GOVERNANCE CEO’s Message Hopefully the worst of the Covid impacts is behind us as we surge into 2021. The efforts of all staff in continuing to deliver high quality services and projects to our communities is really appreciated - we are on track for a record Capital Works program spend. Council’s “Love Local” campaign has been a great success and played its role in supporting our local businesses to recover from the pandemic. It was so good to see the high level of entries and some smiling winning faces! Thanks to all involved in these initiatives. The Moyne Shire Council Inspiring Women of Moyne on International Women’s Day was a new initiative where local women were recognised for their great achievements in our local communities. Council has been a busy space and much effort has gone into advocating to state and federal government on the priorities for our Shire as we continue to push for our share of grant funding. Drafting of the 2021/22 Budget is in full swing as we work within the constraints of the rate cap of 1.5% for the next financial year. As part of developing a Community Vison and new Council Plan under the new Local Government Act there is a lot of community engagement occurring headed up by Fiona Davey & Co; make sure you have your say in shaping “My Moyne : My Future” for our great Shire. Communications Key Communication and Engagement Activities

Introduced new monthly e-newsletter ‘Messages from Moyne’. To be sent out around the 15th of each month, current email list around 500 people. Retired the Community Development team’s ‘Community Wrap’.

High level of support to Love Local campaign and the current the third shopping competition.

Developed and implemented inaugural International Women’s Day inspiring women awards. Over 70 nominations received. Included social media campaign, website nominations, advertorial in the Standard, two videos and media releases.

Finalised Moyne’s Advocacy Priorities document, and developed new advocacy webpages, issued a media release and supported advocacy visits to Canberra and Melbourne.

Continued roll out of new style guide and updated logo. All internal templates updated, new newspaper public notice template introduced to the Standard. Recruitment included in public notice, expected cost saving ~$20,000 per year. Development and approval for new Council style guide and updates to logo.

Communications support to the following projects/programs:

Community vision 2020 including engagement panel recruitment, launch and promotion of online survey, branding development, pop-up event promotion;

Continued updates around Port Fairy skate park consultation;

Worked with Corangamite Shire Council to develop communications and online survey re future library services;

COMMUNITY & CORPORATE SERVICES Cultural & Community Development Strategic Planning Port Fairy Railway Goods Shed In early March, an onsite meet was held with the heritage consultant undertaking the conservation plan for the Goods Shed. The site visit included Council officers and a further meeting with community representatives of who have high interest in supporting the work of Council to conserve the building. The conservation plan will detail the works needs to preserve the current fabric of the building that align to Heritage Victoria requirements. Critical works identified to prevent further deterioration include the replacement of guttering and downpipes, which are in poor condition and creating areas of water damage. Other works the Plan will cover include repainting of external woodwork, possible replacement of external roof brackets and appropriate treatments of timber platform decking. A small area of termite activity in the stumps was also discovered and consideration will be given to removal of water from the site through drainage treatments. The draft Conservation Plan is expected by the end of March and an onsite visit with Heritage Victoria is being arranged to work through the draft Plan and to seek their input and comments. Opportunities to work with community volunteers on aspects of the conservation work will be identified as the project progresses over the next couple of months. Engaging, Partnerships & Relationships My Moyne, My Future – 2040 Community Vision The engagement program for My Moyne, My Future continues to roll out. The community survey is currently live and will close 16 March. The Panel recruitment is also now complete with the target of 40 members achieved across the demographic profile of the Shire including age, gender and locality. Regional stakeholders and agencies have also been contacted to seek validation of their strategic priorities for the region and the Shire and to seek their views on key opportunities. A program of community engagement pop ups is also locked in with five activities planned between 11 and 14 March. Regular communications and media will be distributed to maintain awareness of the project and how community can be involved. These communications and messaging are now supported through the project branding / identity – My Moyne, My Future.

Cultural & Community Development Port Fairy Skate Park 75 community members participated in a range of community consultation workshops. An online survey for any members of the public who were unable to attend a workshop have considered potential sites for the location of a new skate park. The two top sites from this process include Southcombe Park – corner of James and Campbell Street, adjacent to Belfast Aquatics and George Dodd’s Reserve – the Camel site.

