I. Welcome and Introductions

Laura Long welcomed members and the call began at 10:07 a.m. Laura Long noted that the committee has a new vice chair, Janice Buehler. Attendance of members participating by phone was taken, followed by individual introductions. Laura then welcomed the newest members of the committee, Susan Gray of Palomar Health, Wanda Cole-Frieman of Dignity Health, and Elmerissa Sheets of Sharp HealthCare.

III. Landscape Update

Laura Long prompted committee members to share any emerging issues or topics: Mary Contreras reported on her attendance at the recent Town Hall meeting of the Task Force on Workforce, Job Creation and a Strong Economy, held in Fresno on February 10th. Mary indicated that she was the only health care representative at the meeting, which had strong attendance from the manufacturing industry. Mary’s observation from the Town Hall meeting was that there were many commonalities between workforce issues in other non-healthcare industries. Mary reported that the need for standardized curriculum was a topic that was discussed at the Town Hall meeting and that this need was expressed by other industries as well as healthcare. In addition, attendees emphasized that education must engage employers in order to better understand their needs, create regional strategies rather than working individually, and to give K-12 students the opportunity to explore career options. BJ Bartleson updated the group on nursing workforce information and distributed a handout containing links to recently circulated articles and survey reports specific to California. She reviewed the forecast indicating that California’s supply and demand for RN’s would remain balanced if current enrollment remains stable. She introduced analysis showing vacancy rates, nursing graduate rates and discussed the aging of the nursing workforce. Additionally, she discussed California RN employment trends and reviewed the challenges facing recent RN graduates in California. Janice Buehler made note that as the demand for services shifts to the out-patient setting, nurses will be working Monday through Friday instead of three 12-hour shifts and there is some resistance to this among the nursing workforce. It was also noted by various members that traveler nurses are in short supply and that hospitals are paying exorbitant rates to secure traveler nurses. The need for nurse residency programs to address the uptake of new nursing graduates was recognized as well. Hospitals do not always have a clear understanding of the business case for creating nurse residency programs. There is some data that suggests that training one new grad is equivalent to eight week’s cost of one traveler nurse. By hiring and training new grads, hospitals can grow their incumbent workforce and rely less upon the traveler nurses.

BJ Bartleson will follow up with Cathy Martin on the business case for nurse residencies and bring information back to the May meeting.

Moses Aguirre asked the meeting participants for information and best practices on succession planning. He indicated that smaller systems such as Cottage Health are vulnerable when executive staff retire and requested feedback from others on planning for this purpose. Wanda Cole-Frieman indicated that Dignity had implemented a new program and would send Moses the contacts so that he could further explore that opportunity. Anette Smith-Dohring discussed Sutter’s use of a program called “Success Factor” and suggested that it may be a useful resource for Moses to look into. She also discussed Sutter’s Leadership Academy which is used to groom future executives within the system.

Anette Smith-Dohring updated the group on her recent nomination and approval to attend the invitation-only International Health Workforce Conference in London. The conference brings together policy makers, academics, researchers and practitioners from the United States, Canada, Australia and United Kingdom and covers topics specific to medical workforce issues. Ms. Dohring will attend the conference in May 2015. Anette also mentioned that the implementation of EHR is impacting ancillary service and student on-boarding. Cathy Martin gave an update on the GME funding recommendations that CHA submitted to Jennifer Kent, Director of the California Department of Health Care Services (DCHS) on the Proposed 1115 Waiver Renewal and Workforce recommendations. CHA recommended $100 million of waiver funding to be used for graduate and undergraduate medical education support in California. A copy of the letter was provided to the group.

IV. 21st Century Skills for Health Professionals Cathy Martin discussed the California Health Workforce Initiative’s recent response to a request for applications for funding from the Chancellor’s Office in support of integrating soft skills into career education. She informed the group that Linda Zorn, state HWI director, submitted the application in support of creating curriculum for the health professions. The grant application status is pending.

V. Rosetta Stone Presentation

Using a combination of on-screen demonstrations and a webinar, Owen Brewer, Director of Healthcare Initiatives, Suzette Patterson, Account Executive and LeeAnn Stone, Custom Solutions Manager from Rosetta Stone demonstrated a newly developed product which will teach native and heritage Spanish speakers to become proficient in medical terminology. Laura Long described the how the product will benefit Kaiser by creating efficiencies in their internal language training programs which have less formally organized within the organization. The product will be launched for Kaiser on April 1 and will be available mid-April for other interested organizations.

