Optimist European Championship Conditions

A Proposal from the Executive Committee

Purpose or objective

To clarify how to calculate the top 3 team rankings.

Proposal

Amend 6.1 f) as follows: 1.

The top three placed teams (as determined by the calculation stated in Condition 7.1.e of the European Team Racing Championship) whose members are from Europe shall each receive medals or a small token.

Current position

6.1 f) “The top three placed teams (as determined for the European Team Racing Championship qualification) whose members are from Europe shall each receive medals or a small token.”

Reason

1.

To better clarify how the calculation for the ranking of the top 3 teams is achieved. The reference to the specific European Team Racing Condition 7.1.e that determines how the ranking is calculated is added.

Optimist North American Championship Conditions



To bring the reference in the Conditions for the Optimist North American Championship in line with the renaming of the Miami Herald Trophy to the Jacobsen Trophy.

Proposal

Amend 7.1.d. as follows: 1.

“Unless the IODA Executive Committee determines differently one year before the event, 6 Non-American Members of IODA may enter teams of 4 sailors each. Entries will be accepted in chronological order, except that a place is reserved for one team from each continent represented in the first half of the Teams aggregated score (Jacobsen Trophy) of the previous year World Championship.”

Current position

Amend 6.2.a. as follows: 1.

“The 3 best placed teams in the North American Team Racing Championship. The first of these teams shall be the North American Team Racing Champion of the corresponding year.”

Reason

1.

Clarifies who will receive the title of TRNAM now that the Optimist Nations Cup (NC) has been formally added to the Format with 5.3 (2018 AGM)

6.2 b) The best placed team whose IODA Member is from North America, if different from the first in 6.2 (a).

Reason

1.

This corrects an omission created when Condition 5.3 was added to “Prizes” ratified at the 2018 AGM. The reference to the Optimist Nations Cup as 6.2.c brings the Condition 6 “Prizes” in line with the Condition 5.3 “Format”.

Optimist South American Championship Conditions



To replace all current references of the Individual and Team Racing Championships.

Proposal

Amend All Optimist South American Championship Conditions as follows:

1.

Replace all current references to the Individual Championship throughout the Optimist South American Conditions from “ISAC” to “ISAM”.

2.

Replace all current references to the Team Racing Championship throughout the Optimist South American Conditions from “TRSAC” to “TRSAM”.

Current position

The acronym reference to the Individual Championship is “ISAC” and the acronym reference to the Team Racing Championship is “TRSAC”.

Reason

1.

The term ISAM is the common usage and acronym recognized for the event over many years and is currently used in all documents. Similarly, the precedence is found in the Conditions for the North American Championship where INAM is properly referred.

2.

The term TRSAM is the common usage and acronym recognized for the event over many years and is currently used in all documents. Similarly, the precedence is found in the Conditions for the North American Championship where TRNAM is properly referred.

Optimist South American Championship Conditions



To replace the reference of the Nations Cup and Team Racing Championship.

Proposal

Amend 5.4 as follows: 1.

“The IODA Executive Committee in consultation with the organisers may at the time of selection of host venue prescribe rules to limit the number of teams entered in the NC and/or in the TRSAM.”

Current position

5.4 The IODA Executive Committee in consultation with the organisers may at the time of selection of host venue prescribe rules to limit the number of teams entered in the SANC and/or in the TRSAC.

Reason

1.

The official title was changed from Optimist South American Nations Cup (SANC) at the AGM in 2018 to Optimist Nations Cup (NC). This corrects the reference in the same Condition.

2.

Proposal EC05 reflects the change from TRSAC to TRSAM.

Optimist African Championship Conditions



To clarify prizes for ‘overall’ in the Optimist African Championship.

Proposal

Amend 6.1a as follows: 1.

In addition to Condition 7 of the Conditions for Continental Championships, prizes for the Optimist African Championship shall be awarded at least to:

a) The 3 best placed sailors, “without gender distinction”, regardless of their country of residence.

Current position

Reason

1.

Corrects an omission from the African Conditions that is present in other Continental Championship Conditions for 6.1.a (Prizes for ‘overall’).

Optimist World Championship Conditions



To Clarify “Prizes” in Condition 6 for the World Championship.

Proposal

Remove 6.2 and 6.3 and replace with the following: 1.

6.2 IODA Challenge Cup The IODA Challenge Cup is awarded to the winner of the Team Racing Championship. Gold, silver, and bronze medals shall be awarded to each member of the top three teams.

6.3 Jacobsen Trophy The Jacobsen Trophy is awarded to the top national team. Each member of the teams placing first, second and third shall receive gold, silver, and bronze medals.

Current position

1.

Correctly reflects the name of the Worlds Team Racing Championship as the Challenge Cup.

2.

Clarifies that the Jacobsen Trophy is awarded to the top overall team at the World Championship.

To clarify the sources of income for IODA and when the Annual Subscription Dues are to be paid.

Proposal

Amend Article 4 as follows:

1.

4. INCOME For sources of income, IODA shall rely upon annual subscriptions from its members, building fees for the sale of International Optimist Dinghy plaques, sales of sail labels, proceeds from the sale of goods and services, sponsorship, donations, organizing authority and championship fees, and the fees from sales of sail buttons and labels. The annual subscription is payable on or before the 1st of April of that membership year.

Current position

4. The annual subscription is payable on or before the 1st of March.

Reason

1.

IODA no longer sells sail buttons. We also sell Prototype Services which should be included as well as other services to event organizers. IODA will be pursuing sponsorship opportunities to add revenue to the organization as well.

2.

The annual subscription dues were previously stated as due on March 1st. Extending it another month will help smaller nations to pay their dues prior to the IODA Events taking place.

To clarify that the Executive Members cannot be a country representative or hold a proxy at the AGM.

Amend Article 13 b) as follows: 1.

b) The Annual General Meeting is formed by the official representatives of Members present or their appointed substitutes. Executive Members cannot be an official representative of a Member or hold a proxy for another Member.

Current position

Reason

1.

The members of the Executive Committee are elected and cannot be an official representative of an IODA Member and as such, cannot carry a proxy of an IODA Member.

The use of voting technology can assist in the elections at the AGM. This modification can enable the Executive to use electronic voting if they felt it was necessary.
