3. Printing & Promotional Materials Committee members should make arrangements to pick up their sludge judges as needed. The sludge judge extensions are on order. The What Not to Flush game magnets and magnet boards will be ordered after July 1. FOG Coloring Book – The Committee should discuss ordering branded coloring books for FY21. Pricing varies between $1.55-$1.35 for quantities up to 2,500. For a minimum order of 1,000 books, we can put our logo on the cover and remove the 'S' from FOGs for a fee of $300. 4. FOG Certification Site The Committee should review the attached list of website development initiatives and discuss any edits or additions. Attachment 4 Action: Based on discussion.

5. Commercial Outreach The updated FSE and Hauler Certification training presentations and tests are attached for the Committee’s review and approval. The Committee should specifically discuss proposed changes to cleaning procedures for HGIs. Proposed revisions to the step-by-step cleaning guidelines for HGIs and an FAQ document developed by Chesapeake staff are attached for review and consideration. Attachment 5A, 5B, 5C, 5D, 5E, 5F, 5G

Action: Finalize training presentations, certification tests, and HGI cleaning guidance.

6. MOA Update Committee members should provide any updates on the status of the FOG GCD

Enforcement MOA. Action: Based on discussion. 7. Roundtable & Public Comments

Committee members should share any information or discuss any current issues with their FOG programs. Action: Based on discussion.

The Committee reviewed and approved the March meeting summary.

Roundtable & Events

Roundtable

● HRSD - HRSD FOG BMP for small localities updated, HRSD website updated (P3 website broken

down into several categories including individual BMP page), pilot drug take back program

moving forward (RFP for service providers, limited to five pilot locations), public

education/outreach virtually

● Chesapeake – continuing to work on ordinance approval, MOA will be adopted in concert with

the ordinance

● Norfolk - working remotely, virtual inspections and site plan review, would welcome feedback

on FSE locations requesting food waste disposers

● Virginia Beach - published regional line flushing outreach as well as GCD cleaning graphic for

restaurants, no longer requiring 25 percent rule for high efficiency devices (using manufacturer

recommendations), inspections continue, some FSEs have had to increase cleanings after

COVID-19 menu changes, some push back from FSEs about using Swift Comply software,

national hauler contracts utilizing local haulers for cleanings

● James City County - Pretty much business as usual, a Seafood restaurant was discovered to have

heavy discharge and required to take action despite COVID-19.

Events

Busy spring schedule sidelined by COVID-19 closures. No decision at this time for many fall events,

volunteer requests will be sent as needed. Virtual outreach through lesson plans posted on social media.

Action: None.

Printing & Promotional Materials

HRPDC staff were instructed to suspend purchases for a time due to coronavirus but have since been

cleared to resume procurement as usual. The Committee approved the artwork and agreed to continue

with the purchase of No Grease signs. The Committee also discussed and approved the purchase of six-

foot extensions for the eight localities that participated in the order of Dip Stick Pro sludge judges.

The Committee discussed the What Not to Flush magnet game. The purchase could come from the

reserve fund or be reimbursed from the FY21 budget (by spending less next year)

• Estimate for purchasing 20 games would be:

o 20 sets of 19 magnets (game pieces and headings) - $450

o 20 game boards - $677

HRPDC staff will send an email gauging interest from localities in receiving a WNTF games and plan to

order two additional games for regional use.

The Committee discussed the FOG coloring books recommended by HRSD. HRSD has previously used the

vendor for SWIFT coloring books which were very well received. The Committee would be interested in

ordering but would like to make some content changes (FOG v. FOGs) and cobrand with askHRgreen.org

brand. The Committee would also like right to host the coloring book digitally on the website.

Action: The Committee approved purchasing No Grease signs and Dip Stick Pro extensions. HRSD will

reach out to get more information about customizing the coloring book. HRPDC staff will follow up with

localities to gauge interest in receiving a WNTF game.

Regional FOG Contacts

The Committee reviewed the list of FOG contacts. Additional FOG information needed for Poquoson and

Suffolk.

Action: HRSD will reach out to Poquoson and Suffolk to confirm additional information.

The Committee reviewed the FSE and Hauler Certification trainings. The Committee is encouraged to

review comments and suggestions from Amanda:

● Need trapzilla picture as example for high capacity GCD.

