CRITICAL ANALYSIS IN MAMAGEMENT

PERSPECTIVE

6.1 INTRODUCTION

This chapter is based on field work. The responses were collected from

programs. These beneficiaries have been approached by the researcher

through a questionnaire which was designed for conducting this study.

The present chapter is a report on it.

The focus of this field study was Maharashtra state in general and

three years i.e. 2010-2013 and it was based on field work and participant

observation.

Communication technologies are playing a key role in modern training

methods. According to Saxena There are many ways of thinking about

this medium as there are types of people involved with its evolution. To

understand its potentials, one must bear in mind that humans are behind

the creation of the technology and infrastructure as well as the content

that resides on it.1The human approach to technology is a key factor in

training process. Hence, while using technology in entrepreneurship

development. This human approach must not be forget on. MCED is

providing training to the young graduates from the backward region in

Maharashtra State and its trying to set via media it will technology and

humanity.

The use of ICT's and web based training is advantages to the field of

entrepreneurship especially when the concept of pen less and paper less

office has been developed in the modern world. While describing

advantages of web based training Saxena has further observed that, The

Web bypasses the barriers of paper and distribution costs, allows

unlimited updates, and puts information in front of its audience

instantly.2 There are three basic advantages of web based training its can

be noted below.

1. Today we are living in third wave of information revolution and

information revolution is more important than agriculture and

industrial revolution. Hence, in this theirs wave young

generation can update its knowledge instantly based on new

technology.

2. The society which is rich in information and advanced in

technology that is known as information society. CEO must have

update knowledge in this information society. Hence, web based

training can benefit young entrepreneurship to face the

challenges of new world.

3. The modern training has to fulfill three basic goals such as

information orientation goals, skill orientation goals and value

oriented goals. All these three can be achieved through

systematic training.

According to John Aur Now, here's a shocker. The information

revolution has only just begun. The changes we've seen during the past

ten years are hardly the beginning. We are headed toward an

unprecedented change in every aspect of how we communicate, educate,

track information, solve medical problems and manage every aspect of

life.3 Entrepreneurship is also not exception Information technology

has changed the profile of training sector and it has brought to light any

facts based on quality and excellence.

6.2 IT APPLICATION IN ENTREPRENEURSHIP

DEVELOPMENT

The objectives of the study are well designed. However the objectives

of this study were specific and problem solving. They were mainly based

on testing the hypotheses developed here.

In the field of entrepreneurship development MCED is a primer

institute to has gone for positive changes. The new technology has

brought total change in approach. Man has tried to conduct dialogue with

nature and on the other hand he also controls nature through his

intelligence skill and technology.4 The use of information technology

has change social behavior. It has been pointed that, there were many

factors in the pre industrial city system that caused not only social and

cultural development but also paved the way for the development of

industrial cities.5 In these cities small, medium and large scale industries

develop and they require constant and continues training. The process of

increase in the size and density of population in cities and the

concentration of population in cities because of immigration is called

urbanization.6 This has led to the development of industries at one hand

and training institutions like MCED on the other hand.

In this process IT application has benefited industries in following

three ways.

1. The technology has helped to keep pace with the time and due to

death of distance. Man and organization have come together to

help each other.

2. Due to fastest technology communication from one person to

another person has become possible in the new age. This has led

to the development of new ideas in the field of training.

3. Updating knowledge based on websites as well as based of web

journals has become much easier than ever before.

Due to all these benefits IT application has become very much

benefiting to the institute like MCED and right from its beginning MCED

has started to use computer based information technology for data

collection, collaboration as well as assessment and analysis of facts

required for training in its day to day working. IT has benefited in

keeping records, maintaining details and also for communicative vast

customers and trainees. Seating at the central point in Aurangabad at the

headquarters of MCED.7

There are different agencies like MIDC, SICOM and MSFC which

help to support industries. There is also small industrial guidance and

motivating activity connected to district industrial centre.8 They also

help for promoting entrepreneurship. There are 65 development centers in

the state for helping young entrepreneurship.9 MCED is one of

pioneering training institute working in this field form 1986. And has

established record of high performance in a systematic manner. MCED is

coordinating for training the young entrepreneurs and make them ready to

face challenge of globalization. This is part of special schemes launch in

the backward region.10

6.3 MCED'S APPROACH

MCED's approach to training is much benefiting to the development of

small scale industries in Maharashtra State. Management, performance

and evaluation has been possible due to these changes. Gisbert has

observed that, technology may be considered a general term to cover the

totality of means and devices with which man tries to adjust himself to or

control his material environment.11 Interpretation of society can be

possible fastly by adoption of new information technology. The term

material culture is frequently use to cover technology and economics in

simple form.12

MCED has tried to understand the significance of new technology. It

has been noted that, inventions are the wheels on which technology

advances. Their effect is cumulative. Every new invention sets the stage

for several more. Scientific knowledge cannot be suppressed, reversed, or

blunted.13 The MCED's approach towards new technology can be

summarized through the following five points.

