Physical Characteristics and Technical Requirements note

The Rinzler Archives is continually engaged in digitization of archival materials to facilitate preservationand ready access by users. However, given the diversity of legacy formats of the originals, some oldermaterials may not be available. Notably, certain older audio recordings cannot be played because ofdeterioration of the tape stock, and the Archives has no playback equipment for EIAJ-1 videoreels (1/2inch) or multi-track audio recordings. Where listening or viewing copies are available, this is generallyindicated for each item. Users are encouraged to contact Archives staff to verify that the materials ofinterest to them are already accessible, or to determine if they can be digitized as needed.

Introduction

At its inception in 1967, the Folklife Festival was conceived as an act of cultural democracy, a vehiclefor cultural conversation, and a means of cultural conservation. Held on the National Mall around theFourth of July, it provided an important forum where Americans and others could explain, express,demonstrate, and perform their cultural traditions. "Back home," the Festival would encouragetraditions within practitioners' communities; stimulate cultural research and documentation efforts;boost sales of crafts, music, and food; lead to public recognition by government leaders and themedia; increase tourism and economic development; and inspire educational programs in schools.The 2007 Festival continued in that mold, with three programs and the Ralph Rinzler MemorialConcert, dedicated to long-time collaborator Bess Lomax Hawes.

The Roots of Virginia Culture program helped mark the 400th anniversary of the founding of Jamestown.For the nation that subsequently emerged, Jamestown set in motion relationships among NativeAmericans, English, and Africans. They interacted through war, slavery, and strife, as well as througha growing economy and an unfolding democracy to define, in large measure, American culture andtraditions. Musicians, artisans, cooks, boat builders, farmers, archaeologists, and genealogists fromVirginia (including its Native communities), England (mainly Kent County), Senegal and Mali came to the2007 Festival to demonstrate root traditions, cultural parallels, and the ways their expressions and thoseof later immigrants formed a dynamic American heritage. The work of many scholars and colleagueson three continents enabled the Festival to tell that story, including Jamestown 2007, the Kent CountyCouncil, and the Smithsonian's National Museum of African American History and Culture, who supportedand guided the program.

Among early immigrants to Virginia were Scots and Irish from Ireland - people who contributed mightilyto the new nation. The second program, Northern Ireland at the Smithsonian, focused on the culturallife of those "back home." The 2007 Festival program came at a very important time in the history of theisland region. In the months preceding the Festival, leaders of the two major parties, Unionist (Protestant)and Republican (Catholic) had just agreed to form a self-government to help surmount "The Troubles"that had long plagued the region. Music, crafts, occupational traditions, and culinary arts were flourishing.Cultural expressions, often means of resistance and conflict, increasingly came to foster understanding,reconciliation, and the economy. This was particularly evident in a massive arts effort, "RediscoverNorthern Ireland," which sought to acquaint Americans with the region. Numerous scholars, culturalorganizations (led by the Department of Culture, Arts and Leisure and the Northern Ireland Arts Council),and civic-minded corporate sponsors came together to design and fund the program, as well as its

Washington presence at the Festival. Such public-private partnerships, increased American tourism, andeconomic investment should help to promote reconciliation and stability.

Similar sensibilities inspired Mekong River: Connecting Cultures, which brought together musicians,artisans, cooks, and other cultural exemplars from Cambodia, China, Laos, Thailand, and Vietnam. Theprogram followed the 3,000-mile river from its highland origins on the Tibetan Plateau through YunnanProvince of China to the delta of southern Vietnam. Many Americans are familiar with the region becauseof war. But beyond the conflicts are rich, interrelated cultures. Although national identities are importantand persistent, ethnic communities are distributed across national boundaries. Occupational and artisanaltraditions, such as fishing, farming, and weaving, transcend citizenship. Religious beliefs have inspired awide variety of performance and celebratory expressions. This is a politically, economically, and culturallydynamic area whose future is increasingly tied to global concerns. Millions of Americans from the regionmake their home in the United States - in the nation's capital, in Virginia, in Maryland, and in many otherstates. Americans and other visitors to the Festival were able to learn more about this important regionthanks to the governments of Cambodia, Laos, Thailand, Vietnam, and Yunnan Province, China; theRockefeller, Ford, Luce, and McKnight foundations; and institutional colleagues such as Thailand'sSirindhorn Anthropology Centre, Vietnam's Museum of Ethnology, Cambodia's Amrita Performing Arts,China Yunnan International Culture Exchange Center, and Connecticut College.

