Chapter 7Public SecurityIn light of the inseparable relationship between public security and people’s everyday lives, the Taipei City Government has made its top administrative goal the reinforcement of public security, fire safety, labor safety, and the safety of buildings. Part 1 Public Security MaintenanceThe continuous evolution of modern social milieus implies more complicated crime-related

contingencies, and that directly affect the tasks of social security. In addition to drawing up concrete strategies to battle crime, the Taipei City Government also constantly innovates its service approach and takes initiative in developing the collective strengths of the police squad, effectively commanding social transformations, and efficaciously eradicating the sources of crime so as to meet public expectations of an effective police force, and to create a safer and more harmonious society.

1. Solid Teamwork and Excellent Police Administration(1) In 2007, the Taipei City Police Department handled 2,897 cases that involved violations of

social decency (involving 3,229 persons), 37 illegal gambling video arcade establishments (70 persons and 115 machine sets); 2 such arcades had their water and power supplies cut off, while 95 were kept on a watch list. A total number of 85 illegal arcades were closed down.

(2) Confiscating Pornographic Materials In 2007, a total of 3,928 pornographic books and periodicals, and 119,984 VCDs were seized. 488

cases involving 500 people charged with violations of social decency were prosecuted. 2,832 pornographic advertisements were removed, 1,407 cases were handled and 1,441 persons were charged with crimes. 31 cases of media operators making use of pornographic advertisements were transferred to the authorities and prosecuted for violation of “the Children’s and Juvenile’s Sexual Transaction Prevention Act”. 123,899 pornographic bills were posted and distributed, involving 401 telephone numbers; the case was handed over to the Department of Environmental Protection; 121 cases involving 152 persons were prosecuted related to the pornographic leaflets.

Since Taipei is the national hub of the economy, politics, education, culture, and transportation, it is the hope of our citizens that Taipei

may be a safe and convenient metropolis. High-quality security and transportation systems affect

a city’s competitiveness. Through a “customer-oriented” quantitative index, Taipei City aims to robustly improve social security, and create a safe and peaceful living environment for all

our citizens.

(3) Protecting the safety of Women and ChildrenA total of 4,189 domestic violence cases and 709 petitions for injunctions were filed in 2007; 905

injunction orders were issued by the Court, and 1,096 cases were delivered by the police. 208 cases involving sexual transgressions, examination of injuries and gathering of evidence in the company of policewomen and relevant depositions were processed. Also, local police stations in Taipei City jurisdictions worked hand-in-hand with community campuses, households, shops and stores, financial institutions, convenience stores and care stores to form 257 security corridors. 300 seminars devoted to crime prevention involving women and children were organized and attended by 53,020 people.(4) Security Maintenance of the Mass Rapid Transit System

Key stations were installed with patrols to keep watch in order to effectively safeguard MRT security and the public’s right to a safe commuting environment. A mobile patrol system was put into place with police circulating various stations to increase the sense of security among commuters. During MRT peak travel times, designated patrol duties were installed to maintain order and safety for commuters. Among all reported MRT crimes, 14 cases involved sexual harassment, 3 cases involved injury, there were 3 cases of breach of confidentiality, 15 cases involving larceny, 3 cases of arrest warrants being issued, 2 cases of disorderly conduct, 2 cases of violation of social decency, 1 case of currency counterfeiting, 1 case involving disrespect of civil servants, 1 case of embezzlement of misplaced goods, 1 case of compulsory molestation, for a total of 46 cases. Additionally, 14,617 illegal parking cases, plus 253 cases of illegal business activities, peddling, eating in areas where food and drinks are prohibited were reported. Finally, there were 3,474 cases involving police admonishments. (5) Establishing a Community Defense Network to Implement Neighborhood WatchA. Both engaged local residents and police officials may recommend or recruit citizens interested in

contributing to local security. These citizens voluntarily organize a community vigilant task force to assist police in maintaining community security work and patrol neighborhoods. In 2007, the City Government guided 380 borough and community watch squads, involving 17,277 patrols, and 2,929 squads of 9,094 people to maintain security in apartment buildings.

