In the aftermath of the 1940 Tacoma Narrows bridge collapse the safety of existing long-span suspension bridges and the viability of future long-span suspension bridges was very much in question. Leading bridge engineers of the day studied and debated the collapse. It was clear the next generation of suspension bridges would face tremendous scrutiny.

By 1950 the citizens of northern Michigan had dreamt of a bridge across the Straits of Mackinac for over 70 years. Finally, in 1950 the Mackinac Bridge Authority was established to build a bridge. Success was far from certain in the harsh environment of the Straits of Mackinac. The four-mile-wide Strait would require record setting foundations, and superstructure design and construction. Leading the design effort was legendary bridge designer David B. Steinman. Construction in the harsh environment of the Strait required extraordinary men, machines, and methods. After starting construction in 1954, the bridge opened to traffic in the fall of 1957.

The Mackinac Bridge is an important chapter in the history of bridge design and construction. This presentation will bring the story of the Mackinac Bridge to life, providing a unique learning opportunity.

Upon attending this seminar you will be able to; understand why the Mackinac Bridge is still considered one of the greatest bridge-building stories, attendees will also understand the challenges of building the Mackinac Bridge, the unique innovative construction methods employed, and the importance of the Mackinac Bridge to growth and development of Northern Michigan in the twentieth century.

Raymond “Paul” Giroux received his BS in Construction Engineering from Iowa State University in 1979. For over the past four decades, he has been with Kiewit Corporation, working on a wide variety of heavy civil engineering mega projects throughout the United States. Paul played a key role in notable projects such as the Fort McHenry Tunnel in Baltimore, several projects on the Big Dig in Boston including the new Zakim/Bunker Hill Bridge, the new San Francisco Oakland Bay Bridge East Span, and many other projects.

Paul has been an active member of several national committees for the American Society of Civil Engineering and the Transportation Research Board.

In 2008, he was the ASCE Chairman and featured speaker for Brooklyn Bridge 125th Celebration in New York and, in 2010, he presented the closing speech at the ASCE Hoover Dam 75th Anniversary Symposium in Las Vegas. In 2012, Paul served as the ASCE Chairman and principal lecturer for the Golden Gate Bridge 75th Anniversary. In 2014, Paul was a featured speaker at Global Engineering Conference to commemorate the 100th anniversary of the opening of the Panama Canal. In 2019, Paul was a featured speaker at the Transcontinental Railroad 150th Symposium.

Paul is the author of several bridge design and civil engineering history papers. He is also an active public speaker having presented nearly 300 lectures and seminars at over 80 engineering schools. Additionally, over a hundred seminars have been provided at numerous engineering conferences and public venues. Paul was the recipient of the American Society of Civil Engineers’ Civil Engineering History and Heritage Award for 2013, the G. Brooks Earnest Award in 2015, was elected a Distinguished Member of ASCE in 2016, received the ASCE Roebling Award for Construction Engineering in 2017, and was inducted into the Iowa State University Construction Engineering Hall of Fame in 2018.

Past experiences in emulsion and polymer modified asphalt formulation, production plant support, creation and implementation of new test equipment and testing protocols, and laboratory management. Current responsibilities are focused on product development and commercialization.

Lunch Speaker Maria Lehman, P.E., ENV SP, F.ASCEASCE President-Elect

Maria Lehman is GHD’s Infrastructure Market Leader for the United States since May of 2020. Maria was the former Vice President for Critical Infrastructure for Parsons, COO and Acting Executive Director of the New York State Thruway Authority and Commissioner of Public Works for Erie County, NY. She has 40 years of diverse, increasingly responsible, multi-disciplinary technical and leadership experience, both in the private and public sectors, and in traditional and alternative delivery. She received her BS in Civil Engineering at the State University of New York at Buffalo, Magna Cum Laude, and is a licensed Professional Engineer in several states.