The 2007 Festival took place for two five-day weeks (June 27-July 1 and July 4-8) between Madison Driveand Jefferson Drive and between 7th Street and 14th Street, south of the National Museum of AmericanHistory and the National Museum of Natural History (see site plan ). It featured three programs and theRinzler Concert.

The 2007 Program Book included schedules and participant lists for each program; keynote essays andshort features provided background on the Festival and on each of the programs.

The Festival was co-presented by the Smithsonian Institution and National Park Service and organized bythe Center for Folklife and Cultural Heritage.

Series 2: Mekong River: Connecting Cultures

Introduction

More than 60 million people live in the Mekong basin - speakers of at least a hundred languages.Some of the region's ethno-linguistic groups, such as the Khmer, Thai, and Vietnamese, number inthe tens of millions, while others have populations of only a hundred or so people. Their livelihoodsare as diverse as their ethnicities: the Mekong region includes tiny mountain villages of a dozenhouseholds, where people eke out a living from hillside rice fields, and densely populated plains anddeltas, where the river's waters flow into rice paddies that are harvested three times annually. Butthe region also includes bustling modern cities of a million or more people and industries rangingfrom rubber plants and textile factories to high-tech production facilities. Unparalleled in the diversityof its fisheries, the Mekong region is not only the rice bowl of Asia, but also its fish basket.

How to introduce this huge, diverse, and complex region to visitors at the Smithsonian Folklife Festival?How to select some two hundred people to represent tens of millions? How best to give Festival visitorsa sense of the challenging cultural choices that confront the Mekong region and its inhabitants atthe beginning of the twenty-first century? And how to mobilize the support of governments, funders,researchers, and communities to make the whole effort possible? These were the questions facingSmithsonian experts and their Mekong counterparts as planning for the Festival began in 2004.

A unique and complex process of collaborative planning brought together a network of regional expertswho shaped the program over several years in a series of consultative meetings, training workshops, andreview sessions, made possible in large part by the Rockefeller Foundation. Their first task was to identifyseveral themes that would guide the research, planning, and participant selection and would later helpFestival visitors gain a coherent sense of this vast and complicated region.

The first theme was that of the Mekong River itself - of water as the sustainer of life. The second themeexamined rivers and water as the focus of shared symbolic meanings and artistic expressions for thepeoples of the Mekong region. The third theme considered the Mekong and its tributaries not onlyas channels of communication and commerce, but also, in places, as daunting barriers that inhibitedcontacts between neighbors. Finally, the fourth theme took up the tremendous diversity - geographic,environmental, ethnic, and cultural - that characterizes the Mekong region. Throughout, the organizersand several dozen Mekong-region researchers, who carried out the fieldwork leading to the Festival,were guided by the fundamental understanding that certain core cultural values were shared among thepeoples of the Mekong region, despite the great diversity of their languages, religions, and histories.

Visitors to The Mekong River: Connecting Cultures program could not hear the sounds of cocks crowing towelcome the rising sun or of kites singing to chase away the clouds. They did not smell the pungent fumesof burning gunpowder as rockets in the shape of nagas lofted skyward to ensure sufficient rain or theheady odors of fish fermenting in pots to make Cambodian prahok, Lao pha daek, or Vietnamese mam ca.They could not view the pockets of fog settling into Yunnan mountain passes in the morning sun, the floodwaters stretching from one horizon to the other at the end of the rainy season, or the verdant green of ricepaddies as far as the eye can see. But Festival organizers were confident that the two hundred musicians,singers, cooks, craftspeople, ritual specialists, and dancers who came to the banks of the Potomac fromthe banks of the Mekong were, nevertheless, able to give visitors a sense of the region and its remarkablepeople.

