    Regulation 1Application

    Part AGeneral

    1 Unless expressly provided otherwise, this chapter shall apply to ships the keels of which are laid orwhich are at a similar stage of construction on or after 1 July 1998.

    2 or the purpose of this chapter the term a similar stage of construction means the stage at which!

    .1 construction identifia"le with a specific ship "egins# and

    .2 assem"ly of that ship has commenced comprising at least $% tonnes or 1& of theestimatedmass of all structural material, whichever is less.

    ' or the purpose of this chapter!

    .1 the expression ships constructed means ((ships the keels of which are laid or which are at asimilar stage of construction))#

    .2 the expression all ships means ships constructed "efore, on or after 1 July 1998# theexpressions all passenger ships and all cargo ships shall "e construed accordingly#

    .' a cargo ship, whenever "uilt, which is converted to a passenger ship shall "e treated as apassenger ship constructed on the date on which such a conversion commences.

    * or ships constructed "efore 1 July 1998, the +dministration shall!

    .1 ensure that, su"ect to the provisions of paragraph *.2, the re-uirements which are applica"leunder chapter of the nternational /onvention for the 0afety of ife at 0ea, 19*, in force prior to 1July 1998 to new or existing ships as prescri"ed "y that chapter are complied with# and

    .2 ensure that when life3saving appliances or arrangements on such ships are replaced or suchships undergo repairs, alterations or modifications of a maor character which involve replacement of,or any addition to, their existing life3saving appliances or arrangements, such life3saving appliances orarrangements, in so far as is reasona"le and practica"le, comply with the re-uire3 ments of this chapter. 4owever, if a survival craft other than an inflata"le liferaft is replaced without replacing itslaunching appliance, or vice versa, the survival craft or launching appliance may "e of the same type as that replaced.

    Regulation 2Exemptions

    1 5he +dministration may, if it considers that the sheltered nature and conditions of the voyage are suchas to render the application of any specific re-uirements of this chapter unreasona"le or unnecessary, exemptfrom those re-uirements individual ships or classes of ships which, in the course of their voyage, do notproceed more than 2% miles from the nearest land.

    2 n the case of passenger ships which are employed in special trades for the carriage of largenum"ersof special trade passengers, such as the pilgrim trade, the +dministration, if satisfied that it isimpractica"le toenforce compliance with the re-uirements of this chapter, may exempt such ships from thosere-uirements,provided that such ships comply fully with the provisions of!

    Regulation 3Definitions

    or the purpose of this chapter, unless expressly provided otherwise!

    1 Anti-exposure suit is a protective suit designed for use "y rescue "oat crews and marine evacuationsystem parties.

    2 Certificated person is a person who holds a certificate of proficiency in survival craft issued under theauthority of, or recognied as valid "y, the +dministration in accordance with the re-uirements of the nternational /onvention on 0tandards of 5raining, /ertification and atchkeeping for 0eafarers, in force# oraperson who holds a certificate issued or recognied "y the +dministration of a 0tate not a 6arty to that/onvention for the same purpose as the convention certificate.

    ' Detection is the determination of the location of survivors or survival craft.

    * Embarkation ladder is the ladder provided at survival craft em"arkation stations to permit safe accessto survival craft after launching.

    $ Float-free launching is that method of launching a survival craft where"y the craft is automaticallyreleased from a sinking ship and is ready for use.

    : Free-fall launching is that method of launching a survival craft where"y the craft with its complement ofpersons and e-uipment on "oard is released and allowed to fall into the sea without any restraining apparatus. Immersion suit is a protective suit which reduces the "ody heat loss of a person wearing it in coldwater.

    8 Inflatable appliance is an appliance which depends upon non3rigid, gasfilled cham"ers for "uoyancyand which is normally kept uninflated until ready for use.

    9 Inflated appliance is an appliance which depends upon non3rigid, gasfilled cham"ers for "uoyancyandwhich is kept inflated and ready for use at all times.1% International Life-Saing Appliance !LSA" Code ;referred to as ((the /ode)) in this chapter< means thenternational ife30aving +ppliance ;0+< /ode adopted "y the =aritime 0afety /ommittee of the >rganiation"y resolution =0/.*8;::rganiation, provided that suchamendments areadopted, "rought into force and take effect in accordance with the provisions of article ? ofthe present/onvention concerning the amendment procedures applica"le to the annex other than chapter .