She has served as Principal-in-Charge, Project Executive, Program and Project Manager, and Project Engineer on more than 700 projects which required everything from scoping, planning, environmental studies, preparation of plans, specifications, and estimates, construction management and operations and maintenance; ranging in size from $10,000 to $3.9 billion. Her strength has been in the area of complex element coordination; well-developed project communications, government and community relations, including innovative finance and grants; and fast track implementation on complex projects. She has successfully led alternative delivery projects such as Design Build, Best Value, and Public Private Partnerships.

Maria has served ASCE since her days at UB, first as a student, then Younger Member. She co-founded the Northeast Region Younger Members Council in 1983, and stayed active in her Section, serving all Board positions including President in 1990, while her husband Carl was President Elect. She was a delegate to the NYS and District 1 Councils and became a Society Director in 1993, followed by Zone 1 Vice President in 2001. She has continuously served or chaired numerous Society-level Committees, Councils, and Institutes since 1993. She returned to the Society’s Board of Direction in 2018 as Assistant Treasurer.

Maria has won numerous national, statewide and local awards including the ASCE President’s Medal, Edmund Friedman Young Engineer Award, UB’s School of Engineering Alumna of the Year, and the New York State Society of Professional Engineers Engineering Manager of the Year.

Speaker BiosDaniel Alzamora, PE is a Senior Geotechnical Engineer at the Federal Highway Administration with over 30 years of geotechnical experience. Daniel lead in the FHWA GRS IBS deployment efforts.

Ron Bales is the Environmental Policy Manager within the Indiana Department of Transportation, Environmental Services Division. He has experience working on transportation-related projects and managing environmental policy for INDOT. Ron has over 15 years’ experience, including National Environmental Policy Act documentation, environmental research and analysis, traffic noise modeling, and other environmental disciplines.

Ron received his Bachelor of Science degree in Natural Resources Environmental Science from Purdue University.

Larry Campbell, CPFP managed fleet facilities for over 40 years, private sector and municipalities. During his career he has been in charge of organizations with multiple facilities and has overseen construction of three facilities.

He is currently the City of Fort Wayne Fleet Operations Director. Larry manages the City of Fort Wayne’s fleet with over 2,300 units. During his tenure he has been an advocate for positive change. By using different types of fuel and purchasing Hybrids he is working towards better environmental practices. He has been fiscally responsible by recouping some of the initial investment using State and federal grants. This benefits local and state governments by educating and improving their environmental practices.

Fort Wayne Fleet has been in the top 100 best Government Fleet the past 18 years. We have also been named as one of the100 best green fleets since 2008 and ranked in the Top 20 in Leading Fleets for the past 12 years.

Other awards include:

• Nominated for fleet manager of the year several times and was in the top three finalists for 2010.

• Named as one of the top 40 Sustainable Green fleet Directors in 1 with all National Fleets;

• Named Government North America Fleet Manager of the year in 2012

• Inducted into the Public Fleet Hall of Fame in 2014

Currently:

• Sit on the Greater Indiana Clean Cities board since 2004 have been treasure, vice president, president for twelve years currently vice president

• Sits on the National APWA Board for Certifications fleet representative

He has sat on the Ford Police advisory board for five years.

Jason DeRuyver, PE is the Structure Maintenance Engineer for the Michigan Department of Transportation. For the last 10 years, Jason has been leading the Department’s efforts to develop and test new technologies, materials, equipment and methods for structure preservation. Jason is an active member and past Chair of the AASHTO TSP2 Midwest Bridge Preservation Partnership and active member of the FHWA Bridge Preservation Expert Task Group. Prior to his current position, Jason spent 10 years in a variety of positions including Bridge Design Engineer and Region Bridge Engineer for the Department. Jason was also a member of a national team of bridge preservation experts that developed the NHI Bridge Maintenance Reference Manual.

William(Bill) Dittrich, PE spent three years in the U.S. Army (1972-1975), 30th Engineering Battalion - Heavy Construction & Map Making Battalion, Fort Belvoir, Virginia. Performed QA/QC on military maps.

Purdue University (1975-1979), graduated in May, 1979, BS Civil Engineering.

Started with INDOT in May, 1979 - Worked in the Fort Wayne District’s Engineer Intern Program, May through December, 1979 & Central Office January through May, 1980.

