Changes to the Monroe County recycling program that made local newspaper headlines

last week will bring positive changes to Naval Air Station Key West’s recy-cling program.

According to the air station’s Solid Waste Manager, Helen Stanley, the changes are great news.

“We’ve preached a lot about sepa-rating recyclable materials,” she said. “However, the big change is recycla-ble materials no longer have to be separated.”

Waste Management Director Greg Sullivan, Monroe County and the

air station’s waste removal contrac-tor, says recyclable material will be manually sorted at a processing site in Broward County, Fla.

“We’ve been part of a pilot program for six months where the county’s recyclable materials were combined and trucked to a processing plant in Pembroke Pines,” said Sullivan. “There, a crew of about 150 people separate paper, plastic and glass. We didn’t want to make any announce-ment until we were sure this change was going to work.”

Sometimes a little bit of both can make a difference for an entire community.

This week Florida Keys Community College (FKCC) was approved as an edu-cational site for the Department of Defense’s Military Spouse Career Advancement Accounts (MyCAA) program, which provides up to $6,000 a year of finan-cial assistance to mili-

The Fleet and Family Support Program marked 30 years of ser-

vice to Sailors and their families July 9. On July 9, 1979, the first Family Service Center (FSC) opened its doors in Norfolk, Va. FSC San Diego opened its doors shortly thereafter.

In 1978 the Navy acknowl-edged that it was losing some of its very best people because of family issues. Then Chief of Naval Operations Adm. Thomas Hayward wrote that his No. 1 priority was to improve retention by improving family awareness and implementing a family support program.

Shortly afterward, the first Navy Family Awareness Conference was held in Norfolk. The conference was originally going to be called the Family Support Conference but orga-nizers changed the name to spotlight their goal to develop resilient and self-reliant fami-lies, not dependent families.

The conference concluded the Navy was insufficiently attending to family needs and the programs and policies designed to support families were inadequate and frag-mented.

“Back then, the chaplains and

the commanding officer’s wife took care of everything,” said Kathy Stokoe. Stokoe joined the newly-opened Norfolk FCS as a volunteer. She was even-tually hired and stayed on to make a career with the pro-gram, retiring in 2008 as Family Readiness Program manager in Washington.

“The chaplains told us that they knew the problems Sailors were having, but they were only intervening,” Stokoe said. “They said educational programs, counseling for Sailors and their spouses would help them over the rough spots, and there would be fewer problems.”

Dr. Ann O’Keefe was the Navy’s first FSC director and attended the conference.

“One of the big misconcep-tions the early staff had to con-front was that the FSC would work to retain people who didn’t belong in the Navy,” O’Keefe said. “In fact, we worked to keep good Sailors by acknowl-edging their strength. We set out from the beginning to pro-vide proactive and educational programs that keep Sailors and families healthy and strong.”

Today, the Fleet and Family Support Program continues to deliver its core mission with a growing number of pro-grams and services focusing on deployment support, crisis response, career support and

counseling for individuals, families and commands.

“We have to be were our cus-tomers are, and they are on social media sites,” said Kathy Korth, Commander, Navy Installation’s Family Readiness Program manager. “We need to join in the conversation that single Sailors and Navy families are having, so they are aware of how much the Navy val-ues them and is prepared to empower them.”

Thirty years after its incep-tion, O’Keefe recalls another difficulty in standing up the program.

“People thought it would be just another flash in the pan,” she said. “They said, why should I get involved? It will just go away.”

But, it did not go away.“I hope that this has shown

that the Navy cares,” she said. “Yes, it’s part of retention, but it’s the right thing to do.”

O’Keefe describes her involvement with launching the first Family Service Center as the biggest, most wonderful part of her life.

America and Great Britain went to war again. This time, though, there were

no guns and instead of meeting on the battlefield they met on the rugby pitch. The Key West Rugby Club took on British naval ship HMS Iron Duke’s rugby team at Bernstein Park in a friendly rugby match July 3.

Roughly 75 percent of the players on the Key West team were active duty military but nearly as many had little-to-no rugby experience.

