The meeting started with a welcome note from the Member Secretary to the Chairman, Committee

As per the above details, from the saving of Rs. 19.59 Cr (of previous projects under various SAAPs), we may

re-allocate the total of Rs. 78.51 Cr (for newly proposed projects) as per the above details. After this re

allocation, Rs . 9.08 Cr will be balance with Vadodara Municipal Corporation under UGD Sector.

In view of above, proposal of Construction of STP of SO MLD Capacity and up-gradation of Sama Old, Sama

New, Shashtrinagar APS of Vadodara M unicipal Corporation under AMRUT Mission SAAP 2017-20 has

been submitted for approval. The DPR was appraised in detail; technical detail of project were presented

& discussed.

The SLTC discussed the project and found the proposal to be acceptable under AMRUT. Therefore, following

resolution was passed.

" It is resolved unanimously that Construction of STP of SO MLD Capacity and up-gradation of Sama Old,

Sama New and Shashtrinagar APS of Vadodara Municipal Corporation amounting Rs. 70,69,21,262 is

approved with condition that ULB shall have to bear the 0 & M Cost.

Further, It is also resolved that Mission Director I Member Secretary. SLTC be and is hereby authorised to

issue approval letter and accord technical sanction for Rs. 70,69,21,262 and do all the subsequent acts and

things as may be necessary till successful completion of works of Construction of STP of SO MLD Capacity

and up-gradation of Sama Old, Sama New, Shashtrinagar APS of Vadodara Municipal Corporation. Further,

it is resolved that the O&M cost must be borne by Vadodara Municipal Corporation. The resolution in this

regard should be obtained from the Vadodara Municipal Corporation."

As mentioned in above table, Rs. 73.00 Cr and Rs. 60.00 Cr have been approved for Jamnagar Municipal

Corporation (JMC) under various AMRUT Mission SAAP for water supply and underground drainage sector

respectively. After tendering process, JMC is having savings of Rs. 2.11 Cr in water supply sector and savings

of Rs. 11.09 Cr in underground drainage sector. Thus, JMC is having total savings of Rs. 13.20 Cr.

under AMRUT Mission SAAP 2017-20 has been submitted for approval. The DPR was appraised in detail;

technical details of project were presented & discussed. The cost of proposed works is Rs. 15.65 Cr

against the allocation of Rs. 10.00 Cr.

It has been suggested be committee to Deesa M unicipality to propose the work within available fund limits

only under AM RUT Mission.

The DPR amounting Rs. Rs.19,91,98,023 of sewerage project work Valsad Municipality under AMRUT

Mission SAAP 2016-17 was approved in 181h State Level Technical Committee held on 29.06.2018 under

allocation of Rs. 12.00 Cr.

Name of Work: Commissioning of pumping mains, construction of house connection chambers, providing,

lowering laying, jointing, testing and commissioning of stoneware house connection pipes

with all allied works along with O&M for (OS) five years at Valsad {Tender ID :317074)

The tender was published by Gujarat Urban Development Company Limited (GUDC) and based on technical

& financial bid evaluation done by GUDC, it was placed in 121h Scrutiny Committee held on 25.09.2018 for

the rate reasonability and Scrutiny Committee resolved as under:

"The agency quoted lowest and stands Ll is M/s P.C. Sehal Construction. Pvt. Ltd with quoted Rs.

18,67,90,086.60 which is 12.51 % lower than the estimated cost put to tender. Committee further resolved

that as t he rates quoted by Ll agency seems on lower side for certain BOQ items; therefore Ll agency M/s

P.C. Sehal Construction. Pvt. Ltd should submit the extra security deposit of Rs. 39,33,362.57 in addition to

5% security deposit as per tender conditions. Committee recommended to put up this tender for the

approval of SLTC."

It was found that the rates quoted by L1 bidder are reasonable and SLTC passed the following resolution.

" It is unanimously resolved to approve the bid of lowest bidder M/s P.C.Sehal Construction Pvt. ltd. with

final quoted cost Rs. 18,67,90,086.60 (That is 12.51% below than the estimated cost put to tender) with

condition that l1 agency M/s P.C.Sehal Construction Pvt. ltd. have to submit the extra security deposit of

Rs. 39,33,362.57; in addition to security deposit as per tender conditions. Thus l1 agency have to submit

total security deposit of Rs. 1,32,72,866.90. The O&M cost of 5 years shall be borne by Valsad

Municipality.

Further, resolved that Mission Director/ Member Secretary, SLTC be and is hereby authorised to issue

approval letter for sewerage project work and do all the subsequent acts and things as may be necessary

till successful completion of works of sewerage project of Valsad Municipality."

Agenda No. 15: Approval of Tender - Gandhidham Municipality Strom Water Drainage Project

(SAAP 2017-20)

The DPR amounting Rs. 14,54,71,300 of strom water drainage work for Gandhidham Municipality under

AMRUT Mission SAAP 2017-20 was approved in 13th State level Technical Committee held on 03.10.2017

under allocation of Rs. 15.00 Cr.

Name of Work: Designing, Constructing, Testing & Commissioning of strom water drains at Gandhidham

Nagarpalika area under Amrut Grant. Dist.:- Kutch (Tender id: 319056}

The tender was published by Gandhidham Municipality and based on technical & financial bid evaluation

done by Gandhidham Municipality, it was placed in 12th Scrutiny Committee held on 25.09.2018 for the rate

reasonability and Scrutiny Committee resolved as under:

"The agency quoted lowest and stand l1 is M/s Mamta Construction Co. with quoted Rs. 12,42,78,032.50

which is 14.05% lower than the estimated cost put to tender. Committee resolved that the rates quoted by

l1 agency seems on lower side for certain BOQ items; therefore l1 agency M/s Mamta Construction Co have

to submit the extra security deposit of Rs. 20,31,514.45 in addition to security deposit as per tender

conditions. Committee recommended to put up this tender for the approval of Sl TC."