Started in the INDOT Central Office Bridge Inspection Unit in May, 1980. Was the State Bridge Inspection Program Manager from 2003 through 2010.

Temporarily worked in Greenfield District Bridge Inspection Unit, to assist with bridge programming, November, 2011 through May, 2012.

Returned to Central Office Bridge Inspection Unit, in May, 2012, and worked as Bridge Inspection Area Engineer over La Porte, Greenfield, and Fort Wayne Districts, and later just Greenfield and Fort Wayne Districts.

Sarah Everhart is a Senior Environmental Specialist with American Structurepoint and has been with the company since 2018. Sarah has experience preparing environmental assessment documents and NEPA documentation. Sarah has specialized experience with the LPA process for environmental documentation and is also versed in the processes and issues related to Section 4(f ) and Section 106. Sarah has led various public involvement campaigns, as well as built relationship with local, state, and federal agencies.

Marvin Exline is a Technical Specialist for Asphalt Materials Inc.

Anthony Harvey, PE is a licensed Professional Engineer Kentucky and the Regional Director for WoodWorks. Anthony received his BS and MS in Civil Engineering from the University of Kentucky, both with structural specialization. Before joining WoodWorks, he spent more than a decade working as a design consultant. He has experience in structural design, 3D modeling and detailing (REVIT), construction administration, inspections, and project management for a variety of project types, including healthcare, office, retail, K-12/higher

education, multi-family, and mixed-used buildings.

Briana Hope is a Senior Project Manager in the Environmental Group at American Structurepoint, Inc.

Salim M. Ilmudeen, PE is a Principal Engineer at Patriot Engineering and Environmental, Inc.

Nate Jenkins is a sales representative for Asphalt Materials, Inc. and has been with the company since 2014. Prior to his sales role, Nate worked at Heritage Research Group and at Asphalt Materials, Inc.’s Indianapolis plant. In his current role, Nate works with several agencies in Indiana, including INDOT, counties, and cities and towns. Nate has experience working with a wide variety of asphalt products and asphalt-emulsion applications in the field.

Luna Lu, PhD is ACPA Professor of the Lyles School of Civil Engineering, School of Materials Engineering and a faculty at Birck Nanotechnology Center at Purdue University. She is also the founding director of Center for Intelligent Infrastructure (CII) at Purdue University.

Her research program integrates civil engineering, electrical engineering, and materials science disciplines with three main topic areas: 1) high performance low carbon construction materials; 2) thermoelectric materials for waste heat recovery; and 3) piezoelectric materials for energy harvesting and sensing.

She has authored over 100 peer-reviewed publications: 2 book, 6 book chapters, 1 patent and 6 provisional patents. She has given numerous keynote and invited and contributed talks at top research conferences, including Material Research Society (MRS), The Mineral, Metals and Materials (TMS), SPIE Photonic West and IEEE Conferences on Smart Cities, etc. Her research work has been featured in many international and national media. She has won several scientific awards, including the 2014 National Science Foundation (NSF) CAREER Award, 2019 Purdue Faculty Scholar, 2020 Vebleo Scientist Award and 2021 ASCE Gamechanger series etc. She has also transferred few technologies from her research lab into engineering applications.

Anthony Marino, PE, MBA is a structural engineer, certified Bridge Inspection Team Leader, and Licensed

Professional Engineer in Indiana, Illinois, and Kentucky. Anthony has over 30 years of experience in both the private and, most recently, public sectors in the fields of structural engineering design and structural inspections.

Anthony earned his Bachelor of Science in Civil Engineering from the University of Illinois at Chicago in 1989 and, after graduation, served in the United States Marine Corps as a combat engineer. Following his active duty service, Anthony returned home to Chicago to begin his engineering career. While working full time as a bridge engineer, Anthony enrolled in evening classes and ultimately earned his Master of Structural Engineering degree from the Illinois Institute of Technology in 1999. Later, in 2003, Anthony and his family moved to Evansville, Indiana. Recently, again through evening classes, Anthony earned his Master of Business Administration degree from the University of Southern Indiana in 2016.

