As part of our on-going efforts to increase communications concerning our ASCP-BOR globalization efforts, we are introducing a new feature in the International Certification Report (ICR), the “Chairs’ Message”. In each ICR issue, we will provide our perspectives as Co-Chairs of the Globalization Committee on the activities and future plans for ASCPi and international certification. We have recently returned from our Committee meeting in Malmö, Sweden, which was a very productive and exciting meeting held in conjunction with the International HPV Congress meeting. In follow-up to that meeting, we will be sharing our plans for the enhancement and expansion of our international certifications in future issues of ICR.

We would also like to take this opportunity to thank our ASCP-BOR International Activities staff Dr. Blair Holladay, Jennifer Young, Jennifer Sherdan, Angela Sreckovic and Alexandra Dólleman for their tireless efforts in the development, support and promotion of ASCPi certification. Their dedication and outstanding contributions have been instrumental in making ASCPi the premier international certification for laboratory professionals worldwide.

Content Percentage Redistribution for MT(ASCPi) Examination

Beginning in July 2009, candidates sitting for the MT(ASCPi) examination will be tested under a new distribution of content percentages. This shift is made to reflect the content distribution in place for the national MT(ASCP) examination and provide a specific content category for Laboratory Operations, an integral subject for the laboratory. Changes will be posted in the new content guideline available from the “Study Materials” link in the international section of the website.

Clarification of Eligibility Requirements for MT(ASCPi) and MLT(ASCPi) Examinations

International Cytotechnologist Examination in Development

MT(ASCPi) Exam Now Available in Spanish

Over the past several months, the content of the International Medical Technologist, MT(ASCPi) certification examination has been professionally translated into standardized Spanish for Latin American countries. The translated items have been thoroughly reviewed and approved by a team of native Spanish speaking technologists, and the exam is now available in Spanish!

EXAMINATIONSIn order to better clarify the eligibility requirements for potential applicants to the International Medical Technologist, MT(ASCPi) and International Medical Laboratory Technician, MLT(ASCPi) exams, new language has been added to existing eligibility routes. Clinical practice, in the form of a medical laboratory program or internship, must include practice in the four areas listed:

Microbiology•Chemistry•Hematology•Blood Banking/Immunohematology•

These areas have been found to be considered part of a core practical curriculum for students of medical technology, clinical laboratory science, and biomedical laboratory science throughout the world. It is essential that candidates have practical experience in these areas, because they make up the greatest percentage of questions on the international MT and MLT examinations.

The ASCP BOR Board of Governors has approved the development of an international version of the Cytotechnologist examination, CT(ASCPi). Eligibility routes will be as follows: International Cytotechnologist, CT(ASCPi)To be eligible for this examination category, an applicant must satisfy the requirements of at least one of the following routes:

Route 1: Baccalaureate degree or equivalent from an accredited/approved* educational institution AND successful completion of a Cytotechnology program; or Route 2: Current employment in the field of cytology; AND three (3) years of full-time experience in cytotechnology immediately prior to application; AND successful completion of the national examination in countries where a national registry for cytotechnology exists; or

Route 3: CT(IAC) certification prior to 2009 *Accredited/approved by a governing regulatory association or Ministry. Countries without a prevalent system of accreditation/approval must have programs/educational institutions approved by an International Advisory Board appointed by the ASCP Board of Registry, or eligibility will be determined by transcript evaluation. Training programs which do not grant university credit as part of a Cytotechnology program will be counted as experience. Look for announcement of this examination’s availability this summer!

Representatives meet in Jamaica

In March, Dr. E. Blair Holladay, SCT(ASCP)CM, Vice President for Scientific Activities, ASCP and Executive Director of the Board of Registry, visited Jamaica. Dr. Holladay met with the prospective members of the Jamaican Advisory Board at the Rose Hall Resort in Montego Bay along with Members of the Jamaica Branch of the Caribbean Association of Medical Technologists (CASMET). Dr. Holladay gave a very informative presentation on the benefits of ASCPi certification to the group. The presentation was well received and helped to provide much

needed information for the group. This trip by Dr. Holladay was the first face-to-face meeting with the appointed Liaison/Chairman of the ASCP Jamaica Advisory Board and prospective board members as well as the local Association of Medical Laboratory Professionals. Prospective Board Members felt better informed and motivated to sign on to facilitate plans for moving forward with international certification for Professionals in Jamaica.