1. MCED has ably understood the result of technology with the

experience of computer use and application. It has benefited

young gradates to keep pace with time.

2. The similar positive effects of information technology have

corresponded to a definite progress of modern society by

providing new skills and new opportunities.

3. New media is very popular in the young entrepreneurs because

they want to keep them self ahead of time. MCED has provided

them advance knowledge.

4. There is a feeling of cultural lag in the backward region and

MCED has tried to remove it by providing new technology.

5. New information technology has tried to update socio-economic

and cultural development of young entrepreneurs.

All these benefits can be seen and located in MCED's training

programs in a systematic manner.14

6.4 WEB BASED TRAINING

The MCED is using HR tools based on advanced technology. It has

developed its portal and web site. The on line admission procedure is

developed and it is providing positive benefits. The concealing models

used in training are well designed. The methods of TOT seems very

progressive and very much advanced. The trainers are made aware about

the changing conditions and changing business environment. Due to this

kind of awareness the concealing efforts become more specific and

relevant to solve complicated problems in nutshell.

MCED has developed various new ideas for development of EDP

programs based on advanced technology. Kiran Kulkarni has rightly

pointed that, entrepreneurship is a social movement and it is based on

creative activities.15 MCED has also focused on campaign planning and

it has tried to evolve high standards in management.16 About use of new

technology Kiran Kulkarni has observed that, today's new age is age of

technology. We have to set balance in advanced knowledge and

technology. On the basis of new technology entrepreneurship can be

launched as a movement.17 According to Gisbert in the current language

of anthropologist the term material culture has been used for describing to

cover impact of technology.18 MCED's various activities in the

promotion of new technology can be summarized below -

1. MCED has developed its own portal by seeking cooperation

from national informatics centre. Due to this portal MCED has

been performing its functions speedily, easily and effectively.19

2. MCED's portal www.mced.nic.in is based on advanced

information. Online contacts have been possible due to this

portal. The homepage of the portal has been effectively

created.20

3. There is a facility of document download so that office orders,

different papers, orders can be downloaded easily.

4. There is MCED hostel online booking facility and online

registration for magazine Udyojak.

5. There is a program organizer who is available online and entire

registration is possible through a common registration form.

Further there is government directory master and trainee

registration facility. Trainee selection is also made online.21

All these details can be further examined on the basis of field survey

conducted here systematically. The study of 100 respondent field survey

is presented here. About social survey Bhandarkar-Wilkinson has

observed that, Social survey in broadest sense, has a reference to a first-

hand investigation, analysis and co-ordination or economic, sociologist

and other related aspects of a selected community of group.22 On this

background here survey report has been presented to illustrate use and

application of information technology base training programs conducted

by MCED in recent decade.

This survey was conducted in the year 2012-13 currently and the

findings of this field work have been presented section wise here in this

chapter one after another.

6.5. SURVEY REPORT

status of MCED's training program.

A) PROFILE OF RESPONDENTS

In the present survey various aspects such as gender, age group,

income and residence has been studied. Few of the important areas have

been presented below.

AGE OF RESPONDENT

Age is an important factor in socio-economic survey. About

significance age it has been observed that there is traditional division of

group young and old.24 Age can provide clear perspective for

understanding facts. Among the 100 respondents division of group is

The above table shows that, the highest numbers of respondents belong

to 30 to 40 age group is 38% and the second largest age group is between

40 to 50 and its percentage is 30. In the third category 50 to60 group

percentage is 14% and 20 to 30 among age group is 12% and above 60

years old the profile is of 6%. Thus it seems large number of respondents

belong to 30 to 40 age group. MCED training respondents are

comparatively young and they are below 40.

GENDER

Gender is an important factor in social survey. It has been pointed that,

the Indian experience with women entrepreneurship is quite encouraging.