Since August 2016, Anthony has been working for the Indiana of Transportation in the bridge inspection department. He started serving as the bridge inspection supervisor for INDOT’s Vincennes District and was responsible managing the execution all inspection operations,

Speaker Bios Continuedcondition reports, and inspection data for the nearly 3,000 state-owned bridges and large culverts within that district. Later, in March 2020, Anthony accepted promotion to Bridge Inspection Area Engineer and was responsible for overseeing all bridge and large culvert inspection operations for all state-owned structures in Crawfordsville, Seymour, and Vincennes Districts.

Just recently, in October 2021, after several weeks serving in an “acting” capacity, Anthony was formally promoted to his current position as Statewide Bridge Inspection Program Manager. He is now responsible for the State of Indiana’s bridge inspection program, to ensure that all bridge inspection operations for both state-owned and LPA bridges are executed in full compliance with the Federal Highway Administration’s 23 Metrics regulating bridge inspections.

Anthony still lives in Evansville with his wife of 18 years, Cindy, and their 15-year-old daughter, Katharine. In his free time, he enjoys travel, hiking, and quiet evenings reading.

Greg Martz is Managing Partner at GM Development Companies, an Indiana-based real estate development and investment company. GM Development specializes in Public-

Private Partnerships and financing structures that deliver projects with an economic development or critical-use purpose for city, town, county, or state government.

Mr. Martz was valedictorian of his high school class and graduated summa cum laude from Ball State University, where he finished at the top of his class in both Finance and Economics. He was named the most outstanding senior finance student by the BSU Finance Department in conjunction with Financial Executives International. He was also honored by the BSU Economics Department as the most outstanding senior Economics student and was presented with the Wall Street Journal Student Achievement Award.

In 2008, Mr. Martz was recognized by Governor Mitch Daniels and the Humanities Council for his achievements in cultural and community engagement as a recipient of the Governor’s Award for Tomorrow’s Leaders. In 2011, he was presented with the Developing Leaders Award by the National Association of Industrial and Office Properties, which recognizes the top fifteen real estate professionals in the United States under the age of 35 for demonstrating outstanding professional accomplishments in the commercial real estate industry.

Speaker Bios ContinuedMr. Martz has developed over ninety public projects in the state of Indiana, mostly under Indiana Code 5-23 (Build-Operate-Transfer Statute). He has provided lectures and presentations regarding the BOT Statute to multiple governmental and trade associations in Indiana, including Indiana Parks and Recreation Association, AIM, IEDA, One Southern Indiana, AGC, and IUPUI.

Bryan Miko PE, ENV SP is a licensed Professional Engineer with 10 years’ experience working in chemical and plastics manufacturing, spending the last 7 years with Advanced Drainage Systems. Bryan currently serves as the Engineering Manager for ADS supporting the engineering and regulatory communities by providing technical expertise in material science, manufacturing, specifications, structural design, forensic analysis and best construction practices. Bryan is an alumnus of the University of Illinois Urbana-Champaign where he graduated in 2011 with a Bachelor of Science in Civil and Environmental Engineering. Bryan is currently an active member with NSPE, ASCE and several contractor associations around the Midwest.

Brandon Miller is a Senior Environmental Manager at INDOT, where he manages the Document Review Unit within

INDOT Environmental Services Division. Brandon has over 11 years of experience, including National Environmental Policy Act documentation, environmental research and analysis, traffic noise modeling, and other environmental disciplines.

He received his degree in Applied Physics from Purdue University.

Ken Olson, PE has worked at American Structurepoint for over 13 years and is a Project Development Director and Team Leader in the Indiana Road Group. He is Civil Engineering graduate of Purdue University in 2007, with an emphasis in construction. In his free time, he enjoys fishing, football, and spending time with his 2 young daughters (both future Boilermakers).

Jim Peck, PE graduated from Rose-Hulman Institute of Technology in 1985 in civil engineering. The majority of his career was engineering residential, commercial, retail and institutional developments across the USA. For Montgomery County, he oversees capital improvement projects for the Highway Department, County Commissioners and the Redevelopment Commission. Mr. Peck was instrumental in developing a 10-year bridge improvement plan,

Speaker Bios Continuedsubdivision road/street standards, amending the storm water management policy, creation of the local road safety plan, adoption of a thoroughfare plan and provide drainage reviews for the building department. He married his high school sweetheart, they have two sons and three grandchildren.

