    Regulation 1Authorization of recognized organizations*Organizations referred to in regulation I/6 shall comply with the guidelines adopted by the Organization byresolution A.739(18), as may be amended by the Organization, and the specifications adopted by theOrganization by resolution A.789(19), as may be amended by the Organization, provided that suchamendments are adopted, brought into force and take effect in accordance with the provisions of articleVIII of the present Convention concerning the amendment procedures applicable to the annex other thanchapter I.

    Regulation 2Enhanced surueyslIlulk carriers as defined in regulation IXl1.6 and oil tankers as defined in regulation II-1'12.22 shall besubject to an enhanced progiamme of inspections in accordance with the guidelines adopted bV

    Regulation 3Ship identification number(Paragraphs 4 and 5 apply to all ships to which this regulation applies. For ships constructed beforg 1 J"lV2t)galthe requiremenii of paragraphs 4 and 5 shall be complied with not later than the first scheduled dry-t'locking of the ship after 1 July 2004)I This regulation applies to all passenger ships of 100 f;ross tontlage and upwards aud to all cargo ships of-300 gross tonnagc and upwards.2 Every ship shall be provided with an identifrcation number which conforms to the IMO shipidentification number scheme adopted by the Organization.l

    3 The ship's identification number shall be inserted$ on the certificates and certified copies thereofissued under regulation Il12 or regulation I/13.

    The ship's identification number shall be permanently marked:in a visible place either on the stern of the ship or on either side of the hull, amidships port andstarboard, "bon. the deepest assigned load line or either side of the superstructure, port andstarboard or on the frontbf the superstructure or, in the case ofpassenger ships, on a horizontalsurface visible from the air; andin an easily accessible place either on one of the end transverse bulkheads of the machineryspaces, as defined in regulationll-213.30, or on one of the hatch\yays_or, in the case o_f tankers, intLe pump-room or, in the case of ships with ro-ro spaces, as defined in regulationll-2f3.41, onone of the end transverse bulkheads of the ro-ro spaces.

    b.l The permanent marking shall be plainly visible, clear of any other markings on the hull and shall bepainted in a contrasting colour.

    5.2 Thc pcrmancnt marking referred to in paragraph ,1.1 shall be not less than 200 mm in height. Thepermanent marking referred to in paragraph 1.2 shall not be less rhan 100 nm in height. The width of themarks shall be proportionate to the height.

    5.3 The permancnt marking may be made by raised lettering or by cutting it in or by centre-punching itor by any other equivalent method of marking the ship identification number which ensures that themarking is not easily expunged.5.4 On shios constructed of material other than steel ormethod of markinE the shio identification number.

    Regulation 3-1,Company and registered owner identification number1 This regulation applies to Companies and registered owners of ships to which chapter I applies.2 For thc purpose of this regulation, regrstered owner shall be as specified by the Administration andCompany as defined in regulation IX/I.3 Every Company and registered ownerconforms to the IMO Unique Company andby the Organization.*4 The Company identification number shall be inserted on the certificates and certified copies thereofissued under regulation IXl4 and section A119.2 or A119.4 of the ISPS Code.5 This regulation shall take eflect when the certificates referred to in paragraph 4 are issued or renewedon or after I Janurry 2009.

    Regulation 4Port State control on operatilnal requirementslt A ship when in a port of another Contracting Government is subject to control by officers dulyauthorized by such Government concerning operational requircments in respcct of the safery of ships,when there are clear grounds for believing that the master or crew are not familiar with essential shipboardprocedures relating to the safery of ships.2 In thc circumstances defined in paragraph 1 of this regulation, thc Contracting Government carryingout the control shall take such steps as will ensure that the ship shall not sail until the situation has beenbrought to order in accordance with the requirements of the present Convention.

    3 Proccdures relating to thc port State control prcscribed in regulation I/19 shall apply to this regulation.

    4 Nothing in the present regulation shall be construed to limit the rights and obligations of aContracting Government carrying out control over operational requirements specifically provided for inthe regulations.

    Regulation 5Continuous Synopsis Record1 Every ship to which chapter I applies shall be issued with a Continuous Synopsis Record.

    2.1 The Continuous Synopsis Record is intended to provide an on-board record of the history of the shipwith respect to the infbrmation recorded therein.

    2.2 For ships constructed before l July 2004, the Continuous Synopsis Rccord sl-rall, at least, providc the;ristory of the ship as from l July 2004.