Before the game both teams seemed to be in good spir-its, shaking hands and getting to know their opponents. The stands were filled with more than 100 spectators, all of

them cheering and chanting. No traces of bad feelings or ill will were evident as both sides knew that this was no more than a friendly match.

Once the starting whistle blew the smiles and laughter went away and both teams prepared for the 80-minute battle that would ensue. For the major-ity of the first half, both teams seemed to be able to keep the other in check. Anytime a team appeared to be in position to score the other team would find a way to stop them.

It wasn’t until there were only three minutes left in the half that Key West got their first break. A penalty by the British team near the try-line gave Key West an opportunity to get three points on a pen-alty kick. The kick was made by Sunset Lounge General Manager Steve Lynch and Key West went into the half with a 3-0 lead.

Things didn’t go as well for Key West in the second half and the team’s inexperience started to show. A penalty

allowed the Brits to tie the game at 3-3 early in the second half. Soon after they scored a try and converted on the con-version goal and took a 10-3 lead. That try would prove

to be the winning score. Key West would come within five meters of possibly tying the game with only two minutes left but a knock on stopped them in their tracks.

After the game, in a show of good sportsmanship, both teams cheered for the oppo-sition and shook hands, end-ing a very even and hard-fought game.

Tips to prevent pest infestationThe wet season in the keys brings out all kinds of critters. Please follow these simple tips to keep your house pest free:• Do not allow food, trash,

decaying wood, etc. to remain in or on your property.

• Garbage can lids should be kept closed and secured.

• Cut back limbs, shrubs and vines that touch or overhang your property.

• Check storage areas for rodents.

• Keep all areas where food is prepared, stored or served clean and free of crumbs and grease.

• Before storing end-of-sea-son clothes, make sure they are clean.

• Drawer and cabinet liners, paper grocery bags and even wallpaper can be a source of food to pests.

• Carefully check for pests in furniture, boxes, paper and other items brought into your home.

Recycled Art ContestBalfour Beatty Communities will be hosting a Recycled Art Contest for all interested resi-dents. The artworks must be created from recyclable goods

and materials that would oth-erwise be considered “trash.” A first, second and third place prize will be awarded. In order for an artwork to qualify, the following criteria must be met:

1. All artwork should be resi-dent made.

2. All artwork should contain at least one aluminum can.

3. All artwork must be no larger than 36” in any direc-tion.

4. All artwork must be turned in on time and be labeled with the artist’s name, address, and phone number.

BBC encourages residents to be as creative as possible. Judges will be looking for evidence of originality, good craftsmanship, and creative use of materials.

the change would mean.According to Stanley, the

air station’s recycling program encompasses 70 recycling bins. Those bins were distributed around the various annexes to best collect recyclable materi-als in their respective bins.

“Since we don’t have to sep-arate recyclable materials any-more, we’re going to redistrib-ute the bins to other parts of the annexes where we should be able to increase our reach,” said Stanley. “We won’t need three individual bins behind a building for glass, plastic and paper. Now, we may only need one or two.”

Areas of NAS Key West slated to receive recycling bins are the Navy Exchange on Sigsbee Park, the single Sailor bar-racks on Truman Annex, and the hangars and Seabee com-pound on Boca Chica.

“This change is really going to increase our recycling rates,” said Stanley. “Waste Management will empty the bins wherever we want to put them.”

NAS Key West’s recycling rates are on par with local recycling rates. According to NAS Key West Environmental Director Ed Barham, in 2008 the air sta-tion recycled 147 tons of waste from 1,649 tons collected.

“The amount recycled in 2008 set our baseline from which all future efforts will be measured,” said Stanley.

“Knowing that baseline is an important part of NAS Key West’s Environmental Management System (EMS). One of the primary objectives of our EMS is to reduce solid waste generation through increased recycling.”

The one-container-recycles-all change will make it easier and more convenient to recy-cle. Sullivan says there’s more each person on the air station can do.

“Don’t put recyclables in plastic bags,” he said. “That slows up the sorting process. Also, try to buy your groceries in recyclable packaging and containers. For instance, the plastic orange juice containers are recyclable but waxed card-board cartons aren’t.”

