Roads As of 2004, the Municipality of Orion has a total road length of 68.973 kms., of which 13.650 kms. or 19.79% are national road; 17.449 kms. or 25.30% are provincial road; 31.248 kms. or 45.30% are municipal roads, 2.071 kms. or 3.00% are barangay roads; 4.459 kms. or 6.46% are subdivision roads; and .96 kms. or 0.14% are port roads. 73.29 % of total road length are concreted, while 3.88% are asphalted and the remaining 22.83% are graveled or unpaved roads. The two arterial roads traversing the municipality are Roman Highway and Bataan National Highway. A summary of road inventory and detailed Road Inventory are shown below in Table 5.1 and Table 5.2 respectively. Also, a road map is presented in Figure 5.1. 5.1.2. Bridges There are ten road bridges that connected barangays and sitios of Orion. Eight of them are made of reinforced concrete while two are concrete-piped. These have a total span of 161.50 meters, all classified as national bridges. All of these bridges are in good condition and passable for all types of vehicles. Four footbridges are identified in some barangays namely, Camachile, Bagumbayan, Arellano and Kapunitan. These are made up of reinforced concrete. Some of them need repair and rehabilitation since these are already worn-out after years of use. Table 5.3 and 5.4 shows inventory of footbridges and vehicular bridges respectively.     5.1 Economic Support

    5.1.1. Roads

    As of 2004, the Municipality of Orion has a

    total road length of 68.973 kms., of which

    13.650 kms. or 19.79% are national road;

    17.449 kms. or 25.30% are provincial road;

    31.248 kms. or 45.30% are municipal roads,

    2.071 kms. or 3.00% are barangay roads;

    4.459 kms. or 6.46% are subdivision roads;

    and .96 kms. or 0.14% are port roads. 73.29

    % of total road length are concreted,

    while 3.88% are asphalted and the

    remaining 22.83% are graveled or

    unpaved roads. The two arterial roads

    traversing the municipality are Roman

    Highway and Bataan National Highway. A

    summary of road inventory and detailed

    Road Inventory are shown below in Table

    5.1 and Table 5.2 respectively. Also, a

    road map is presented in Figure 5.1.

    5.1.2. Bridges

    There are ten road bridges that

    connected barangays and sitios of Orion.

    Eight of them are made of reinforced

    concrete while two are concrete-piped.

    These have a total span of 161.50 meters,

    all classified as national bridges. All of

    these bridges are in good condition and

    passable for all types of vehicles. Four

    footbridges are identified in some

    barangays namely, Camachile,

    Bagumbayan, Arellano and Kapunitan.

    These are made up of reinforced

    concrete. Some of them need repair and

    rehabilitation since these are already

    worn-out after years of use.

    Table 5.3 and 5.4 shows inventory of

    footbridges and vehicular bridges

    5.1.3. Public Transportation

    Air-conditioned and ordinary buses are

    the major inter-regional and intra-regional

    modes of transportation in Orion.

    Although there is no direct trip from

    Manila to Orion, there is Manila-Mariveles

    bus route that passes Orion via Roman

    Highway. Also, Manila-Balanga bus route

    serves as alternative trips in going to Orion

    or Manila since Balanga is only about 8

    kms. away from Orion. Trips from Manila to

    Orion and vice-versa are served by air-

    conditioned and ordinary buses from

    early dawn till late evening. For other

    origin or destination outside Metro Manila,

    there are trips within Region 3 that pass

    Orion. These are Tarlac – Mariveles,

    Baguio – Mariveles, and Cabanatuan –

    Mariveles which being served by air-

    conditioned and ordinary buses.

    In intra-provincial setting, there are

    ordinary mini-buses and public utility

    jeepneys passing Orion which can be

    availed of Orion’s residents in their daily

    activities. There is mini-bus route that ply

    Balanga-Mariveles via Roman highway

    while the jeepney route of Balanga-

    Lamao passes via National Highway.

    These are operating daily from morning till

    nighttime. As new player in the field of

    public transportation, “van-for-hires” and

    “shuttle utility vans” are plying directly

    from Orion to Mariveles and vice-versa.

    These are air-conditioned vans, FXs,

    highlanders, and other similar vehicles

    which service workers from Orion to

    export processing and industrial hub of

    Mariveles, Bataan.