VI. Community of Practice Working Lunch

Laura Long referenced a discussion which took place during the December Workforce Committee call where the group agreed that workforce planning and development is typically defined differently between organizations. She reminded the committee that the group agreed that there would be a benefit to aligning this messaging to state-wide healthcare executives, administrators and policy makers to support workforce planning. Laura then referenced a recently distributed questionnaire that was sent electronically to the group. Cathy Martin reviewed the response rate for the questionnaire (10 responses) and provided attendees with copies of a survey summary report. Cathy described how the analysis of the data will be used by the committee to develop consistent language and messaging going forward. Action items for this discussion include: Identification of “futurist” that can present to the group regarding workforce

planning and development and perhaps how other industries have developed a science around it,

Janice Buehler will be sharing information about a meeting of several systems that convene to discuss workforce planning. The next meeting is February 24,

Laura Long will share two webinars that KP developed in conjunction with Bersin by Deloitte regarding continuous learning and the business case for workforce planning and development,

Cathy Martin noted that the needs expressed fall into two categories; 1) the “why” of workforce planning and development, and 2) the “how” of workforce planning and development. Cathy will use this framing to structure future discussions with in the evolving community of practice.

Anette Smith-Dohring suggested that CHA consider leading an effort to provide education and tools to members specific to health workforce planning and development. CHA and the regional associations will consider this concept and think about how this might be accomplished by the four associations.

VII. Board of Governor’s (BOG) Taskforce on Workforce, Job Creation and a Strong

Economy Cathy Martin provided the group with background information on the taskforce and explained that it has been charged with making recommendations for transforming CTE. She reviewed the responses to the questionnaire regarding preliminary recommendation and asked the group to bring forth any other ideas they may have. Cathy reminded the group of the importance of having healthcare representatives at the Town Hall meetings and asked committee members to review the Town Hall meeting schedule and attend if possible.

VIII. Integrated Data Collection Tool Update/HSI Study Teri Hollingsworth from the Hospital Association of Southern California updated the committee on the 4th quarter integrated survey tool and provided the group with progress to date. Teri informed the group that the supplemental survey asked specific workforce questions for the purpose of identifying issues and challenges. Cathy asked Teri if the data would be able to be shared with UCSF and Teri indicated that it would be. Teri indicated that over 220 hospitals had submitted data and that the final report would be published on March 6. Teri announced that she would be able to provide highlights of the results at the April 9th Workforce Committee meeting. Cathy Martin also introduced the HSI Health Workforce Project to the group and provided them with a handout detailing the background and project objectives, which includes expansion of analysis and identification of the potential impact of the next wave of the ACA on the California workforce. Cathy asked if anyone in the meeting would like to be a part of the study. Members indicated that they would need more information before committing.

IX. Future Collaboration with the CHA Human Resource Committee Gail Blanchard-Saiger gave a background on the Human Resource (HR) Committee and provided attendees with a current HR Committee roster. Gail described the purpose of the HR Committee and informed the group that there is overlap in members, topics and issues between the Workforce Committee and the HR Committee. Gail proposed that the HR Committee and the Workforce Committee meet once annually as a combined group for part of each of their meetings so that the members of the respective committees are aware of the work being conducted by the other. Gail proposed September 2015 as a possible time for this combined meeting to take place. Gail and Cathy Martin will review and coordinate the meeting schedules to determine if a combined September meeting will be possible Gail Blanchard-Saiger will send the HR Committee charter to the Workforce

X. Legislative Update Cathy Martin provided the committee with a summary report of the Workforce bills of interest for 2015:

II. BACKGROUND

The Health Workforce Initiative (HWI) of the California Community Colleges Chancellor’s Office was recently awarded an innovation grant designed to engage the health care industry in the identification of soft skills and subsequent curriculum development and training, develop curriculum modules to embed soft skills into nursing and allied health program co-requisite courses and/or foundational and clinical components, and to provide incumbent worker training for nursing and allied health professionals in identified soft skill areas through the implementation of digital badges for completers. Linda Zorn, Statewide Director of the HWI, will be leading a discussion about the grant and how hospitals can contribute to the outcomes of the project.

Soft Skills Grant Overview- Health Workforce Initiative Proposed project: Statewide Allied Health and Nursing Soft Skills

Curriculum Development and Training, coordinated by the Health Workforce Initiative Sector Navigator and Deputy Sector Navigators.

The following are the project objectives:

1) Engage the health care industry in the identification of soft skills and subsequent curriculum development and training.

2) Develop curriculum modules to embed soft skills into nursing and allied health program co-requisite courses and/or foundational and clinical components.

3) Provide incumbent worker training for nursing and allied health professionals in identified soft skill areas through the implementation of digital badges for completers.

4) Pilot instruction of the courses developed that are embedded with the soft skills modules with cohorts of current students in nursing and allied health programs.

5) Participate with the Foundation for Community Colleges in the development of soft skills badges, specific to health care industry needs and/or across several sectors.

