CHAPTER 1The Problem and Its BackgroundIntroductionEarth is composed of different places and filled with abundance of resources. Ages ago, people discovered unique ways of preserving and protecting nature from other entities. In the centuries that followed, different conditions like storms, floods and war arise but the hardy inhabitants that had remained in the area carried on their traditions and made it a home and a place for relaxation, contemplation and well-being. With this kind of culture, it is traceable that destinations gain more importance which can contribute to the growth of tourism. Tourism is one of the most dynamic economic sectors in many developing countries. Unknowingly, places that have been preserved and protected became tourist attractions. People would travel the world to see and experience the natural wonders with great appreciation. As time pass by, these tourist spots boost its popularity worldwide. Actually, spotlighting the arts, culture, history and heritage to attract tourists is nothing new, particularly in Europe and because travelers were becoming more and more interested in opportunities to learn about places through their art and history, cultural tourism consistently grows. Since tourism is nowadays used to stimulate regional development, cultural heritage tourism is used for, both preservation of regions as well as economic development of the regions.Preserving cultural heritage appears to be a key factor in economic policies supporting tourism development. Changing lifestyles of the new tourists are creating demand for more targeted and customized holidays. Thus, changing values are also generating demand for more environmentally conscious and nature-oriented holidays. In Asia, one of the most visited places is in the Philippines. It has a rich history as one of the busiest trading posts in South East Asia and later, in the trans-Pacific galleon trade. A period of Spanish colonization spanning three centuries then made an indelible impression on the country. This mercurial era, along with the American occupation, played a vital role in shaping the Philippines and its people. A vivid past has left its mark all over the island in many different forms that present-day visitors to the country are now discovering. The rich Philippine heritage can be experienced, not only in textbooks and museums, but also in beautifully preserved historical sites across the country. A simple textbook description of a historical event comes to life upon a visit to the place where it unfolded. In a country like the Philippines, where history is kept alive, one doesn't need to go far to travel back in time. The Philippines; being an archipelago, offers countless of destinations to see, adventures to experience and activities to do. The country is blessed with a rich environmentlush forests, tropical islands, white sand beaches, lakes, rivers and mountains. Tourists can enjoy different exciting experiences that the country in store for them. One of the first class provinces and mostly visited in the Philippines is Rizal, which is located in CALABARZON. Named in honor of the Philippine's National hero, Dr. Jose Rizal, the province hasgaineda reputation as the "Cradle of Philippine Art". Known for its artists' communities and folk festival, Rizal also offers diverse natural wonders and man-made attractions. The province is blessed with breathtaking views of Laguna de Bay, the rugged Sierra Madre Mountains, swimming spots, and picnic grounds that stands side by side with burgeoning industrial parks, convention halls, and commercial centers. The province is inhabited mostly by Tagalogs. Minority of other ethnic groups are Visayas, Ilocanos, and other local groups. Its people are its number one resource, known to be consummate artists and craftsmen. Tanay is a first class municipality in the province of Rizal and is a major agricultural and commercial center of eastern Rizal. Long before the coming of Spaniards, Tanay was already settled by early Indonesian and Malay voyagers. Artifacts dug up attest to the existence of these early settlements. Not long after the conquest and subjugation of Manila and the surrounding lake ares by Salcedo in 1571, Franciscan missionaries arrived to Christianize the inhabitants of what is now the Morong-Pililla area. From Morongan, the priest administered Tanay and other chapel villages and ranches. Many adventurers seek Tanay for its accessible and awe-inspiring resorts that offer not just apt accommodation, breathtaking views, and serene atmosphere but fun outdoor and indoor activities as well.

Theoretical FrameworkPeople travel due to various reasons. These reasons are the motivating dynamics why people go to different places. Numerous authors provide views as how people are motivated to travel. In the book, Principles of Tourism I by Zenaida L. Cruz Ph.D., she discussed some of the following motivation: (1) Escape; (2) Relaxations; (3) Relief of Tension; (4) Sun lust; (5) Physical; (6) Health; (7) Family Togetherness; (8) Interpersonal Relations; (9) Roots or Ethnics; (10)Maintain Social Contact; (11) Convince oneself of ones achievement; (12) Show ones importance to others; (13) Status and Prestige; (14) Self-discovery; (15) Cultural; (16) Education; (17) Business; (18) Wonderlust; (19) Interest in Foreign Areas; and (20) Scenery. The motivation listed below are said to be related to the hierarchy of needs model of Abraham Maslow, a famous psychologist.

