    The Child Guidance Center Rapid Response Team (RRT) has beenserving the Duval County Public School System and the children in fostercare since April 2005 in an attempt to respond to many situations that would normally require a call to the Jacksonville Sheriffs Office (JSO), or to ahigh school or middle schools School Resource Officer (SRO). The purpose of the team is to provide emergency counseling and assessment ofcrisis situations to prevent excessive amounts of children that are hospitalized under the Baker Act. The Rapid Response Team sends a licensedtherapist to a school within 30 minutes during school hours and after hours in foster to respond to but not limited to children with suicidal ideations,children professing homicidal ideations, children who demonstrate self harm behaviors such as cutting or taking pills, and disruptive and disorderlychildren that may manifest behavioral health issues.

    The focus of the teamhas always been torespond to calls thatstress self harm andsuicide prevention.However, the RapidResponse Team has

    also addressed thegrowing issue ofchildren with homicidalideations and threatstowards others. Weserve the schoolsystem where many ofthe early signs andinitial warnings ofthese potentiallydangerous behavioralhealth issues are

    noticed and we areable to actimmediately to providethe initial treatment forthese issues. Eachresponder isexperienced with abackground to handlecrisis behavioral healthsituations and havetraining to further theirexpertise. The callsreferred to the RRTare for students andfoster care children who may be in danger of being hospitalized or meet requirement for a Baker Act.

    The number of referrals to the Rapid Response Team has grown since the inception of the program. In the fiscal year of 2006-2007, the RapidResponse Team received 303 calls from the school board and foster care and had face to face responses to 281 children. In 2011-2012, the RRThad 550 calls from the school board and foster care combined. Each Baker Act to a student can cost as much as $3,450 a hospital stay. RRTresponded to 520 face to face visits and was able to divert 82% of these face to face contacts from receiving a Baker Act, saving approximately$1.6 million dollars in hospitalization expenses. In 2012, the Rapid Response Team has already had more than a 35% increase of face to faceresponses over this time last year.

    providing PROGRAMSOutpatient Services At the core of ChildGuidance Centers programs is outpatientcounseling. Outpatient counseling consists ofindividual and family therapy, group therapy,and parental support. This service is availableto all children, adolescents, and families whomeet clinical criteria. Child Guidance Centeroperates four Outpatient offices locatedconveniently throughout Jacksonville.

    Case Management Services Targeted CaseManagers work with the child and family to linkthem with needed community services, whilemonitoring and evaluating the services they arereceiving. Case Managers act as advocates forthe child and family.

    Community Family Services Communitytherapists provide in-home and on-sitetherapeutic services to children, adolescentsand their families, including children in fostercare, who are having serious emotionalproblems.

    Day Care Consultation (Jacksonville

    Journey) Provides on-site evaluation ofchildren in subsidized daycare programs incollaboration with the Early Learning Coalitionand Jacksonville Childrens Commission.

    Family Services Planning Team (FSPT) Thisteam, chaired by Child Guidance Center staff,consists of a group of representatives fromvarious agencies who collaboratively areresponsible for coordinating community-basedsupport services for children who are at risk oflosing their current home placement due tobehaviors attributed to emotional disturbance.

    Fetal Alcohol Spectrum Disorder (FASD)Program The FASD Program is funded by agrant from Substance Abuse Mental HealthServices Administration (SAMHSA). TheProgram provides diagnosis, evaluation, andsome intervention services, when necessary, tochildren who receive other services from ChildGuidance Center. The children are evaluatedby a Licensed Clinical Social Worker, aPsychologist, an Occupational Therapist, aSpeech Pathologist, as needed, and a

    Geneticist.Full Service School Counseling Counselingis provided at seven high schools and theirfeeder schools located across Duval County.Individual, family and group sessions areprovided. This program empowers familymembers to become actively involved in theirchilds education and healthy emotionaldevelopment.

    High Risk Newborn Program The Programserves families with children under 2 who are atrisk of abuse or neglect. The services providedinclude dyadic therapy with the primarycaretaker and the child, family therapy,individual therapy, play therapy and casemanagement. The specific services aredetermined by the familys needs. Services aredelivered in the home setting.

    Psychiatric Services Psychiatric services canbe accessed through all programs at ChildGuidance Center. Clients are provided thefollowing services: Psychiatric Evaluation,Team Treatment Planning, and MedicationManagement.

    Rapid Response Program The Teamsobjective is to reduce the number of childrenhospitalized through the Baker Act and toensure follow-up services are provided to thechild after the crisis intervention episode.Referrals are accepted from Duval CountyPublic Schools and from Foster Care Hot Lines.

    School-Based Counseling Programs In-school counseling and educational services areprovided to students assigned to the Excel/EBDProgram in seven Duval County PublicSchools.

    School Support ServicesTherapists are inclassrooms, 1-2 hours each week, to assist/participate in several areas: assessment ofclassroom and individual needs, teachercollaboration, large and small group behavioralhealth activities. The intent is to focus oncommon issues of concern effecting academicachievement, i.e. peer interaction/social skills,as well as to work with identified childrenrequiring individual attention.

    Supervised Visitation/Parent EducationParent Education offers the Nurturing ParentingProgram for parents who have a case plan thatrequires parent education. SupervisedVisitation is provided for families whosechildren are in out-of-home placements, suchas foster care, and in need of supervisionduring visitation to assure child safety.
