Expected Outcomes for 2014-2016
…are translated into EXPECTED OUTCOMES that are the backbone of the CEOS 2014-2016 Work Plan and reflect the ongoing and emerging priorities of CEOS, as characterized by its internal decision making and external commitments. They are intended to focus on improved Earth observation (EO) systems coordination and enhanced data access for key global programs and initiatives.• The main outcomes are described for the following nine thematic

CMRS-1ECV inventory (first version)

The ECV inventory provides the foundation for the fulfillment of the three main objectives assigned to the Joint WGClimate. At the first meeting of the Joint Working Group in March 2014, the current status of the inventory will be reviewed in the three domains (land, ocean and atmosphere) and the actions needed to achieve "Version 1" status of the inventory will be identified.

CMRS-2Gap analysis (first version)

Also, at the first meeting of the Joint Working Group, the reference process will be defined for the gap analysis (including guidelines for ECV assessments), together with the necessary tools to support the implementation of this process. The gap analysis activities will commence once (a) Version 1 of the ECV inventory is available, and (b) the reference process for the gap analysis and supporting tools are available.

STATUS: DELAYED ONE QUARTER to Q1 2015Gap Analysis tools are under development by the SEO and in close cooperation with the WGClimate.Reference process for assessment has been discussed at WGClimate meeting and SST VC CDR assessment report. Assessment of process metrics (i.e., documentation, access, etc.) is moving forward with WGClimate members evaluating CORE-CLIMAX system maturity matrixFitness for purpose for scientific objective/societal benefit metrics are much more difficult and no consensus exists. WGClimate is working with WCRP Data Advisory Committee and US National Academies on approaches.

Contributions to the Global Framework for Climate Services (GFCS)

The Joint Working Group will examine the most effective means of contributing to the GFCS from the viewpoints of (a) ensuring adequate representation of the capabilities and plans of CEOS and CGMS agencies, as represented by the ECV inventory, gap analyses and action plan, and (b) formalization of the relationship between the GFCS and the Joint Working Group, including possible GFCS representation in working group meetings.

STATUS:Chair WGClimate attended GFCS Implementation Planning Meeting in September. GFCS still does not have a process for formally working with non-WMO bodies. Thus, WGClimate will continue to work with WMO Space Program. Wenjian Zhang will represent GFCS interests in WGClimate. Recommend rolling this up with CMRS-4 in work plan update.

Report to UNFCCC Subsidiary Body for Scientific and Technological Advice-Research and Systematic
2014 Q3
This report will address CEOS and CGMS support to the GCOS Implementation Plan, as well as CEOS contributions to GFOI and GEO Carbon Strategy. In addition, relevant CGMS-specific activities may also be included. Furthermore, in preparation for COP-21, a set of actions will be identified at the SIT Technical Workshop in September 2014 for subsequent consideration at the CEOS Plenary in October 2014.

1. Early-November (or NOW): begin gathering inputs from WG Chairs, VC Co-Leads, and Ad hoc Team leads to update and identify key objectives and activities for 2015, 2016-2017 with all external stakeholders. Also participate in the GEO-XI Plenary meeting where the CEOs will capture GEO’s priorities for the coming three years.
2. Mid-December: prepare v0 draft Work Plan to reflect inputs from CEOS entities and outcomes from the October CEOS Plenary and November GEO Plenary.
3. Early-January: share the draft Work Plan with the Working Groups, VCs, and Ad hoc teams; receive comments and inputs from entities. Hold one-on-one telephone calls with relevant entities, if needed.
4. Mid-January: CEOS-GEO Coordination/Bilateral meeting will occur where we will discuss both CEOS and GEO priorities and identify synergies where CEOS can support GEO.
5. Late January: Prepare v1 draft Work Plan and share with CEOS entities and the CEOS Secretariat.
6. Early February: Incorporate and reconcile CEOS entity and CEOS SEC comments and share the Final Draft Work Plan with the CEOS Principals for virtual endorsement IAW Governance and Processes.
7. Mid-February: Publish the Final version of the CEOS 2015-2017 Work Plan