● The Committee discussed removing cleaning steps for GCDs under 50 gpm from the hauler

training. Virginia Beach does have small plumbing businesses who offer cleanings.

● Hydro-jetting graphic on slides 14 and 19 need to be changed from mop and bucket to

something more representative of pressure washing like a hose.

● The Committee asked HRPDC staff to lengthen the Ts in the interceptor graphic included in the

training.

Action: HRPDC staff will resend training and testing documents. The Committee is encouraged to do a

final review of all training documents and tests before they are finalized for the website.

MOA Update

There were no updates on additional localities adopting the MOA with HRSD. HRPDC staff will continue

to follow up with the Directors of Utilities until all localities have adopted the MOA.

Action: None.

Staff Reports

Budget – The Committee reviewed the budget. HRPDC indicated that reserve funds were used to cover

overages for printing and promotional items.

Digital Marketing Report - HRPDC staff provided the Digital Marketing Report for review.

Virtual meetings - HRPDC now has access to a WebEx account so future meetings will likely utilize this

platform.

Help 2 Others - The water/wastewater assistance program saw an increase in donations in March/April.

Customer assistance/usage not yet available but HRPDC staff have been working with Salvation Army to

ensure program funds were easily available for customers.

The next Committee meeting is scheduled for June 16, 2020 via video conferencing.

mark the users as In-Active, that will help with the full user list.  I can also

add an option to Full User to show ‘All’ or ‘Only Active’ as well.

SMH Update 8/22/16: Would like to add option to mark users as 'Inactive'

for the administartors and then filter out i nactive folks from admin reports,

which will reduce time to run report

ARS Update 7/31/17: Added new ActiveUser field to Users table. 11/3/2017:

added checkbox to form to show status

RJE 3/7/18: The purpose of the inactive users was to exclude them from

reports so that they run faster (and won't time out). With that being said, we

do want to exclude them from reports BUT we need a process for handling

inactive users. Based on my testing an inactive user can still log in and get

certified. We either need to disable the user's access to their account and

direct them to contact the system admin to unlock their account or have an

automatic switch that makes an inactive user active again once they pass a

test.

OBJECTIVE

• To provide education and awareness to Food Service Establishment (FSE) employees about Fats, Oils and Grease (FOG), the background and purpose of the local FOG Programs and to understand the responsibility of the FSE for preventing illicit FOG discharges.

• To provide education and understanding on how using kitchen Best Management Practices (BMPs) to control FOG, can prevent sewer blockages and Sanitary Sewer Overflows (SSOs).

• To provide education and proper techniques for FSE employees who have obtained approval from the local FOG program manager to clean and maintain a grease control device (GCD) in house.

• Upon successful completion, this training provides the required certification with the regional FOG programs and is valid for (3) three years.

BACKGROUND

• In 2007, Special Orders of Consent were entered into between Virginia Department of Environmental Quality (DEQ), HRSD and area localities to resolve sanitary sewer overflows (SSOs).

• Fats, Oils and Grease (FOG) contribute to two-thirds of all SSOs in our region.

• Management, Operations and Maintenance (MOM) Programs were established to efficiently resolve SSOs.

• FOG programs were developed with MOM principles to monitor and regulate FOG waste.

• Food service establishments (FSEs) and grease hauler certification programs were established to teach FSE employees and haulers about the ordinances and their responsibilities.

GRAVITY GREASE INTERCEPTOR (GGI)

• Gravity Grease Interceptors (GGIs) are traditionally made from concrete with sizes commonly ranging from 500 gallons to 2,000 gallons.

• These devices require a large footprint for installation and are located outside of an FSE in the ground.

• GGIs must be cleaned every 90 days or when 25% full of FOG and solids, whichever occurs first, by a certified grease hauler. The FSE is required to keep cleaning/maintenance records on site for three (3) years.

• HGIs, previously referred to as “grease traps” are traditionally made of acid-resistant metal or durable plastic.

• These devices are typically rated for inside installation and are usually found underneath a 3-compartment sink or in the floor of a commercial kitchen. Multiple HGIs may be connected in series or connected to separate fixtures.