    11 Launching appliance or arrangement is a means of transferring a survival craft or rescue "oat from itsstowed position safely to the water.

    12 Length is 9:& of the total length on a waterline at 8$& of the least moulded depth measured fromthetop of the keel, or the length from the fore3side of the stem to the axis of the rudder stock on that waterline,if

    that "e greater. n ships designed with a rake of keel the waterline on which this is measured shall "e parallelto the designed waterline.

    1' Lightest seagoing condition is the loading condition with the ship on even keel, without cargo, with1%& stores and fuel remaining and in the case of a passenger ship with the full num"er of passengers and crew and their luggage.

    1* #arine eacuation s$stem is an appliance for the rapid transfer of persons from the em"arkationdeckof a ship to a floating survival craft.

    %& #oulded depth

    .1 5he moulded depth is the vertical distance measured from the top of the keel to the top of thefree"oard deck "eam at side. n wood and composite ships the distance is measured from the loweredge of the keel ra""et. here the form at the lower part of the midship section is of a hollowcharacter, or where thick gar"oards are fitted, the distance is measured from the point where the lineof the flat of the "ottom continued inwards cuts the side of the keel.

    .2 n ships having rounded gunwales, the moulded depth shall "e measured to the point ofintersection of the moulded lines of the deck and side shell plating, the lines extending as though thegunwale were of angular design.

    .' here the free"oard deck is stepped and the raised part of the deck extends over the point atwhich the moulded depth is to "e determined, the moulded depth shall "e measured to a line ofreference extending from the lower part of the deck along a line parallel with the raised part.

    1 (ositie stabilit$ is the a"ility of a craft to return to its original position after the removal of aheelingmoment.18 )ecoer$ time for a rescue "oat is the time re-uired to raise the "oat to a position where persons on "oard can disem"ark to the deck of the ship. 7ecovery time includes the time re-uired to make preparations for recovery on "oard the rescue "oat such as passing and securing a painter, connecting the rescue "oat tothe launching appliance, and the time to raise the rescue "oat. 7ecovery time does not include the timeneeded to lower the launching appliance into position to recover the rescue "oat.

    19 7escue "oat is a "oat designed to rescue persons in distress and to marshal survival craft.

    2% )etrieal is the safe recovery of survivors.

    21 )o-ro passenger ship means a passenger ship with ro@ro cargo spaces or special category spaces asdefined in regulation 32A'.

    22 Short international o$age is an international voyage in the course of which a ship is not more than2%% miles from a port or place in which the passengers and crew could "e placed in safety. Beither thedistance "etween the last port of call in the country in which the voyage "egins and the final port ofdestinationnor the return voyage shall exceed :%% miles. 5he final port of destination is the last port of call inthescheduled voyage at which the ship commences its return voyage to the country in which the voyage"egan.

    2' Surial craft is a craft capa"le of sustaining the lives of persons in distress from the time ofa"andoning the ship.

    2* *hermal protectie aid is a "ag or suit made of waterproof material with low thermal conductance.

    Regulation 4Ealuation+ testing and approal of life-saing appliances and arrangements

    1 Cxcept as provided in paragraphs $ and :, life3saving appliances and arrangements re-uired "y thischapter shall "e approved "y the +dministration.

    2 Defore giving approval to life3saving appliances and arrangements, the +dministration shall ensurethat such life3saving appliances and arrangements!

    .1 are tested, to confirmthat they comply with the re-uirements of this chapter and the /ode, inaccordance with the recommendations of the >rganiation#

    .2 have successfully undergone, to the satisfaction of the +dministration, tests which aresu"stantially e-uivalent to those specified in those recommendations.

    ' Defore giving approval to novel life3saving appliances or arrangements, the +dministration shallensurethat such!

    .1 appliances provide safety standards at least e-uivalent to the re-uirements of this chapter andthe /ode and have "een evaluated and tested "ased on the guidelines developed "y the >rganiation

    F# or

    .2 arrangements have successfully undergone an engineering analysis, evaluation and approvalin accordance with regulation '8.

    * 6rocedures adopted "y the +dministration for approval shall also include the conditions where"yapproval would continue or would "e withdrawn.

    $ Defore accepting life3saving appliances and arrangements that have not "een previously approved "ythe +dministration, the +dministration shall "e satisfied that life3saving appliances and arrangements complywith the re-uirements of this chapter and the /ode.