“I asked about FKCC and was told it wasn’t an approved facility,” said Sabon.

Undaunted, Sabon picked up the phone and called someone she had recently become friends with through a diving class. That person was FKCC President Dr. Jill Landesburg-Boyle.

“I called her and said, ‘I just received a $12,000 scholar-ship but FKCC isn’t approved for the program!’ She said she wasn’t familiar with the pro-gram and took down all the information about MyCAA and said she would get back

to me about it. I got the good news this week!” said Sabon.

Boyle was happy FKCC could provide another educational service for the community.

“I always tell people if they want something at the col-lege or need something, just ask me,” said Boyle. “JulieAnn called me and asked why FKCC wasn’t an approved site for the program and I asked my staff to look into it. They researched it and came back with an answer. It required JulieAnn to request FKCC as an approved school. She did all the work!”

According to Sabon, spouses who apply for the program will need to provide information about their military other-half. While Sabon received $6,000 a year for two years - the maxi-mum amount of the educa-

tional benefit, some military spouses could receive less if the service member hasn’t served in the military very long.

“MyCAA is a new program and spouses should apply as soon as possible because there’s no guarantee that it will be around for long or if funding remains available,” said Sabon.

A little knowledge combined with knowing someone will-ing to help turned into a life-changing event.

“A nursing degree here would’ve cost me $11,000 and that’s without books,” said Sabon. “What MyCAA means to me is that I’ll be able to gradu-ate from FKCC with my nursing degree by the time my husband transfers from NAS Key West in two and a half years.”

Planned Boca Chica power outage affects hours of operationA planned power outage on Saturday at Boca Chica will affect hours of operation at the Boca Chica gym and the Auto Skills Center. The facilities will open at 9 a.m. and close at noon.

‘Bash at the Beach’ draws big crowdThe Fourth of July picnic and party at Beach Patio Recreation Center attracted more than 700 patrons, who spent the afternoon playing games, lis-tening to live music and eating barbecue, cotton candy, pop-corn and snow cones.

This year’s event also fea-tured the U.S. Army climbing wall and the Monroe County Sheriff’s Office petting zoo. Iced watermelon, glow neck-laces and steel drum music capped the day, with patrons watching the Rotary fireworks display from the beach.

Navy Lodges guests can now get a light break-fast in the morning

thanks to the Navy Lodge Program’s new “Breakfast to Go” Program.

“The ‘Breakfast to Go’ pro-gram has been rolled out to all Navy Lodges in the United States with outstanding response from our guests,” said Michael Bockelman, Vice President, Navy Exchange Service Command (NEXCOM) and Director Navy Lodge Program. “By offering our guests a light breakfast in the morning, we’re giving them an even better value for their money.”

Guests staying in a Navy Lodge in the United States will be able to pick up a “Breakfast to Go” at the front desk. The breakfast, which consists of a snack/breakfast item and bev-erage, is available each morn-ing for every guest staying at the Navy Lodge.

Larger Navy Lodges in the

United States, such as San Diego, Calif., and Norfolk, Va., will offer guests a full continen-tal breakfast each day. “Navy Lodge San Diego has already opened its expanded ‘Breakfast to Go’ room,” said Bockelman. “By offering our guests a conti-nental breakfast in the morning, we estimate a family of four will save about $150 for a six-night, five-day stay.”

Beginning this fall, overseas Navy Lodges plan to give each guest a Welcome Bag. The Welcome Bag will consist of snacks, breakfast items, bot-tled water as well as informa-tion on the area all in a reus-able cloth bag. This expanded program will provide mili-tary members on permanent change of station orders (PCS) food options upon their arrival until they have time to go to the commissary.