Tremendous change has been taking place in the attitude towards working

women in India since independence.25

The above table shows that there is a male domination in the

respondent profile. 89% respondents are male and 11% respondents are

female. It seems the percentage of women in the entrepreneurship must

be increase for eradicating poverty in rural area.

EDUCATION

Education is a significant factor in the study of entrepreneurship. it also

an important factor in socio-economic analysis of data. About education

it has been observed that, small business provide employment for

educated young people. In 1990 there were over 25 million timy small

scale units in India. Now the number must be much larger.26 The status

of educational level of respondent has been given in the table below -

The above table shows that, Graduate respondents are highest and they

are 44%. In the second category the percentage of post graduates is 19%

and in third category SSC level education is attend by 14% respondents.

Professional diploma holders are 12% and after post gradation researcher

is 9% respondents. Thus it seems The graduate number is highest and

they are educated and the SSI unit holders generally can be described as

well educated.

INCOME OF RESPONDENT

Income is an important factor in social survey because the respondents

economic status is a significant factor in their free and fare interactions.

About economic aspect Peter Drucker has observed that, social economic

technological factor at work in our society are important. This can help to

understand the relationship between customers and market.27 In this

study the data regarding respondents income is presented below.

On the basis of above table highest number of respondents is monthly

3 lack income and they are 32%. The second category belongs to 2 lacks

income which is 31%. The 20% respondents belong to 1 lack income and

the percentage of above 3 lack income is 17%. Thus it seems the highest

response has been recorded for monthly 3 lacks income, which is a good

sine of economic health of young entrepreneurs.

RURAL- URBAN DIVIDE

The residence is an important factor in social study. R. P. Misra has

observed that, the practice shows that economic combinations, including

urban-rural industry combinations and agriculture-industry-trade

combinations in the rural area may be broad avenues for the development

of commune-and brigade-run industry.28 On this backgrounds

respondent urban-rural divide was studied and data will presented below.

MCED is a pioneering and premier training system in Maharashtra.

About MCED's role in development it has been pointed that, although

Maharashtra is often acclaimed as the most industrially developed state

the distribution of industries is far from uniform. Strike of Bombay, Pune

and Thane from the industrial map of Maharashtra and what remains is

negligible.29 In order to expand industries in the backward region

MCED was established. It is true that young entrepreneur requires

courage skill and motivation along with finest infrastructure and most

attractive incentives. Such a man can be developed through systematic

training. What is required is an agency to develop the human resources.

Maharashtra Centre for Entrepreneurship development is such an

agency.30 In view of this primary information about MCED's

functioning was collected and in this category some questions were

raised and responses are recorded below.

INFORMATION ABOUT MCED FUNCTIONS

MCED is playing a key role in entrepreneurship development. It is

providing manpower support. It has created its own portal for providing

information to young entrepreneurs.31 On this background a question

was asked regarding whether respondent have received information of

functioning of MCED or not. The responses have been given in the table

below.

is a credible and appreciating role played by MCED. Due to their mass

based approach.

PARTICIPATION IN TRAINING

Participation in training motivates the learners. Sundaram has been

observed that, MCED therefore, carries out a variety of activities to

educate society about entrepreneurial philosophy.32 On the basis of this

background question was asked regarding whether respondents have

participated in training programs conducted by MCED or not. The

responses are noted below.

program conducted by MCED. MCED has to further more try to involve

large number of respondents in training activities.

COMPLETION OF TRAINING PROGRAMS

Apart from EDPs described earlier, MCED conducted Development

Programmes for Self-employee meant for those who want to set up tiny

projects; Vocational Training Prgrammes for those who have not had the

benefits of higher education, certificate courses for developing managers

in SSI, appreciation programmes for acquainting the government officials

with the principles of entrepreneurship development, awareness camps in

colleges, teachers training programmes, special EDPs for farmers and

group entrepreneurship development programmes for villagers with

traditional skills. MCED also conducts skill up gradation and

performance improvement programmes for existing entrepreneurs.33 The

participants have noted that they take training in various EDP programs,

quality improvement programs, readership programs as well as capacity

building programs, women entrepreneurship development programs etc.

Very recently MCED has launched ICT based training programs and

these programs are becoming popular.

INFORMATION THROUG PROPER MEDIA

About use of media it has been observed that, media management is

adopt scientific approach to the problem. Assimilation, conceptualization,

and application are three basic aspects in media management.34 On this

background question was asked regarding effective use of media to which

MCED's performance was known for them. The answers received are

classified in the table below.

media in spreading information about MCED and the second effective

media is periodicals, because Udyojak monthly magazine is regularly

published by MCED and it is available on large scale. Further MCED has

broadcasted a program series known as Udogsadhana hence percentage of

radio 15% is better than doordarshan 3%.

