G20 Summit

• G20 leaders met in Toronto on June 26th & 27th 2010

• Their stated goals were to discuss next steps governments should take to ensure a full return to growth with quality jobs, to reform and strengthen financial systems, and to create strong, sustainable and balanced global growth.

• The question has been raised about whether civil liberties were compromised during the G20

• A more troubling question is whether civil liberties were compromised permanently if G20 infringements are not identified and responded to... what is to stop them from happening again?

G20 Summit

• An area bound by Yonge Street, Spadina Street, Queens Quay and King Street was designated as a security perimeter

• A smaller area around the Metro Toronto Convention Centre, the site of the meeting, was fenced in

• The security fence started going up June 7th

• Toronto Police and the RCMP announced the security details of the summit

G20 Summit - Issues• Public Works Protection Act– creating island of non-constitutionality within the

downtown security fence by designating it a public works

– gives police the right to stop people, demand their name, address and an explanation of their purpose in being there, search them & their vehicles without probable cause

– People refusing could be arrested– Police were incorrectly extending this zone out 5