Figure1

Figure 1 shows the hierarchy of peoples needs. The relation between needs and motivation is discussed at Maslows Theory of Motivation and Travel Motivations. These needs are as follows: (1) physiological needs; (2) safety needs; (3) belonging and love needs; (4) esteem needs; (5) cognitive needs; (6) aesthetic needs; and (7) self-actualization.Physiological needs are the physical factors such as thirst, hunger, rest and activity. The safety needs are the wants of the person to feel safe and secured whereas belonging and love needs refers to giving and receiving love. The manner of boosting of self-esteem, self-respect and esteem from others is being referred to esteem needs. Cognitive needs are the needs of the person to know, understand and explore the unknown and aesthetic needs refer to wants of the person to see and appreciate beauty of the world. As a person is experience self fulfillment that is that he met self-actualization.Tourists travel to different places with different reasons. Some go to Switzerland just to undergo stem cell treatment. Some go to abroad to visit friends and relatives either to attend weddings, family gathering, etc. Some people travel because they want to discover more about themselves. People have different motivations when they travel and these affects their behavior and how they see life in perspective.

CHAPTER 2Review of Related Literature and StudiesRelated Literature SourceRegion 4-A (known also as the CALABARZON growth area) is a region of several first-class provinces, most of which are experiencing rapid urbanization and economic growth. Rizal tops all provinces in the country in terms of income, despite of its loss of half of its original territory to the National Capital Region. The province enjoys a natural beauty of nature and a perfect setting for investments, business establishments and settlements. According to urban planners, it is the countrys next business capital due to its strategic geographical location; and based on the latest national survey, few people of this province are experiencing poverty compared to other places nationwide. Yet, Rizal province has lots of places to develop into a productive and conducive place for investments and urban development. The only things necessary are appropriate planning and land development. (Research on Province of Rizal, 2013)With tourism development included in the six components of the provincial governments flagship program, the Ynares Eco-System (YES) To Green Program, The Rizal Provincial Government headed by Gov. Rebecca Ynares has called on all tourism development stakeholders of the province to join the provincial governments efforts in promoting and developing tourism potentials of the province. During the Sining, Kultura at Turismo (SIKAT) ng Rizal council meeting held recently, Gov. Ynares threw her full support to the promotion and development of tourism in the province, through the present program dubbed as Pasyal sa Rizal, showcasing what the province has to offer in terms of places, products and services. (Review on Tourism stakeholders develop tourism in Rizal, 2014)Tourism officers of all municipalities/city of the province, together with stakeholders such as travel and tour operators, resort owners, artists, hotel and restaurant owners, and others, pledged their commitment of giving a boost to the provinces tourism industry. HEART stands for Health and wellness; Eco-tourism; Arts, culture and heritage; Restaurant and recreation; and Trade and industry, a vision that will place Rizal in the tourism map of the country and even the world. Department of Tourism (DOT) Region 4 Director Rebecca Labit challenged the council members and participants to be ready with the expected influx of foreign tourists to the country next year due to the incoming visit of the Pope in January and the APEC meeting of leaders of different countries in the Asia-Pacific region. With the proximity of the province from Metro Manila which will be site of these two big events, Gov. Ynares and DOT Regional Director Labit see a great opportunity for Rizal to attract tourists and to showcase the provinces great tourism potentials. (Review on Tourism stakeholders develop tourism in Rizal, 2014)Tourism is also another viable investment area. The relative proximity of the province opens opportunities to establish tourists and recreational resorts, golf courses and convention centers. The provinces natural, cultural and scenic spots continue to draw local and foreign visitors, who would be in need of better facilities and services. (Research on Rizal, 2009)Disasters are unpredictable but they are not unexpected. A disaster can be caused by humans or nature. These are events that are sometimes unpredictable. Disaster management and planning is a key part of the government work. In this regard, this study evaluated the extent of implementation of Risk Reduction and Management Program of Rizal Province towards a proposed strategic plan for an enhanced risk reduction and management program of the province. The following were drawn from the findings of the study: The planners/implementers and NGO Coordinators assessed that among the nine components the Hazard, Risk and Vulnerability Assessments ranked 1 but with different obtained weighted means of 3.61 and 3.37 which were verbally interpreted as Implemented to a Great Extent and Implemented to a Moderate Extent. Moreover, when the assessments of the two groups of respondents are compared, they both agree to assess that the implementation of the nine program components of Risk Reduction and Management Program of Rizal province as Implemented to a Moderate Extent