Why Chaddesley Corbett Endowed Primary School is adopti ng a School Travel Plan (STP) Chaddesley Corbett Endowed Primary School is adopting a new school travel plan as a result of our relocation to a new site. This change of site will help us realise our desire to improve the congestion and on-going difficulties recognised by parents, staff and most members of the local community related to the site in the village of Chaddesley Corbett. The adoption of this plan will link in well with other aspects of our recent work including promoting our support of a Healthy Schools ethos.

We have also successfully participated in the European “ECO school” scheme with ECO school gold (green flag award) in 2002 and re-accredited in 2005, 2007 and 2009 and 2012.

The school’s overarching vision statement is: ‘Excellence, Enjoyment and Enrichment for All.’ At Chaddesley Corbett Endowed Primary School our Vision is:

school Principal Aims of the School Travel Plan

• Where possible, to reduce car use on the school journey by parents, pupils and staff

• Reduce parking issues experienced at the previous site • Achieve a greater number of trips by sustainable modes of travel • Improve safety on the school journey • Increase the health and fitness of the school community • Reduce traffic congestion and pollution in the neighbourhood of the school • Increase awareness among pupils, staff and parents of the environmental,

safety, health and social consequences of their travel choices. About our school We are a one-form entry primary school providing learning for pupils aged from 4 to 11 years. We currently have 181 pupils on roll divided into 7 classes. The school will be located on the outskirts of the beautiful village of Chaddesley Corbett, approximately equidistant between Kidderminster and Bromsgrove. The school is situated on the A448. (See Appendix 1) for a map of the schools location. Children come from the ancient parish of Chaddesley Corbett, several hamlets, (Harvington, Bluntington, Cakebole) and through parental choice from distances of up to four or five miles in the environs. The map attached highlights existing pupil mobility. There are currently 27 pupils on the SEN register, 7 of whom have a statement of SEN. The large majority of these children come to school by car. The school started as a primary school in September 2007 following the Wyre Forest Review of education in north Worcestershire. As part of the review it was recognised that the old site within the village of Chaddesley Corbett was unsuitable for a Primary School. The school will occupy the new buildings on the new site from November 2012. Our staff team has grown as a result of the Wyre Forest Review and to meet the changing educational needs of “inclusive practice”. There are, in total, some 29 staff, all of whom live more than one mile from the school and all of whom travel to school by car. 4 members of staff regularly engage in car-sharing. Chaddesley Corbett Pre-School occupies part of the school site. It is independent of the school and caters for 20 children between the ages of 3 to 4. The adjacent pre-school nursery has three staff and the head of the nursery lives within walking distance. The new school site has parking for 32 staff and a drop off zone for 32 parents, with over-spill parking for 40 on the lower games court for the start and end of the day and for bigger events (See Appendix 2)

Staff occasionally have to travel from school during the day to attend meetings or training courses around the Local Authority. Where possible they are encouraged to car-share. Currently 18% of pupils live within 1 mile of the school, please see Appendix 3 for a postcode plot. In 2010 a wrap-around care facility was opened offering childcare via a private provider (Konker Kids) until 6.00pm. Places for up to 16 children are available with children being collected at various times between 3.00pm and 6.00pm. The school offers football, netball, tennis, cookery, choir, drama, Eco-Schools, dance, swimming and German clubs after school, attended by a range of children throughout the school. These finish between 4.00pm and 5.0pm. Overview of the travel facilities on the school sit e The school is set on the outskirts of the village of Chaddesley Corbett. The new school site will have vehicular and pedestrian access from the A448 with clearly delineated routes for both. This is an improvement from the old site where pedestrians and vehicles shared the same entrance/egress. There will also be a pedestrian route from the village and entering the school site by a gate on the northern boundary. There will be a bicycle shelter near the front entrance giving provision for cyclists, though with children aged up to 11 years we would not anticipate them coming to school by bike, especially taking into account the heavy traffic on the A448. Children do take part in the Bikeability training during Year 5. There is no particular provision for coaches – but when we have school visits, coaches will turn at the head of the drop off zone and use this zone for loading and unloading as well as overflow parking to the side of the main drive. No school buses or coaches serve the school though two children are delivered by taxi. There are public buses that serve the village. Bus X3 travels between Kidderminster, Chaddesley and Bromsgrove. Deliveries to the school will be able to pull up near the front entrance. Refuse collection will also be able to pull up near the on-site bin storage. Current Initiatives The school has a good track record of working with the L.A. on road safety education (all classes), cyclist training (Year 5), pedestrian training (Year 1), and have publicised walk to school weeks to parents. A school Crossing Patrol lady has been trained and employed by the L.A. since September 2007. This has had an extremely positive impact on the community as a whole. However, with the relocation of the site, this service may no longer be required.

