Main Tasks of University Change Management Committee

1. Asses the level of preparation for the reform.2. Ensure any outstanding work is completed.3. Plan strategies for implementation and establishment necessary structures.4. Disseminate information on reforms to university stakeholders.5. Determine resources required for implementation (human and material resources)

of the reforms6. Establish, monitor and evaluate activities of the SC and TFs that execute the reforms7. Ensure compliance by university units in matters related to reforms8. Advise the VC in all matters related to the reforms9. Develop internal communication strategy for continuous change management in

conformity with the overall university communication strategy10. Receive reports from various units on implementation of reforms in their specific

areas11. Act as center of monitoring, coordination and evaluation of change management12. Give guidance on documentation of all activities related to change management13. Produce quarterly report on continuous change management

Interpretations of Tasks for Change Management Committee

• Task number 1: Assess the level of preparation for the reform.The Committee, will–Conduct surveys on progress of reforms in Colleges and Administrative units using indicators of change.–Assess the extent to which staff is prepared for reforms to avoid engaging with uniformed university employees.–Consider any outstanding issues from URAF.–Make implementation recommendations

• Task no. 2. Ensure any outstanding work is completed• The Committee, will

–Assess URAF’s work and identify gaps for action. • Task number 3: Plan Strategies for implementation and establish necessary

structures.• The Committee, will

–Assess structures earlier proposed by URAF for reforms on restructuring in academic and administrative units and their viability to ensure approval by the University Council.

• Task 4: Disseminate information on reforms to university stakeholders (9, 12)The Committee, will– Provide guidance on documentation and reporting.– Develop communication strategy in line with the University policies.– Disseminate information to University stakeholders.

• Task 5: Determine resources (human and material) required for implementation of the reforms.The Committee, will– Consult from the University Strategic Plan (2007/8-2017/18), Resource

Allocation Module.– Communicate to Principles of Colleges to forward budgets on strategic plans.-

This should by mid May 2011.– Check with URAF Report on required resources in restructuring of

Administration units and compare if they could be improved alongside the Visitation Report by National Council for Higher Education.

– Arrange and hold sensitization seminars/workshop for staff in Colleges and Administrative units on reforms in the University.

• Task 6: Establish, monitor & evaluate activities of the Scs and Tfs that execute the reforms.

• The Committee, will– Map out activities for Sub committees and Task Forces of URAF.– Check on proposed terms of references by URAF.

• Task 7: Ensure Compliance by University units in matters related to

reforms.The Committee, will– Create report formats for all units in the University.– Organize spot checks in Colleges and Administrative units.– Arrange for its members to attend unit meetings.– Evaluate unit Reports and provide appropriate feedback.– Recommend incentives or sanctions according to respective unit(s)

performance.– NB: Task no 7 was merged with Task no 10.

MODE OF OPERATION

• A participatory approach involving Colleges and Units will be used.

• The quality Assurance Directorate is to house the committee and activities. i.e call centre for all CMC activities
