Please find attached Change Orders # 14 and # 15 for your signature for the MWWTP Closed Loop Improvementproject in the amounts of $297, 152.99 and $ 242,200.00. Change Order # 14 covers the rental, operations, and
maintenance of a bypass system while Change Order# 15 covers the anticipated fuel costs. These change orders are
necessary to protect newly installed pumps from debris entering the plant due to historically high rainfall amountsoverwhelming treatment plant processes.
In accordance with the Budget Policies and Delegated Authorities (March 11, 2014), the commissioner President isi
authorized to sign Change Orders exceeding $ 150.000 for construction, upon Majority Board approval. Onceapproved, please sign on the designated line of the attached Change Order form and return to Capital Services.

Please find enclosed a copy of the detailed price estimate for the costs associated with the PCO -26 scoperegarding the extended effluent bypass pumping. Included in the scope are:
Retention of the full temporary effluent bypass system on site and operationalLabor, material and equipment to maintain and monitor the bypass system
Service and inspection performed by Thompson Pump bi- monthlyDoes not include fuel- Fuel to be paid for under separate change order
All labor, material, equipment, taxes and insurance to complete the scope.
Please note that bid day wage rates were used for this proposal, so that future Change Orders for the wage rateadjustment will not be double billed. Accounting for those costs should also be less complicated.
The total cost for this work is $297,152.99. If the work is desired, please issue a contract modification at yourearliest convenience.

Monthly Charge per Unit for Glacier Refrigerated Unit - $790.00 **

Britta- Here are the rates that we were discussing earlier. This is daily rates for ACE' S involvement and then the ratesheet for Thompson Pump showing the monthly, weekly and daily rate. As you can see, the longer the system is in usethe cheaper it is.
Charles- I still need to get us covered for the machine and operator time for installing the temp influent wet well pumps
that we pulled out of PCO 25.
I will also need to get the plug reinstallation cost covered but that isn' t a daily rate so it isn' t included in the attached. Should I do a separate PCO to get those two costs covered? How do you guys want to handle this?

Britta- Each of the bypass pumps that have not run in a 24 hour period must be started and run for approximately 30minutes in order to maintain battery. This is especially true for cold weather months as cold weather will sap a batteryand freeze the volute and vacuum priming chamber if left too long without running. So every day that the system is notonline all 6 pumps must be started up, primed and run. We also have a sheet that gets filled out during working hours, once first thing in the morning and once at night to review things like, fuel level, battery level, coolant level. We checkthings such as looking for leaking air releases or piping, cleaning of transducers.
The monitoring cost is a level cost per day and would cover if we had to come in at night and address a problem, brokendown pump etc. You would not get charged a separate cost for those items.
Sampler and plug rental back up attached.
The fuel rate listed is based on the OPIS average plus the fuel suppliers handling fee. It does not include tax.
Regarding only utilizing half of the bypass system, I am not sure if that is a good idea. The purpose behind having it onsite would be for failures at the new PS or if the new pump station needed to come off line for additional cleaning in thewet well. If you only have half of the system and the plant is putting out more flow then that half can handle, you wouldbe in real trouble. I will ask Thompson for a half system rental rate though.

I have a few questions in regards to the ' Bypass Monitoring PCOs':
Non -Fuel Option:
The PCOs lists 3 total man hours each day to monitor the system although the system isn' t running. Isthat a carryover from the other PCO? If not, please clarify in further detail what this monitoringconsists of. Did you have somebody come out last Saturday and Sunday to perform this monitoring?
Please provide back -up for the plug rental and sampler.
Fuel Option:
Is your unit cost for the fuel pre -tax or already taxed? Please provide back -up for the plug rental and sampler. The PCO lists a total of 4.5 man hours to monitor and maintain the system. Is this an average number
to cover days that require more maintenance than others and off -hours maintenance? Do you monitor
the system only during regular working hours?
I am not able to come to todays meeting but Charles will be there. I had a good conversation with Stephen
yesterday and he suggested a few cost savings options to the County in regards to the water quality and pumpperformance issue. He suggested to keep only half of the bypass pumps at this time (our Utilities group wouldhave to agree to that first). In the meantime, could you ask Thompson for a rate sheet if we utilized only half
of the existing bypass?