Definition of Soft Skills The cluster of personality traits and behaviors, social graces,

communication, language, personal habits, friendliness and optimism that characterize relationships with other people; they are related to feelings, emotions, and insights to enhance individuals relationships, job performance, and career prospects. Personal attributes that enable someone to interact effectively and harmoniously with other people. The following is the initial list of soft skills identified at the January 2015 HWI Advisory meeting:

Communication skills: written communication skills, verbally articulate, good/active listener, posture/body language, empathy, motivational interviewing/ability to drill down in interview, concept mapping, read the situation, gather appropriate information and respond appropriately, team player, collaborate, interdisciplinary-working together, understanding roles, networking, posture/body language,

2. Lifelong Learning Professionalism, technology literacy, leadership/management, networking, lifelong learning desire,

3. Strong work ethic and professionalism (attitudes-behaviors): Attendance-punctuality, appearance/professional, follow dress code, hygiene, professional presentation, body art, piercings, compassion, demonstrate self-care, stress management, self-reflection, introspection, work habits and etiquette, team player, chain of command, collaborative, interdisciplinary-working together

5. Facility Policy: HIPPA, cell phone, social media, universal precautions, fire safety, drug testing, background check (DOJ/FBI/Homeland Security/OIG), safety, work ethics, over-view of governing regulations,

6. Age and Cultural Specific: embedded cultural professionalism vs survival skills to get through program, age/cultural competency/humility,

7. Education and Industry Gap: gap between education and facility, accountability with facility/HR,

The faculty advisor for the project, Susan Craig, is completing a web search for available soft skills curriculum. Next Skills, developed by Los Rios is currently being reviewed. In addition the ICEP Core Competencies for Interprofessional Collaborative Practice will be included. Industry will be engaged to review curriculum outlines and modules.

II. SUMMARY AND BACKGROUND A list of priority workforce and education bills being tracked by CHA can be found on the following pages. CHA has taken at support position on two bills; 1) AB 599, which would bring Cytotechnologist scope of practice up to date with current laboratory innovations, and 2) SB 148, which would allocate $600 million for career technical education in light of the fact that the categorical funding for Regional Occupation Programs and Centers is set to expire this year. SB 148 is currently parked in Senate Appropriations and may end up being part of the budget discussions after the Governor’s revised May budget is released. CHA is closely following several other workforce bills to determine if a position is warranted. Cathy Martin will provide a full update during the call.

University of California: medical education- (SJ Valley PRIME Program/UC Merced): This bill would express findings and declarations of the Legislature relating to the role of the University of California with respect to access to health care in the San Joaquin Valley. The bill would appropriate $1,855,000 from the General Fund to the regents each fiscal year, commencing with the 2015–17 fiscal year, for allocation to the University of California to support expansion of the San Joaquin Valley Program in Medical Education, as specified. The bill would appropriate $1,000,000 from the General Fund to the Regents of the University of California during the 2015–17 fiscal year for allocation to the University of California to support a 2-year planning effort geared toward the establishment of a separate traditional medical school at the University of California, Merced, as specified. Cytotechnologists Scope of Practice: Existing law provides for the licensure, registration, and regulation of clinical laboratories and various clinical laboratory personnel, including cytotechnologists, by the State Department of Public Health, subject to certain exceptions. Under existing law, only a licensed cytotechnologist may perform examinations of cytological slides. This bill would additionally authorize a licensed cytotechnologist to perform all tests and procedures pertaining to cytology, including, but not limited to, microscopic and non-microscopic methodologies and tests and procedures that utilize molecular or genetic methodologies, such as the HPV virus. Licensure of Magnetic Resonance Imaging Technologists: This bill would require the licensure of Magnetic Resonance Imaging (MRI) technologists and would make it a misdemeanor to operate a magnetic resonance imaging machine in this state without a license, except as provided. The bill would authorize a person licensed pursuant to these provisions to use the title Licensed MRI Technologist (LMRIT) and would make it a misdemeanor to use that title without a license. Graduate Medical Education Trust Fund: The bill would create the Graduate Medical Education Trust Fund in the State Treasury, to consist of funds from public-private partnerships created to fund grants to graduate medical residency training programs and any interest that accrues on those moneys, and would require that moneys in the fund be used, upon appropriation by the Legislature, for those purposes, as specified. The bill would require the Office of Statewide Health Planning and Development, in consultation with the California Healthcare Workforce Policy Commission, to develop criteria, upon receipt of private donations of sufficient moneys to develop the criteria, for distribution of available funds. Career Technical Education Pathways Program: Existing law, until June 30, 2015, establishes the Career Technical Education Pathways Program, which requires the Chancellor of the California Community Colleges and the Superintendent of Public Instruction to assist economic and workforce regional development centers and consortia, community colleges, middle schools, high schools, and regional occupational centers and programs to improve linkages and career technical education pathways between high schools and community colleges, as specified. Career technical education: Career and Job Skills Education Act: The bill would establish the Career and Job Skills Education Fund in the State Treasury, and would also require the Superintendent to, among other things, administer the fund and distribute awards through an annual application process to the governing boards of school districts that meet certain requirements. The bill would further require the Superintendent and the State Board of Education to incorporate appropriate metrics into state-adopted accountability measures to determine career readiness of California’s high school pupils. The bill would appropriate $600,000,000 from the General Fund to the Superintendent, for deposit in the Career and Job Skills Education Fund, for purposes of the Career and Job Skills Education Act, and would express the intent of the Legislature that additional funds be appropriated from the General Fund, as necessary, for those purposes in the 2017–18 and 2018–19 fiscal years.