The Cambodia Curatorial Team included H.E. Samraing Kamsan, Sam-Ang Sam, and SuonBun Rith; Suon Bun Rith also served as Program Coordinator. The China-Yunnan Steering Committeeincluded Yan Youqiong, Zheng Ming, Fan Jianhua, Yang Fuquan, Xie Mohua, Zhou Yunxiang, and DaiShiping. Jin Qiang was Lead Coordinator; Leng Yunping and Ma Yinghui were Coordinators; and Jiang

Weili, Wang Jun, and Yang Hongwen were Assistant Coordinators. The Laos Curatorial and CoordinatingTeam included Chanthaphilith Chiemsisouraj, Kanha Sikounnavong, Khammanh Siphanxay, OuttalaVanyouveth, and Souriyanh Sisaengrat. The program was produced in partnership with the Ministry of Culture and Information of the SocialistRepublic of Vietnam, the Ministry of Culture of the Kingdom of Thailand, the People's Government ofYunnan Province of the People's Republic of China, the Ministry of Information and Culture of the LaoPeople's Democratic Republic, and the Ministry of Culture and Fine Arts of the Kingdom of Cambodia,and in collaboration with Aid to Artisans, Amrita Performing Arts, China Yunnan International CultureExchange, Connecticut College, and the Princess Maha Chakri Sirindhorn Anthropology Centre. Majordonors included the Rockefeller Foundation, the Ford Foundation, and the Henry Luce Foundation.Additional donors and supporters included the McKnight Foundation, American Express, the AsianCultural Council, and the Smithsonian Women's Committee. Introduction

The Northern Ireland at the Smithsonian program took place at a seminal moment in Northern Irishhistory, following a ten-year period of relative peace and stability and the restoration of NorthernIreland's political institutions. More than 160 participants from throughout Northern Ireland - theregion's finest performers, artists, craftspeople, cooks, athletic coaches, and occupational experts -came to the National Mall to explain, demonstrate, and celebrate contemporary life in their beautiful,dynamic homeland.

The Festival program may have come as a surprise to some visitors. Like so much else aboutcontemporary Northern Ireland, day-to-day reality transcends assumptions and challenges stereotypes.Northern Ireland is changing rapidly: in 2007, it was a sophisticated, forward-looking society with abooming post-industrial economy and a renewed sense of confidence in the future. Traditional culture,which in the past sometimes divided communities, now contributed to a shared future and fostered inter-community relationships.

Northern Ireland's greatest strengths have always been the warmth, hospitality, and humor of its people.It has a population of approximately 1.7 million and five cities - each with its own unique character -and Belfast as its capital. It also has a large rural community that consists of a network of market townsand villages. Part of the United Kingdom, it shares a verdant island with the Republic of Ireland andcomprises six of the nine counties of the ancient province of Ulster: Antrim, Armagh, Down, Fermanagh,Londonderry, and Tyrone. Few regions of the world have contributed more to the formation of modernAmerican culture than Northern Ireland. Since the seventeenth century, a succession of immigrants fromthe region has had a profound impact on the development of the United States, heavily influencing culture,politics, education, science, religion, agriculture, and industry. At least seventeen U.S. presidents areclaimed by Northern Ireland as her descendants.

Music in Northern Ireland takes place in myriad settings - kitchens, parlors, and pubs, as well as schools,festivals, and concert halls. Not infrequently, traditional forms of instrumental music - jigs, reels, marches,and polkas - attract dancers who happily spend evenings weaving the complex patterns of ancientIrish dances onto modern dance floors. Even as beloved old tunes are performed and sung for today'slisteners, tomorrow's music continues to be created. Modern technology - recordings, radio, iPods, andcell phones - often helps spread the latest traditional-style compositions. Irish music, like other Celticmusic, enjoys a worldwide popularity that few would have predicted only a few years before.

Although textile arts are particularly strong, numerous other crafts and art industries flourish in NorthernIreland. Specialized crafts are practiced in ateliers and workshops throughout Northern Ireland, wheremany artisans produce work such as jewelry, ceramics, glass, and clothing on a commercial or semi-commercial basis. Some craftspeople specialize in making musical instruments, including uniquely Irishbodhrans, Lambeg drums, and uilleann bagpipes.

Another highlight of the Festival was Northern Ireland's unmistakable alimentary dialect - rich in diversity,fiercely independent, and supportive of local produce. Although much of the cuisine is heavily inspired byEnglish and, to some extent, European fare, a flair for culinary innovation and exceptional resourcefulnesshave allowed the province to develop an entirely unique food culture. Other Festival presentationsfeatured language, local history and heritage, and sports - all contributing to provide Festival visitors withan introduction to the fabled past, vibrant present, and exciting future of this beautiful place.

Introduction

Today's Virginians include people whose ancestors have always been here, descendants of theoriginal Jamestown settlers, the progeny of the first West Africans, and more recent immigrantsfrom Africa, Southeast Asia, and Central America. They live and work from Virginia's Atlantic coastto its Appalachian Mountains, from remote coal-mining towns in the southwest to bustling suburbsin the north. But no matter how deep their roots, Virginians strive with dedication and innovationto document and present their cultural heritage, adapting tradition to change and using the past toinform the present and future.

