Membership • 2011 Membership peaked at 237 by the end of the year. • 2012 membership is currently 231 Conferences • Fall Training Conference in Rome, GA saw 59 registrants. GAFM is considering eliminating this fall conference in favor of local symposia to reduce costs. • GAFM held constant with attendance at the 7th Annual Conference. 180 attendees; down from 185 last year. • Hosting the annual conference close to the majority of membership has helped to keep registration numbers up during a time when many members are seeing decreases in their travel budgets. Additionally, GAFM has seen its largest number (8) of platinum ($1000) corporate members. This has also helped to stabilize registration rates for our conferences. 2012 Board Members elected: Officers • Chair – Garrett Skinner, Atkins • Vice-Chair – Tom Shillock, GA DNR • Secretary – Emily Wingo, GA DNR • Treasurer – Chris Budd, Atkins Regional Representatives Central Region (Appointed): Rebecca Cox, City or Warner Robbins Coastal Region: Tom McDonald, City of Savannah East Region: Robert Fields, City of Harlem North Region (Appointed): Rodney Buckingham, Pickens County Southwest Region: Michael Burgess, Columbus Consolidated Government At-Large Reps 1. Kentucky: Kentucky Association of Mitigation Managers (KAMM) The Kentucky Association of Mitigation Managers has had an extremely busy 2011-2012. KAMM worked with FEMA Region IV and ASFPM to sponsor 48 local and state representatives attendance at the annual ASFPM conference in Louisville, KY. In doing so, many of our members were able to partake in the national conference for the first time. Due to the onerous task of being the local sponsor for the national conference, KAMM held an abbreviated chapter conference in October 2011 at the Cumberland Falls State Resort Park. There were 75 participants at the KAMM annual conference and 7 sponsors. In addition, the KAMM Board elected to change the timing of the annual conference from the spring to fall of each year, so as to eliminate potential participants’ conflict with the ASFPM conference and the Kentucky Derby! KAMM has 4 regions throughout the Commonwealth. The regional directors are responsible for promoting KAMM to local professionals, representing KAMM at local/regional meetings, encouraging new membership from within the regions and coordinating mitigation-related information between KAMM and local members. At the fall 2011 KAMM annual conference a new Board of Directors was elected; the new Board members are as follows: Chair – Stephen Noe* Vice-Chair – Carey Johnson Secretary – Leslie Mahoney* Treasurer – Jimmy Stahl* Region I Representative – John Ward* Region II Representative – Steve Cummings Region II Representative – Peter Goodmann* Region IV Representative – Shawn Moore At-Large Representative – Ron Matar* At-Large Representative; Immediate Past Chair – Josh Human *denotes new Board member Current membership is at 105; KAMM has completely revamped its website so that membership, conference activities, and sponsorships may be managed via the web. KAMM has formed 3 committees for 2012. By forming these committees, KAMM will be able to better engage its membership in activities that are best suited for their knowledge and strengths. The committees are as follows:

Conference Committee Planning and execution of the 2012 conference Conference theme is “Growing Resilient Together” Conference to be held September 17-20, 2012 at the Kentucky Dam Village State

Resort Park in Gilbertsville, KY A call for abstracts for the 2012 conference was conducted for the first time

Website maintenance and updates Training opportunities for KAMM members

3 Year Business Plan Document KAMM’s past successes Create path for future growth Allocation of resources

KAMM has embraced the social media world. We have a Facebook group page, a Twitter account (@kymitigation), and a LinkedIn page. The KAMM Board of Directors is currently researching the benefits of becoming a 501c3 entity. KAMM is currently a 501c6. By becoming a 501c3, KAMM will be able to seek additional grant funding from state agencies to aid them in outreach and educational related activities. In 2012 KAMM will be conducting a fundraising event to support disaster victims. KAMM has designed a t-shirt that will be sold on it’s website; the proceeds will be donated to the American Red Cross. KAMM continues to support CFMs. A CFM preparation course and exam are offered each year at the annual conference. There are currently 72 CFMs in Kentucky; a 20% increase from last year! A big kudos to the Western Kentucky University floodplain management minor; the CFM exam is a required component to complete the course work. Mississippi: Association of Floodplain Managers of Mississippi (AFMM) The Association of Floodplain Managers of Mississippi (AFMM) held its Annual Spring Conference in Natchez, MS on April 27-29, 2011, with 83 in attendance. During this conference, we were honored to have Mr. Ian Dinham of Australia as our keynote speaker. Mr. Dinham is the Technical Director for the Floodplain Management Authorities in New South Wales, and just recently elected as the new Chairperson of the FMA. In Mr. Dinham's presentation, "Floodplain Management - Aussie Style", included a history of Australia’s floodplain management, examples of flood hazards and the various mechanisms causing flooding, how Australia manages flood events, an overview of recent flooding in Australia, a brief history of their Floodplain Management Association, and Examples of Australian floodplain management innovations. His presentation was very enlightening and educational. We hope to have him back again soon. Both he and his family were a pleasure to have with us.

