Chapparal Metropolitan District ACWWA IGA Merger Update

We think the “Due Diligence” process has been completedand the attorneys are putting the final touches on the documenta-tion including the easement description and the agreed upon ease-ment transfers. The Court has approved the election and the ballotlanguage is being finalized. The Court has set the election date forNovember 6, 2007. The PRO/CON statements were due to theElection Official on September 21 and we are awaiting the publi-cation of the Ballot Blue Book.• • •Current Water System Status

There was a motor failure on the A-1 well due to an electricalshort. The motor is in the process of being replaced. The otherthree wells are functioning properly and supplying the waterneeded for the system at this time. Water consumption is downthis time of year due to the good job of conservation by most ofthe consumers, helped out by some timely rainy periods. Theamount of water in the tanks is being maintained at the desiredlevel with plenty of reserve for fire emergency.• • •Pool/Tennis Courts

The pool is closed for the season and has been or is in theprocess of being winterized. We are assessing equipment renew-al and replacement requirements needed for next year and suc-ceeding years. We are also looking at what remodeling may needto be considered for the pool house since it is now more than 20years old. The tennis courts are scheduled for a fall cleaning thismonth. The windscreens will remain in place until later inOctober to take advantage of our normally pleasant fall weather.

• Centennial 2030 Visioning process is underway. Phoneand website surveys are being conducted to see what citizenswant and how they feel about the city. Mayor Pye met with 18pastors and ministers to continue this outreach effort. Parks &Open Space Master Plan information is on the city websitehttp://www.centennialcolorado.com/openspaceboard. JacqueWedding-Scott has been named the new city manager after serv-ing as Deputy City Manager. Streets at Southglenn: Demolitionof the Tropakai building is complete with vertical constructiondue to begin this fall. Announced tenants: Staples super store,Barnes & Noble, Whole Foods, Best Buy, Dick’s Sporting Goods,American Screen Works. Additional retail is 80% leased.

• Code enforcement: 100’s of signs have been removedfrom the right of way on major thoroughfares in violation of theCentennial sign ordinance. City has approved the hiring of anoth-er code enforcement officer. Approval of a temporary position fora community services officer to meet the community and listen toproblems and complaints.

• The City is looking at having public works provided by acontractor other than the Arapahoe County. Land Use services arealso up for a new bid.

• November 6 election will be a mail ballot election. Onecouncil member opening for each ward, City Clerk, CityTreasurer, and a Home Rule Charter Commission will be elected.Ward I - 3 candidates, Ward II - 1 candidate, Ward III - 2 candi-dates, Ward IV – 1 candidate, Treasurer – 3 candidates, and Cityclerk – 2 candidates. Home rule Charter Commission has 35 can-didates for 21 seats. Deadline to register to vote is October 9th.Check the city website for candidate info. Community Emergency Response Team (CERT) --- October 6,13,20,27

The Community Emergency Response Team (CERT) programhelps train people to be better prepared to respond to emergencysituations in their communities. When emergencies happen, CERTmembers can give critical support to first responders, provideimmediate assistance to victims, and organize spontaneous volun-teers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the community.

The CERT course is taught in the community by a trained teamof first responders who have completed a CERT Train-the- Trainercourse conducted by their state training office for emergency man-agement, or FEMA's Emergency Management Institute (EMI),located in Emmitsburg, Maryland. CERT training includes disas-ter preparedness, disaster fire suppression, basic disaster medicaloperations, and light search and rescue operations.

October 9, 5:30-7 pm at the Community College ofAurora, with featured speaker Joyce Meskis, owner

CENTENNIAL (Sept. 6, 2007) – Recent town meetings showcitizens of Centennial are not happy with the $14.1 million publicworks services they are receiving from the City through an intergov-ernmental agreement with Arapahoe County. The City of Centennialis taking affirmative action to improve the services it now receivesfrom Arapahoe County. The City’s plan is outlined in a letter hand-delivered today to the Arapahoe County Board of Commissioners.