with weighted means of 3.23 and 3.06. On the assessment of the respondents on Risk Reduction and Management Program of Rizal Province when they are grouped according to municipalities/city, the results show that the respondents believed that Early Warning Systems should be given much attention as revealed on the findings having the least computed weighted mean of 3.0 and verbally interpreted as Implemented to a Moderate Extent. The problems met by the planners or implementers on Risk Reduction and Management Program of Rizal Province showed that Lack of rescue equipment and facilities ranked first with a frequency of 67 or 72 percent. Furthermore, the suggested solutions to the problems met by the planners or implementers on Risk Reduction and Management Program of Rizal Province, revealed that Teach values on unity, brotherhood, and courage in the wake of natural disasters as ranked 1 with a computed frequency of 89 or 95.70 percent. The ordinances related to Disaster Management and Risk Reduction in terms of environmental protection passed by the Sanggunian Bayan indicated that Pililia got the highest number of ordinances legislated with a frequency of 8. The two groups of respondents perceived that the provincial government still needs to improve its Early Warning Systems which can provide an orderly structure of either a technical or biological network. There was an inadequacy of equipment and facilities more specifically in search and rescue which hampers the operation of the unit concerned. The study shows that still values on unity, brotherhood and courage are vital factors which could help the people in the wake of natural disasters. (Inarda, 2012)Tanay is a first class municipality in the province of Rizal, Philippines. It is located 57 kilometres (35 mi) east of Manila, although a typical commute between Manila and Tanay will take between one to three hours depending upon traffic conditions. It contains portions of the Sierra Madre Mountains and is bordered by Antipolo City in the northwest, Baras, Morong and Teresa in the west, General Nakar (Quezon Province) in the east, and Pililla, Santa Maria (Laguna province) as well as the lake Laguna de Bay in the south. Tanay was settled by early Austronesian people. Shortly after the conquest and subjugation of Manila by the Spaniards and the surrounding lake areas by Juan de Salcedo in 1570-1574, Franciscan missionaries arrived to Christianize the inhabitants of what is now the Morong-Pililla area. In 1583, both Morong and Pililla were created as separate towns with Tanay forming part of Pililla. Tanay was founded as a separate pueblo (town) in 1606 under the name "Monte de Tan-ay". In 1620, administration was moved to San Antonio (now called Inalsan or Pantay) and Tandang Kutyo. In 1638, the town was burned during an uprising of Chinese living in the area, and the town was rebuilt in 1640 at the present day location. In 1747, the town of Tanay consisted of only eight barangays, namely Nuestra Senora del Rosario, Sa Josep, San Ildefonso de Tanay, San Francisco de Maytubig, San Pedro de Alcantara, San Lucas y San Antonio, San Apostol and San Agustin de Balugbog. In 1853, a new political subdivision was formed. The town of Tanay together with Morong, Baras, Pililla, Angono, Binangonan and Jalajala form the Province of La Laguna, with the capital at Morong. This district was later changed to Distrito Politico-Militar de Morong after four years. Tanay became a Municipality in 1894 as an effect of the Spanish Maura Law. The first election of Public Office took place in 18951898 and 18981900 under the Revolutionary Government of the Philippines. Tanay members of the Katipunan fought valiantly during the Revolution against Spain. The town was the headquarters of the second military area of the Philippine Revolutionary Government under General Emilio Aguinaldo. And for a brief period between 1899 and 1900, Tanay served as the capital of the then Morong Province after PhilippineAmerican War broke out and the American forces invaded the lake towns and captured Antipolo. In 1900-1901, Tanay as was under the Government appointed by the American Military under Taft Commission. From 19031934 the town leadership was under the American rule then in 1934 Tanay was under the Commonwealth of the Philippines as the TydingsMcDuffie Act was approved on March 24, 1934 until the Philippines fell to the hands of the Japanese during the Second World War in 1942. In 19421945 the Mountains of Tanay served as the Guerrilla base for 'Marking's Fil-American Guerrillas, beginning the Liberation of Tanay on March, 1945 a very decorated by the Filipino soldiers of the 41st and 42nd Division of the Philippine Commonwealth Army, 4th Regiment of the Philippine Constabulary and the recognized guerrillas against the Japanese occupation forces during World War II. Gen. Agustin Marking is buried in a private cemetery by the road overlooking his son's farm in Sampaloc. In October 2003, deposed Philippine president Joseph Estrada was transferred to a rest home in Sampaloc, a mountain barangay. He remained under house arrest until he was given executive clemency by President Gloria Macapagal-Arroyo. During the Typhoon Ketsana (Ondoy) on September 26, 2009, Tanay was one of the hardest hit towns due to the rising of Laguna Lake and the flooding of Tanay River. (Research on History of Tanay) The majority of the population consists of Tagalogs who live near Laguna de Bay, though there is also a significant percentage of mountain dwelling people living in the northern portions of the municipality. The town's major trades consist of fishing, agriculture and regional commerce. Tanay