    : ife3saving appliances re-uired "y this chapter for which detailed specifications are not included in the/ode shall "e to the satisfaction of the +dministration.

    Regulation 5

    (roduction tests

    5he +dministration shall re-uire life3saving appliances to "e su"ected to such production tests as arenecessary to ensure that the life3saving appliances are manufactured to the same standard as the approvedprototype.

    Regulation 6Communications

    1 6aragraph 2 applies to all passenger ships and to all cargo ships of '%% gross tonnage and upwards.

    2 Radio life-saing a!!lian"es

    2.1.1 +t least ' two3way ?4 radiotelephone apparatus shall "e provided on every passenger ship and onevery cargo ship of $%% gross tonnage and upwards. +t least 2 two3way ?4 radiotelephone apparatus shall"e provided on every cargo ship of '%% gross tonnage and upwards "ut less than $%% gross tonnage. 0uch apparatus shall conform to performance standards not inferior to those adopted "y the >rganiation.

    2.1.2 5wo3way ?4 radiotelephone apparatus provided on "oard ships prior to 1 e"ruary 1992 and notcomplying fully with the performance standards adopted "y the >rganiation may "e accepted "y the

    +dministration until 1 e"ruary 1999 provided the +dministration is satisfied that they are compati"le withapproved two3way ?4 radiotelephone apparatus.

    . Search and rescue locating deices

    +t least one search and rescue locating device shall "e carried on each side of every passenger ship and ofevery cargo ship of $%% gross tonnage and upwards. +t least one search and rescue locating device shall "e

    carried on every cargo ship of '%% gross tonnage and upwards "ut less than $%% gross tonnage. 0uchsearchand rescue locating devices shall conform to the applica"le performance standards not inferior tothoseadopted "y the >rganiationF. 5he search and rescue locating devicesI shall "e stowed in suchlocation thatthey can "e rapidly placed in any survival craft other than the liferaft or liferafts re-uired "yregulation '1.1.*.+lternatively one search and rescue locating device shall "e stowed in each survival craftother than thosere-uired "y regulation '1.1.*. >n ships carrying at least two search and rescue locatingdevices and e-uipped with free3fall life"oats one of the search and rescue locating devices shall "e stowedin a free3falllife"oat and the other located in the immediate vicinity of the navigation "ridge so that it can "eutilied on"oard and ready for transfer to any of the other survival craft.

    Bot less than 12 rocket parachute flares, complying with the re-uirements of section '.1 of the /ode, shall"ecarried and "e stowed on or near the navigation "ridge.4 On-$oard "o%%uni"ations and alar% s&ste%s

    *.1 +n emergency means comprised of either fixed or porta"le e-uipment or "oth shall "e provided fortwo3way communications "etween emergency control stations, muster and em"arkation stations and strategic positions on "oard.

    *.2 + general emergency alarm system complying with the re-uirements of paragraph .2.1 of the /odeshall "e provided and shall "e used for summoning passengers and crew to muster stations and to initiate theactions included in the muster list. 5he system shall "e supplemented "y either a pu"lic address system complying with the re-uirements of paragraph .2.2 of the /ode or other suita"le means of communication. Cntertainment sound systems shall automatically "e turned off when the general emergency alarm system is activated.

    *.' 5he general emergency alarm system shall "e audi"le throughout all the accommodation andnormalcrew working spaces. >n passenger ships, the system shall also "e audi"le on all open decks.*.* >n ships fitted with a marine evacuation system communication "etween the em"arkation stationandthe platform or the survival craft shall "e ensured.

    5 Pu$li" address s&ste%s on !assenger s'i!s

    $.1 n addition to the re-uirements of regulation 32A*%.$Eor regulation 32A*132E, as appropriate, and of

    paragraph *.2, all passenger ships shall "e fitted with a pu"lic address system. ith respect to passengerships constructed "efore 1 July 199 the re-uirements of paragraphs $.2 and $.*, su"ect to the provisions ofparagraph $.$, shall apply not later than the date of the first periodical survey after 1 July 199.

    $.2 5he pu"lic address system shall "e clearly audi"le a"ove the am"ient noise in all spaces, prescri"ed"y paragraph .2.2.1 of the /ode, and shall "e provided with an override function controlled from one locationon the navigation "ridge and such other places on "oard as the +dministration deems necessary, so that allemergency messages will "e "roadcast if any loudspeaker in the spaces concerned has "een switched off, its volume has "een turned down or the pu"lic address system is used for other purposes.