    3 The Conrinuous Synopsis Record shall be issued by the Administration to each ship that is entitled tor1r' its flag and it shall contain, at least, the following information (the Continuous Synopsis l\ecord shalliontain the inforrnation in paragraphs 3.7 and 3.10 when it is issucd or updated on or after 1 January 2009):

    .t the name of the State whose flag the ship is entitled to fly;

    .2 the date on which the ship was registered with that State;

    .3 the ship's identification nurnber in accordance with regulation 3;

    .4 the namc of the ship;

    .5 the port at which the ship is reg;rstered;

    .6 the name of the registered owner(s) and thcir registercd address(es),

    .7 the registered owner identification number;

    .8 the name of the registered bareboat charterer(s) and their registered address(es), if applicable;

    .g rhe name of the Company, as defined in regulation IX/1, its registercd address and the addrcss(es) from where it carries out the safery-managenent activities;

    ,10 the Company identification number;.ll rhc name of all classification socicty(ies) with which the ship is classed;.12 the name of the Adrninistration or of the Contracting Government or of the recognized

    organization which has issued the Document of Compliancc (or thc Interim Document ofCompliance), specified in the ISM Code as defined in regulation IX/1, to the Conrpanyop.r"litrg the sliip and the name of the body which l-ras carried olrt the audit on the basis ofwhich the Document was issued, if other than that issuing the Documcnt;

    .13 the name of the Administration or of the Contracting Government or of thc recognizedorganization that has issued the Safcty Managcment Certificatc (or thc Interim SaferyMinagement Certificate), specified in the ISM Code as defined in regulation lXl1, to theship and the name of the body which has carried out the audit on the basis of which theCertificate was issued, if other than that issuing thc Certificatc;

    .14 the name of the Administration or of the Contracting Government or of the recognized securiryorganizarion that has issued the Intcrnational Ship Securiry Ccrtificate (or the InterinrIniernational Ship Security Certificate), specified in part A of the ISPS Codc as defined inregulation Xl-211., ro the ship and the name of the body which has carried out the verification onrhe basis of which the Certificate was issued, if other than that issuing the Ccrtificate; and

    .15 the date on which the ship ceased to be registered with that State.

    4.1 Any changes relating to the entries referred to in paragraphs 3.4 to 3.I2 shall be rccorded in theContinuous Synopsis Record so as to provide updated and current information together with the history ofche changes.4.2 In case of any changes relating to the entrics reGrrcd to in paragraph 4.1, thc Administration shallissue, as soon as is practicallypossible but not later than three months from the date of the change, to_thcships entitled to fl1, its flag eiiher a revised and updated version of the Continuous Synopsis ll.ecord or.rppropnate amendments thereto.

    4.3 In case of any changes relating to the entries referred to in paragtaph 4.1, the Administration, pendingrhe issue of a revised and updatedversion of thc Continuous Synopsis llecord, shall authorize and requirecirher the Company as defined in regulation IXll or thc master of the ship to amend the ContinuousSynopsis Record to reflect the changes. In such cases, after the Continuous Synopsis Record has been.rinended, the Company shall, without delay, inform the Adrninistration accordingly.

    5.1 The Continuous Synopsis llecord shall be in English, French or Spanish language. Additionally, arranslation of the Continuoui Synopsis Record into thc oflicial languagc or languages of the Administrationrnav be provided.

    5.2 The Continuous Synopsis Record shall be in the format developed by the Organization and shall bcmaintained in accordance with guidelines developed by the Organization*. Any previous entries in theContinuous Synopsis Record shall not be modified, deleted or, in any way, erased or defaced.6 Whenever a ship is transGrred to thc flag of another State or the ship is sold to anothcr owner (or istaken over by another bareboat charterer) or another Company assumes the responsibility for the operationof the ship, the Continuous Synopsis Record shall be left on board.7 When a ship is to be transGrred to the flag of another Statc, the Company shall noti$' theAdministration of the name of the State under whose flag thc ship is to bc transGrred so as to enable theAdministration to forward to that State a copy of the Continuous Synopsis Record covering the periodduring which the ship was under its jurisdiction.8 When a ship is transferred to the flag of another State the Government of which is a ContractingCovernment, the Contracting Government of the State whose flag the ship was flying hitherto shalltransmit to the Administrarion, as soon as possible after thc transGr takes place , a copy of the relevantContinuous Synopsis Record covering the period during which the ship was under their jurisdictiontogether with any Continuous Synopsis Records previously issued to the ship by other States.I When a ship is transfcrred to the flag of anothcr State, the Adrninistration shall append rhe previousContinuous Synopsis Records to the Continuous Synopsis Record the Administration will issue to theship so to provide the continuous history record intended by this regulation.10 The Continuous Synopsis Record shall be kept on board the ship and shall be available for inspectionat all times.