READERSHIP OF UDYOJAK

In any undertaking quality house journals is an effective means of

communication and house journal is known as mirror and mouth piece of

an organization.35 On this background a question was asked whether the

respondent regularly read Udyojak published by MCED.

Above table shows that , 56% respondents read Udyojak regularly and

44% are not regular readers. MCED has recognized that in order to attain

its glorious ideal of entrepreneur sing the society, it is necessary to reach

to the masses. Hence MCED brings out a monthly magazine in Marathi

called Udyojak aerates the message of entrepreneurship in an attractive

lively way.36 It seems the coverage of Udyojak is better.

C GROUP: ADVANTAGES OF TRAINING

Training has manifold aspects; three important reasons noted for need

of training are given below.

The tasks to be carried out are so specialized or complex that people

are unlikely to master them on their own initiative at reasonable speed.

Critical information must be imparted to employees to ensure they

meet their responsibilities.

A learning need common to a number of people has to be met and can

readily be dealt with in attaining programmes for example, essential IT

skills, and communications skills.37

About advantages of training important questions were raised and

answers to them are classified below.

SPECIFIC ADVANTAGE OF TRAINING

MCED is imparting training for young entrepreneurs. Training is given

for covering to manual skills, IT skills, readership training, management

training, communication skills, personal skills and performance

improvement skills.38 A question was asked whether respondents have

gained some advantages are not and the answers are presented table

below.

In the MCED's training programs there are some areas like EDP, Skill

Development as well as quality improvement and about specific

advantages of training it has been observed that, training help to design

an appropriate structure and culture. Further training helps to improve

understanding. Training supports appropriate learning activities.39 The

respondent have noted following three areas in which they have added

the advantage.

1. Respondent feel that due to training their communication skills

have been develop.

2. Quality awareness in productivity process has increase.

3. Serious efforts have been made in the field of IT training.

Thus respondent have noted that they have been benefited due to

serious efforts made by MCED.

BENEFIT OF PROJECT REPORT

MCED provides training for preparation of project report according to

S. K. Swami project reports helps for production planning the nature of

organization for the production of goods in concern would depend upon

the volume of production and the system of production adopted by it.40

On this background question was asked whether project report has

benefited in the production process or not. The answers are classified in

the table below -

BEGINING OF SELF EMPLOYMENT PROGRAMS

Training provides guidelines for self employment programs. Sundarm

has observed that, objectively in the beginning the entrepreneur should

design its self employment projects in a creative manner. A business plain

is not the beginning nor is money in the bank, a rented space, or the

merchandise inside.41 A question was asked whether MCED have

promoted to have self employment plan on its own footing. The responses

are noted below in the table.

SATISFACTION IN VOCATION

Entrepreneur when he begins which specific business he has to get

satisfaction out of it. The MCED policies are promoting rural

industrialization and over all perspectives of entrepreneurs is changed.42

On this basis a question was asked whether entrepreneurs are happy or

satisfied in the vocation.

D GROUP: PROFESSIONAL IMPROVEMENT

Entrepreneurship training improves professional leadership qualities.

The training programs are based on effective learning models. It has been

pointed that, this should not present too many problems if the planning

and preparation for the program or event has been carried out

systematically.43 Questions regarding professional skill improving were

asked in this part and answers noted on this basis have been recorded

below.

IMPROVEMENT IN PROFESSION

Success of any profession depends on bright and creative ideas. MCED

has ignited such ideas in the young entrepreneurs mind. Sundarm has

observed that, MCED aims at transforming the non entrepreneurial

Maharashtrian society into a vibrant entrepreneurial society. The

objective is to spread entrepreneurial culture to develop human resources

so that industrialization and consequent economic development is

achieved at a rapid space.44 A question was asked regarding whether

MCED training has benefited for improving professional skill

The trend manpower plays role as an information leader and they

inspire others. MCED's training has benefited other young learners to

seek necessary helps. It is true that, MCED trainers conduct a variety or

RESTRUCTURING TRAINING SHCEMES

MCED has ideal training programs it has been pointed that, an

organization which teaches entrepreneurship must itself be

entrepreneurial and therefore MCED strives to be self sufficient by

charging fees and by utilizing the many excellent schemes that already

exist for training.45 On this background question was asked regarding

changes in the training structure and the responses are noted below.