is also believed to be the birthplace of the Sambal language. Most of the residents are Roman Catholic which consists of 50,126 (58%). Other Christian Religions like Iglesia ni Cristo, Born Again Christian, Jehovah's Witness, Jesus Miracle Crusade, Pentecostal and others are (38%). While Muslims, Hindus and other religions (4%). (Research on Tanay, Rizal)Right at the doorsteps of Manila and perched at the southern end of the Sierra Madre, Rizal holds many secret natural and cultural treasures- from its beautiful waterfalls and stunning rock formations, Spanish colonial churches to thousands of years old artworks and a passionate dedication to arts- truly a surprise treat for travelers who often overlook this wonder of a province. Rizal is bordered by Metro Manila to the west, with the impressive rugged mountains of Sierra Madre and the province of Quezon to the east, Bulacan to the north and the Laguna and the Laguna de Bay one of the largest freshwater basins in Asia-Pacific, to the south. This diverse geography now plays host to a kaleidoscope of spectacular natural wonders. Although struggling between sounding too clich and its rather charmless concrete view decks and an obvious but seemingly manageable trash situation, Calinawan Cave is spelunking fastfood quick, easy and value-added. Used to be a meeting place of Katipuneros of the region where differences were talked over and threshed out and subsequently became one of the staging posts of Philippine revolutionists against the Spaniards, Americans and the Japanese occupiers. Sadly, some people have vandalized the walls of this cave with graffiti, it is not too late though if the locals in the area start cleaning up the walls and preserving the area. (Buaron, 2009) Nestled at the foot of Tanay Mountains, Daranak Fallsis a favorite shooting location for many films, both local and foreign. That hardly comes as a surprise, actually, given its persevered natural vegetation of lush trees and tropical plants. When thinking of a quick escape from the harried urban lifestyle of Metro Manila, not many people immediately think of going to Tanay. This quaint town is, after all, not as popular as its neighbors Antipolo or Cainta. But a closer inspection of Tanay will allow visitors to see the diverse attractions it offers from natural wonders to man-made sites. (Salvador, 2014)Daranak falls came from the phrase Dadanak ang dugo its directly translated the spilling of blood It is located at Bgy. Tandang Kutyo in the town of Tanay. A favorite location shooting area of most local and international movies and advertising outfits in the country, Daranak Falls nestles quietly at the foot of the Tanay mountains, preserved with the natural vegetation, complemented with beautiful waterfalls, ponds, and rivers cascading through elaborate tropical trees and plants. This 14-meter high falls is truly a refreshing site.(Tanay,Rizal Tourism)A recent study by the National Statistics Coordination Board (NSCB), Rizal was cited as the least poor province with a poverty rate of 3.4%, even lower than that of the National Capital Region or Metro Manila. Business process outsourcing (BPO) businesses are expanding in the province that provides better employment opportunities. The province of Rizal with its close proximity to metro Manila, and center of fast developments steadily maintains its claim as one of the highly urbanized areas in the Philippines. Employment opportunities are rising in the province. Thus, it is attractive for investors to open up new businesses and usher a better life to its residents. (Analysis on Rizal Province, 2014)An ecotourism and agricultural park is said to establish in lakeside of Tanay, Rizal. Aside from catering to the needs of farmers and researchers, the agricultural park will develop a technology demonstration and leisure farm by putting up a living museum on soil and water conservation, forest garden, view deck, dormitories, function rooms and pick-and-pay harvesting experience among other features to attract tourists and potential investors. (Fernandez, 2008)Tourist will have more fun in the Philippines- if they care to visit military camps. Camp Mateo Capinpin in the mountains of Tanay- more popularly known as deposed President Joseph Estradas former detention place- is the latest military camp to become a tourist destination. (Pazzibugan, 2012)An environmentalist group and the government and residents of Barangay (village) Laiban in Tanay town, Rizal province, have joined hands in planting bamboo amid threats posed by climate change and a controversial dam project in the Sierra Madre.Laiban villagers, including Dumagat tribe members, started to plant bamboo on the slopes and riverbanks of the barangay on Saturday. They hope to plant more than 30,000 bamboo culms (stems) within a week.Within two years, the bamboo will be ready for harvest to generate livelihood. Participants in the bamboo-planting project will be paid by the DENR from its NGP fund. Some of them will be chosen to help maintain and protect the grass in the next three years. (Delfin, 2014)Foreign LiteratureIn 2000, 189 nations made a promise to free people from extreme poverty and multiple deprivations. This pledge became the eight (8) Millennium Development Goals (MDG) to be achieved by 2015. In September 2010, the world recommitted itself to accelerate progress towards these goals. The MDG provide a framework for the entire UN system to work coherently together toward a common end. UNDP, global development network on the ground in 177 countries and territories, is in a unique position to advocate for change, connect countries to knowledge and resources, and coordinate