Cultural & Community Development Promote Good Governance User Licence Renewal Meetings Council has engaged Richard Simon of Simon Leisure to undertake Licence renewals, prioritising Councils Community Asset Committees user groups. Current Licence agreements with Council are outdated. Initial face to face meetings have taken place, with proposed follow up Zoom meetings for refining of detail with user groups over the coming weeks. Advocacy Port Fairy Football Netball Club Support was recently provided to the Port Fairy Football Netball Club in relation to a potential funding application to Sport and Recreation Victoria for the development of new Club facilities at the Gardens Reserve. The application at this time did not meet the funding guidelines and an application did not proceed. Support and guidance for the development of design plans, costings, business case and ongoing governance and operational plans for the facility are continuing in partnership with the Club. The development will require consideration of:

Alignment to the Gardens Reserve Master Plan and Council priorities for the Caravan park;

Land use planning and permits;

Cultural heritage management and heritage overlays;

Flood overlays and responses;

Purpose and management of the facility;

Design and costings and funding / budget structures. This will place the Club and Council in a strong position to submit future applications or undertake advocacy for investment and reduce short and longer-term risks to Council, the Club and community through building understanding of investment and development processes.

Cultural & Community Development Facilitation & Delivery of Project Outcomes Irvine Reserve, Peterborough – Taking Shape Drainage nearing completion and cricket nets in, just waiting for concrete to cure and the artificial turf can be laid. Works to commence over the next fortnight on the nature play space. Base work for footpath network and slabs for shelter and seating being undertaken this week.

Cultural & Community Development Jack Keane Oval Use Victoria Park Community Asset Committee have overseen the in principle agreement of Koroit Football Netball Club utilising the Jack Keane Oval for junior football training. Discussions between the Committee, football club and cricket club have been held over the past couple of weeks. Concerns over damage that may be caused to the turf wicket, newly installed PVC picket fence and compaction and tear up of the outfield were all raised in the meetings. An agreement was met and an official agreement to be drawn up between the Committee of Management and both clubs in preparation for the season ahead. The agreement is to be reviewed each year. Library Services Review Community Surveys to gauge use and expectation for community library service is now on Council’s Have Your Say page. Separate surveys to the users of the Outreach Service have been forwarded, with a letter advising the need to cease the current service. TOTAL 157 165 Central Enrolment Development Grant Council has been successful in obtaining a one off $10,000 “Central Enrolment Development Grant” from the State Department of Education and Training. The grant will be used to enhance our current enrolment processes for families and staff in preparation for the delivery of three-year-old kindergarten (starting with 5 hours per week) from 2022.

Security Council Issues raised regarding security and use of road reserve. Security issues answered by Acciona at CEC meetings. Diesel Fuel Bowser issue – was not on road reserve, is part of operational issues to have them moved for refilling, then moved back to site, was not in a fenced/secure location but was locked and security patrols that night keeping an eye on it. Proactive reporting from Acciona when there is an issue like this, last week, similar incident with broken down truck waiting for repair, located on entrance apron to site.

Mortlake Gas Fired Power Plant - Origin Energy No current issues The Stage 2 Expansion Project has been approved by

Council and Origin Energy will keep Council updated as to its timelines for commencing the project.

CO2CRC- carbon sequestration plant Newsletter Council As of Sunday 28 February the Stage 3 Project had injected

>10,000 tonnes of buttress gas since the start of injection in December 2020. CO2CRC continues to inject gas successfully and plans to continue to do so until the next surface seismic survey upcoming in March. In addition, the project has concurrently successfully conducted the second pressure tomography monitoring survey as per the project plan. Another high quality dataset was obtained to test and validate the concept of Pressure Tomography and how it can be used in commercial CCS projects efficiently and economically. The final seismic survey and pressure tomography monitoring surveys will be completed in March and April.