Construction Pvt. Ltd. have to submit the extra security deposit of Rs. 1,51,02,598.22 in addition to the

security deposit as per tender terms condition. Committee resolved to put up this tender for the approval of

next SLTC meeting."

It was found that the rates quoted by L1 bidder are reasonable and SLTC passed the following resolution.

The DPR amounting Rs. 6,40,34,150/- of water supply scheme for Botad Municipality under AMRUT

Mission SAAP 2017-20 was approved in 15th State Level Technical Committee held on 26.04.2018 under

The tender was published by Botad Municipality and based on technica l & financial bid evaluation done by

Botad Municipality; it was placed in 121h Scrutiny Committee held on 25.09.2018 for the rate reasonability

and Scrutiny Committee resolved as under:

"The agency quoted lowest and stands Ll is M/s Uniroyal Sathapatya with quoted Rs. 6,20,02,630.07 which

is 5.41 %below than the estimated cost put to tender. Committee resolved that as the rates quoted by L1

agency seem reasonable. It is recommended to put up this tender for the approval of next SLTC."

It was found that the rates quoted by Ll bidder are reasonable and SLTC passed the following resolution.

The tender was published by Deesa Municipality and based on technical & financial bid evaluation done by

Deesa Municipality; it was placed in lih Scrutiny Committee held on 25.09.2018 for the rate reasonability

and Scrutiny Committee resolved as under:

"A single DPR amounting Rs. 11,02,48,000/- for Deesa Storm Water Drainage under SAAP 2017-20 was

approved in 17th SLTC, but Deesa Municipality has floated different 04 tenders. Considering the following

reasons, committee decided to reject all the 04 tenders & single tender should be invited for the approved

DPR.

• The single DPR has been approved amounting Rs. 11,02,48,000; while the work has been divided in 4

parts and the different 4 no. of tenders have been invited by Deesa Municipality without prior

opinion/ permission of competent authority.

• All 04 works are of similar nature of works, also in the city limit of Deesa Municipality, also

connective drains. There is huge variation in the amount quoted by Ll agencies in each tender i.e.

ranging from 30.00% below to 9.89% below t han estimated amount put to tender

• The Splitting of tender and awarding works to agencies may lead to technical problems in

implementation of project. It also makes difficult to manage the financial flow of project.

Committee also suggested to put this resolution for the information of next SLTC."

resolution.

%higher than the estimated cost put to tender. After negotiation, the Ll agency M/s Tirupati Sarjan offered

further rebate of 3.49% i.e. Rs. 37,07,145/- and agreed to work on Rs. 11,24,17,558; which is 6% higher than

the estimated amount put to tender. Committee resolved that the rates quoted by Ll agency reasonable

with prevailing market price. Further, it is resolved that Before issuing the work order, Palanpur Municipality

has to assure the land availability for construction of proposed components and has to submit the

certificates of the same to M ission Directorate. Committee also resolved to put up this tender for the

approval of SLTC."

It was found that the rates negotiated by Ll bidder are reasonable considering the site condition and SLTC

passed the following resolution.

Agenda No. 22: Capacity Building Programme under AMRUT Mission

Proposal of capacity building programme for ULBS of Gujarat State under AMRUT Mission has been

submitted for approval. The proposal was appraised in detail; details of capacity building programme

were presented & discussed.

• MoUD has Empaneled 35 Training Institutes for Capacity Building programme

• State has to Select Institutes and sign MOU to Conduct Capacity Building Programme

• Target for the Mission Period: 2946 nos. of functionaries to be trained

• Total410 nos. of functionaries trained so far with the help of 6 training entities.

• As per page 7 of AM RUT Mission Guidelines, "The capacity building will not be limited to the Mission

Cities, but will be extended to other ULBs as well."

• Additionally, in reference to Letter No. K-14012/101 (25)/2017-CBUD dated 29th December, 2017;

the Integrated Capacity Building Framework to cover all Urban Missions viz. AMRUT, SBM, SCM,

NULM, HFA, PMAY and HRIDAY; so interpreted that Integrated Capacity Building Programme be

extended to all corresponding urban mission cities.

• As per SAAP a total of 2946 officials are being targeted to be trained by the end of mission period. Of

which 410 have been trained as on 05.03.2018 giving us proximity of 2536 personnel. To be able to

successfully meet the target, 139 non AMRUT Cities &/or Cities corresponding to other Urban

Missions need be included.

• Additionally, committee took note that source of funding for Integrated Capacity Building workshops

was one concern raised during verbal discussions with MoHUA; earlier World Bank funding was

secured through CBUD Programme of MoHUA; which is less likely to continue.

Resolution:

With the aim to achieve target of the mission period i.e. 2646 nos of functionaries to be trained and to

involve all ULBs of state; the M ission Director (AMRUT} is empowered for implementation of Capacity

Building Programme under AMRUT Mission. Further, all 139 ULBs ( other than AMRUT ULBs) of Gujarat

State may be included for capacity building programme under AMRUT from available fund under A & OE

budget head.

Further, following suggestion was made by Chairman, SLTC

• With the approval of projects of STPs, approximately all ULBs under AMRUT Mission will be

having enough capacity for treatment of wastewater. Hence, it is recommended to all ULBs

under AM RUT Mission to submit the projects considering the possible ways of reuse of treated

wastewater according to wastewater reuse policy of Government of Gujarat.