    $.' >n passenger ships constructed on or after 1 July 199!

    .1 the pu"lic address system shall have at least two loops which shall "e sufficiently separatedthroughout their length and have two separate and independent amplifiers# and

    .2 the pu"lic address system and its performance standards shall "e approved "y the+dministration having regard to the recommendations adopted "y the >rganiation.

    Regulation 7(ersonal life-saing appliances

    1 Life$uo&s

    1.1 ife"uoys complying with the re-uirements of paragraph 2.1.1 of the /ode shall "e!

    .1 so distri"uted as to "e readily availa"le on "oth sides of the ship and as far as practica"le on allopen decks extending to the ship)s side# at least one shall "e placed in the vicinity of the stern# and

    .2 so stowed as to "e capa"le of "eing rapidly cast loose, and not permanently secured inanyway.

    1.2 +t least one life"uoy on each side of the ship shall "e fitted with a "uoyant lifeline complying with there-uirements of paragraph 2.1.* of the 6art D! /ode e-ual in length to not less than twice the height at which itis stowed a"ove the waterline in the lightest seagoing condition, or '% m, whichever is the greater.

    1.' Bot less than one half of the total num"er of life"uoys shall "e provided with life"uoy self3igniting lightscomplying with the re-uirements of paragraph 2.1.2 of the /ode# not less than two of these shall also "eprovided with life"uoy self3activating smoke signals complying with the re-uirements of paragraph 2.1.' of the/ode and "e capa"le of -uick release from the navigation "ridge# life"uoys with lights and those with lights andsmoke signals shall "e e-ually distri"uted on "oth sides of the ship and shall not "e the life"uoys provided withlifelines in compliance with the re-uirements of paragraph 1.2.

    1.* Cach life"uoy shall "e marked in "lock capitals of the 7oman alpha"et with the name and port ofregistry of the ship on which it is carried.

    2 Life(a")ets

    2.1 + lifeacket complying with the re-uirements of paragraph 2.2.1 or 2.2.2 of the /ode shall "e providedfor every person on "oard the ship and, in addition!

    1 for passenger ships on voyages less than 2* h, a num"er of infant lifeackets e-ual to at least2.$& of the num"er of passengers on "oard shall "e provided#

    .2 for passenger ships on voyages 2* h or greater, infant lifeackets shall "e provided for eachinfant on "oard#

    .' a num"er of lifeackets suita"le for children e-ual to at least 1%& of the num"er of passengerson "oard shall "e provided or such greater num"er as may "e re-uired to provide a lifeacket for eachchild#

    .* a sufficient num"er of lifeackets shall "e carried for persons on watch and for use atremotelylocated survival craft stations. 5he lifeackets carried for persons on watch should "estowed on the"ridge, in the engine control room and at any other manned watch station# and.$ if the adult lifeackets provided are not designed to fit persons weighing up to 1*% kgand with a chest girth of up to 1,$% mm, a sufficient num"er of suita"le accessories shall

    "e availa"le on "oard to allow them to "e secured to such persons.

    2.2 ifeackets shall "e so placed as to "e readily accessi"le and their position shall "e plainly indicated.here, due to the particular arrangements of the ship, the lifeackets provided in compliance with the re-uirements of paragraph 2.1 may "ecome inaccessi"le, alternative provisions shall "e made to thesatisfaction of the +dministration which may include an increase in the num"er of lifeackets to "e carried.

    2.' 5he lifeackets used in totally enclosed life"oats, except free3fall life"oats, shall not impede entry intothe life"oat or seating, including operation of the seat "elts in the life"oat.

    2.* ifeackets selected for free3fall life"oats, and the manner in which they are carried or worn, shall notinterfere with entry into the life"oat, occupant safety or operation of the life"oat.

    3 *%%ersion suits and anti-e+!osure suits

    +n immersion suit, complying with the re-uirements of section 2.' of the /ode or an anti3exposure suitcomplying with section 2.* of the /ode, of an appropriate sie, shall "e provided for every person assignedtocrew the rescue "oat or assigned to the marine evacuation system party. f the ship is constantly engagedinwarm climatesE where, in the opinion of the +dministration thermal protection is unnecessary, thisprotectiveclothing need not "e carried.Regulation 8#uster list and emergenc$ instructions

    1 5his regulation applies to all ships.