21 April next CRG meeting – seeking a Councillor to chair this meeting.

Economic Development Love Local Campaign The Love Local Campaign was launched on 27 October 2020 to support businesses hit hard by the COVID-19 pandemic and has contributed to an additional $3.5M spend in the local economy compared to last year. The Love Local – Great Escapes competition will be drawn 12 March with the lucky winners announced on 15 March. For more information on the campaign visit Council’s website at moyne.vic.gov.au/lovelocal Moyne Business Façade Program The grant acquittal process for the Moyne Business Façade program has commenced. Visitors and our community would be seeing the outcomes of the 28 successful applicants with completed Façade works occurring. Economic Migration Project Trial - 2021 At its September 2020 meeting, Moyne Shire Council resolved in principle to commence an Economic Migration Trial project. The project is aimed at supporting migrant families living in metropolitan cities to relocate to Moyne and help meet the economic and population needs of the shire. Council in partnership with the Great South Coast Economic Migration project team has commenced meetings with Moyne’s major employers to discuss their work force gaps and potential participation in the program. Economic Development Newsletter Series A copy of the monthly business and economic development e-newsletter will be published on the Moyne website on 1 April. This is the fourth 2021 edition of the monthly e-newsletter posted online to around 2,500 Moyne businesses. The newsletter covers a range of updates and articles including business support initiatives, grants, upcoming events and more. A link to the newsletter is available via the economic development page on Council’s website.

Festivals and Events Exciting news in the events space as we slowly see the staged return of some of our popular and most loved events. 6-9 March Folk Festival 6-9 March – Port Fairy The Port Fairy Folk Festival provided a mini festival over the iconic weekend, full of home grown folk talent performing at Reardon Theatre. All shows were sold out. Free family fun activities took place on Saturday and Sunday at the Village Green and Railway Place including giant inflatables, many art and craft stations, face painting and giant bubbles. The very popular Tom Richardson delivered an African drumming workshop that was enjoyed by many. 14 March - Killarney Super Triathlon – Killarney The Killarney Super Triathlon on Sunday, 14 March 2021 has a nice sheltered swim, a flat bike and run course, making it a great little course for experienced triathletes. 26 March - Women on Farms Gathering – Port Fairy The 2021 WOFG will be held over three days and will include several keynote speakers and workshop hosts across the pillars of Health and Wellbeing, Farm Diversity, Culture and Craft, and Environment and Gardening and Personal Wellbeing.

Tourism & Customer Experience 27-28 March - Murray to Moyne Murray to Moyne is a cycling fundraising event for experienced cyclists that has been running for over 30 years. The event is a cycling relay that stretches for over 500kms and takes place over 24 hours. Up to 1500 riders can register for the event, making it one of the largest cycling events held in Victoria. Community Grants Program - Festival and Event Funding The community grants ‘festival and event funding’ program opens on 3 April 2021 and closes Monday 10am 10 May 2021. Officers will support event committees in the way of drop in sessions, over the phone or online meetings. Events and Training Networking Program Council continue to deliver its community events based training and networking program to support the ongoing sustainability and success of the local event calendar. The next session is ‘Event Planning and Management’, this session will be delivered face to face on 30 March 2021. This session focuses on how to plan an event in Moyne, from permits to promotion. Port Fairy Caravan Parks Operating Camping and caravanning continues to thrive with a high level of bookings throughout the Moyne Shire Caravan Parks. The March Labour Day long weekend saw our Fab 4 caravan parks booked out and Gardens / Southcombe near capacity. Easter bookings are very strong, with our parks expecting to be at full capacity for the Easter break. COVID, along with its’ challenges, has also brought opportunities with many guests choosing to take short localised breaks. Marketing and Social Media Activities Websites We saw a substantial drop in traffic to the sites over the February period. Tourism & Customer Experience Social Media Happenings in our Parks are always popular in social media with the work of Mark Rosebrock, aka Captain Carver, making his mark through large-scale wood chainsaw carvings. Mark completed two new works before peak season, the Dancing Dolphin sculpture, and the Native Animal creation. Gardens Caravan Park is now proud custodians of four sculptures by Captain Carver, also including the Southern Right Whale and Playful Seal Pups.

With our Parks fully booked over the summer break, we took the opportunity to capture our guests enjoying their holiday. These images were published through our social media channels, Facebook and Instagram, to ‘maintain top-of-mind’ for online browsers and create ‘location envy’ for future guest bookings!

With collaboration being our focus during the COVID recovery, we have been working on various packages with our ATDW business partners and Caravan Parks. With a release in February of the Magical mid-week… Glamping Escape Deal. This is the second collaborative deal we have developed for Gardens/Southcombe Parks and Port Fairy Glamping.