B. In 2007, a total of 12 neighborhood watch seminars were held. A “Neighborhood Watch Executive Meeting” was inaugurated in various administrative districts, with meetings being held every three months, yielding excellent results. The government also reviewed performances of 267 borough, community and Xinxi local volunteer watch squads, and chose outstanding 37 vigilantes and civil defense teams; NT$13,425,000 dollars were awarded as work subsidies. 28 “Patrol Management Super Mission Training Sessions” were held in 2007 and attended by 3,800 people.

C. In 2007, NT$ 86,000 in prize money was awarded to 100 outstanding patrol officers – 2 people provided tips in cracking down 1 major crime; 59 people provided assistance in 46 cases of car theft; 3 assisted

in 1 case of illegal social security; 7 people helped in the arrest of convicts and other at-large criminals in 3 cases; 9 patrols helped with rescue work in 8 disaster cases; 1 vigilante assisted in 1 case of relocating missing children and senior citizens. 5 people returned money they found to the police or owners in 5 cases; 2 volunteers assisted in handling mental patients and the homeless in 2 cases; and 12 patrol officers were rewarded for their outstanding performance in 9 community affairs. In all there were 76 cases involving 100 helpful patrol officers.

D. Taipei City Government assisted financial institutions, communities, organizations, schools and groups with installing video surveillance cameras; 327 sets of mainframes were set up on key intersections; a total of 1,471 surveillance cameras were installed to institute full-scale supervision effects.

E. In 2007, 12,916 surveillance systems were installed at fire-prevention alleys, and dark corners without streetlamps, to decrease incidents of crime in fire-prevention alleys, dark lanes, and poorly-lit places.

(6) Maintaining Security during the Chinese New YearDuring the 2007 Chinese New Year, a total of 172,485 personnel, including 111,321 police officers,

853 gendarmes and 60,311 security militiamen were mobilized to alleviate traffic congestion and maintain security. (7) Handling Crowd Assembly Activities

In 2007, 382 cases involving public assembly and parade security maintenance were addressed, with 35,324 police personnel dispatched for riot control.(8) Missing Persons Investigations A. As soon as reports are made, police immediately log on to the National Police Administration website to

file a notice, allowing police organizations nationwide to assist in search activities round-the-clock.B. 1,574 cases of missing persons were reported in 2007, of which 1,980 were successfully solved (1,337

cases in Taipei City, and 643 in counties and cities outside Taipei). (9) Ensuring Community Security – the Six-Star ProjectA. The “Taipei City Government Six-Star Project – Community Security” implementation task force was

launched for the purpose of implementing three security strategies, including community security maintenance systems, securing community disaster prevention mechanisms, and establishing domestic violence prevention programs.

B. In 2007, Ministry of The Interior evaluated the “Community Security Maintenance Programs”, with Taipei City being honored as the “Outstanding” unit. The City recommended 4 stellar communities, among which, Zhongshun Borough in Wenshan Region and Jinhua Borough in Daan District were graded “Superior,” while Yanping Borough in Datong District and all 5 boroughs in Xinyi District were given “Grade A.”

(10) 110-Case Reporting System/ Police EmergencyA. One Nexus: In addition to ANI (Automatic Number Identification) / ALI (Automatic Location Identification)

displays, Cell IDs were sent to the information central, in order to provide LLC coordinates to improve dispatch efficiency.

B. Two Axes: Communication data are processed at a one-stop location; command and control mechanisms that utilize a communication data integration platform for simultaneous data transmission and immediate reporting are localized.

C. Three Objectives: The goals include the computerization of operations, management systemization, and scientific strategization.

This involves 1/5000 topographic charts and satellite imaging to digitize chart information provided by every county and city. This restructuring has improved service arrangements and the efficiency of the emergency response system.

2. Maintaining Social Order(1) Juvenile Crime Prevention Reinforced A. A campus tours to schools of various levels were organized, at which lecturers explained relevant laws

and regulations by using real-life cases. They imparted legal know-how to the youths and encouraged them to strengthen their self-protection skills. During winter and summer breaks, the “Youth Projects” are expanded in scale to provide training sessions and crime prevention seminars. In 2007, 244 “Crime Prevention Guides Regimen – Campus Tours Promotion” programs were organized. I During winter and summer breaks, the youth counseling activities were enhanced in scale with a total of 122 seminars. Additionally, regional youth counseling sessions were implemented to provide counseling and guidance services to youths in juvenile reform programs to prevent recidivism. 12,128 cases of counseling were provided to troubled youths, including 2,792 juvenile delinquents in the reform program, 2,926 dropouts, 425 repeat offenders, and 4,830 youths on the intensive watch list.

