatesarenotrequired. FormoreinformaKongotoTheKLR–FormulawebsiteortoapplyforKLRHandicappinggotoKLRHandicappingontheCowesClassicsWeekWebsite.

11.4 ForOldGafferstheSolentOldGaffersAssociaKonT(H)Fsystemwillbeused.ForfurtherinformaKongoto theBoatRegistraKonHandicappingFormontheOGAwebsite.

12. BerthingandMooring

12.1 Berthingandmooringfeesarenotincludedintheentryfee.

12.2 ArrangementshavebeenmadewiththeCowesHarbourCommissionersfortemporaryswingingmooringstobelaidtoenabledayboatstoarriveovertheweekendofthe15-16July.ArrangementsforswingingmooringsshouldbemadethroughtheBOD,XOD,SolentSunbeam,SwallowandVictoryClassAssociaKons. Allotherclasses/boatsswingingmooringarrangementsshouldbemadethroughtheRegaAaSecretary.

12.3 Arrangements forboatsrequiringmarinaberthingatShepardsWharfmarinashouldbemadethroughtheRegaAaSecretary.

12.4 AlaunchservicewillberunfromTrinityLandingoppositetheRLYCClubhousetoboatsonswingingmooringsandShepardsWharf.

13. Haul-outRestricIons

13.1 BoatsshallnotbehauledoutduringtheregaAaexceptwithpriorwriAenpermissionoftheracecommiAee.

14. CommunicaIons

14.1 Exceptinanemergency,aboatthatisracingshallnotmakevoiceordatatransmissionsandshallnotreceivevoiceordatacommunicaKonthatisnotavailabletoallboats.

14.2 Safetyandraceannouncements,includingthestartarealocaKon,willbemadeonVHF.

14.3 Boatsare required to showclassflagswithminimumdimensions20cmx15cmon theirbackstayor, ifnobackstayexists,fromanothervisibleposiKonwiththeprioragreementoftheracecommiAee.

15. Prizes

15.1 Trophieswillbeawardedforthefirstoverallineachclass.TheCharlesStanley1792Trophy,willbeawardedto the overall winning boat, from any class. The method of scoring will be as set out in the sailinginstrucKons.DetailsoftrophiesandprizeswillbesetoutinthesailinginstrucKons.

15.2 TheWinkworthRaceDaywillbeonMonday17Julywithfirstoverallinclassprizesawardedonthebasisofthe results of the races that take place that day. Themethodof scoringwill be as set out in the SailingInstrucKons. WinkworthRaceDayprizegivingwilltakeplaceontheMondayeveningattheRoyalLondonYachtClub.

15.3 TheHenriLloydRaceDaywillbeonTuesday18Julywithfirstoverallinclassprizesawardedonthebasisofthe results of the races that take place that day. Themethodof scoringwill be as set out in the SailingInstrucKons. Prize givingwill be during theHenri LloydDrinks RecepKonon the Tuesday evening on theRoyalOceanRacingClubdeck.

15.4 TheHainesBoatyardRaceDaywillbeonWednesday19Julywithfirstoverallinclassprizesawardedonthebasisof the resultsof the races that takeplace thatday. Themethodof scoringwillbeas setout in theSailingInstrucKons.PrizegivingwillbeduringtheHainesBoatyardRecepKonontheWednesdayeveningattheRoyalYachtSquadronpavilion.

15.4 TheHarkenRaceDaywillbeonThursday20Julywithfirstoverallinclassprizesawardedonthebasisoftheresults of the races that take place that day. The method of scoring will be as set out in the SailingInstrucKons. Prize givingwill beon theThursdayeveningduring theRegaAaDinnerat theRoyal LondonYachtClub.

15.5 TheNewHelmTrophywill be awarded to ahelmsmanwhohasnotpreviouslyhelmedatCharles StanleyDirectCowesClassicsWeek.TheTrophywinnerwillbefromanyclass,calculatedusingaformulawhichwillbesetoutinthesailinginstrucKons.

16. Results

16.1 ResultswillbepostedontheofficialnoKceboardintheregaAaofficeandonthewebsite.

17. ChangestotheNoIceofRace

17.1 AnychangesoraddiKonstothisnoKceofracewillbepostedontheofficialwebsitebeforetheclosingdateforentries.

18. RiskStatement

18.1 Rule4oftheRRSstates:‘Theresponsibilityforaboat’sdecisiontoparKcipateinaraceortoconKnueracingishersalone’.

Sailingisbyitsnatureanunpredictablesportandthereforeinherentlyinvolvesanelementofrisk.Bytakingpartintheevent,eachcompeKtoragreesandacknowledgesthat:

a. Theyareawareof the inherentelementof risk involved in the sportandaccept responsibility for theexposureofthemselves,theircrewandtheirboattosuchinherentriskwhilsttakingpartintheevent;

b. They are responsible for the safety of themselves, their crew, their boat and their property whetherafloatorashore;

c. Theyacceptresponsibilityforanyinjury,damageorlosstotheextentcausedbytheirownacKonsandomissions;

d. Theirboatisingoodorder,equippedtosailintheeventandtheyarefittoparKcipate;

e. Theprovisionofaracemanagementteam,patrolboatsandotherofficialsandvolunteersbytheeventorganiserdoesnotrelievethemoftheirownresponsibiliKes;

f. The provision of patrol boat cover is limited to such assistance, parKcularly in extreme weathercondiKons,ascanbepracKcallyprovidedinthecircumstances;

g. ItistheirresponsibilitytofamiliarizethemselveswithanyrisksspecifictothisvenueorthiseventdrawntotheiraAenKoninanyrulesandinformaKonproducedforthevenueoreventandtoaAendanysafetybriefingheldfortheevent.

19. Entry

19.1 The entry fee includes race management and launch service for the regaAa, prizes, and the followingevents*: theCharlesStanleyDirectOpeningRecepKon,HenriLloydRecepKon,HainesBoatyardRecepKon,Kendall’s RecepKon,Winkworth tea and cake amer racing (Monday to Thursday) and RegaAa Prize giving.AddiKonalcompeKtorpackages,comprisingoneKckettoallofthefreeeventsareavailableat£30perset.TicketsfortheCowesClassicsWeeksocialprogrammewillbeavailableforsecurepurchaseonthewebsitefrom 9March 2017.