Jim Poturalski, PE is Senior Director of Engineering and Research for INDOT. Jim is responsible for INDOT’s Research and Development Division ad has been involved in various projects throughout INDOT including:

• Technical Advisor for I-69 ORX project

• Technical Advisor on several major Marion County projects (North Split, Clearpath, I-69 Section 6, I-465 NW)

• Approver of Interstate Highway Congestion Policy exceptions

• Chairman of the Joint Transportation Research Program (JTRP) executive board

Jim received his BSCE in 1982 from Purdue and MSCE in 1983 from Purdue. He is an active member of ITE (Institute of Transportation Engineers), including past officer roles.

Mel Quick-Miller lives in Corydon, IN with her husband of 32 years, Carl

Miller. She has 1 daughter, Mackenzie Miller, 29 who is engaged to be wed in 2022.

Mel has a BA in Communications and Theatre from Indiana University.

Mel’s work experience includes Customer Service, Human Resources, Administration, Construction, Marine Operations and Training. She has been with Harrison County Highway for 11 years and started as the Office Manager to the Engineer. She advanced to Engineering Technician responsible for the sign crew and asset management of signs in the GIS Thinkmap system. Mel is currently the Assistant Superintendent, a part of the leadership team responsible for the Bridge, Brush and Sign Crews of the Highway Department. Mel looks forward to continual learning and growth opportunities in the years to come at Highway Department.

In her spare time Mel enjoys traveling and missions work. She has been to places like Africa to help install a water purification system in Tanzania, Guatemala to build houses and medical clinics and even South Dakota on an Indian Reservation to work with their local Habitat for Humanity.

Ramanujam Ramaswamy graduated with M.S. in Industrial Engineering at

He is currently working as a researcher in the Transportation & Infrastructure Systems (TIS) division at Purdue’s Lyles School of Civil Engineering, with Dr. Sam Labi. His work in the TIS division includes research for the USDOT, LTAP, and INDOT (JTRP). For the USDOT and INDOT, he is involved with research on connected & automated transportation and snow removal route planning for Indiana’s highway districts, respectively. His work with LTAP involves the development of an electronic tool for local roads pavement management.

His presentation discusses the use of the tool for pavement data analysis, treatment cost and effectiveness evaluation, generation of optimal life-cycle treatment schedules, and spending-performance tradeoffs at the network level.

Nayyar Siddiki , MSCE, PE is the Manager of Geotechnical Operation and Technical Support at INDOT.

Janna Stathyelich, PE manages the Indiana environmental operations at Patriot Engineering and Environmental, Inc. Her project sites span a wide range of industrial, commercial, residential, and public properties. Much of her project work is focused on enabling redevelopment of contaminated properties, working

with parties such as owners, developers, attorneys, insurers, municipalities, and of course the Indiana Department of Environmental Management. Her evaluations and solutions address soil, water, and indoor air, with particular focus on contaminants such as chlorinated solvents, metals, PCBs, and emerging contaminants such as PFAS. She serves on the PFAS committee of the Midwestern States Environmental Consultants Association. Janna is a proud Purdue civil engineer.

Mike Steenhoek is executive director of the Soy Transportation Coalition (STC), an initiative established in 2007 and comprised of the United Soybean Board, the American Soybean Association, and thirteen state soybean boards. The Soy Transportation Coalition exists to promote a cost effective, reliable, and competitive transportation system that serves the agriculture industry.

As executive director of the STC, Mike’s responsibilities include communicating the initiative and the importance of transportation issues to soybean growers and processors; establishing and executing the organization’s strategic direction; and building collaborations with other effected industries.

Prior to his work on the STC, Mike worked for United States Senator Charles Grassley (Iowa) for eight years – both in Washington, DC, and most recently in Des Moines, Iowa. In Washington, DC, Mike served as the Senator’s scheduler and frequent speechwriter. In Des Moines, Mike served as Senator Grassley’s director of economic development.