B. In 2007, 3,264 campus visits, 102 campus security maintenance services, and 41 municipal joint patrol services were conducted. 455 student dropouts were found, 4 gang rings that had infiltrated campuses were broken up, 4 partners in crime regarded by the National Police Department as subjects of the “Zhiping Security Maintenance Anti-Gangster Project,” and 54 gang members were arrested (including 6 juveniles and 5 students). 42,082 youths were treated in the “Enhanced Juvenile Protection Measures,” 16,250 establishments were spot-checked, 10,368 youths were provided with counseling services and registered on file, 72 businesses operators in 72 cases were either transferred to the Department of Social Welfare or penalized by the Department of Health; 207 business proprietors in 207 cases were transferred to the summary courts or penalized by the Department of Economic Development; 653 proprietors in 649 cases were prosecuted for operating without a license or against regulations.

(2) Crackdown on Crime In 2007, the clearance rate of criminal cases was 82.18% (44,446 out of 54,084 cases), which was

2.39 % less than 2006’s clearance rate of 84.57 % (47,097 out of 55,670 cases). The number of criminal cases decreased by 2.85 % (1,586 cases), and the number of cleared cases decreased by 5.59 % (2,633 cases), a clearance rate decrease of 2.39 percentage points.

A. Violent Crimes:In 2007, the clearance rate of violent crime cases was 84.25 % (567 out of 673 cases), the rate was 10.15 % higher than 2006’s clearance rate of 74.10 % (653 out of 857 cases). The number cases of violent crime decreased by 21.47 % (184 cases); the number of cases cleared decreased by 68 at 10.71%, while the clearance rate increased by 10.15 percentage points.

B. In 2007, the clearance rate of larcenies was 76.70% (15,506 out of 20,216 cases); the rate was a decrease of 8.44 percentage points compared to the clearance rate of 85.14 % (19,706 out of 23,145 cases) in 2006. The number of larceny cases decreased by 12.66% (2,929 cases); and the number of cleared cases decreased by 21.31% (4,200 cases).

(3) Anti-Hoodlum and Gangster LawA. In 2007, 55 persons listed in the “Zhiping Security Maintenance Anti-Gangster Project” and 57 persons

listed in the “Xunlei Anti-Gangster Program” were tracked down. In addition, 121 persons were reported for initial review, 177 persons were reported for secondary review, 106 persons were sent to stand trial, and 44 persons underwent rehabilitation.

B. In 2007, 79 gangs and 1,989 gang members were kept on a watch list. In 2007, from January through December, 7 “National Anti-Gangster Sweeps” were conducted, and 285 gangsters were arrested.

(4) Illegal Firearms Clampdowns The numbers of confiscated firearms in 2007 are as follows: 25 standard-issue long-barreled guns, 65

standard-issue handguns, 218 homemade guns, 28 other types of guns, and 4,838 of various ammunitions. Compared to 2006, the number of confiscated standard-issue long-barreled guns increased by 56 % (14 guns), the number of handguns increased by 3.08% (2 guns); homemade guns decreased by 33.95 % (74 guns), other types of guns increased by 32.14% (9 guns), and the amount of ammunition increased to 2,005 rounds, by 41.44 %.(5) Narcotics Possession

2007 saw a total number of 5,666 drug cases, the arrest of 6,212 suspects, and the confiscation of 290,883.66 grams of various drugs.(6) Apprehension of Fugitives

5,633 fugitives were apprehended in 2007, including 91 most-wanted fugitives, 510 wanted fugitives, 5,032 common fugitives, and 1,628 clearance fugitives.

(7) Clampdowns on Professional Gambling HousesA total of 231 professional gambling houses were shut down involving 1,406 persons (including 24

large casino houses and 491 persons). 554 persons were brought to justice in a court of law, and 852 persons were charged with violation of public order. Statistics showed that mahjong (82 cases involving 671 persons) and Chinese chess (31 cases involving 113) were the most common gambling practices.(8) Fraud Prevention

In 2007, the clearance rate of fraud cases was 69.28% with 5,089 cases cleared out of 7,346; that represents a 12.72% clearance rate increase compared to the 2006 rate of 59.20% (3,858 out of 6,517). The number of fraud cases increased by 829 (12.72%); and the amount of cases cleared increased by 1,231, an increase of 31.91%. The clearance rate increased by 10.08%.

