Rehab India Foundation is a non-profit charity formed 5 years ago, with its headquarters in Delhi. It was born by extensively travelling through the villages – the heart of India in the north and north-east and by watching the hunger, diseases and illiteracy in the villages which had no colour or race discrimination and to eradicate such sorrow and pain.

Only when a person is able to face and take up the pain and sorrow of another as his own, we prove ourself as a responsible human being. 65 years since gaining independence, India still has features of poverty, disease,

biased levels in its society and lack of equal opportunities. Only if the Government, Non-Governmental Organisations (NGO s) and other social organisations work together can a country like India have a respite from these fundamental problems facing this country. The mission of an NGO is to take up the responsibility of what the Government may not and cannot do.

the unemployed women and adolescent girls. At present there are 15 women and 20 adolescent girls benefitting from this programme.

Another education activity started in Rehab Community Centre is the L-1 tuition (Level 1) programme for children pursuing education from 1st to 5th standard. The timing of the tuition centre is from 2 pm to 5 pm. About 220 children attend this tuition class.

Rehab started a Medical Centre that provides medical care and medicine to the people of the Model village and surrounding area. Rehab Ambulance service provides 24 hours emergency care in the region. The ambulance had helped to save many precious lives. On an average 4 emergency calls are attended by the mobile medical service every month. Most of the men and women work as labourers in the agricultural field and related activities. In March 2013 we started one Rehab men SHG consisting of 10 members and two women SHGs namely Morom and Beauty. Each group has bank account opened in Central Bank of India. The members save Rs 50 per person in each group per month. Rehab provides interest free loan of Rs 75,000 to the members of the group to take up economic development activities such as farming, Cattle rearing, Tailoring shop, Cycle-rickshaw and Thela Van. The people are economically benefitting from these activities in a big way.

There are also other activities that connect nearby villagers to Rehab Model village as part of social cohesion, Rehab had formed many autonomous groups such as the Youth Group of the boys and girls, Elderly Men and Women groups, physically challenged members group etc. Each group has their own elected representatives such as the President and Secretary to take care of the needs of the members. The monthly meeting of the group is presided over by the leaders of the group. The youth boys group organized the celebration of the World Environment Day on 5th June 2013. They planted 20 Titasha trees around

The foundation stone of Rehab Model Village was laid in November 2009 by Mr. E. Abubacker – Chairman and other dignitaries. In the first phase 51 houses were constructed and distributed to the beneficiaries in May 2011. In the Second phase, Rehab constructed 9 more houses and rehabilitated 9 families in January 2013.Rehab evaluated the situation and hence has taken utmost care to select the most needy families from the victims of the 1994 riots for its housing scheme in Rehab Model Village in Assam.

When the sun rises in Assam, there is not only free breeze and greenery in the Model Village but also another dayof hope and aspiration for many to be fulfilled. Model Village activity starts early in the morning at 6.30 am. The children of the age group of 3-18 years attend the Moral Education class taught at the Rehab Community Centre. There are a total of 90 students attending the moral education classes every day. The class ends at 8 a.m in the morning. The children rush back to their homes to have breakfast & get ready to go to near by government school that starts at 9 am from 8.30 am to 9 am, we can see small kids in the age group of 3-6 years walking hand in hand as a group marching towards Rehab Community Centre. The primary objective of the pre-primary school is to provide the basic elementary education for all the students who are in the age group of 3 to 6 years and motivate them to pursue further education in the government schools. The timing of the school is from 9 am to 12.45 pm. At present there are 75 children acquiring education in the centre.

Model Village. This programme was fully planned and executed by the youth group members.

Another important aspect in the Rehab Model Village is the important days celebrated by the people. Starting from January with Republic Day celebration, World Environment Day celebration in June, Independence Day Celebration and Iftar Kit distribution in August, Community Sports event in September, October – World Elders Day, Gandhi Jayanthi Celebration, Children’s day celebration. These programmes brought a new meaning into the lives of the people with enthusiasm and unity.

Assam is prone to heavy rains that bring floods every year, as part of the Disaster Management plan & first Aid – a one day training and workshop was organised by the Civil Defence Department of Bongaigoan district, Assam. The community members actively participated in the workshop. In the evening one can see young boys playing football and volleyball and the girls have started playing badminton and skipping.

An initiative that started as providing shelter for the poor people affected by riot is on its way to becoming a full-fledged sustainable village. The most important thing in the Rehab Model Village is that the nearby villagers always seek the service of education, Health care and Economic Development provided by Rehab. Rehab Model Village has become the centre of focus in Hapachara Gram Panchayat in providing the basic necessity to the poorest of the poor in Bongaigoan District, Assam.

Rehab Model Village has remarkably turned the nomadic people into a growing society and a model community to other villages.