This year’s agenda is packed with over 35 technical presentations including presentations on stream restoration, hazard mitigation, coastal issues, past storm events and many others. We will also be offering a CFM exam on the last day of the conference as well as a HAZUS workshop. We will be conducting our regular business meeting, our annual awards luncheon, board elections and hosting two networking social events. Details of the conference may be viewed at www.ncafpm.org. NCAFPM held our annual Fall Floodplain Institute in Boone, NC in October 2011. Over 100 people attended the 2 ½ days of floodplain management training. The CFM was offered and 8 new CFMs were added. We worked closely with N.C Emergency Management to provided floodplain management training by sponsoring several workshops and training events. We have published two newsletters in the past year. Tennessee: Tennessee Association of Floodplain Management (TN AFPM) The Tennessee Association of Floodplain Management (TN AFPM) marked 2011 with a stellar year of growth. The Association continued building on its founding in 2010 and was able to accomplish all of the goals established during its initial year of existence. The Association instituted its vision of conducting Regional Training Days (Three Regional Trainings conducted once annually in each of the Association’s regions East, Middle, and West Tennessee). These training opportunities provide outreach to communities who are not able to attend the Annual Conference and make training accessible to our smaller more rural jurisdictions. The training was conducted free of charge in 2011. The Association has exceeded all requirements to become a Chapter of ASFPM and is in the process of submitting its application for Chapter status. The Association conducted outreach to agencies and organizations that play a part in floodplain management through the normal course of their duties, i.e. storm-water management, building officials, elected and appointed officials, planners, etc…to attempt to approach floodplain management from a holistic perspective. At year’s end the Association is in a great place for major accomplishments in the coming year. TN AFPM Membership stood at 89 representing 36 unique Tennessee Communities as of December 31, 2011. TN AFPM Annual Conference 2011 There were 81 attendees at this year’s Annual Conference in July, down from 93 of last year. TN AFPM continues to promote the annual conference, membership, and training opportunities.

Louisiana: Louisiana Floodplain Management Association (LFMA) New Mexico: New Mexico Floodplain Managers Association The NM Chapter has held two workshops since last June. The first was our Fall workshop in Ruidoso, NM. Curt Temple, CFM for Lincoln County was the Conference director and the Program director for the workshop. The program theme, “The many aspects of floodplain management”, offered the presenters an open field for the subject matter of their presentations. Dale Hoff, with FEMA Region 6, gave the NFIP 201, “Intermediate Floodplain Management” one day course on Tuesday prior to the workshop and the CFM exam was proctored on Wednesday morning prior to the beginning of the workshop. 71 NM floodplain managers enjoyed the week in beautiful Ruidoso, New Mexico and we gained 2 new CFMs in the state.

We had 107 attendees at our Spring workshop in Socorro, NM. Mike Czosnek, CFM with the City of Socorro, organized the workshop and Rigel Rucker, CFM with URS, put together the program, “Innovative Practices and Projects for the Benefit of Floodplain Management”. Dale Hoff taught the intermediate FPM course on Tuesday and the CFM exam was proctored again on Wednesday for a gain of 6 more CFMs in NM. As always, the workshop in Socorro was a great success Dale Hoff, FEMA Region 6, came from Denton, TX to teach the E273 course in June in Española, NM. 15 people attended the course and we gained 5 new CFMs in NM. Having the E273 course presented in local communities around New Mexico has really been a great benefit for small community CFMs who don’t get a chance to educate themselves in other ways. URS offered the CFM Exam Refresher Course again this year just prior to the Spring and Fall workshops. This has been very helpful for people who want to take the CFM exam at our workshops. This year we added 13 new people from the proctored CFM exams to the list of NM CFMs and gained 2 CFMs from transfers from other states. But we also lost 13, so the total CFMs in NM is now 176, up only 2 from last year. We held our annual Board Retreat on July 16 and 17 at the Route 66 Casino west of Albuquerque. Topics of discussion included following the possibility of web casting our workshop to assist our small communities that may not have the budget to send their CFMs to the Workshop. We are currently looking into the logistics of this process. draft letter to our Congressional Delegation on HR1309 (Flood Insurance Reform Act of 2011), We discussed a draft wish list of training for the coming year and made changes to our Bylaws to set the procedures for online voting for our membership. Club Express continued to work well as our web server this last year. We did all our workshops and course registrations online with the option to pay by credit card. We again conducted our elections entirely online via our web site, and for those who had not voted by the last day of voting, we had a netbook at the workshop registration table dedicated for elections only. This worked out great for the third year. Our committee pages on the web site have given the committee chairs the opportunity to communicate with their members thru the web site. Similarly, we have given our regional directors the capability to email their members from the web site so they can better communicate with NMFMA members in their regions. Michele Truby-Tillen, our Secretary, created a Face book page and a LinkedIn discussion for the group. There is a follow widget on the NFIP Home page to promote the Face book page and there will soon be a LinkedIn widget added. We held elections at our Spring workshop in Albuquerque and elected new officers. The new NMFMA Board includes Paul Dugie, CFM, Chair; Kelly Romero, CFM, First Vice Chair; Rigel Rucker, CFM, Second Vice Chair; Michele Truby-Tillen, CFM, Secretary;