The 2007 Festival explored three "roots" of Virginia's culture: Native American, English, and AfricanAmerican. These groups supported the growth of a diverse, yet unified society in what would becomeVirginia. At the Festival, present-day Virginians were joined by delegations from Kent County, England(one of the counties from which the original settlers came and the burial place of Pocahontas) and WestAfrica (an area from which many enslaved Africans came to Virginia). By demonstrating and performingmany parallel cultural traditions side by side, craftspeople, musicians, cooks, agriculturalists, and maritimeexperts demonstrated that different cultures can have much in common and can borrow from each otherto forge a nation. Festival presentations were organized around three themes:

• Continuing the Past. Many traditions in Virginia; Kent County, England; and West Africaremain "unbroken" within families and communities. A number of crafts, such as pottery,blacksmithing, wood carving, and needlework, span the generations; craftspeople interpretand produce them according to their own tastes and market demand. Festival visitors couldinteract with contemporary adherents of these ancient traditions.

• Transforming the Past. While tracing the roots of Virginia culture, historians find many traditionbearers who, by necessity or desire, refashion their skills. For example, in Virginia, as well asin Kent County, England, fruit farmers find it hard to keep their businesses profitable becauseof cheaper imports; many have quit farming and have sold their land to developers. Growershave responded and now gourmet cooks can find heirloom varieties of Virginia apples atfarmers' markets. The growers bring the taste of Virginia's past to the present and make itprofitable and sustainable.

• Researching and Interpreting the Past. The ability to research and interpret the past requiresyears of study, determination, and "learning by doing." Digging up the past is the professionalpassion of archaeologists at sites such as Historic Jamestowne. Family and communityresearchers collect oral histories and search for clues in archives and databases. Festivalvisitors could listen as they explained their work, and could pose questions about adaptingsuch skills to their own lives.

ForJamestown 2007, Jeanne Zeidler was Executive Director and Amy Ritchie was Manager of StatewidePrograms and Smithsonian Project Manager. For Kent, England, Rebecca Casson was Head ofKent Virginia Development; Hollie Snelson was Smithsonian Project Manager; and Leila Maggs wasSmithsonian Project Coordinator.

The program was produced in partnership with Jamestown 2007: America's 400th Anniversary and theKent County Council. The Smithsonian Institution's National Museum of African American History andCulture was the Smithsonian Institution partner. Lead supporters of Jamestown 2007 included the NorfolkSouthern Corporation, the Colonial Williamsburg Foundation, Verizon, and Anheuser-Busch Companies.Other supporters included AirTran Airways, Dominion, James City County, Philip Morris USA, SunTrust,and Wolseley PLC/Ferguson Enterprises Inc.

Introduction

The 2007 Ralph Rinzler Memorial Concert was a tribute to Bess Lomax Hawes (1921-2009). Bessenjoyed many professional lives, and much could be written about each of them. As a collegeprofessor, she was a model to many. As a performer, with Woody Guthrie, Pete Seeger, and therenowned Almanac Singers, she influenced legions. As a mentor, she contributed to hundredsof careers. Her careful work at the Smithsonian shapes our practice to this day. Her films are stillsought by scholars. And, of course, her labors at the National Endowment for the Arts (NEA) for therecognition of traditional artists will affect generations to come.

In 1975, Bess came to the Festival to be the research coordinator for Regional America's Californiaprogram. At that time, she was a professor of anthropology at San Fernando Valley State, now CaliforniaState University-Northridge. She left her academic position in 1976 to become deputy director forpresentation during the gargantuan 1976 Bicentennial Festival, which showcased the best of Americanand world traditional cultures for three solid months.

In 1977, NEA chairman Nancy Hanks hired Bess to oversee a fledgling folk arts-funding category, whichwas embedded in other agency funding programs. By February of 1978, Bess had established the stand-alone Folk Arts Program, which had a dedicated budget. Her work over the next few years helped builda network of folk arts specialists around the country; develop folk arts-master apprentice programs in anumber of states; and fund individual projects, such as festivals, tours, exhibitions, media documentation,and fieldwork. The National Endowment for the Arts named one of its most prestigious awards for her,and in 1992 she received the National Medal of Arts, the highest award our nation bestows on artists andthose who nurture them.