    2 /lear instructions to "e followed in the event of an emergency shall "e provided for every personon"oard. n the case of passenger ships these instructions shall "e drawn up in the language or languagesre-uired "y the ship)s flag 0tate and in the Cnglish language.

    ' =uster lists and emergency instructions complying with the re-uirements of regulation ' shall "eexhi"ited in conspicuous places throughout the ship including the navigation "ridge, engine3roomand crewaccommodation spaces.

    * llustrations and instructions in appropriate languages shall "e posted in passenger ca"ins and "econspicuously displayed at muster stations and other passenger spaces to inform passengers of!

    .1 their muster station#

    .2 the essential actions they must take in an emergency# and

    .' the method of donning lifeackets.

    Regulation ,2perating instructions

    1 5his regulation applies to all ships.

    2 6osters or signs shall "e provided on or in the vicinity of survival craft and their launching controls andshall!

    Regulation 1#anning of surial craft and superision

    1 5his regulation applies to all ships.

    2 5here shall "e a sufficient num"er of trained persons on "oard for mustering and assistinguntrainedpersons.' 5here shall "e a sufficient num"er of crew mem"ers, who may "e deck officers or certificated persons,on "oard for operating the survival craft launching arrangements re-uired for a"andonment "y the total num"erpersons on "oard.

    * + deck officer or certificated person shall "e placed in charge of each survival craft to "e used.4owever, the +dministration, having due regard to nature of the voyage, the num"er of persons on "oard andthe characteristics of the ship, may permit persons practised in the handling and operation of liferafts to "e placed in charge of liferafts in lieu of persons -ualified as a"ove. + second3in3command shall also "e nominated in the case life"oats.

    $ 5he person in charge of the survival craft shall have a list of the survival craft crew and shall see thatthe crew under his command are ac-uainted with their duties. n life"oats the second3in3command shall alsohave a list of the life"oat crew.

    : Cvery motoried survival craft shall have a person assigned who is capa"le of operating the engineand carrying out minor adustments.

    5he master shall ensure the e-uita"le distri"ution of persons referred in paragraphs 2, ' and *amongthe ship)s survival craft.

    Regulation 11Surial craft muster and embarkation arrangements

    1 ife"oats and liferafts for which approved launching appliances are re-uired shall "e stowed as closeto accommodation and service spaces as possi"le.

    2 =uster stations shall "e provided close to the em"arkation stations. Cach muster station shall havesufficient clear deck space to accommodate all persons assigned to muster at that station, "ut at least %.'$ m

    2per person.

    ' =uster and em"arkation stations shall "e readily accessi"le from accommodation and work areas.

    * =uster and em"arkation stations shall "e ade-uately illuminated "y lighting supplied fromtheemergency source of electrical power re-uired "y regulation 31A*2 or 31A*', as appropriate.

    $ +lleyways, stairways and exits giving access to the muster and em"arkation stations shall "e lighted.0uch lighting shall "e capa"le of "eing supplied "y the emergency source of electrical power re-uired "y regulation 31A*2 or 31A*', as appropriate. n addition to and as part of the markings re-uired under

    regulation 32A28.1.1%,Eroutes to muster stations shall "e indicated with the muster station sym"ol, intended

    for that purpose, in accordance with the recommendations of the >rganiation.F

    : Havit3launched and free3fall launched survival craft muster and em"arkation stations shall "e soarranged as to ena"le stretcher cases to "e placed in survival craft.

    +n em"arkation ladder complying with the re-uirements of paragraph :.1.: of the /ode extending, inasingle length, from the deck to the waterline in the lightest seagoing condition under all conditions of trimof up to 1% and a list of up to 2% either way shall "e provided at each em"arkation station or at every two adacent em"arkation stations for survival craft launched down the side of the ship. 4owever, the +dministration may permit such ladders to "e replaced "y approved devices to afford access to the survival craft when water"orne,provided that there shall "e at least one em"arkation ladder on each side of the ship. >thermeans ofem"arkation ena"ling descent to the water in a controlled manner may "e permitted for the liferafts re-uired "yregulation '1.1.*.

    8 here necessary, means shall "e provided for "ringing the davitlaunched survival craft against theship)s side and holding them alongside so that persons can "e safely em"arked.

    Regulation 12Launching stations

    f the assumptions and operational restrictions that were stipulated in the alternativedesign and arrangementsare changed, the engineering analysis shall "e carried outunder the changed condition and shall "e approved "y the +dministration.