Lab Week

EventsPanamaIn commemoration of the day of the clinical laboratory professional on Feb. 10, 2009, CONALAC, the national association of clinical laboratory professionals, organized a Scientific Day on February 13. This event took place at the reception room of Pencas in Amador, Ancón. The lecture dealt with scientific subjects and other areas of importance to the profession. During this event, Gloriela de Pinzón, Chair of the Panama Advisory Board introduced Alexandra Dólleman, the ASCP Regional Representative for Panama who gave a presentation on ASCPi certification.

JamaicaFor Lab Week this year, celebrated in the U.S. from April 19-25,2009, ASCP organized a competition among lab teams across the country, asking them to tell us how they are achieving great results through professional collaboration in and outside the lab – among pathologists, medical technologists, phleboto-mists, and other members of the healthcare team. We asked them to submit examples of how they use

the strength of the entire laboratory team to work to-gether to get results. In return, we would present them with well deserved recognition by treating the win-ning entries to a Lab Week pizza party –complete with pizza, gifts, and surprises!Ms. Audrey Clarke, MSc, BSc, Managing Director of Central Medical Laboratories Limited, of Kingston Jamaica provided a submission detailing over 40 years of accomplishments of Central Medical Laboratories, Ltd.; one of the largest and most respected private organizations in Jamaica.“I feel that every member of staff from the ancillary staff to the technologists is indispensable. Each plays a role in maintaining the standards of excellence, which we insist upon. I must take this opportunity to commend them for their support and loyalty over the years” said Miss Clarke.Central Medical Laboratories Limited was recognized as one of ten winners (and four honorable mentions) chosen from the submissions. Congratulations, and thank you for your participation and continued pro-motion of the medical laboratory profession through LabWeek!

Bio-medical Laboratory Technologists of Chandigarh and its adjoining states, organized its Vth Chandigarh Chapter and Scientific seminar CME on 15th April 2009 to commemorate “World Biomedical Laboratory Science Day”. The day had a special significance to provide scientific information and resource in virtually all aspects of laboratory medicine relevant to patient care, health promotion and disease prevention. More

than 700 delegates attended the conference from all over Northern India.

Prof. K.K.Talwar, Director PGIMER, inaugurated the function. Dr.Raj Bahadur, Director, GMCH-32, Chd., Dr.M.S.Bains, Director HS & FW, U.T., Chd, Mr. A.R.Deshmukh, National President, AIMLTA, Mr.Manindra Choudhury, IFBLS Council member. Prof. A. Rajwanshi, Head Cyto-pathology Chief-Coordinator NIPS, PGI, Chd., Dr.Harsh Mohan, Head Pathology cum Co-ordinator B.Sc.MLT GMCH-32, Mr.A.N.Sinha, National Gen. Secretary AIMLTA, Mr.Shamsher Singh, Zonal Secretary “E” and Mrs. Jaswinder Kaur, Princi-pal, Sri Guru Gobind Singh College of Pharmacy, Chd. were the guests of honor for the occasion.

Mr.K.S.Rana welcomed the guests. Dr.Pankaj Kaul in his Secretarial address said that as far as

qualification of this particular medical field is concerned, whatsoever the case may be, even an MBBS/MD is not at all suitable for running

a pathological laboratory independently. These doc-tors hardly undergo any intensive practical training in laboratories, during their course curriculum unlike Medical Laboratory Technologists and are unnecessar-ily encroaching upon dividends of Biomedical Labora-tory Sciences for lucrative benefits. Moreover, it is pertinent to state that if doctors indulge in laboratory investigation then who will do their physician’s job? Today medical laboratory technologist degrees are not only a graduate but postgraduate and even a Doctor-ate, with super specialization in all fields of Biomedi-cal Laboratory Sciences, while some having additional

research experience to their credit. They are as a whole, fully competent to correlate the disease diag-nosis with laboratory results and hence, must be a signing authority.

