President’s Message Federated Members, We are excited to be in the election mode for the rest of this year until November 9 th , when we will have new leaders for our county, state, and country. Until then we have an enormous challenge facing each of us. The county headquarters should open in August so please plan on taking part. Our scholarship team of Ginger Mugar, Lee Fehlberg & Donna McDonnell have to be congratulated with their scholarship contest this year. Our club had funded the scholarships last year and our Board voted to award two ad- ditional small scholarships to the 2 nd and 3 rd place winners. The essays were excellent and we are already preparing for next year’s contest. We have al- most raised enough money to fund them. We want to say thank you to Janet Dorgan for her never-ending pursuit of the perfect solution to the marijuana regulations of our lovely Deschutes County. Janet has been battling this issue and we admire her efforts. Remember the name “Phil Henderson”. Phil is running against Al Unger for Deschutes County Commissioners this fall and we need to promote his success- ful election. Flag Day, June 14 th is rapidly approaching. If you don’t play golf PLEASE do come to the meet & greet at 5:00 p.m. at Aspen Lakes, Sisters. Bud Pierce & Dennis Richardson will be attending. It should be an amazing meeting with hearty appetizers and DESSERTS. Where would we be without dessert? “Thomas Jefferson and the Tripoli

Pirates” The Forgotten War That Changed

American History

There are probably some Americans who first became familiar with the term “Islamic Terror-ists” on September 11, 2001 when jets flew into the twin towers in New York City causing a total implosion which left a gaping hole, devastation and loss of lives in their place.

When I spotted the historical non-fiction book “Thomas Jefferson and the Tripoli Pi-rates” on the New York Times Best Seller list I knew it was something I would read to get a quick refresher course on the early history of the newly formed United States and its con-flicts with pirates from Morocco, Algiers, Tunis and Tripoli off the northern coast of Africa. Our first commercial vessel was boarded and confiscated in 1790.

During this time period, merchant ships from England and France traveling through the Strait of Gibraltar bound for the Mediter-ranean were regularly overtaken by Muslim pirates along the Barbary Coast. Rather than begin an ongoing war to stop this, the English and French governments paid ransoms; the ship’s captains were then allowed to retain most of their cargo and to continue on their way, rather than be boarded by the Muslims and their crew taken prisoner to be kept in

slavery on the African continent.

“Thomas Jefferson and the Tripoli Pirates” details how the new nation of the United States, after many years of facing the loss of their few ships, their crews held in captivity, came to a different decision on how to handle this threat. It was a daunting task as well as a fascinating period in history for the newly born country.

The book, an easy read with a memorable cast of characters, was co-authored by Brian Kilmeade , co-host of the Fox and Friends morning show and Don Yaeger, sports journal-ist and author of two dozen books. It may lead many history buffs to research more in-depth books detailing this period in history and how the Europeans reacted to America’s approach to Piracy.

Opt out of Measure 91 Deschutes County Council has decided to ‘opt in’ since this letter was published, however, the efforts of our members are greatly appreciated. In writing this let-ter to an avowedly left-leaning publication, Lee Fehlberg took the fight directly to her opponents and made the case with considerable persuasiveness. Reprinted from “The Source Weekly” and with the permission of the author, Natalie Fehlberg.

I ask myself, what would Deschutes County look like on Earth Day 2020 if we allow recreational marijuana growing in rural Deschutes? We will see detrimental effects on county land, water and air with dramatic increases in the need for water and electricity, rolling farmlands and natural areas will be covered with greenhouses. County Commission-ers must opt out of Measure 91 and only allow the existing “medical” grows.

While attending several MAC meetings, heavily packed with pro-marijuana members, it was obvious that the main concern was to accommodate growers. Very little considera-tion was given to families who live nearby and who will be directly affected. Property values will plummet. There will be 24/7 noise from fans/filters that regulate air and lighting, plus there will be the resulting over-powering odor of the plants/trees. Driving through rural areas recently, it saddened me to see our beautiful Oregon countryside being destroyed by greenhouses, enclosed by barbed wire fences that now block scenic mountain views and that have destroyed the natural landscape.

The state of Colorado is experiencing significant problems since legalizing pot: lawsuits from adjoining states; high costs of regulation and enforcement; increases in emergency room visits due to smoking or ingesting marijuana and increased arrests by police for people driving under the influence of pot. Expect to see the same problems here. Most likely tax revenue collected from pot sales will not cover enforcement and will over-burden police, fire and medical personnel. Are higher taxes and increased energy and water costs on the horizon as well?

If we really care about our citizens and about preserving the environment, we must demand an opt out of the growing of recreational marijuana, leaving the existing medical grows as is, provided they are following regulations.

Many families moved to Central Oregon to experience a bet-ter quality of life – we must preserve that. Contact County Commissioners Tammy Baney, Tony Debone and Alan Unger and urge them to vote for opting out.

Caring for Troops COFRW is proud to support Caring for Troops, a Central Oregon organization that provides monthly care packag-es to deployed troops who live in or have ties to Central Oregon. This organization is pro-troop, war-neutral and nonpartisan and supports troops in peacetime as well as during wars.

This non-profit organization can accept money to assist with mailings and other administrative expenses or goods listed below. Hint – the troops really enjoy packaged jerky! We encourage you to write a card or a note of thanks and encouragement that will be included in a care package. A red basket will be available at every meetings and you can drop your donations in that basket. You are also encouraged to participate in providing services to families of deployed troops such as lawn mowing or basic household repairs, and you can assist at the “pack-ups” on the sec-ond Saturday of every month.

Caring for Troops knows who the Central Oregon Federated Republican Women are and truly appreciates our support of their mission. Caring for Troops is Central Oregon's support league for locally connected men and women who are deployed overseas. Tax ID #27-0111073. We are interested in gathering troop names, addresses & locations for those locally connected people who are deployed overseas to share with Caring for Troops. Please talk with your friends, pastors and members of other organizations to gather names and bring them to our monthly general meet-ing. At the last pack-up we packed 19 care boxes. $2,000 SCHOLARSHIP ESSAY CONTEST WINNER - AMANDA WOODS

Amanda Woods has been awarded the$2000 Central Oregon Federated Re-publican Women (COFRW) 2016 College Scholarship. Amanda is a senior at Summit High School in Bend. Due to the overall quality of the competitors’ es-says, COFRW board members voted to allocate funds to award additional scholarships for second and third place winners. Amanda plans on starting her studies at COCC in the Autumn and then transferring to the Oregon Institute of Technology where she has been accepted and will be studying Sonography.