    Within Orion, there are motorized tricycles

    available for residents in their intra-

    municipal movements. As of now there

    are approximately 1500 franchise units

    awarded to operators and drivers. These

    tricycles ply from poblacion to barangays

    of Orion in regular basis. To avoid stiff

    competition between and among tricycle

    drivers, tricycle units are informally

    distributed to operate within designated

    zones or barangays of Orion.

    5.1.4. Land Transport Terminals/

    Passenger Facilities

    There are no formal terminals for public

    transportation found within Orion. Since buses,

    whether air-conditioned or ordinary, passes via

    Roman Highway, bus passengers on their trips are

    being picked-up or dropped-off at the

    intersection of Roman Highway and collector

    road leading to poblacion of Orion. However, for

    public utility jeepneys, there are designated

    jeepney stops found at Orion Public Market and

    another one at Poblacion. These are on-street

    jeepney stops. In the same manner, tricycles have

    informal terminals found near the crossing of

    Poblacion of Orion. These are located at

    sidewalks of national road and other major roads

    of Orion. Table 5.6 below presents inventory and

    location of terminals (informal).

    5.1.5. Port

    Orion has municipal port located at barangay Puting

    Buhangin, southeastern portion of Orion. The port is

    being renovated and upgraded to comply with the

    new program and policies of the national

    government for seaports, which must include “RORO”

    operations (roll-on, roll-off).

    As a backgrounder, the RORO system is a network of

    interconnected land and water transportation modes

    which aims to link the islands of the Philippines. It

    allows for land-based transportation modes to board

    upon ships. Orion’s role in the network is the

    connection between Manila and the Central Luzon

    area (See Figure 5.7). As of this time, RORO operations

    in the Orion Port has not yet been fully implemented

    since the Orion port still lacks some of the necessary

    facilities and supporting infrastructure. As of the

    completion of this report, there have already been

    talks between the municipality and national agencies on the

    improvement of the infrastructure within the port area.

    As of now, most of the facilities are for passenger operations. This

    includes, among others, a booking/ticketing office, a passenger

    waiting area, commercial stalls, vehicular parking and a covered

    walkway connecting the passenger area to the ferry docking

    area. There is also public transportation available in the port, which

    includes tricycles and shuttles, to transport the passengers to and

    from the port.

    The Orion municipal port is being used as an alternative transport

    for passengers in going to and coming from Metro Manila. The port

    on the Metro Manila side is located in the Cultural Center of the

    Philippines Complex in Manila. The sole operator in the Manila-

    Batangas route, Mt. Samat Ferry liner has six trips daily from 6:30

    a.m. to 5:30 p.m. It is a 180-capacity passenger vessel. Its actual

    average number of passengers per trip is 100. Table 5.7 shows

    details of the municipal port services.

    PENELCO is the cooperative which distribute electricity to

    municipality of Orion and some parts of Bataan. The source of

    power supply comes from the TRANSCo, formerly NAPOCOR. As of

    2004, there are 7,291 out of 8,735 households or 83.47 percent

    being supplied by PENELCO in all barangays of Orion. Only few

    sitios or households have not yet been connected due to right-of

    way problems and inaccessibility. At present, PENELCO’s policy in

    connecting power supply to outlying households is there must be

    enough applicants, more or less 10 households so that it would be

    economically viable to lay-out transmission lines in that area.

    Barangays which have achieved its 100% electrification program

    are Calungusan,

    Balagtas, Lusungan, and

    Wakas. Barangay Wawa,

    Balut and Daan Bago

    are below 70 percent of

    the total households

    connected with power

    supply.

    5.1.7 Irrigation

    Although there is no

    National Irrigation

    Administration operating at Orion, there is a communal pumping

    irrigation run by farmer’s cooperative at the upland barangays.

    The communal irrigation system serves the 422-hectare of irrigable

    land at barangays Gen. Lim, Bilolo, Acacia, Laon, Sabatan, Daan

    Pare, San Vicente and Balut. However, there is an effort to

    upgrade the existing irrigation system so that more agricultural

    lands will be supplied.