“We have the highest obligation to make wise use of taxpay-ers’ funds and must always strive to insure that the services pro-vided to our citizens meet their expectations in terms of bothquality and price,” said Mayor Randy Pye. “We feel we are doingthe right thing by examining all opportunities to improve uponthese public works services.”

In contrast to law enforcement services, which citizens arevery pleased with, conclusions drawn from public meetings andpreliminary surveys, conducted as part the City’s ongoing vision-ing process, establish that Centennial citizens feel current publicworks services fall below or well-below their expectations.

“The number and types of complaints and delays in servicesfor public works have been heard loud and clear by the City,” saidJacque Wedding-Scott, Centennial City Manager.

“In order to deliver more efficient and cost-effective publicworks services to its citizens, the City is exploring all alternativesfor these services, including those provided by Arapahoe Countyif they can be more responsive to the community with a higherlevel of service,” Wedding-Scott added.

Another alternative being explored is contracting with theprivate sector for various public works services. Centennial hasbeen a model for private sector contracts for many services since

incorporation.The City is also currently in the process of hiring its own pub-

lic works director who will guide efforts to improve public worksservices in Centennial.

The City of Centennial announced today that it has reached anagreement with Sheriff Grayson Robinson for the Sheriff s Office tocontinue to provide Centennial s public safety for the next ten years.

“Our residents tell us time and again how satisfied they are withthe Sheriff’s commitment to Centennial,” said Mayor Randy Pye.As a city that relies on contracts for public services, Centennial isreceiving a very high level of service and productivity from theSheriff’s Office, as can be seen in our outstanding safety record.

Centennial ranked the highest of any Colorado city in the 13thAnnual Safest City Awards (2006) and was 52nd of all cities over100,000 in the U.S. The awards are provided annually by MorganQuitno Press of Lawrence, Kansas.

When Centennial incorporated in 2001, it was then the largestincorporation in the nation s history with over 100,000 residents.The City Council decided then to contract for most of the city sservices to keep the size of city government small. Public Safetythrough the Arapahoe County Sheriff’s Office is one of thebiggest contracts with $17.9 million budgeted for 2007.

In a recent opinion survey of 400 Centennial residents, 56 per-cent of those surveyed are very satisfied with neighborhood safe-ty and 74 percent are satisfied or very satisfied with school safety.Two-thirds of those surveyed are satisfied or very satisfied withthe Sheriff’s response time.

Health Chatter for ChildrenEnjoying a safe Halloween

Halloween is a fun-filled time for parents and kids. Taking thetime to plan for a safe Halloween beforehand can help keep boththe kids and their activities safe. Here are some tips to help keepyour Halloween safe and enjoyable:Deciding on a costume

• Add glow-in-the-dark tape to the front andback of your children’s costumes so they canbe easily seen.

• Don’t buy a costume unless it’s labeled“flame-retardant.” This means thematerial won’t burn.

• Make sure wigs and beards don’t cover yourchild’s eyes, nose or mouth.

• Don’t let your child wear a mask. Masks canmake it difficult for kids to see and breathe. Instead, usenontoxic face paint or makeup.

• Put a nametag—with your phone number—on yourchild’s costume.

• Avoid long or baggy skirts, pants, or shirtsleeves thatcould catch on something and cause falls.

• Make sure that any props your child carries, such as wandsor swords, are flexible.Trouble-free trick or treating

Limit trick or treating to your neighborhood andthe homes of people you and your child know.

When everyone gets home, check all thetreats to make sure they’re safely sealed andthere are no signs of tampering, such as small

pinholes or packages with loose or torn edges thatappear to have been taped or glued back together.

Throw out loose candy and any homemade treats that haven’tbeen made by someone you know.

Make sure trick-or-treaters will be safe when visiting yourhome, too. Remove lawn decorations, sprinklers, toys, bicycles,or anything that might obstruct your walkway. Keep family petsaway from trick-or-treaters, even if they seem harmless to you.