Navy Lodge provides offi-cial travel accommodations to all Navy and military service members around the world at its 43 locations. Navy Lodges have over-sized guest rooms,

which offer amenities includ-ing queen-sized bed, sofa, a desk with a computer hookup and task lighting. Free local calls, coffee and newspapers as well as convenient on-base parking are also available. All Navy Lodge rooms are air-con-ditioned, have cable TV with Showtime, a DVD/CD player, direct-dial telephone service and a kitchenette complete with microwave and uten-sils. The summer is heating up and so is the “Feds Feed Families” food

drive campaign for children and families. The food drive

will be held through August.Last year’s campaign “Fed by

Feds” gathered 2,200 pounds of food for food banks, said Monroe County Coordinator AW1 (AW/NAC) James Davis. This year’s campaign goal has doubled, he added, because the campaign will go on for a month longer than last year.

Collection areas will be at

various locations around the bases and Davis said he is looking for volunteers to col-lect donations.

The campaign is asking for non-perishable food items, especially baby food, and hygiene products such as shampoo, soap and tooth-paste to be given to local food banks.

Security (10-1) defeated CG Sector (9-1) in the Captain’s Cup Softball

League Championship game June 30 at Sigsbee Park.

CG Sector held a 16-7 lead going into the bottom of the seventh and final inning. With only three outs left in the ball

game Mother Nature kicked in and high winds terrorized CG Sector’s pitcher.

The wind proved to be a major factor and CG Sector could not seal the victory. With Security hardly swinging at a pitch, CG Sector walked in nine consecutive runs.

With two outs, bases load-ed and the score tied 16-16, Security connected on a line

drive single, past the third baseman, to score the final, game-winning run, ending the game at 17-16.

MWR would like to thank all the teams; FRC, USCG, OMD, VFA106, VFC-111, CBMU202, ATC, and JIATFS, for partici-pating and displaying good sportsmanship throughout the entire season. We look forward to seeing you next season.

In the world of moving household goods, the summer months are the

busiest, especially the months of July through September. The new and recently imple-mented Defense Personal Property System (DPS) now allows all eligible shippers to set up their move online at www.move.mil. DPS replaces

the former Web-based system SmartWebMove (SWM).

DPS allows you the opportu-nity to set up your move from the comfort of your home or anywhere you have access to the internet. DPS is avail-able 24/7 and it eliminates the need to make an appoint-ment with the local Personal Property Shipping Office (PPSO). Another advantage to using DPS is the quick and direct claims settlement by the moving company, or transpor-tation service provider (TSP). Read all about your entitle-ments and responsibilities online at www.move.mil.

move is early planning and flexibility. If you are planning a move here are some tips on how to lessen the stress of moving:

FROM NAS KEY WEST PUBLIC AFFAIRS

The Florida Department of Transportation (FDOT) is working a

new road project at the U.S. 1 ramps to and from Boca Chica Field.

The purpose of the project is primarily to resurface the roadway and also includes widening the left and right shoulders of the ramps by five feet, and adding new sod along the length of the project. FDOT estimates the project

will take four months and cost an estimated $561,000.

FDOT plans to handle traf-fic lane closures by restrict-ing them to non-peak hours, 9 a.m. - 4 p.m. and from 6 p.m. - 7 a.m. Monday through Friday and from 8 p.m. - 6 a.m. Sunday through Thursday. During lane closures, motor-ists will be guided through the work zone by warning signs, trained flagging personnel, barricades and other channel-izing devices.

Helpful hints to guide you safely through the work zone:

Give yourself a little extra time to reach your destination.

Follow all signs posted with-in the construction zone.

Obey flagmen and law enforcement officials.

Never drive or walk into a construction area.

“Based upon our discus-sions with FDOT, the impact to accessing and departing the installation will be minimal,” said NAS Key West Security Officer Lt. Steven James. “We do not anticipate opening additional gates during this project at this time.”

• If you are not able to use DPS call your nearest PPSO for assistance.

• Get rid of unwanted items which could cause your ship-ment to be overweight.

• Plan early and submit your application at least three weeks prior to your desired pack out date.

• Be flexible with your pack out dates and be prepared to accept other dates if your first choice is not available. Remember, the end of each month is the most popular time for moving and those dates may not be available. Consider the first week and the middle of the month for packing out.

• Do not schedule anything else on your moving dates. You must be available between 8 a.m. - 5 p.m. on your pack-ing dates and you should not have any other appointments. Failure to be available on your pack out dates could result in you paying for attempted pickup charges!