    5.1.8. Post Office

    The Philippine Postal Corporation (Phil-Post) is located within

    municipal hall of Orion. It has 1 mail distribution center, 1 mailbox, 1

    money order machine and 1 stamping machine. There are 2

    motorcycles utilized as service vehicles in delivering mails and

    packages. There are 3 staff members that run Phil-post, aside from

    its 2 mail carriers and 1 mail sorter. There are no sub-offices located

    in other barangays of Orion to augment its main office’s operation.

    The Phil-Post has sister company located within the same office,

    which is Telecom. It is used as public messengerial office of Orion

    since private express deliveries are located at Balanga City,

    Bataan. It has also mail cargo delivery but it is barely used due to

    lack of facilities.

    5.1.9. Telephone Services

    There are 2 telephone companies operating in Orion. PLDT, one of

    the landline telephones with widest coverage in the country, has its

    office and facilities at barangay Balagtas. Its has been serving the

    municipality for years now. It is serving 28 % of total households of

    Orion. In its on-going installation of telephone lines, DIGITEL has

    recently opened its operation to serve Orion residents. Its office is

    located also at barangay Balagtas. The presence of DIGITEL will

    boost up the existing communication facilities of Orion since it

    offers both landline and wireless telephone services.

    In keeping up with the latest technology in communication,

    Bataan already has the 3 popular mobile telephone/cellsite

    providers operating in the province. Globe Telecoms has

    established 2 towers at barangay Balut and Buhangin; Smart has

    also 2 towers at barangays Balagtas and Daan Pare; and Sun

    Cellular (Digitel) has one cellsite at Balagtas.

    Internet Service providers are PLDT, which is located at Balagtas,

    Orion and Moscom (nitro), which can be found at Balanga City,

    Bataan. It offers both internet shop and pre-paid cards for those

    who want to use internet in their residences.

    Below are tables showing inventory of telephone services, wireless

    telephone services, and internet service providers in Orion.

    5.1.10. Markets & Fishports

    Orion has new municipal market located at barangay Balagtas. It

    is a 6,520 sq.m. building situated at 1 hectare public property lot. It

    offers dry and wet stalls for market vendors and customers. It also

    has wide area of parking spaces. The new municipal market built

    up of reinforced concrete, masonry and covered by steel trusses

    and G.I. sheets are in much hood condition.

    The municipal slaughterhouse made up of mixed materials is

    located at Pag-asa, Wawa. It needs to be repaired and upgraded

    to meet the requirements set by its respective national agency for

    meat standard.

    Orion, being a coastal municipality, is endowed with 2 fishports,

    which are located at barangays Lusungan and Wawa. Both have

    a docking area and drier for fishermen. The two fishports are made

    of reinforced concrete. No cold storage and other post-harvest

    facilities can be found.

    5.2 Social Support

    5.2.1. Water Supply

    There are four waterworks system in Orion. These are ORIWAD, San

    Vicente Waterworks, Lati Waterworks, and Bantan Waterworks. The

    four waterworks supply 2,616 out of 8,735 or about 30 percent of

    the total households of Orion. ORIWAD chiefly serves barangays

    not served by the 3 other waterworks systems; San Vicente

    Waterworks caters for barangay San Vicente; Lati Waterworks

    supplies barangay Lati; and Bantan Waterworks covers barangay

    Bantan. The four waterworks have all deep wells with submersible

    pumping stations and watertank as its main water supply sources.

    5.2.2. Medical Facilities

    Orion has only one private hospital, St. Michael Hospital, to take

    care for its patients/ailing residents. It is located at Poblacion in

    Orion. St. Michael’s target is to expand its services having 22 beds.

    As of now, it has only 5 beds available.

    Having no public hospital, Orion relies on its lone municipal health

    center which can be found at barangay Wawa. Barangay health

    centers are present in all barangays except Arellano, San Vicente,

    Balagtas, Daan Bilolo and Lati.

    All barangays of Orion

    have their own day

    care centers. However,

    some barangays like

    Arellano, Bagumbayan,

    and San Vicente have

    their day care centers

    combined with the

    office of barangay offi-

    cials. Hence, barangay

    captains and councilor

    are uncomfortably dis-

    charging their duties

    and functions inside

    their respective

    barangay hall

    whenever there are sessions for day care center beneficiaries.

    Table 5.18 on the left shows inventory of day care centers.