Strategic Planning: In October 2011, the OFMA Board and several guests met for three days to craft OFMA’s strategic work plan, policy agenda and budget for the 2011-2012 year. The effort led to clear directions for the current OFMA board: (1) developing a comprehensive outreach strategy for the organization, (2) undertaking a significant overhaul of the organization’s training program, (3) continuing support for funding mechanisms for master drainage plans, and (4) diversifying the organization’s conference programs and membership outreach efforts to embrace the growing intersections between stormwater quality and stormwater quantity management. Highlights of each committee’s work plan include: • Professional Development and Certification Committee (PDCC) o Continue Implementation of National Examination o Lead Effort to Standardize Advanced Training Classes and Policies • Training Cadre o Inventory and Review All Current Courses o Develop Materials Needed to “Package” All Current Courses Develop Course Evaluation o Develop Online Instructor Resource Center • DRT o Continue Training Maintain Readiness o Acquire New Equipment (Safety, Radios) • Education o Continue Development of Traveling Trunks Program o Continue Development of Presentation Module Design and Order TADD Bumper Stickers o Recruit Trainers for Wards Model o Produce TADD Calendars • Legislative o Host Annual Legislative Reception o Continue to educate on the following policies: Priority 1: Continue to Protect Local Control Policy Priority 2: Identify Funding Sources for MDPs Policy Priority 3: Support CTP Program Policy Priority 4: Work on Technical Revisions to Floodplain Management Act • Membership o Strengthen Recruitment of Associated Professionals o Show Value to Non-Member Floodplain Managers

Texas: Texas Association of Floodplain Management Association The Texas Floodplain Management Association enjoyed another very successful year in 2011 with our membership continuing to grow and our Certified Floodplain Manager Program experiencing phenomenal interest.  Since TFMA started our own CFM Program in 1996 (long before ASFPM established a “National Certification” Program), we have certified to date, 2241 Certified Floodplain Managers.  Of course, over the years we have lost CFMs due to changing of jobs, retirement and in some cases even death. Unfortunately, some CFMs have been decertified due to lack of interest in renewal or because they failed to submit CECs.  Current numbers of CFMs are stated below.  TFMA continues to manage our CFM Program and remains one of only six accredited states by ASFPM to do so.      TFMA continues to develop special partnerships with various federal, state and local agencies as well as the private sector to promote sound floodplain management, hazard mitigation and flood safety awareness.  One special partnership is with the 13 National

Weather Service Offices that serve Texas.  Working together, we have now developed additional promo items for the Turn Around Don’t Drown campaign and have taken our flood safety awareness and education efforts to adults and children all across the State.  See more on this activity below.  The following is a summary of TFMA accomplishments and successes for 2011 and 2012:  Membership and Certified Floodplain Manager Program: At the close of 2011, TFMA had a total membership of 1871.  Of those, 1589 were active Certified Floodplain Managers.   During the year, we added 170 new CFMs and 192 new members.  As 2011 progress, some member renewals have been slow to come.  The FMA Office is now actively pursuing those 2011 members who have not renewed for 2012.  We have added 28 new CFMs so far this year, but unfortunately, we also had to decertify 77 CFMs for various reasons as discussed above.  As of April 2011, TFMA now has a total membership of 1767 with 1513 active Certified Floodplain Managers.  There has been an ongoing discussion for years among state associations as to the breakdown of membership and how it appears that membership from the Private Sector is increasing far faster than membership from our cities and counties (local government) where floodplain management programs are enforced at the local level.  The following breakdown of TFMA membership does provide some proof of this.  Total Members as of April 2012: 1767 Members From Texas Counties (County Government) – 168   10% Members From Texas Cities (City Government)             ‐  450  25% Members From Various Federal/State Agencies            ‐  281  16% Members From Various Universities                                ‐    10  Less than 1% Members From Private Sector (Consultants/Vendors) ‐  858  49% Total Membership                                                                  1767  The Private Sector membership of 49% far exceeds the combined City/County membership of 35%. While this is not necessarily a problem, it is eye opening that the group (local government), for which purpose most associations were formed, appears to be falling behind and local floodplain managers are not stepping forward to actively participate in their association.  With this in mind, TFMA is planning to launch an aggressive recruitment program this summer to reach out to the Texas City and County floodplain managers who are not members of TFMA.  Results could be staggering.  Here are some