Visitor Services - I AM PORT FAIRY Destination Website Our destination website, www.iamportfairy.com.au continues to show extensive bounce back from the coronavirus pandemic with January and February 2021 performance seeing 24,023 and 14,947 sessions achieved respectively. Financial year to date, we are experiencing an increase of 17,768 sessions on the previous financial year. Visitor Services – Port Fairy & Region Visitor Information Centre Walk-in enquiries to the Visitor Information Centre have seen a slight decrease compared to the previous year, with January seeing 6,946 walk-ins and February seeing 3,884 walk-in visitors. Although disappointing, this is offset by more visitors staying longer in region and spending more time and money in our visitor centre gift shop, featuring local products, supporting local businesses within our region. Visitor Services - Volunteer Program Our valued community ambassador team donated a massive 203 hours in January and 174 hours of support in February, above the previous average of 157 hours a month. Our volunteer led walking tours of Port Fairy were again a very popular choice for visitors, totaling 150 guests in January.

Tourism & Customer Experience Visitor Services – Social Media Our Visitor Services Social Media Channels reached 63,345 followers during January and 46,753 during February, resulting in 6611 engaged followers (likes) on Facebook and 3,207 engaged followers on Instagram. Our goal for January was to build our following by capturing visitors in destination during the summer school holidays. Posts during this period focused on new promoting local operators and events throughout our whole region, to encourage further dispersal. Our social media channels continue to grow by levels of engagement (i.e. liking, sharing and commenting). Our team continue to encourage partners and local businesses to continue sharing, liking and commenting on the Visitor Information Centre posts, which will help to reach a greater audience.

INFRASTRUCTURE & ENVIRONMENT Environment Management Working for Victoria Crew In the past month the crew has completed a large amount of work at all Transfer Stations and performed grass maintenance in many townships including Wangoom, Nullawarre, Hawkesdale, Purnim, Mortlake and Port Fairy. Their tenure ceases on 16 March 2021 and their services will be greatly missed. Illowa Rabbits Community Discussion The community discussion that was initially scheduled for 21 April 2020 at the Illowa Hall but was postponed due to COVID-19 reasons has been rescheduled to 17 March 2021 at 7pm. All landholders who were previously invited have been notified again. Weed Control Gorse on roadsides at Wangoom and Toolong was sprayed. Blackberry in the Nullawarre township and at Hopkins Falls was sprayed. The focus will now shift to further Blackberry spraying on all roads from The Sisters to Laang and Garvoc to Panmure in the coming months (weather permitting) Port Fairy Botanic Gardens front fence restoration The wrought iron metalwork and old rough-cut bluestone footings have been removed and transported to Melbourne in order to commence restoration. Replacement bluestone footings have been ordered and should be in place by late April-early May 2021. The ironwork should then be able to be bolted into position in June 2021. LED Light Replacement The replacement of security lighting at all Council managed public toilets and barbecue shelters with LED equivalents is around 75% complete. This is likely to be finished by April 2021. Public Place Bins All public place bins inside enclosures (and the outside of the enclosures) in Koroit, Port Fairy and Mortlake were scrubbed clean. Replacement stickers indicating “Waste to Landfill” and “Recycling Only” have been ordered for all public place bins and should be in position by April 2021. Twenty new public place recycling bins and holders have been ordered and should be in position by May 2021.

Resource Recovery and Waste Management Kerbside collections across the shire continue to show high tonnages of FOGO which is largely due to the wetter and cooler summer we have been experiencing. Tonnages for other streams have returned to normal as residents return to work and less waste is generated at home. Building activity and bin enquiries remain strong and we expect this to continue while the pressure on the property market remains. The transfer stations are operating as normal and all greenwaste piles have been mulched by a contractor. These are utilised on site as meeting pasteurisation requirements for off site movement would not be possible. The waste team wish to thank the Working for Victoria Crew and Richard Hodgens for their assistance with maintenance activities at the transfer stations. There help in keeping the grass and weeds at bay, help with bin checks and collation of materials at Killarney for collection is very much appreciated.