3. Foreign Affairs Security Management(1) Foreign Embassies Security Maintenance

There are a total of 72 foreign embassies and consulates in Taipei, with over 800 personnel and family dependants. Security measures are designed according to the security and local surroundings of each area to enhance the protection of foreign staffs.(2) Protecting Foreign Residents

Information for personal and property protection is provided to foreign residents, including security geomancers (theft protection advisors), lost-and-found assistance, emergency rescue services and consulting services to lower the frequency of criminal cases. In 2007, there were a total of 264 cases involving 264 foreigners; that represents an increase of 95 cases and 95 persons over the 169 cases and 169 persons for 2006. Also 71 injuries involving 71 foreigners were reported in 2007; that represents a decrease of 17 cases involving 19 foreigners from the 88 cases involving 90 foreigners in 2006. Other incidents of loss of property, car wrecks and disputes totaled 320 cases.

4. Traffic Order Management and Safety(1) Traffic Enforcement

In 2007, a total of 2,931,547 traffic offenses were reported, which was down 2.49% (74,736 cases) from the 3,006,283 cases for 2006.A. Maintaining Pedestrian Safety

The pedestrian safety program in 2007 reported 185,243 violations, or 35,000 fewer cases (15.89%) than the 220,243 cases reported in 2006. B. Motorcycle Commuting

In a move to improve motorcycle safety, in 2007, there were 764,997 motorcycle moving violations, or 71,690 more (10.34%) than 2006 with 693,307 violations. Also there were 59,541 cases of riding without a helmet (including those failing to fasten the chinstrap), which was an increase of 56.04% and 21,383 violations from 2006 (38,158).C. Speeding Violations

There were a total of 629,290 speeding violations reported in 2007, a decrease of 29,406 cases (4.46%) the 658,696 cases of speeding reported in 2006.D. 4 major types of serious parking violations were addressed, including double parking, illegal parking

by fire hydrants, illegal parking within 10 meters of bus stops, and illegal parking within 10 meters of

intersections, with a total of 262,131 cases in 2007, a 22,36% (47,906 violations) increase from the 214,225 reported violations of 2006. Also in 2007, 17,870 illegally parked cars were towed, a 19.10% decrease (4,220 cases) from 22,090 violations in 2006.

(2) Drunk DrivingA. A total of 96 DWI (Driving While Intoxicated) inspections were conducted, including 52 nationwide DWI

inspections, and 44 synchronized DWI inspections in Taipei City.B. In 2007, 19,385 DWI violations were reported (including for 8,063 automobiles and 11,322 motorcycles).

19,247 vehicles of drunk drivers were impounded (including 8,002 automobiles and 12,245 motorcycles). 6,012 cases were prosecuted under the Criminal Law (including 2,503 automobiles and 3,509 motorcycles). 2007 saw a decrease of 15.59% and 3,579 violations compared to the 2006 statistics of 22,964 DWI violations (10,721 automobiles and 12,243 motorcycles), a 15.01% (3,398 vehicles) drop in the number of cars impounded (10,596 automobiles and 12,049 motorcycles); and a 26.29% (2,144 violations) drop in the number of cases prosecuted.

(3) Road Obstacle Clearance to Increase Parking Spaces46,078 road obstacle violations were reported, and 21,221 cleared; and 11 offenders who refused

to make amends after repeated admonishments, were prosecuted under the Criminal Law, Article 320 for seizing public property.

Part 2 Fire Safety, and Disaster Prevention and RescueThe Taipei City Government seeks to ensure citizens safety against fire disasters, carefully establish

fire safety inspections and fire prevention management systems, fire control, promotions by fire safety specialists, fire control passage width clearance, disaster relief and first aid training, and various disaster prevention mechanisms.

1. Fire InjuriesThe number of fires, fire-related injuries and deaths in 2007 were 309, 4, and 7, respectively; the

amount of fires decreased by 51, injuries by 10, with 2 more deaths reported than in 2006.