• HGIs must be cleaned every seven (7) days or when 25% full of FOG waste and solids, whichever occurs first. Maintenance records must be kept on site for three (3) years.

• Check with local FOG program managers for specific requirements and information on cleaning HGIs.

• Reference manufacturer recommendations for cleaning frequency. Maintenance records must be kept on site for three (3) years.

• AGRDs are active, automatic devices that separate and remove FOG by an electromechanical apparatus

• These devices are typically rated for inside installation of a commercial kitchen.

• AGRDs must be plugged into an electrical supply at all times and must be cleaned as recommended by the manufacturer with approval from the local FOG program managers. Maintenance records must be kept on site for three (3) years.

• Check with local FOG program managers for specific requirements and information on cleaning AGRDs.

GENERAL GCD CLEANING PROCEDURES

Decanting (discharging of the removed waste back into the interceptor) procedures are prohibited throughout the region.

GCDs may have two or more compartments and each side must be pumped and cleaned thoroughly; check to make sure both sides are accessible for cleaning.

Once GCD is completely emptied, hydro-jetting services may be performed (semi-annual service is recommended).

Line jetting from the FSE to the GCD can be used to remove and collect FOG buildup as a preventative maintenance measure. (Be sure to collect contents from line jetting so it does not enter the sanitary sewer system.)

• Proper permits for waste hauling with the Virginia Department of Health and Virginia DEQ

• A permit from an approved disposal facility (i.e. HRSD)

• A certificate from the FOG Regional Grease Hauler Training Program (www.hrfog.com)

To service an FSE in Hampton Roads, the grease hauler must have:

• FOG removal and GCD cleaning equipment

• Disposal site information

• Manifest documentation

• Minimum of every 90-days for GGIs or when total FOG accumulation reaches 25% (whichever comes first)

• Minimum of every 7 days for HGIs or when total FOG accumulation reaches 25% (whichever comes first)

GENERAL GCD INFORMATION

Hampton Roads localities have or are developing ordinances that require FSEs to properly dispose of FOG waste.

Any person cleaning GCDs must be certified under the HRPDC Regional FOG Program.

Any person pumping, collecting and hauling to an approved disposal facility must be permitted through that facility (i.e. HRSD).

GCDs shall be properly maintained at all times. A typical cleaning requires complete removal of all contents, including floating material, wastewater, and settled solids.

Proper and thorough documentation for grease disposal is required.

GRAVITY GREASE INTERCEPTOR (GGI)

• Gravity Grease Interceptors (GGIs) are traditionally made from concrete with sizes commonly ranging from 500 gallons to 2,000 gallons.

• These devices require a large footprint for installation and are located outside of an FSE in the ground.

• GGIs must be cleaned every 90 days or when 25% full of FOG and solids, whichever occurs first, by a certified grease hauler. The FSE is required to keep cleaning/maintenance records on site for three (3) years.

HYDRO-MECHANICAL GREASE INTERCEPTOR (HGI)

• HGIs, previously referred to as “grease traps” are traditionally made of acid-resistant metal or durable plastic.

• These devices are typically rated for inside installation and are usually found underneath a 3-compartment sink or in the floor of a commercial kitchen. Multiple HGIs may be connected in series or connected to separate fixtures.

• HGIs must be cleaned every seven (7) days or when 25% full of FOG waste and solids, whichever occurs first. Maintenance records must be kept on site for three (3) years.

• Check with local FOG program managers for specific requirements and information on cleaning HGIs.

• These devices differ from standard HGIs. They are typically made from high-grade durable plastic and are tested and certified to retain a higher amount of grease and solids.

• These devices come in a variety of sizes and can be rated for inside and outside installation. Multiple devices may be connected in series or connected to separate fixtures.

• Reference manufacturer recommendations for cleaning frequency. Maintenance records must be kept on site for three (3) years.

• Check with local FOG program managers for specific requirements and information on cleaning High Capacity HGIs.

AUTOMATIC GREASE REMOVAL DEVICE (AGRD)

• AGRDs are active, automatic devices that separate and remove FOG by an electromechanical apparatus

• These devices are typically rated for inside installation of a commercial kitchen.