Travel Habits A Hands-Up travel survey was conducted with pupils during registration in January 2012. • The 153 pupils took part in the out of the 181 on role (85%). Several children were away on the day of the survey. Children in Reception class did not participate in the preference survey

• 78% of pupils travel to school by car either alone or with siblings, although only 32% of pupils asked would prefer to travel this way.

• 10% of pupils walk to and from school. • 50% of pupils asked would prefer to walk or cycle to school. • With 18% of pupils living within 1 mile of school there is potential to

encourage another 10% of pupils to walk to school, providing that these pupils do not have to cross the main A448 road and use the footpath to the rear of the school.

• Although 25.41% of pupils live within 2 miles of school, it is too dangerous for pupils to cycle to and from school.

Summary of school’s transport and road safety issue s

• A parent travel survey was conducted in January 2012 to determine how parents and pupils travel to school and what discourages parents who drive to school from travelling by sustainable modes. Please find the full report in Appendix 4.

• 48 families responded to the survey out of a possible 145, a return of 33%.

10% of parents indicated that they walk to and from school. No pupils cycle to school. 33% of pupils would prefer to walk to school, this is more than the amount of pupils that live within 2 miles of school (24%). 21% of pupils would prefer to cycle to school and 23% would like a school bus. It is encouraging that a lot less pupils would prefer to travel by car than already do.

• “It is fun” and “It keeps you healthy”, were reasons given for preferring to

walk, cycle or take the bus to school. The survey highlighted potential for car sharing as 65% would be willing to take children from other families with them to school. 58% of parents drop pupils at school on the way to work, but 56% return home as indicated on the graph below. Some parents indicated more than one destination after leaving school and therefore the numbers do not add up to 100%. Destination after dropping off at school

on the A448, the Swan Pub car park in the village, the doctors surgery or the end of the road. 65% of parents would be willing to park and walk if a suitable parking place could be identified. 27% of parents would be willing to help run

the walking bus and 63% would be willing for their child to join the walking bus.

• The majority of issues concerning parents were related to the lack of a school

bus especially from the Spennels area of Kidderminster. Other comments were the distance parents needed to travel, the traffic and general congestion, speed of traffic, and narrow pavements.

The working group meeting took place on 25th January 2012. The minutes can be found in Appendix 5. Consideration was given to walking, cycling, car sharing, bus use and safety.

• The school, parents, Road Safety Officer, considers cycling too dangerous in

the area around school due to the main A448 Bromsgrove road. Cycle training is offered to the school through the Bikeability initiative; however this training is to allow pupils to be confident with cycling in their own time and is not intended to supply pupils with the skills to cycle to and from school. The school will not be promoting cycling to and from school.

• 18% of pupils live within 1 mile of school and therefore should be able to walk

to school. The school will need to encourage some parents to volunteer for the walking bus if this initiative is to be reinstated. There is potential to encourage another 15% of pupils to walk to school. Possible locations for a park and stride were considered, but the school does not want to cause possible congestion within the village by encouraging families to park and stride from there. The location of the old site has meant that for many years, relationships with village residents have been strained. The move to the new site should alleviate this.

• Public bus information will be made available for parents who are unsure of

bus routes to Chaddesley School. Parents will lead on a scheme to encourage more parents to car share to school. Key Stage 1 and 2 pupils leave at different times, which will have to be taken into consideration.