2. Fire safety(1) Fire Safety Facility Management

There are a total of 19,710 public buildings and 22,941 public venues for citizen services. In 2007, 42,913 locations were inspected (re-checked); 36,446 locations met fire safety codes, and 4,160 failed the inspections and were requested to make improvements within a deadline. “The Taipei City Government Fire Department Inspection and Repair Report System” was installed that allows people and professional technicians to handle fire safety inspection and repair reportage online, which saves time and energy. (2) Gas-operated Hot-Water Heater Management

“The Online Gas-Operated Hot-Water Heater Service” was installed to service the residents of Taipei City by means of a one-stop channel. Operators can conveniently log on for business registrations. (3) Fire Prevention Awareness Campaign A. Product Warning Mechanism

In February 2007, the Taipei City Fire Department and Taipei City Government Consumer Protection Ombudsmen held a joint press conference to announce key consumer alerts in order to improve consumer safety, including the demand for dehumidifier proprietors to recall products that are prone to cause fires.

B. Fire Control CampsThe Taipei City Fire Department and the Chinese

Youth Corps’ Taipei Commission collaborated to hold the first Fire Control Camp; 4,938 people attended thirteen camps from July 9 through 26, 2007.C. Fire-Safety Specialists

The specialists provide free house calls to private residences and inspect home fire-safety measures. 45,649 households were inspected, and 159,769 citizens received visits in 2007. One team of fire safety specialists – Shilin Women’s Fire Prevention Campaign Detachment – was awarded the “2007 National Women’s Fire Prevention Campaign Evaluation” award for excellence by Ministry of the Interior’s National Fire Agency, and the “2007 Golden Diamond Award” by Taipei City. D. Residential Fire Prevention

8,098 homes were identified as high fire risks. They were inspected and their fire prevention mechanisms were evaluated; another 13,109 homes were given residential electricity safety checks. Four residential fire control promotion campaigns and 14 “no-iron-window communities” fire prevention demonstrations were organized.E. Large-scale Fire Prevention Campaigns The following events were held:

(A) On January 13, a “119 Fire Prevention e-Campaign – Household Alarm Disaster Prevention Program” was held at the Hsinkong Mitsukoshi Department Store in Xinyi District.

(B) On March 17, a “Disaster-Free Chinese New Year” Promotion Campaign was held at the Chenggung Public Housing Community in Daan District.

(C) On September 15, “the 921 Earthquake and LPG Safety Disaster Prevention Program” was held at the Dr. Sun Yat-sen Memorial Hall.

(4) A ground-breaking ceremony was held on July 25, 2007 for the Chengde Fire Fighting Unit. The Unit is expected to effectively improve rescue work in Nanggang by the end of 2009.

3. Disaster Prevention and Rescue(1) Disaster Prevention and Rescue – Number 1 in the Country

Taipei City is hailed as a metropolis “with a continuous water and electricity supply, communication flow, without earthquakes or floods, and continuous disaster-control efforts.” An all-new Taipei City Emergency Operations Center was inaugurated on December 12, 2007. The building boasts a modern communication facility, and is the best facilitated disaster prevention response center in the nation. To strengthen its operational efficacy, the Taipei City Government introduced the ICS model, and revised disaster control unit capabilities and functions based on their nature. On May 9, 2007, the Police

Department held a series of “Cross-District Disaster Prevention and Rescue Drills”, including 4 dry runs: “The Three Transits (Taiwan Railway, Taiwan High Speed Railway and MRT) Model”, a flood drill, an earthquake-prevention drill, and a simulated epidemic outbreak exercise. The National Disasters Prevention and Protection Commission, R.O.C. in 2007 ranked the Taipei City Government first for the 2006 Disaster Prevention and Rescue Evaluation Tasks.(2) The Emergency Operations Center

The Taipei City Government established five Emergency Operations Centers in 2007, with Mayor Hau Lung-bin presiding over the disaster-rescue workshop. The centers are designed to adopt disaster-prevention and rescue measures and alert mechanisms to guard against typhoons.(3) The Fifth Asian Crisis Management Conference

As one of the eleven member cities of the Asian Network of Major Cities 21 (ANMC 21), Taipei participated in the “2007 Asian Crisis Management Conference” held in Djakarta, Indonesia from October 24 through 25; and the Taipei City Government gave a presentation on introducing the “Taipei City Disaster Management and Emergency Operations Learning Center.” (4) Tokyo Comprehensive Disaster Management Drill