Mr. Manindra Choudhury discussed the global per-spective of accreditation in Biomedical Laboratory Sciences and its momentousness in health care as an International Federation of Biomedical Labora-tory Science (IFBLS) observer. Mr. Deshmukh, in his Presidential address, asserted that advances in medi-cine for the past decade have been due to advances in biomedical technology services, including the diag-nostic clinical laboratory. Modern medicine is becom-ing more and more teamwork, and the Biomedical Laboratory Technologist, an important member of this professional team. Due to delay, in the enactment of national perspective of Biomedical Laboratory Technol-ogy Council, any improvement in quality of health care is impossible. He also highlighted the present un-

abated mushrooming of illegal paramedical institutes, who neither have infrastructure nor any qualified staff. Under such circumstances it becomes a moral respon-sibility of institutes like PGI to assert on the issue.

Professor Raj Bahadur said diagnostic facilities play a vital role in modern day medicine and laboratory services provide a direct insight into human functions-normal/ abnormal, at cellular, genetic, molecular, and biochemical levels. Laboratory technologists are the backbone of these services, who through their exper-tise and dedicated work, not only assist the physi-cians, but also directly help to alleviate misery of the suffering of mankind.

Dr. M.S. Bains in his address said that such confer-ences are a great opportunity for medical laboratory professionals to interact and share knowledge in a backdrop of continuous advances in biomedical labo-ratory technology. The eminent invited guest faculty/speakers he asserted, will be sharing their rich experi-ences as to how medical technologists should adapt themselves to the new generation of automation, in or-der to keep up with the present demand for the benefit and best of patient care.

Prof. K.K. Talwar emphasized that the concept of labo-ratory medicine is recent to the practice of medicine. The first priority of the clinical laboratory is to provide the physician with clinical diagnostic results that aid effective diagnosis and hence, early treatment to the affected patient. Test results based on accuracy and timeless delay contribute to improved patient care. Good laboratory practice builds confidence between the physician and the patients and helps in decipher-ing effective and proper patient care, keeping in touch with the latest trends in laboratory technology to re-duce turnaround time. He appreciated the efforts tak-en by AIMLTA to educate masses in a novel way and at the same time commemorate this auspicious day as Continuing Professional Development Programme.

Invited lectures on burning topics of advances in biomedical laboratory technology were delivered by eminent speakers from various biomedical laboratory specializations, as follows:

Plenary lectures were thought provoking, energizing, inspirational and stimulating. A Techno-Quiz was also organized during the post lunch scientific session which helped to brush up knowledge of budding and incumbent Technologists working/studying at various places. Mr.A.P Chouhan, Judge of the Techno-Quiz honored the winners of Techno-quiz.Prof. A.Rajwanshi, Head Cyto-pathology Chief-Coordi-nator NIPS, PGI, Chd Chief guest of the valedictory function honored the organizing committee members of Vth Chandigarh Chapter and Scientific Seminar CME with memento in the valedictory function. Mr.A.R Deshmukh thanked the chief guest for having spared his precious time to be a part of the function and pre-sented a memento to Prof. Rajwanshi.

Mr. Rocky Daniel, CEC member, AIMLTA, State unit, Chd. gave a vote of thanks. The day concluded with a colorful cultural program presented by the students of MLT, who attended the conference.