• Have permanent con-tact numbers and an e-mail address available. In case of a shipping emergency the TSP and the PPSO need to know how to contact you or a family member, before and after you have moved.

• Know the estimated weight of your shipment. A rule of thumb for estimating your household goods weight is 1,000 pounds per full room. For example, all the moveable items in a typical living room, kitchen, or bedroom may weigh 1,000 pounds for each room. Add 500 pounds for washers and dryers. Don’t for-get to estimate any large items you may have in the garage, shed, or backyard.

• Have a list of high-value items, such as expensive oil paintings, collections and antiques. Give this list to the TSP and the PPSO for your file. Small high-value items such as cash, watches, important papers and jewelry should be

hand-carried with you.• If you are moving to or

from base quarters you must advise the base security police to notify you when the mov-ing truck arrives at the gate and you might be required to escort the movers to your resi-dence.

If a problem occurs during your pack-out call the PPSO immediately for a resolution. If you have problems after normal duty hours, call the local command duty officer (CDO).

If a TSP representative says anything that conflicts with your online counseling or with the PPSO information call the PPSO for verification or clari-fication.

Sometimes the TSP may need to work beyond 5 p.m. and you are encouraged to remain flexible and allow the work to continue. If, however, your job is not finished by 9 p.m. you may ask the TSP to come back the next day to fin-ish the job.

For shipments within the United States it is recom-mended that you exchange cell phone numbers or other contact numbers with the van driver. By staying in touch with the driver you will have current updates on the status of your shipment and better control over the actual delivery date.

When your shipment arrives at destination it will go into storage if the TSP or local PPSO cannot contact you within two hours for your delivery or storage instructions. To avoid unnecessary storage please contact the local PPSO as soon as you arrive at your destina-tion.

For Inbound MovesIf you are expecting an inbound shipment:

• Contact the destination PPSO immediately upon your arrival and advise them of your current status. You must provide that PPSO with a tele-phone number for contacting you. If the TSP or PPSO cannot

The Navy encourages active-duty Sailors to participate in a sexual

assault study to assess the effec-tiveness of the Navy’s Sexual Assault Victim Intervention (SAVI) program.

The Office of the Naval Inspector General (IG) is con-ducting the survey, which is available at www.ig.navy.mil/sastudy.htm. The survey was designed for active-duty per-sonnel, is confidential, anony-

mous, and will be available for participation through Sept. 30.

Naval IG teams are also visit-ing installations around the fleet through the end of September. As part of the visits, they are facilitating focus group discus-sions to gain more insight from a fleet perspective, about the occurrences and command support during incidences of sexual assault. Each focus group will be composed of a cross-sec-tion of personnel and consist of approximately 20 people from various rank categories.

The Navy’s SAVI Program is managed by Commander, Navy

Installations Command’s Fleet and Family Support Program. The Fleet and Family Support Program manages a wide vari-ety of programs, including SAVI. These programs enhance Sailor readiness and family pre-paredness, directly contribut-ing to mission readiness.

The Navy is the first of the armed services to have a dedi-cated program for sexual assault awareness, prevention, and intervention. Established in 1994, the program has recently shifted more focus toward prevention and is incorporating new initia-tives based on civilian best prac-

tices and recent research.“Sexual assault is a crime and

will not be tolerated,” said Paul Finch, SAVI’s program manager. “It is a criminal act, incompat-ible with the Navy’s core values; it dramatically affects morale and operational readiness. Senior leadership is committed to an effective and responsive SAVI program in order to ensure prevention, quality victim care and response and to holding offenders accountable.”

In working toward this com-mitment, the Navy is sustaining a robust sexual assault preven-tion and response policy, iden-

tifying and eliminating barriers to reporting, ensuring that care is available and accessible to victims of sexual assault, and providing continuous, relevant, and effective training and edu-cation to all service members. All Navy commands have a 24/7 sexual assault response capability focused on victim support. Commanders ensure that female and male sexual assault victims (or survivors) have access to the assistance and resources to meet their needs and to provide a safe and professional work environ-ment.