The Taipei Urban Search & Rescue Squad participated in the “Tokyo Comprehension Disaster Management Drill” from August 30 through September 2 in 2007, a move that improved the collaborative support mechanism among rescue efforts and emergency operations of different international cities. The Squad was the first rescue team ever to be invited to an international disaster management seminar. (5) Taiwan Railway, MRT, Taiwan High Speed Railway and Maokong Gondola Rescue

in areas where the three railways meet. In addition, a “Maokong Gondola Fire Control Rescue Operation” was inaugurated to practice vertical rescue training, plus many rescue operation drills.(6) Fire Drills in Areas Difficult to Mount Rescue Operations

Designated as part of the “Rescue Operations in Areas Difficult for Emergency Procedures Program”, the Taipei City Government listed 612 areas as “difficult to mount rescue operations”. A total of 612 live drills, 136 large-scale location simulations, and 19 rescue operation drills for all types of locations were conducted in 2007.(7) Fire Lanes Program

In light of expediting fire engines to arrive at disaster sites to conduct rescue operations, the Taipei City Government designed fire lanes in areas difficult for rescue operations; no parking is allowed in such areas. In communities where more than 50% of residents agree to designate roadways as key lanes for rescue operations, or sections not part of an extended alleyway, fire lanes in these areas would also be designated. The Taipei City Fire Department conducted evaluations and listed 162 areas as priority sites for becoming "fire lanes". (8) Intelligent Computer-Aided

Dispatch SystemThis new system can expedite

instant control alert for new cases, dispatch squads to areas under their jurisdictions, and provide accurate road distance calculations. 14 reinforced mobile computers have been installed that are equipped with customized information software to ensure a high-quali ty performance of al l rescue operations.(9) Golden Phoenix Emergency

Medical Service Team As of 2007, the Golden Phoenix

Emergency Medical Service Team conducted 96,545 rescue operations with an average emergency regimen rate at 3.414 treatments per person, and 26 OHCA (Out of Hospital Cardiac Arrest) patients were resuscitated and later recovered.

The Intelligent Computer-Aided Dispatch System

On Ju ly 17, 2006, the Ta ipe i C i ty F i re Department inaugurated a 119 Intelligent Computer-Aided Dispatch System capable of guiding operators to use a computerized illustration on standard procedures to consult the caller, and effectively assemble case categories, data on the scale of danger and locales. It incorporates both GIS and GPS technologies to conduct disaster-operation model analysis, and dispatches appropriate manpower, equipment, facilities and vehicles to disaster sites based on disaster scales for rescue opera t ion e f fec t i veness . Th is sys tem can efficaciously reduce dispatch mishaps and dispatch excess. The system also introduces a complex reporting that allows service dispatch among many units at the very beginning to reduce the length of operations.

Part 3 Labor Safety“Safety First” and “Zero Disasters” are the highest principles by which the government, businesses

and labor safety and health management staffs operate to implement labor safety codes. “The Labor Safety and Health Law” is applicable to over 40,000 organizations and 1,330,000 workers in Taipei. In order to ensure the safety and health of all workers in the workplace and to prevent occupational hazards, Department of Labor, Taipei City Government actively carries out inspections, and urges employers to comply with the law to ensure the legal rights of workers.

1. Building a Safe and Comfortable Working Environment through Intensive Inspections

(1) Assuring an Intensive Inspection StrategyTo implement occupational hazard preventions, the Taipei City Government has adopted

“Comprehensive inspections, stringent penalizations, strict work resumption reviews, and a one-year watch list period” to guarantee environmental safety for laborers. In 2007, the number of comprehensive labor safety and health inspections totaled 30,043, and 5,131 working condition inspections were reported. In the same year, 28 casualties stemming from severe occupational hazards were reported, down one casualty from 29 for the previous year. Taipei City was ranked highest among the 9 major counties and cities of over 1 million population in the “Occupational Hazard Casualty Rate among One Million” performance evaluation. (2) Cross-Agency Promotion of Occupational Hazard Reduction Work