Objectives Chaddesley Corbett Endowed Primary School will achieve the aims of the School Travel Plan through the following objectives:

• Increase the number of children walking to and from school • Promote car-sharing amongst families who live close to each other • Develop school management systems to support the aims of the Travel Plan

Main Targets These targets were set using the January 2012 hands up survey data. Targets will be worked towards over a 3-year period, progress will be surveyed and monitored annually via the hands up survey data collected by schools in January of each year. Targets, i.e. desired changes we want to see betwee n November 2012 and Jan 2015. (These are not numerical as we do not currently occupy the site)

2. Establish the purpose

of a School Travel Plan

2.1 A summary of the purpose of a School Travel Plan was presented - to promote healthy lifestyle choices and the use of sustainable forms of transport 2.2 The School Travel Plan needs to be submitted as part of the planning permission for the new site 2.3 The School Travel Plan no longer has to be signed off by County, but has to be approved by the Governing Body of the School. It was agreed that signatories to the Travel Plan would be: James Hawthorn – Headteacher Colin Emeny – Chair of Governors Councillor Thomas – Parish Council PC Wallace – West Mercia Police can act as an advisor but is unable to be a signatory.

3. New Site and Plans 3.1 The plans for the on-site parking arrangements and entrance/exit from the school site were shared. AW and KE were impressed with layout of the on-site plan in terms of provision for on-

site parking and the drop-off zone. AW did however, raise various concerns as regards the junction with the A448, the current positioning of the 30 mph speed limit signs on the A448 and the footpath from the new school into the village. (See 10.2 below)

4. Principal Aims of

School Travel Plan

4.1 JH presented a draft of the proposed Travel Plan and the aims of this were accepted as appropriate and reasonable

5. Hands-up Survey and

Parental Survey data

5.1 Data from the pupil’s hands-up survey and the parental survey has been used to populate aspects of the Travel Plan to inform decisions. YS took copies of this data to share with the Parish Council and Councillor Dave Thomas

6. Cycling

6.1 Due to the location of the school off the busy A448, it was agreed that although there will be a bicycle shelter on site, the school would not promote cycling as a form of transport to and from school. 6.2 Year 5 children are engaged in Bikeability Training, but this is to help build confidence and skill so that they can ride bicycles responsibly and safely in their leisure time.

7. Bus Use

7.1 67% of parents felt that the provision of a school bus would be a concern due to the age of the children. Concern about who would be responsible for monitoring safety and behaviour on the bus was a concern for some parents as well as the expense. YS said that there is a distance (approx. 2 or 3 miles) from school over which the Local Authority had to provide free transport. YS raised the possibility of a mini-bus, but questions were asked about who pays for maintenance and who provides drivers. AW and KE raised concerns as regards where the nearest public bus stop / shelter is in relation to the school.

8. Car Sharing

8.1 65% of parents who responded expressed an interest in car sharing and taking

children from other families. It was suggested that this may be an area for the Parent Forum to discuss and action an awareness campaign to try and facilitate possible car-sharing partnerships.

9. Walking Bus / Park

and Walk

9.1 Although 65% of parents indicated they would be interested in Park and Walk options, there are no safe / surfaced pedestrian routes to school. The route from the Fox Inn, is only part paved and at the point near the sub-station pedestrians would need to walk on the road to get past. It was believed that the Parish Council had rejected this as a possible development due to the nature of the A448 and young children walking along this section of the road. It was also felt that promoting walking by parking in the village, would be counter-productive in relieving congestion in the village. This has been a concern whilst the school has occupied the current site. 9.2

The option of a Walking Bus was explored, but AW and KE expressed concern about the lack of hard-surfacing and lighting to the rear of the school. FR asked whether parents would be able to take prams along this route. The meeting felt that this was unlikely under the current arrangements. YS stated that she would take this concern for further discussion by the Parish Council . If a Walking Bus was to be established it requires a regular and reliable commitment on a volunteer basis with appropriate training and CRB checks. This is not the responsibility of the school to organise and maintain. Until such time as a surfaced footpath to the rear of the school is established it was felt that this was not a reasonable target for the Travel Plan.

10. Safety

of the site onto the A448. They felt that with the amount of traffic along this road, a bottle-neck is likely to occur on site and possibly on the A448 with traffic turning into the school. This could result in a collision. AW suggested JH ask County Highways to invite Mike Digger (West Mercia Police Traffic Management Officer for Worcestershire) and Ian Connelly (West Mercia Traffic Management Officer for Wyre Forest) to comment on the new school junction with the A448 and location of public bus stops in the area. 10.3 The speed limit along the A448 stretch of road was raised. Currently there are plans to change the speed limits, bring the 30mph zone back toward the village, making the rest of the road 50mph. (As per 10.2 above)