broader efforts at the country level. (Icasiano, 2011)The Millennium Development Goals (MDGs) are the most broadly supported, comprehensive and specific development goals the world has ever agreed upon. These eight time-bound goals provide concrete, numerical benchmarks for tackling extreme poverty in its many dimensions. They include goals and targets on income poverty, hunger, maternal and child mortality, disease, inadequate shelter, gender inequality, environmental degradation and the Global Partnership for Development. (Icasiano, 2011)Synthesis of Related Literature & StudiesThe proponents believe that each and every literature and studies stated in this research is related to the present study. The proponents relate and differentiate the research based on the flow of their analysis from the proposed study.According to Research on Rizal province, urbanization and rapid growth helps a province to be a perfect setting for business establishments, investments and settlements. The knowledge about Rizal province being top among other regions will help its development in becoming countrys next business capital. Yet, Rizal province has lots of places to develop into a productive and conducive place for investments and urban development. These studies also covers tourism development included in the six components of the provincial governments flagship program results in promoting and developing tourism potentials of the province. The Rizal Provincial Government headed by Gov. Rebecca Ynares has called on all tourism development stakeholders of the province to join the provincial governments efforts in promoting and developing tourism potentials of the province. Regarding with our study, tourism is another possible investment area for the province opens opportunities that boost its natural, cultural and scenic spots which draw closer to local and foreign visitors, who would be in need of better facilities and services. Employment opportunities are rising in the province. Thus, it is attractive for investors to open up new businesses and usher a better life to its residents. In the study of Risk and Reduction and Management Program of Rizal province, it is stated that disasters are unpredictable but they are not unexpected. Disaster management and planning is a key part of the government work. The study shows that still values on unity, brotherhood and courage are vital factors which could help the people in the wake of natural disasters. As stated in, this will support our study about environmental protection and ecological conservation. In addition, from the book of Economic Impact written by Emmelyn Huang, the tourism industry in the Philippines is currently in its infancy stage. However, the industry has made a tremendous impact in the country. However, Jose Aspiras from the book of Philippine Tourism said that without good government, the most promising tourism industry will collapse overnight. In regard with this, our study aims for protection rehabilitation and sustainable development. Thus, it will help our study if the activities in the area will not alter or impair the protected landscapes natural conditions and that these programs are more beneficial to the protected area.

CHAPTER 3MethodologyResearch DesignTo understand the objective of the study, the researchers use the descriptive method. Data will be collected from the findings of the survey-questionnaires and focused-group discussions of experts in the field. This method is also useful for it is possible to test and measure the large number of samples needed for morequantitative types of experimentation (Bombita, 2012). This provides factual information about Tanay, Rizalss tourist attractions, the Daranak and Batlag Falls as observed by the researchers from Polytechnic University of the Philippines. The use of this technique will help the readers to further understand situation, condition and area of interest easily and accurately.

Based on the gathered data from this study, even though there is already good management in the tourist attractions, we could propose that the local government should have developments in other areas of taking care of the attractions. The local government should see to it that as the tourism industry grows in the area, maintaining the beauty and protection should be observed as well because it is one of the factors that will help in gaining more tourists.

2. Since there is a significant difference between the local and foreign tourists/visitors regarding the status of Daranak Falls in terms of Location, Fees and Security, the management should find the differences and then create development plans to solve the major problems identified. After creating development plans, the management should be more aware of what they could improve in their location and how fees and security of the place will affect the visitors.

3. Problems identified based on the information gathered by the majority of respondents should be settled by the local government. Thus, the awareness of these problems can come up with best development plans that will support the fulfillment of the facilities and tools used for the security of the place. The management could also propose to build establishments near the tourist attractions that will also catch the attention of local and foreign tourists. 4. The government should take into consideration the needs of the tourist attractions, so that it can contribute to the enhancement of the management effectiveness. Thus, local government can take part in helping the management to develop innovative solutions for the advancement of tourism industry through their tourist attractions.