An “Occupational Hazard Reduction Promotion Conference” is held quarterly to maintain a cross-agency occupational hazard prevention mechanism to jointly advance hazard reduction work. In 2007, 3 fatalities were reported involving Taipei City public construction projects, 6 fewer than the 9 fatatlities for 2006, an indication of the effectiveness of the campaign. The “Severe Occupational Hazard Prevention Guidelines for Agencies/Units under Taipei City Government” and a promotional program for “Security Surveillance Systems for Taipei City’s Construction Works” have also been undertaken in hopes of expediting the handling of stringent occupational hazard incidents. Public works projects over NT$ 200 million dollars are included in the security surveillance system list. On August 1, 2007, the “Construction Safety and Health Guidelines for Agencies/Units under Taipei City” was commissioned, providing that all public construction projects should be facilitated with above-par safety installations.

2. Labor Safety Awareness Promotion(1) In 2007, 79 “Labor Safety and Health Education

and Training” sessions (publicly commissioned or privately held) were organized, attended by 4,718 workers.

(2) The production of “14 Instructional Posters for the Installation of Scaffolds,” “Construction and Repair Engineering Safety Education Handbooks,” and the distribution of “Water-repellent Engineering Operations Safety Guidelines,” “Occupational Hazard Incident Locations and Subsequent Inspect ion and Management” VCD’s were distributed.

(3) On January 5, 2007, the “Taipei City Construction Worker Safety and Health Education Implementation Guidelines” were inaugurated and used to provide assistance on 2,080 construction sites. Foremen of the sites were asked to conduct pre-construction safety and health training sessions.

(4) Occupational Hazard Prevention, Family and Community Fair

On May 5, 2007, the “Occupational Hazard Prevention Education, Family and Community Fair” was held and attended by about 1,000 workers and their family members. Safety and health concepts were instilled in every participant through an educational yet entertaining lesson in hopes of reaching a consensus and awareness on what makes a safe occupational environment.

(5) “Safety Partnerships” with Safety and Management Personnel

A. The Taipei Advertising Engineering Association, the Taipei Association of Interior Designers, the Taipei Cleaning Service Association and the Continental Engineering Corporation established a safety partnership as a vehicle for sharing education, promotion and guidance, results and experience to reduce hazards and ensure the welfare of laborers.

B. The “Labor Safety Personnel Databank” was established to promulgate news and information on labor safety, extended education and training programs, regulations and codes and disaster-prevention information.

Part 4 Public Safety of Buildings As citizens demand better public safety and stricter supervision, a number of safety measures (such

as limiting the number of people in public locations, improving public safety inspections and management, elevator safety checks and management, and safety inspections of hillside communities) have been adopted to effectively decrease the occurrence of public accidents and make Taipei an even safer place to live.

1. Public Safety of BuildingsIn 2007, 8,081 buildings were kept on a watch list, while 5,732 buildings were required to apply for

inspection, out of which 4,751 had filed an application. 2,230 public security inspection and re-inspection cases were processed, accounting for 47% of all designated buildings. 158 cases were randomly selected for the 2007 dynamic public safety building inspection.

2. Building Elevator Safety Checks In 2007, 1,264 elevators were randomly selected for inspection, out of which 1,219 passed inspection

and 45 failed. The original business license was revoked for the owners of those which failed to pass the inspection; new permits would only be issued upon passing the re-inspection.

3. Residential Safety of Hillside Buildings(1) In 2006, prior to the flood-control season, safety

inspections were conducted on 135 hillside community areas on a watch list. 124 areas received a “class C” grade, and 11 areas received a “class B”. Communities that have been inspected are advised to carry out maintenance jobs or repairs based on recommendations provided by architects to ensure residential safety in hillside communities.

(2) 4 “Community Hillside Safety and Disaster Prevention Training Forums” were held.

(3) Permanent grit-removal tanks were installed, cleaned, and inspected by the communities prior to the flood-control season. 109 grit-removal tanks were kept under surveillance in the hope of promoting responsible management by owners and maintaining the safety of hillside buildings.

Taipei City has pledged to brings its team spirit into play, and continues to enhance security maintenance measures, implements security rectification objectives, places importance on fire-control safety and improve rescue-operation effectiveness, lowers the risks of work-related disasters and accidents affecting laborers, improves security awareness among laborers, and boosts security checks and management for public buildings so as to create a safe and peaceful living environment for Taipei’s residents. This is an objective worthy of collective efforts for the future.