• AGRDs must be plugged into an electrical supply at all times and must be cleaned as recommended by the manufacturer with approval from the local FOG program managers. Maintenance records must be kept on site for three (3) years.

• Check with local FOG program managers for specific requirements and information on cleaning AGRDs.

GENERAL CLEANING PROCEDURES

Decanting (discharging of the removed waste back into the interceptor) procedures are prohibited throughout the region.

GCDs may have two or more compartments and each side must be pumped and cleaned thoroughly; if a compartment is not accessible, notify the FSE that there is a problem.

Once GCD is completely emptied, hydro-jetting services may be performed (semi-annual service is recommended).

Line jetting from the FSE to the GCD can be used to remove and collect FOG buildup as a preventative maintenance measure. (Be sure to collect contents from line jetting so it does not enter the sanitary sewer system.)

In most localities, grease haulers must have the following:

• Proper permits for waste hauling with the Virginia Department of Health and Virginia DEQ

• A permit from an approved disposal facility (i.e. HRSD)

To service an FSE in Hampton Roads, the grease hauler must have:

GREASE TRAP CLEANING GUIDE A practical guide to cleaning small grease control devices (under 50 gallons)

Tools and Materials

• 2, 5 gallon food service buckets or something similar

• Absorbent material (unscented cat litter or ‘floor dry’ available at auto-parts stores, or other absorbent material such as old bread, shredded newpaper etc.)

• Hand tools and safety equipment: tools to open the trap, scraper, disposable gloves, safety glasses

• Tools for removing contents: scoop or wet/dry vacuum

• Clean rags or paper towels Read Before You Begin

• Make certain that you measure the grease layer and solids layer as you proceed through the cleaning. This information is critical for you to pass your FOG Inspections.

• Coordinate with your FOG inspector to develop an appropriate maintenance schedule. Every situation is different and you must maintain the trap at <25% FOG as well as meet the ordinance requirements.

• Clear the work area of any food items and cover or protect clean dishware and surfaces.

• Be certain that any tools used for the cleaning are clearly marked for “Waste Only” so they cannot be confused with food handling utensils in the future.

• Be certain to reassemble the trap correctly after cleaning. The arrangement of baffles and T’s is critical to the proper functioning of the trap. Refer to installation or owner’s manual for guidance.

• Remember it is ILLEGAL to dump grease trap or kitchen waste in the sanitary sewer system (toilets, cleanouts, manholes, etc.) or into storm drains, ponds, or any outdoor area. That means you CANNOT take a grease trap outside in order to pressure wash it clean.

• Waste from the grease trap does NOT go into the Used Cooking Oil (yellow grease) container. Dispose of it as outlined below.

Cleaning The Grease Trap – Step by Step

• Assemble tools

• Open trap (avoid damaging any rubber gaskets)

• Measure and record grease layer using a clear plastic cup (on which you have marked a scale in inches)

• Observe the manner in which the internal parts are installed because you’ll need to reinstall them properly after you finish cleaning the trap.

• Remove grease layer to bucket and use enough absorbent to solidify grease and oil

• Remove water layer into the second bucket and set it aside. It is normal for a small amount of grease and food solids to get into the water layer due to disturbing the trap.

• Now that the settled solids layer is more assessable – use the clear plastic cup to measure the depth of the solids in inches and record on log sheet.

• Remove settled solids layer and put in bucket with solidified grease.

• Gently scrap the inside of the trap to remove large chunks of debris.

• Do not use hot water, degreasers or soaps to clean the trap.

• Re-assemble the internal parts of trap

• Slowly pour the bucket of water waste back into the trap.

• Secure lid.

• If any repairs are needed schedule them immediately.

• When repairs have been completed - be certain to retain the repair tickets for 3 years. The advantages of frequent grease trap cleaning

• CLEAN WITH EASE. The more frequently the trap is cleaned the easier it will be

• NO CLOGS. Regular cleanings help keep sewer pipes clean and reduce backups due to clogged lines

• LONGER TRAP LIFE. Rotting foods create acids which east away at the internal components and tank, reducing the lifespan of the trap and leading to increased repair and replacement costs.

• FEWER SMELLS AND ODORS. The longer waste is trapped – the stronger the odors.