    There are thirteen public and four private elementary schools in

    Orion. The three biggest elementary schools are Orion elementary

    schools at Daan Bilolo, DaanPare elementary schools and Pablo

    Roman elementary schools at Wawa. Among public elementary

    schools, only Orion elementary school provides pre-school

    (kindergarten). Among private schools, 3 provide pre-school.

    Private schools are located at barangays San Vicente, Bilolo and

    Wakas. Table 5.19 shows inventory of elementary schools.

    Orion has four high schools; two are private and 2 are public. These

    are located at Wawa, San Vicente and Balagtas. The biggest high

    school is Bataan School of Fisheries with 3.2 hectare lot. Table 5.20

    shows inventory of elementary schools.

    There are no tertiary schools in Orion but there are 2 vocational

    schools offering short courses. These are Bataan School of Fisheries

    and TESDA, both are located at barangay Wawa. Tertiary schools/

    colleges are mostly found at Balanga City. List of vocational and

    tertiary schools are listed in Table 5.21 and 5.22 respectively.

    5.2.4. Socialized Housing

    Orion’s socialized housing for informal settlers is located at sitio site,

    barangay Bilolo. It is a 1.70 hectare land subdivided into 144 lots

    with an average lot size of 70 sq.m. As of now, its proposed right-of-

    way is being negotiated to provide more convenience to its

    beneficiaries. The LGU of Orion is looking for the second site of its

    socialized housing to be awarded for fisherfolks near municipal

    ports and other homeless families in all barangays of Orion.

    5.2.5. Solid Waste Disposal Facilities

    The municipality of Orion is now developing a sanitary landfill at

    Pita, Gen Lim, aside from its existing dumping area at Limay,

    Bataan. The 3- hectare sanitary landfill will solve the present

    garbage disposal problem of Orion. Its right-of-way is being

    finalized, as of the moment. For the meantime, the local

    government of Orion is dumping its garbages at its neighboring

    town of Limay, Bataan.

    5.2.6. Cemeteries

    Orion has 3 cemeteries, 2 of which are public and 1 is private.

    These are located at barangays Balagtas, San Vicente and

    Sabatan. Except for private cemetery, the 2 public cemeteries are

    having shortage of available burial vaults and no proper road

    circulation. Hence, expansion or relocation of crowded burial vault

    is recommended so that there would be suitable ingress and

    egress inside cemeteries especially during month of November.

    5.2.7. Facilities For Disadvantaged

    King’s Garden Children’s Home is a shelter for streetchildren and

    orphanage. It is being managed by a religious group, Assembly of

    God Christian Fellowship. It is a 1,500-sq.m. lot located at Palonatin

    Road, Bgy. Sabatan, Orion, Bataan.

    5.2.8. Recreational Facilities/ Sports Facilities

    There are 5 resorts that accommodate the residents and visitors of

    Orion during summer season or in their usual outings. These are

    private resorts that offer diverse facilities such as swimming pools,

    multi-purpose halls, cottages, air-conditioned rooms, videoke

    rooms, and fishing areas. These are located at barangays Bilolo,

    Sta. Elena and Sto. Domingo.

    Orion offers covered

    courts that houses

    indoor and outdoor

    games like basketball,

    tennis, volleyball, table

    tennis and others. There

    are four identified

    covered courts, which

    are located at

    barangays Balagtas,

    Calungusan and Wawa.

    5.2.9. Parks And Spaces

    Orion has town plaza

    located in front of its

    municipal hall, which is

    also adjacent to parish

    church. It is usually the

    venue of town fiestas

    and other important

    occasions held by the

    local government of

    Orion. The town plaza is

    a 900 sq.m. lot with

    elevated stage that

    serves as venue to programs and activities of LGUS, public schools,

    companies or individuals. Wawa Mini-park is a 200-sq.m. land that is utilized as communal playground and recreational areas. It is located at

    the coastal barangay of Wawa.

    5.3 Public Administrative Support

    5.3.1. Government Buildings

    The municipal hall of Orion is being expanded not only to have wider office spaces but to cater other national agencies such as DILG, BIR,

    MTC, Post Office and others. The extension is being constructed at the left portion of existing concreted municipal hall. Other government

    building which are in physically good condition are Sangguniang Bayan Session hall at Arellano, Bureau of Fire Protection at Balagtas,

    Municipal Health Center at Wawa and Barangay halls at all barangays of Orion.