numbers to consider.  In Texas, there are 254 counties.  Current membership has 168 counties represented or about 66% of our counties. (Actually, it is much less, since there are a few counties that have multiple members, so the actual number of counties represented is less.)  In Texas, there are 1,215 incorporated cities.  Again, the same situation applies.  Even though our membership numbers show 450 cities, or 37%, the actual number is lower since some member cities have more than one member.  This analysis shows that an active recruitment program could yield a substantial increase in our local government membership.  For reference: TFMA Annual Membership Fee is $40 and Annual CFM Renewal Fee is $45. CFMs are required to pay both annual fees as well as submit proof of at least 8 hours of Continuing Education Credits (CECs) to maintain their professional certification.  TRAINING, CONTINUING EDUCATION & CFM EXAM OPPORTUNITIES  TFMA continues to work our special partnerships with FEMA Region VI staff and the staff of the Texas Water Development Board to provide training opportunities for the TFMA members to gain more experience and expertise in our chosen profession of floodplain management.  Various workshops and classes offer the opportunity to gain continuing education credits for the CFM and also opportunity to learn more about the NFIP prior to taking the CFM exam.  However, due to a substantial loss of State funding for the NFIP at the TWDB and overall budget cuts in FEMA, our workshops and training efforts have taken a big hit in 2012.  The FEMA E273 4‐Day “Managing Floodplain Development Through the National Flood Insurance Program” Training Course continues to be the stalwart of TFMA’s CFM program.  But again, budget cuts have reduced the number of these important courses. At the conclusion of the course, the CFM exam is offered to course attendees as well as others who have pre‐applied for the exam.  A person must be an active member of TFMA and must complete a CFM Exam Application and pay a $100 exam fee prior to being place on the list of approved exam takers.  TFMA continues to work with our federal and state partners on development and delivery of training in Texas, and through our Training and Education Committee, we are looking at options for TFMA to pick up the slack in training delivery.  The following is a summary of the CFM exam opportunities and training offered in 2011 and to date for 2012:

pictures, graphics and excellent articles.  In addition, TFMA now generates additional revenue by selling ads in the newsletter.  TFMA maintains an active website that serves as a data base for membership, certification and tracking of continuing education credits for CFMs.  Members/CFMs can join or renew membership and certification  on‐line and pay fees by credit card.  Registration and payment by credit card on‐line also helps facilitate our conferences and training activities.  Plans are now underway to do a much needed “facelift” of the TFMA website.  TFMA sent out a “Freeboard” survey to determine how many TFMA member communities are practicing floodplain management with higher than FEMA minimum floodplain development criteria. We have responses from 230 Texas communities and that number continues to grow as we track “Higher Standards “ in Texas communities.  The survey is posted on the TFMA website and is utilized by many communities to justify going to higher standards in their local floodplain management program.  A presentation on the survey will be made at the ASFPM National conference during the “Texas Track” C6B on Tuesday, May 22, 2012.  TFMA Regional Directors from TFMA Regions 4 & 10 (Dallas/Fort Worth Metroplex) started hosting quarterly Regional luncheon meetings.  The success of these meetings continues to grow and at the meeting held on March 31, 2011, over 200 attended.  The 5th annual; meeting was held on March 22, 2012 with 210 attendees. This type of outreach is critical to TFMA’s service to membership and continues to bring in new members.  TFMA purchased a Ward’s Stormwater/Floodplain Simulator Model.  The model will be loaned out to TFMA communities for use at fairs, schools and other public outreach and educational activities.  A loan agreement was modeled after a similar agreement developed by the State of Montana for their model. TFMA will facilitate a special demonstration of this model at the ASFPM national conference on Sunday, May 20, 2012.