Pre-Meeting EventsDuring our time in Sweden, strategic meetings were arranged with key international partners. Prior to the meeting, Globalization Co-Chairs, Cynthia S. Johns, MSA, MT(ASCP)CMSHCM and Ellen Hope Kearns, PhD, SH(ASCP) MASCP and ASCP BOR international staff met with Lone Bojesen, Biomedical Laboratory Scien-tist and clinical laboratory teacher in Copenhagen, to introduce the international ASCPi credential. Concur-rent meetings were being held further north, in Stock-holm where E. Blair Holladay, Vice President for Scien-tific Activities ASCP, and Executive Director BOR held presentations on ASCPi at the Karolinska Institutet/Karolinska University Hospital and during the national meeting for Biomedical Laboratory Science programs in Sweden at Uppsala University. 35-40 Program Directors participated in the latter, representing the 12 Biomedical Laboratory Science programs throughout Sweden (from the cities of Gothenburg, Jönköping, Ka-lmar, Karlstad, Kristianstad, Linköping, Lund, Malmö, Stockholm, Umeå, Uppsala, and Örebro). A special thanks to Dr. Michel Silvestri, Programme Director of the Biomedical Laboratory Science Programme at the Karolinska Institutet at Karolinska University Hospital, Huddinge, for coordinating these opportunities.

Globalization Committee MeetingThe annual meeting of the ASCP BOR Globalization Committee was held May 9-11 in Malmö, Sweden. The Globalization Committee hosted several guests

of honor, including Hong Kong Advisory Board Chair, Chris Lei Po Wong, Ph.D., FIBMS, CBIOL, MBIOL, FASCP and Panama Regional Representative Alexan-dra Dólleman, ASCP BOR Regional Representative for Latin America. Reports were given on the promo-tion of ASCPi for their regions. Jeff Jacobs, ASCP Vice President, Public Policy and Government Affairs provided information on Globalization Advocacy. In addition to these colleagues, we were honored by a visit from ASCP President-Elect, Mark H. Stoler, MD, FASCP, who provided an update on ASCP activities and emphasized our commitment towards develop-ment as an international organization.

This year the Committee accomplished a demanding full agenda in a little less than three days, reviewing international examination statistics, needs assessment submissions, proposals for international office space, and present and future international examination categories. The Committee reviewed comprehensive proposals for international strategies from the level of the ASCP, the Globalization Process of the BOR, and the daily interactions of the appointed Regional Representatives. The Committee continues to evolve as new international examinations are developed and with the needs of the international laboratory professional colleagues.

Perhaps the most noteworthy item of this year’s dis-cussions: Effective immediately, ASCP BOR has now expanded international certification to qualified ap-plicants from every country! Protection of the safety and welfare of the public is a global concern and central to the American Society for Clinical Pathology (ASCP) Board of Registry’s (BOR) mission “To provide excellence in certification of laboratory professionals on behalf of patients worldwide.” In line with these values, now is the time for ASCP to increase acces-sibility of BOR international certification examina-tions to laboratory professionals from all regions of the globe. Eligibility will henceforward be evaluated on an individual basis and established through approved transcript evaluation agencies as needed, with periodic audits, and competency demonstrated by a successful result on the examination.

Vårmötet i Patologi och Cytologi, Malmö May 14 – 16, 2009 (Pathology and Cytology Spring Conference)

The Spring Conference in Pathology and Cytology “Vårmöte i Cytologi och Patologi” organized by the Klinisk Patologi i Skåne in cooperation with the Swedish Society of Pathology, National Society of Histopathology, Swedish Society of Clinical Cytology and Swedish Soci-ety of Autopsy Technicians was held in Malmö, Sweden from May 14th -16th, 2009.

The conference consisted of two parallel plenary ses-sions, a scientific program and an exhibition, directed toward pathologists, cytologists, medical technologists, medical transcriptionists, autopsy technicians and cyto-pathologists. ASCP was represented at an ASCP exhibit booth where Angela Sreckovic, Administrative Assistant of International Certification displayed information on international certification and launched the Internation-al Cytotechnologist, CT(ASCPi), examination availability.

The exhibition area had a steady stream of conference attendees throughout the event, and the ASCP booth managed to establish a great presence among labora-tory professionals. The interest grew as ASCP BOR was promoting the highest gold standards of patient health and safety worldwide.

In addition to the ASCPi booth, ASCP further supported the event through an advertisement placed in the con-ference program and a reciprocal link from the confer-ence website.

The Spring Conference presented a unique chance for laboratory professionals and conference sponsors to exchange their knowledge and experiences within pathology and cytology in Scandinavia.