HOW TO CLEAN A SMALL GREASE TRAP - FAQ’s & INSTRUCTION

FAQ’s AM I ALLOWED TO CLEAN THE GREASE TRAP MYSELF? Is the grease trap capacity <50 gallons? NO – you must have the grease trap professionally cleaned YES – you can clean the grease trap yourself SHOULD I CALL A PLUMBER/GREASE HAULER? If you suspect that the trap has not been serviced recently then it is best to hire a professional. Here is why: 1. The contents of an improperly maintained trap become very corrosive and can cause bolts and lids to seize over time. A plumber will be better able to open the trap. 2. Cleaning a poorly maintained trap is an unpleasant task due to the odor from rotted food solids. When the trap is cleaned on a regular basis – the smell is not nearly so strong. And usually a well maintained trap smells about as bad as a dirty dishwasher. 3. The quantity of grease and solids to be removed is likely to be excessive, and difficult to dispose of properly. 4. You need to determine if the trap needs repair. This is best done by a plumber. Grease traps are simple devices and missing or broken parts will essentially render it useless. It is also very helpful to take a photo of the empty, re-assembled trap after the plumber has checked it over. That way you have reference photo to look at when reassembling the trap after cleaning. 5. It is easier to do the job correctly when you’ve seen someone else do it first. Keep in mind that even though it is your first time cleaning a trap (and disposing of the waste) – if you do it wrong – you are still responsible. DOES EVERYONE THAT CLEANS THE GREASE TRAP HAVE TO BE FOG CERTIFIED? No, however the person cleaning the trap must be an employee of the restaurant, not a temporary worker. Anyone hired from the outside to perform this work must be certified as a Grease Hauler through HRFOG.COM. IF I USUALLY CLEAN THE GREASE TRAP, CAN I HIRE A PROFESSIONAL GREASE HAULER ON OCCASION? Yes, that is entirely up to you. Complete records of the cleaning must be kept either way. I CLEANED THE GREASE TRAP BUT I FORGET TO RECORD THE INFORMATION. Not recording the grease trap cleaning is a violation.

INSTRUCTIONS This procedure is for commercial kitchens that are cleaning their own grease traps and using their own employees. This procedure is not to be used by professional trap cleaning companies. TOOLS NEEDED:

o Protective gear: gloves, eye protection

o Tools you need to open the trap lid (screwdriver, Allen wrench or adjustable wrench).

o Tape measure

o A plastic putty knife or plastic scraper to clean inside of trap

o Flashlight

o Unscented cat litter (your needs may vary but have at least 10 pounds on hand)

o 2, 5-gallon food pails or similar (larger traps will need additional pails)

o A clear tall disposable plastic cup on which you have made 1 inch marks to assist measurements

o A scoop to remove contents of trap

o It is very helpful to cover the work area with flattened cardboard boxes to protect floors from spills.

o Be aware that any tool or container used for waste must be clearly marked WASTE ONLY

PROCEDURE: 1. Open trap (be gentle with the gasket – they are very difficult to replace effectively) 2. Measure trap depth (using a stiff piece of cardboard as a dipstick – determine how deep the

total fluid level is i.e. from the bottom of the trap to the top of the grease). This only needs to be done once and recorded. Unless you replace the grease trap – this value should never change.

3. Measure grease layer (with the marked clear plastic cup) do not use it as a “cup measure” use it as a periscope. In other words - the cup stays empty.

4. Scoop out grease (put it in one of the 5 gallon pails with enough cat litter or other absorbent to completely absorb the grease).

5. Scoop out most of water into the second bucket and set it aside. (Do not worry if there are traces of oil and solids in the water.)

6. Measure solids (with the marked clear plastic cup). 7. Scoop out solids and place in the bucket with the already absorbed grease. (There is no need for

you to absorb the fluid from the solids, but the grease and oil must be absorbed completely.) 8. Scrape inside of trap clean if needed (best to use a plastic tool to avoid scoring the trap). 9. Reassemble trap baffles (Be sure they go back in the correct position – they are not

interchangeable.) 10. Dispose of the water directly into trap prior to closing lid or pour water down sink drain that

flows back into grease trap. 11. Close and secure lid. There is no need to over-tighten bolts. 12. Record cleaning information 13. Seal waste container and dispose of in dumpster.