REHAB EDUCARE

Through all its work, Rehab India Foundation is committed to child welfare, protecting the environment, strengthening local capacity and refining moral perspectives on humanitarian issues”

The objective of Rehab educare is to provide comprehensive education in the villages. As a result Rehab has come up with many initiatives in Educare programme. The starting block is the structured tuition programme. The education in the tuition classes is caring and supportive in nature and is intended reinforce the lessons taught in the schools. The teachers in the community centres are called as “Community Teachers” they not only teach the subjects but are entirely responsible for the educare objective of Rehab.

The classes in the tuition centre is divided into different sections starting with Level–0 or called as L-0. This is basically for the children in the age group from 3 to 6 years pursuing pre-primary, L.K.G and U.K.G. In Assam Model village the Pre- Primary Academy was started as a need based programme. In Feb – 2013 when Rehab started the centre there were only 40 students, but within 3 months the students strength increased to 80.

The next level is L-1. This includes student’s pursuing formal education in schools in that village from 1st standard to 5th standard. Basically this section takes care of primary education.

The 3rd level is L-2.This includes classes from 6th standard to 8th standard. L-3 from 9th standard to 10th standard students. And L-4 cover 11th and 12th. There are different teachers for different level to guide and monitor the progress of the child. There are totally 2250 children in 22 VDPs with 66 community teachers. Apart from this Rehab organises regular Parent - Teacher meetings every month to interact on the progress of the child in school.

Enrollment Fest: This is a regular annual programme conducted in the beginning of the academic year. The main purpose of this programme is to enroll all the students in the village to school & to ensure Zero percent drop out from school.

Education guidance programme is especially designed to motivate young minds ready to pursue different courses in higher education. 34 Rehab India Foundation

---------------------------------------------------------------------------------------------

At Rehab India Foundation, social rejuvenation is a multi-pronged strategy. It involves changing the mindset of the affected, correcting the attitude of the donors and facilitating government schemes. We, at Rehab, understand the importance of assessing own resources before looking to others. It is about realizing one’s inherent strength. There are issues the affected should solve themselves, problems the community should resolve and many other things the government should address.

Changing the mindset

We at Rehab, always believe that when the communities, families and individuals look back to their history, they realize what they had missed or what they never enjoyed. It’s time for them to dream about what they want to achieve individually and as a group. We also believe that poverty is rather a state of mind and not just a physical reality. Even a homeless living in a hut can be happy and sleep peacefully if he/she is content with what he/she has. At the same time, those staying in mansions and bungalows can be bankrupt mentally if they are not happy with what they have.

Rehab programmes address both these issues by connecting people and reminding them of their responsibilities. We want the people who are blessed with material wealth to become aware of the rights of those in need and fulfill their social responsibility. When we address the issues of physically felt poverty situation, we convince the communities how it is easy to achieve richness of mind, of course with the proper utilization of what they are entitled to as their right.

Planning for generations

Rehab’s intervention targets the development of generations. Hence we do not only focus on relief and charity but we also invest in areas in which communities benefit from positive impact of our intervention in the long term for themselves, their children and grandchildren by providing skills and tools of development. We achieve this by focusing on education, guidance, skill development, economic development, healthcare, utilizing the strength of teaming etc.

Utilizing Community Resource for development

During our past intervention, we felt that there are many hidden resources available within the community which can be effectively utilized for enabling them to stand on their own feet. We have seen handful of students and graduates in the villages who can teach the children who are deprived of education.

There are people who earn and spend all of their income. At the same time, when we talk to them about the importance of saving, they understand it and implement it individually as well as as a group. We utilize their own group savings to circulate among them for feasible economic development activity in a system where there is no need to pay an exorbitant rate of interest. We motivate them to support their group incase if they are able to make good profit in their endeavours. When the individuals in a group are able to put profitable effort and if we can successfully make them contribute their surplus back to the group in rotation, we can help induce mental state of richness in them.

Connecting community with Government agencies for empowerment

It is important to note that there are inefficiencies and shortcomings in the government service delivery system. However, that cannot be an excuse to stay away from it and look for alternatives. Alternatives cannot and should not be replacing the system which is supposed to perform. Hence we work with individuals, families and communities to educate them about the importance of availing the services from the right place. Collective demand from communities can strengthen the service delivery system ‘of the people by the people and for the people’ in a strong democracy like ours in India.

Strengthening Government service delivery system through community participation

We interact with parents, teachers and educational officers to strengthen the government educational institutions as a collective responsibility for shaping generations. We work with government health center service delivery system to serve the purpose they are targeted to achieve. By empowering community teachers to the role of community leaders and integrating the service of community center information system, we help the people to avail the schemes for their welfare from the state.

Rehab thinks that conventional donor angle needs some introspection. Supporting those in need is not the donors’ charity but a social responsibility bestowed upon them. Such support is the right of the poor according to the Holy Quran. The role of a service organization is to motivate those who ‘have’ to deliver their obligation. Rehab is doing exactly this kind of intervention.

Looking forward E AbubackerChairman