Mike received both his undergraduate degree and his Masters in Business Administration from the University of Iowa.

Carey Stranahan, PE brings more than 20 years of experience to the industry. Prior to joining Hanson Professional Services in March, 2021, he was the City Engineer for the City of Kokomo. His responsibilities included planning, awarding, and managing the design and construction of CIP street projects. As the City’s ADA Coordinator, Carey also was heavily involved in sidewalk/ADA coordination for municipal and private projects. He has extensive experience in pavement preservation, bicycle master planning, traffic studies and reviews, traffic calming, long-range roadway planning, and

operations coordination.

Eric Thorkildsen, PE has been involved with bridges having work for both State DOTs (California and New Jersey) and private consultants. He currently manages a contract for the Federal Highway Administration (FHWA) in which subject matter expertise is provided to the FHWA in bridge inspection and preservation. He currently heads the FHWA Bridge Preservation Expert Task Group which is comprised of State and Federal DOT, academia, industry and other experts. Eric and the group have authored the FHWA Bridge Preservation Guide, several guides on preservation actions, case studies, smart phone apps and other training materials. Eric resides in Albany, NY.

James (Jay) Turner has a BS in Biology from Iowa State University and an MS in Ecology from Purdue University. Jay has 5 years of experience teaching biology and microbiology at a community college in Illinois, 5 years of experience as an INDOT Ecology and Waterway Permitting Specialist, and has spent the last 9 years doing stream and wetland permitting at IDEM.

Monica Uribe, PE is a Project Development Engineer for the Michigan Department of Transportation - Local Agency Programs. Monica is in charge of

She works with the programming, funding, and environmental compliance to ensure the delivery of local projects. Uribe graduated from the Pontificia Universidad Javeriana, in Bogota, Colombia, and holds a Master’s in Transportation Engineering from the University of Arkansas Fayetteville.

Dr. Adriana Vargas received her MS and PhD degrees in Civil Engineering from Auburn University. She has worked as a private consultant in the area of pavement design and rehabilitation, and pavement management, as well as a researcher and professor in the Civil Engineering department at the University of Costa Rica. She is currently an Assistant Research Professor at NCAT and her main areas of research are pavement preservation and pavement management. She is a member of the Association of Asphalt Paving Technologists, the International Society for Asphalt Pavements, and the Board of Directors of the Southeastern Pavement Preservation Partnership. She is the lead PI for the NCAT-MnROAD Pavement Preservation Group (PG) Study, a pooled research effort that aims at determining the life-extending benefit of various preservation treatments as a function

of initial condition, traffic level and climate.

Stephanie Wagner, PE is the Director of Bridge Engineering with Indiana Department of Transportation. She is a graduate of Purdue University. Boiler Up! Her entire career has been in bridge design. A significant portion of that time focused on bridge rehabilitations as she enjoys the challenges associated with working on existing structures.

Brent Wendholt, PE has been with Dubois County as the County Engineer for 7 years, and prior to that was with Warrick County as the Assistant Engineer for 4 years.

Brent graduated from the University of Southern Indiana in 2009, where I enjoyed a successful baseball career.

At Dubois County, he oversees our In-House Bridge Crew.

Brent has been married for 11 years to lovely wife Mallory and has 2 great kids.

Speaker Bios Continued Katie Zimmerman, PE is the Founder and Executive Vice President of Applied Pavement Technology, Inc., a civil engineering firm specializing in transportation.

Katie has been very involved in the pavement and asset management communities over her career, serving in a leadership role on many projects to improve the use of data and analysis tools for managing highway assets. She has led the development of several state DOT Transportation Asset Management Plans and has worked with state and local agencies to develop strategic implementation plans for asset management.

She also co-authored the updated AASHTO Transportation Asset Management Guide and authored the An Asset Management Guide for Cities, Towns, and Counties through the Indiana LTAP.

Katie is a licensed engineer and a graduate of the University of Illinois, where she received both her Bachelor and Master degrees in Civil Engineering.