Port of Port Fairy The new Port of Port Fairy delegated committee has had its first meeting with focus on introduction to committee rules and governance and an overview of current and proposed works specifically focussing on below water assets. This was linked into a presentation on the draft Masterplan Contractors for the anode replacement at the main wharf due to COVID restrictions again was delayed and are now to commence mid-march with the works to cause minimal interruption to berths or vessel movement within the Port. Port staff continuing with maintenance within the Port and one of the current projects is working with the Rotary club on Charles Mills reserve specifically with restoration works on the Mast/Flagpole and painting bollards within this area. During the preparation of works it was found that there was dry rot at the mounting point. Staff have temporarily removed the mast and Gary Stewart is currently doing the timber works. Once this is done Port staff will replace worn and damaged items such as stays and halyards and renew decorative blocks.

All dogs brought to the Moyne Shire by holidaymakers were issued with a Moyne Shire tag containing a unique identifier. Over the summer period, all lost holidays dogs were identified and returned to their owners, saving resources whilst receiving frequent positive feedback from the holidaying dog owners. Koroit Dog Trials Local Laws, in conjunction with Parks Victoria conducted joint visits to the Koroit Dog Trails to provide proactive education to dog owners on responsible dog ownership as well as the Laws on beaches and Hooded Plovers. This was very well received again, particularly due to the recently amended Parks Victoria legislation.

Local Laws Hooded Plover Update Local Laws met with Bird Life Victoria and Parks Victoria at South Beach to provide proactive education to the public (including a school group) on the significance of protecting hooded plovers. As of the first week of February, there was one chick on South beach only 2 or 3 days away from being able to fly, thus becoming the first Hooded Plover to fledge on a Western Victoria beach in the last 7 years. In addition, there are two new eggs on South Beach towards the East end of the beach.

Roads & Streets Road Works – Rehabilitation Council’s road rehabilitation program of work has now commenced. Sites are as follows: Works on the Woorndoo-Dundonnell Road between chainage 0.080 to 2.3 is now

complete; Works on the Caramut Chatsworth Road, Chainage 12.925 to 14.925 has

commenced and is progressing well; Works on the Grassmere Hexham Road, Chainage 12.57 to 12.79 and 13.6 to

Other Works/Issues Port Fairy Bowls Club Redevelopment Project is complete, including defects, and is under the Building Contractor’s maintenance period. Koroit FNC New Change Room Facilities Concrete slab has been laid. Wall and roof framing in progress. Aiming for an April completion. Garvoc New Community Hub Under slab plumbing and stormwater nearing completion. Preparations being made to pour the concrete foundations and slab. Aiming for a June completion. Timber Harvest Timothy Plantation, Bessiebelle ABP were expected to commence harvest operations from the Timothy Plantation off Old Mill Road and Portland Road in mid-February. Timber will be directed south to the Princes Highway and on to Portland from there. A road condition inspection was undertaken in early February, after the final sealing works had been undertaken. Paton Plantation, Macarthur ABP also advised they were looking at harvesting from Paton Plantation on Wilderness Road, Macarthur later in 2021. Timber will be hauled from Wilderness Road, east onto Christies Road, and then North to Myamyn-Macarthur Road Millard Plantation, Bessiebelle ABP also advised they were looking at doing some road works (internal track construction) at the Millard Plantation, which sits both sides of Muddy Dam Road, Bessiebelle, with a view to harvesting from this plantation later in the year. Council staff are in discussion with ABP in regards to the best haulage route. If the trucks end up hauling north along Muddy Dam Road to the Woolsthorpe-Heywood Road, ABP will need to undertake works to increase pavement depth on what is essentially a dry weather only road.

Words of Appreciation Email received by Jegas from Larissa Steinman regarding the construction of a footpath at Grassmere - 19 February 2021 To Whom It May Concern, Just a brief note of thanks to Moyne Shire Council for approving the construction of the Grassmere footpath. Although the concrete path in front of our house is not yet complete, we have already noted a significant impact for our family. I am reassured and pleased that our children are able to safely walk or ride to school and the bus stop, and as a family we are able to exercise together regularly. We have also met a number of community members on the path whom we have not previously encountered. Given the particularly difficult year we have faced, the footpath provides opportunities to enhance our physical health and to support general wellbeing. I have had a number of conversations with other community members who have shared similar views. I look forward to any future opportunities for Moyne Shire to further develop Grassmere community access and facilities.