1. New training schemes for service sector industries just be

launched.

2. More focus on web based learning devices must be promoted.

3. Women and weaker section as well as minorities must be

included in training programs on large scale.

4. New training programs in food, water, and energy and

communication sector must be launched.

5. Special programs for rural agricultural workers must be

launched.

REMEDIES FOR QUALITY IMPROVEMENT

Quality and excellence muse be social responsibility of business.

About quality it has been pointed that, it implies also consideration of the

human resource as human beings having unlike any other resources,

personality, citizenship, control over whether they work, how much and

how well, and thus requiring motivation, participation, satisfactions,

incentives and rewards, leadership, status and function.47 On this

background a question were asked regarding remedies for quality

improvement for MCED's and following remedies have been suggested

by respondents.

1. The concept of training must change as per changing

environment.

2. Newly designed EDP programs must be launched MCED should

look beyond conventional training progress.

3. MCED has to provide IT park for trainers and web based

learning on large scale.

4. MCED should promote effective project report writing for SSI

sector in the backward regions.

5. New EDP to be including new rural development programms

based on knowledge base industries. Agro industrial projects

must be promoted on large scale.

What emerges at the end of the classroom sessions is a person with a

burning desire to start an industry who has the necessary skill and

knowledge to become an entrepreneur.48

CREATIVE SUGGESTIONS

The respondents were requested to make creative suggestions and they

were asked to list out some remedies. The institutional development

programmers can be of two types programmers to develop entrepreneurs

in the organization which improve the performance of the organization

and programmers for those in private, public sector employment who

would like to give up their jobs and strike out a path of their own.49 On

this background following remedies have been suggested by respondents.

1. MCED's rural centers must be extended to remote areas in

advasi and isolated zones.

2. MCED should equip its training centers with CD's and VCD's

3. It should update website regularly and portal should be used

properly to provide current data to entrepreneurs.

4. Newly designed courses must be arrange for urban centers like

Mumbai, Pune and Nasik.

5. Urban - Rural gap must be bridge properly by providing new

vocational courses based in travel and tourism as well as solar

energy projects.

6.6 Entrepreneurship Development Program in the post

globalization period.

In the post globalization period entrepreneurship development has to

be changed systematically. Organizational restructuring is require on

large scale. Production planning must be supported by conducting proper

research projects. MCED has to focus on professional management. As

this research work has been conducted in management science

perspectives and MCED has to develop new courses in industrial

relations, employee relations as well as personnel management. It has

been rightly pointed that, maintaining a satisfactory and satisfied work

force and human relationships has become so much important that nearly

all the large business media organizations set up a separate department

for the purpose, known as the personnel department.50

In SSI sector personnel and HR should go hand in hand, because SSI

units can be more effective on the basis of planning, control and

coordination. MCED has to organize EDP programs effectively for

production as well as service sector. MCED's major functions and

activities are very effective and they should change in future on better

lines.

The careful analysis in management science perspective shows that

Lian approaches of Lee have been adopted by MCED. It is

consistently leading and it has environment based on knowledge

described as an advanced level training system, which is highly

responsible and it is equally based on modern information technology.

The use of well designed web site and portal is unique effort made by

MCED to understand the organization with great confidence with change

of new wind on global level. The efforts made by MCED are adequately

modern and IT services being an organism on state level, it has evolved

edge over state level agencies and by using new tools and techniques it

has superseded many other state level training organizations which are

operating in different states. That is the reason why this organization is in

profit in the state.

6.7 SUMMARY

Although MCED is going ahead with clear-cut vision and mission as

well as set objectives. Yet MCED has to prepare a uniform long run

policy. MCED should prepare future road map for all round development.

The result of positive reconstruction can be most important and benefiting

for future change. In the field of entrepreneurship cultural factor is more

important because in the backward region to change the mindset of the

people is highly required. Socio-economic and cultural vision must be

progressive and systematic training should develop new design and new

package to sut MCED in the post globalization.

In this chapter a special focus on its application for entrepreneurship

development was given, MCED's vision and reality about IT application

was discussed, special constriction was given on web based training, brief

survey report was presented in four sections, covering respondents

profile, basic information, advantages of training and professional quality

improvement. Especially new challenges in the post globalization period

were underline and it was noted that MCED has to focus on service sector

training on large scale. In the next chapter conclusion has been presented.
